Factors Affecting Network Performance

Many factors and network elements can affect the network performance. Here are some of the main examples: Quality of network equipment, both hardware and software BTS, RNC, PS Core, CS Core and transmission equipment Performance of UE and field measurement tools inter-operability, sensitivities of measurement parameters, level of accuracy Quality of network planning and optimization coverage, interference, parameter tuning, capacity dimensioning Quality of network implementation - site and network equipment installation, integration and commissioning Quality of network operation and maintenance Multi-vendor environment Application servers, IP Backbone Measurement method test setup, service dependent, cluster or system level, area type (dense urban, urban, suburban, rural).

Soc Classification level 8 Nokia Siemens Networks

UE Impact on Performance
The functionality of different UEs are not similar, there are differences in Power control (RACH process) SRNC relocation support Cell FACH/PCH performance Cell reselection/inter RAT cell reselection Throughput (during SHO) UE power consumption UE power spiking UE Measurement performance (cell_DCH, cell reselection, ISHO) UE Sensitivity Data card throughputs The malfunctioning of certain UEs will naturally cause drops in setup of active phase

RNC_183c Cell Availability KPI counts Cell availability from user point of view:
Cell _ Availability = 100 * sum( AVAIL _ WCELL _ IN _ WO _ STATE ) sum( AVAIL _ WCELL _ EXIST _ IN _ RNW _ DB )

This replace old Cell Availability KPI based on Code Three

M1000C178 AVAILABILITY WCELL IN WORKING STATE # of samples when WCELL is in WO State. Counter M1000C180 is always updated along with this counter Counter is updated with the value 1 once in approx. 5 seconds when the WCELL is in WO State M1000C180 AVAILABILITY WCELL EXIST IN RNW DATABASE # of samples when WCELL is configured in the database. This counter is used as a denominator for cell availability calculation Counter is updated with the value 1 one in approx. 5 seconds when the WCELL is configured in the radio network database

Soc Classification level 12 Nokia Siemens Networks

Cell Availability
There is also Optional Cell availability KPI (in RAN05.1), which counts
Cell Availability from network point of view. Situation where WCELL is blocked by User are excluded from the formula. RNC_727a Cell Availability KPI, excluding blocked by user state (BLU), Counts Cell availability from network point of view:
Cell _ Availability _ excluding _ BLU _ state = 100 * sum( AVAIL _ WCELL _ IN _ WO _ STATE ) AVAIL _ WCELL _ EXIST _ IN _ RNW _ DB sum AVAIL _ WCELL _ BLOCKED _ BY _ USER

M1000C179 AVAILABILITY WCELL BLOCKED BY USER # of samples when WCELL is BLU State. Counter M1000C180 is always updated along with this counter Counter is updated with the value 1 once in approx. 5 seconds when the WCELL is in BLU state

Call Setup Success Rate (CSSR)

Poor CSSR could be a result of Poor coverage or dominance or interference issues in Radio interface Capacity issues in Radio or Iub interface Configuration issues in WBTS (parameters or HW) CSSR is essentially RRC Setup Success * RAB Setup Success (or successful PS session setups in case of PS call) CSSR covers all the steps from the initial RRC connection request from the UE to the network, through the RRC setup phase and the RAB setup phase, and until user data is starting to get transferred. The CSSR formulas are for different traffic classes like: CS voice calls (RNC 565 f) CS video calls (RNC 566e) PS RT Streaming Calls (RNC 575 d) PS NRT Calls (Interactive & Background) (RNC 576d)

Call Drop Rate (CDR)

Call is dropped if one (or more) of the following RAB, RB or RL, drops. PS call drop is different than the other call type drops, RAB service can still exits even if the RB and/or RL drops Call drop could be a reason of coverage or interference issues, SHO problems, missing neighbour, inter RNC problems, just to mention some Call Drop rate (CDR) is calculated based on RAB activation failures, it can be defined separately for different services Normal RAB releases are taken into account Drops during the signalling are not included RAB Success = 100 - 100*(failures /success)

For NRT RABs pre-emption is not possible As the formula is based on active fail counters is means in this case that when RAB drops in CELL_PCH state that two fail counters are updated. This is taken into account in the formula (the drops in CELL_PCH subtracted from all drops.)

