HARYANA BYE-LAWS FOR INDUSTRIAL BUILDINGS

ZONING PLAN:
It means the detailed layout plan of the sector or a part thereof as approved by chief administrator showing subdivision of plot ,open spaces,streets,position of protected trees and other features and in respect of each plot ,permitted land use ,building lines and restrictions with regard to use and development of each plot .

STAIRCASE
1.It should be provided with at least one staircase extending from ground floor level to the highest floor having minimum clear width in accordance with the following table: No. of user up to 1.2m Increase 0.025m for every additional 15 persons until a maximum of 2.75m is reached. 2. Single staircase of the width mentioned above maybe replaced by two staircase each of width at least equal to 2/3 the width prescribed for a single staircase provided neither of the two substituted staircase s shall be less than 1.2m in width .staircase so provided shall be built in fire resisting materials.

HEIGHT OF MEZZANINE STOREY AND INTERNAL BALCONIES:


a. A mezzanine floor or internal balcony shall not be permitted unless the height of the room is at least 5.2m and such a mezzanine floor or balconies don't cover more than one third of the room area. The height of such mezzanine floor or internal balcony shall not be less than 2.3 m above the floor level.

DAMP PROOF COURSE


1. In external walls ,the horizontal dpc shall be laid immediately above the plinth protection and a vertical dpc shall be provided on the entering face of the wall extending between the level of the horizontal dpc and the level of the upper surface of the concrete in the finished floor. In an internal wall , the horizontal dpc shall be laid in level with upper surface of the concrete in the finished floor. The continuity of dpc between the internal and external wall shall be secured by insertion of bitumenised bricks or concrete bricks laid in cement mortar.

LOBBIES, CORRIDORS, PASSAGES AND BALCONIES:


The minimum width of any lobby , corridor, passage or a balcony in these buildings shall be given below: a. No. of users from 1 to 20 0.9m b. No. of users from 20 to 100 1.2m Increase every 0.025m for every additional 15 persons until a maximum of 2.75m is reached. Walls and roof shall be fire resisting material..

MINIMUM DIMENSION OF STEPS:


21m No stair in industrial building shall have a riser of more than 0.18m and a tread of less than 0.27m.

LOADS:
In addition to the dead load the building may be designed according to the following dead load: Type of floor 1.Floors of ware houses, workshops factories for light weight loads Maximum live load kg per sqmt.of floor area 500

a. For the first 60%of such 4500 sq.mt of portion of the the area of the site site b. For the 45% of such portion in portion of the excess of 4500 site sq. mt.

MATERIALS FOR STAIRCASE:


60% 21m Material used for staircase shall be of fireproof materials . Treads and risers should be of uniform width and height.

PROJECTIONS
Sunshade,chajja ,architrave cantilevered from the face of any wall upto 1.8m beyond the wall and at a height not lower than 2.3 m.

LOCATION OF STAIRCASE:
No part of the second or of any higher storey of any building shall be more than 30m from some staircase of ramp leading to the ground floor

MINIMUM FLOOR HEIGHT: a. Internal height of workrooms shall not be less than

4.3 m measured from floor level to the lowest part of the roof and if the roof is of corrugated iron which is neither covered with tiles nor has an inner ceiling lining of heat resisting material with an air space of at least 4inches between it and corrugated iron ,the internal height shall not be less than 16 feet. Incase the building has concrete roof the minimum height may be 12 feet.

HEADROOM IN STAIRCASE:
The minimum clear head room in any staircase shall be 2.10m measured from the top of the riser to the most dependant portion of the ceiling above .

HEIGHT OF BOUNDARY WALL AND FENCE AND TYPE OF GATE:


The height and design of the boundary wall of fence and gate shall be in accordance with the provisions of zoning plan and shall conform to the pattern laid down for such a plot on the zoning plan . Provided that where no-zoning plan has been prepared ,the height and design of the boundary wall or fence and gate shall be as specified by chief administrator.

