We want to see Wales as a country where children and young people are: respected valued listened to supported to lead safe and happy lives. The United Nations Convention on the Rights of the Child is the foundation of all our work.

51. The Committee recommends that the State party:

a.) establish mechanisms for monitoring the number of cases and the extent of violence, sexual abuse, neglect, maltreatment or exploitation, including within the family, in schools and in institutional or other care; b.) ensure that professionals working with children (including teachers, social workers, medical professionals, members of the police and the judiciary) receive training on their obligation to report and take appropriate action in suspected cases of domestic violence affecting children;

c.) strengthen support for victims of violence, abuse, neglect and maltreatment in order to ensure that they are not victimized once again during legal proceedings;
d.) provide access to adequate services for recovery, counselling and other forms of reintegration in all parts of the country.

Safeguarding is an area which we have to get right. We must all work to ensure every child and young person living in Wales can be safe. And the key words here are collective responsibility because safeguarding and protecting children does not solely rest with local authority childrens services. It is everyones responsibility.

I am calling on Welsh Government to ensure that the proposed National Safeguarding Board includes child sexual exploitation as a standing item and provides clear strategic direction to new regional Safeguarding Children Boards on the implementation of safeguarding policy as it relates to this form of abuse.