Normally ISHO may fail due to missing target cell or the cell is not good enough coverage, interference or configuration problem From the measurement point of view the ISHO is divided into two phases: Inter-system measurement Inter-system handover The Real Time and Non Real Time Inter System HO differs in nature. Therefore the ISHO KPI can be splitted in RT and NRT parts In case of Multi-RAB having at least one RT RAB only RT counters are updated and the Handover is performed using RT handover procedure

HS-DSCH Serving Cell Change

The HS-DSCH Serving Cell Change success rate can be calculated as below
SCC _ INTRA _ BTS _ SUCCESSFUL + SCC _ INTER _ BTS _ SUCCESSFUL SCC _ STARTED _ CPICH _ ECNO + SCC _ STARTED _ UL _ SIR _ ERROR + SCC _ STARTED _ ACTIVE _ SET _ UPD + SCC _ STARTED _ OTHER _ REASON

RNC _ 733 A = 100%

denominator is incremented in the source cell (old serving cell) and numerator is incremented in the target cell (new serving cell) So this KPI is useful in RNC level However in case the SCC failure rate is calculated then it is possible to find out under which HS-DSCH serving cell plenty of SCCs are failing (but this will not tell the cell to which the SCC is failing)
SCC_FAILED_DUE_TO_UE + SCC_FAILED_DUE_TO_BTS + SCC_FAILED_DUE_TO_TRANSM + SCC Failure Rate = 100% SCC_FAILED_DUE_TO_AC + SCC_FAILED_DUE_TO_OTHER SCC _ STARTED _ CPICH _ ECNO + SCC _ STARTED _ UL _ SIR _ ERROR + SCC _ STARTED _ ACTIVE _ SET _ UPD + SCC _ STARTED _ OTHER _ REASON

It should be noted that the KPI above is not very accurate in cell level as

The average active HS-DSCH MAC-d throughput from network perspective calculated as the HSDPA MAC-d throughput at BTS, divided by the active HSDSCH time from the network perspective The active time refers to the scheduled TTIs, i.e. when sending data The throughput is looked at from MAC-d layer, i.e. how much MAC-d level data the HS-DSCH is able to successfully transfer to UEs using the scheduled TTIs, so this considers also the MAC-hs efficiency

Packet Call measurement (M1022)

A PS RAB can consist of multiple packet sessions (packet calls) state transitions within RAB (cell_DCH, cell_FACH, cell_PCH) New RAS06 Packet Call measurement provides accessibility/retainability of the

cell_DCH radio bearers Packet calls starts with user plane capacity allocation (transfer from FACH/PCH, DCH 0/0) and ends with dedicated resource release (transfer back to FACH/PCH, DCH 0/0, RAB release, outgoing relocation, HHO, ISHO) There are counters for the following channel combinations Rel99 DL = DCH UL = DCH HSDPA DL = HS-DSCH UL = DCH HSUPA DL = HS-DSCH UL = E-DCH There are counters for the following events Attempts Allocations Channel switches Setup failures Normal and abnormal releases

Cell Throughput Measurements

RAS05.1 counters (from Traffic measurement) gives information about the
allocated capacity for each rab type. For example:

DUR_PS_INTERA_8_DL_IN_SRNC DUR_PS_INTERA_16_DL_IN_SRNC DUR_PS_INTERA_32_DL_IN_SRNC DUR_PS_INTERA_64_DL_IN_SRNC DUR_PS_INTERA_128_DL_IN_SRNC DUR_PS_INTERA_256_DL_IN_SRNC DUR_PS_INTERA_384_DL_IN_SRNC

RAS05.1 counters from RCPM measurements (M1017) gives information

about transferred payload, but these measurements generate heavy load on the OSS, so not suitable for daily monitoring:

Cell Throughput Measurement

The cell throughput measurement provides information on the amount of
data that is transferred from the SRNC MAC-d to the Iub interface. This means that if the UE is in a softer handover, the counters are updated only for one cell per BTS. As an example, this feature enables easy monitoring of the distribution of HSDPA and DCH throughput as well as provides statistics for HSDPA and DCH capacity optimisation. The amounts of data that are transferred while the RNC acts as a driftRNC are not included in this measurement. Contents: Signalling RB DCH MAC-d throughput RT CS (AMR, Conversational and Streaming) DCH MAC-d throughput RT PS (Streaming) DCH MAC-d throughput NRT (Interactive and Background) DCH MAC-d throughput NRT (Interactive and Background) HS-DSCH/E-DCH MAC-d throughput UL/DL separation is provided

System Program report

RAS06 version of System Program report available A few differences compared to previous version: CS voice and video usage now based on Service Level counters (M1001), not on Traffic counters (M1002) => SHO no longer included Two KPIs for HSDPA payload Use rnc_608a if BTS s/w < WN4.0 and PDU size = 336 bits (15 codes not in use) Use rnc_608b if BTS s/w = WN4.0