PROVISION OF HANDRAILS :
1.Every staircase at least one hand rail shall be provided. Where steps are provided from the ground to the buildings, handrail may not be provided if steps do not go above 1.5m height and are not less than 1m in width.

WALLS:
1 .No wall shall be constructed of easily inflammable materials , materials do not include teak,sal,shisham and deodar, kail wood or other wood . No masonry wall other than party wall shall be built in clay mortar to a greater height than one storey and walls shall be plastered and pointed .the minimum thickness of a wall shall in no case be less than 20cm.

BATHROOM AND WATER CLOSET:


1. The size of the bath room shall not be less than 1.5m x 1.2m or if it is a combined bath and water closet its floor area shall not be less than 3.0sq.mt. with a minimum width of 1.2m The minimum floor area of a water closet shall be 1.1sq.mt., Its smallest side being 0.85m .it shall be provided with permanent ventilation of minimum of 0..2 sq.mt. , in addition to the door and a window opening directly to the outside air of not less than one fourth of the floor area..

ARCHITECTURAL CONTROL:
In case of building sites where architectural control is considered necessary by chief administrator ,he shall cause to be prepared architectural control sheets for this purpose , showing extent of architectural control on various units of the building or on a portion of such buildings, in following respects: a. Compulsory elevations for a particular building or a row of buildings. b.Compulsory height of the front or any side exposed to view from a street upon which a building have to be erected and completed in certain period. c.Compulsory height of floors. d. Compulsory height and design of cornices, sills and top of windows in the first and subsequent storey's. e. Compulsory building line along which the building shall have to be erected and completed in certain period. f.Compulsory type designs of balconies. g.Compulsory use of materials ,texture and color. 2.

THICKNESS OF WALL
Where walls of buildings are constructed of bricks, stones, blocks or of other hard and incombustible material laid in horizontal beds of course every wall or part of a wall shall be so designed and constructed as to be capable of safely sustaining and transmitting the dead loading and the superimposed load ing to which it may be subjected.

BASEMENT
i)A basement restricted to the Actual Ground Coverage will be permitted for services and parking, the same will not be reckoned in FAR. ii) The basement shall not be used for storage. iii) In case of industrial plots of one acre and above, provision of separate ramps i.e. for entry and exit having a width of 4 mtrs. each shall be made. iv) In case of industrial plot less than one acre, single ramp with a width of 6 metres. may be provided. The slope of ramp shall not be steeper that 1:10.

STRUCTURAL MATERIALS:
FOUNDATIONS:
1.The foundations of every building shall be constructed as to sustain the combined dead load of the building and the super imposed load and to transmit those loads to the sub-soil.

ROOFS:
1.Every roof shall be weather proof and fire resistant and in no case shall be built of mat, sikri, cloth, grass or thatch or any other easily inflammable materials and it shall be structurally safe against dead load and live loads.

FLOORS :
All floors of every building including floor of bathrooms,latrines,urinals shall be damp and damp proof and rot proof and shall be constructed of materials so treated so as to protect from white ants , dry rot , wet rot .

HARYANA BYE-LAWS FOR INDUSTRIAL BUILDINGS


FIRE SAFETY:
All buildings in their design and constructions shall be such as to contribute to and ensure individually and collectively the safety of life from fire, smoke, fumes and panic arising from these or similar other causes. In building of such size arrangement or occupancy that a fire may not itself provide adequate warning to occupants, automatic fire detecting and alarm facilities shall be provided where necessary to warn occupants of the existence of fire, so that they may escape, or to facilitate the orderly conduct of fire exit drills, Fire Protecting and extinguishing system shall conform to accepted standards and shall be installed in accordance with good practice as recommended in the National Building code of India, 1970 and to the satisfaction of Directorate of Fire Services. There shall be a clear access way of not less than 5 meters in width separately for entrance and exit, as a means of access to and from the building or buildings within the site, provided that where a site does not abut on street the means of access to the site shall be not less than 12m from the existing public street. 5.Where the water closet discharges into a soil pipe which also receives discharge from another water closet shall be ventilated by a pipe which shall: Have an internal diameter of not less than 50 cm. Be connected with the atm of the soil pipe at a point not less than 7.5 cm and not more than 30 cm. from the highest part of the trap, on that side of the water seal which is nearer to the soil pipe and in the direction of the flow. Either have an open and as high as the top of soil pipe at or be carried into a soil pipe at a point not less than 2.0 meters above highest connection to the soil pipe.

VENTILATION OF DRAINS:
The drains intended for conveying foul water from a building shall be provided with at least one ventilating pipe situated as near as practicable to the building shall be provided with at least one ventilating pipe situated as near as practicable to the building and as away as far as practicable , from the point at which drain empties into the sewer or other means of disposal Provided that a soil pipe from a water closet or water pipe from a slop sink, constructed in accordance with these rules may serve for the ventilating pipe of the drain , if its situation is accordance with the rules.

DISPOSAL:
METHOD OF DISPOSAL:
Every water borne drainage system shall be connected with the public sewer. In case no public sewer exists in the vicinity of the said premises,the drainage system may temporarily be connected to a septic tank from which, effluent shall be drained off by absorption or sub-soil irrigation drains.

SEPTIC TANK
No tank shall be located: a) At a distance of less than 25 meters from any building. b) Within 60 meters from any percolation well, water-course or stream used likely to be used for drinking or domestic purpose or for manufacture of any article of food or human consumption. Every septic tank intended to serve a population of 24 or more persons shall be constructed into two separate compartments. Every inlet pipe into a septic tank shall be effectively trapped.

URINALS:
1. 2. 3. 4. The urinals shall be provided with a basin, stall through or other suitable receptacle of non-absorbant aterial. The outlet from the receptacle shall be provided with an efficient grating. The urinal shall be provided with suitable apparatus for efficient flushong and cleaning the receptacles provided. No part of the urinal apparatus, other than the flushing apparatus, shall be directly connected with a supply or distributing pipe.

MANHOLES :
A manhole shall be provided at every point at which the drain changes either its direction or gradient and otherwise at interval ,not exceeding 100m.A manhole shall be of such a size as to allow access to drain for rodding and shall be provided with proper cover in flush with ground surface.

ABSORBPTION PITS SOIL PIPES AND VENTILATING PIPES:


A soil pipe or a ventilating pipe shall be: i.Easily accessible throughout its course and adequately protected where necessary , from damage ; ii.Of an internal diameter of not less than 100mm. iii. Circular iv.Carried upwards to such a height and in such a manner so as to prevent any nuisance or injury or danger to health arising from the emission of foul air from such pipe , the minimum height being 60mm above the roof ; and v. Be fittted at the end with a suitable grating or cover admiting the free passage of air. 1. 2. every absorption pit shall confirm to same restrictions as are laid down for a septic tank. No absorption pit shall have an outlet into a means of communication with any sewer, storm water drain or surface drain. The walls of every absorption pit shall be atleast 0.5 metre above ground level so as to exclude effectively, the entry of storm water or irrigation water into the absorption pit. The absorption pits shall be constructed in duplicate so that one pit can be put out of use for cleaning purposes.

PARKING:
Adequate Open/Covered Parking shall be made within the site/plot for the vehicles of the owners, staff and visitors. Adequate parking spaces, covered, open or in the basement shall be provided for vehicles of users and occupiers, within the site. At least 10% of the parking shall be at the street level. One Equivalent Car Space for every 50 square metres of floor area.

LAYING OUT OF DRAIN AND INSTALLATION OF DRAIN PIPES:


LAYING OF DRAINS: 1.Every drain shall be : a. Be of a suitable size and if it is intended for the conveyance of foul water shall have an internal diameter of not less than 100mm. b.Be laid with a suitable fall and where practicable in direct line. the standard gradient shall be 1 in 40 for a 100mm.drain and 1 in 80 for 150 mm drain .The maximum and minimum gradients shall be respectively be 1 in 20 and 1 in 80 for 100mm drain and 1 in 140 resp. for a 150mm drain. 2.a.A drain shall not be constructed so as to be within or under a building ,except where situation is impracticable. b. Where any such drain or part thereof is constructed within or under a building , such drain shall be laid and fixed in direct line. 3. Where any such drain is laid under a wall ,it shall be protected at that part which is under the wall by means of a relieving arch ,flag stone, iron or any other support which shall not bear on the drain and shall be of sufficient size and strength to prevent any disturbances or other injury to such drain. 4. Drain shall not be constructed in such a manner that there shall be within a building any inlet to such drain except such inlet as may be necessary from any sanitary fitting or any sanitary installation connected directly to such drain. 5. Every inlet other than a ventilating pipe to such a drain shall be properly rapped by a suitable and efficient trap and such trap shall be formed and fixed so as to be capable of maintaining a water of : a.5cm where such inlet has an internal diameter of less than 80mm. b. 7.5cm where such inlet has an internal diameter of more than 80mm. 6. Every trapped gully shall be covered with a grating the bars of which shall be not more than 10mm apart.

SUB-SOIL IRRIGATION FOR DISPOSAL OF EFFLUENT


1. No sub-soil irrigation work for disposal of effluent from septic tank shall be laid out within a premises till a suitable area of open land.. The area set apart shall be one hector for every 25000 litres of effluent per day. No part of any area reserved for sub-soil irrigation shall be within a distance of 25 meters from the nearest point of any dwelling house or any other building used for human habilitation, work, canal or irrigation well. No such works shall be laid out within a distance of 75 meters from any percolation well, tubewell or water course or stream used or likely to be used for drinking or domestic purposes.

DRAINAGE AND SANITARY INSTALLATIONS:


SANITARY FITTINGS:

SEPERATION OF SOIL PIPES FROM RAIN-WATER PIPES:


No soil pipe or ventilating pipe shall be connected with any rain water pipe. 2. 3.

PROVISION OF TRAP:
There shall be no traps in any soil or ventilating ventilating pipes, nor between any other pipe and drain to which it is connected , but every sanitary fitting connected to a soil pipe , ventilating pipe or drain shall be provided with a trap. 4.

WATER CLOSETS
1. 2. Every water closet span shall have an efficient siphon trap with minimum water seal of 75mm beneath. No part of water closet apparatus shall be directly connected with water supply disturbing pipe for flushing and cleaning of the pan, a special close cistern with a suitable ball cock and not less than 12 liters capacity shall be provided. The capacity of every reserve tank shall be at a scale of 70 liters not for one water closet connected with water closet connected to the tank and 280 liters for each additional seat in the same premises. No self-acting or automatic flushing apparatus be constructed or fixed.

WASTE WATER PIPES:


A waste water pipe from a bath, sink bidet or lavatory basin and pipe for carrying of dirty water shall: i.Discharge so as not to cause dampness in wall or foundation of building. ii.If it discharges into drain it shall be disconnected from the the drain by a tapped gully with a suitable grating above the level of the water in the trap; and iii.If it is more than 1.80m in length , be provided with a suitable trap.

STORM WATER
DRAINAGE OF ROOFS The roof of every building shall drain into gutter shoots or throughs and shall be carried down through adequate no, of down pipes without causing dampness in any part of the wall or foundation of the building. In case rain water pipe, khasi or concealed parnallas are being used, they shall not drain into any public road, footpath or on private lands. SIZE OF DOWN PIPES A down pipe of minimum area of 75 sq.mt. shall be provided for every 50 sq,mt . Of the flat area roof (slope of roof being 1:48) or for every 100 sq.mt. of sloping roof area(slope of roof exceeding 1:48).

OVER FLOW PIPE :


An overflow pipe from a water cistern shall discharge in an exposed and conspicuous position so as not to cause dampness on any part of a building.
