What is a DISASTER ACTION TEAM?


A

disaster control group or reaction team organized in schools/offices/establishments that is tasked to implement pre, actual and post disaster related activities.

Why organize a DISASTER ACTION TEAM?


ORGANIZATIONAL PRINCIPLES 1. IT IS MANDATED BY LAW

SEC. 5 Tasks The members of the Council shall have the following tasks:
a. The Secretary of National Defense, as chairman of the National Disaster Coordinating Council shall: (1) Convene the council as often as necessary to effectively coordinate the national efforts on disaster preparedness, emergency operations and recovery and rehabilitation activities, and; (2) Call on all other departments, bureaus, departments, agencies, instrumentalities of the government and the private sector for assistance in preparing for, reacting to and recovering from the effects of disasters and civil emergencies. b. The Civil Defense Administrator, in addition in addition to the functions of his office as enumerated in Letter if Instruction No. 19 dated31 December 1971 shall: (1) coordinate the activities and functions of the various agencies and instrumentalities of the National Government and institutions and civic organizations to implement the policies set by the National Disaster Coordinating Council to Disaster Management; (2) Provide Secretariat services to the National Disaster Coordinating Council; (3) Prepare and disseminates disaster control manuals and other publications related to measures on disaster prevention, and mitigation, and; (4) Advice the Chairman on matters concerning Disaster Management; c. d. The Secretary, Department of Local Government and Community Development shall be responsible for overseeing the organization of disaster coordinating councils and the establishment of operation centers of all local governments; The Secretary, Department of Labor shall be responsible for the organization of disaster control groups in all factories and industrial complexes, utilizing the existing safety committee therein; control private relative

The Secretary, department of Trade, shall be responsible for the organization of disaster control groups and reaction teams in large buildings used for commercial and recreational purposes; The Secretary, Department of Social Services and Development shall be responsible for the extension of emergency relief assistance and social services to the victims which will immediately restore them to a life of normalcy; All members of the National Disaster Coordinating Council shall make available their personnel, facilities and expertise to effectively carry out the functions of the council.

Why organize a DISASTER ACTION TEAM?


ORGANIZATIONAL PRINCIPLES 2. SELF-PROTECTION

Schools

have the inherent responsibility to protect its occupants as well as its properties, hence the occupants/personnel shall be organized into small groups and be trained for the performance of specialized tasks

Who comprises the DISASTER ACTION TEAM?


The DAT should be staffed or composed of personnel/occupants chosen on a best qualified basis

Spearheads planning and implementing disaster related activities Directs/coordinates the DAT operations in times of emergencies

Coordinates with appropriate agencies re: conduct of pre-disaster activities Conducts periodic inspection of the premises and recommends actions to identified hazards

Submits periodic reports to the management on the operations/activities of the DAT

Assist the Team Leader in planning and implementing disaster related activities Assumes the functions of the team leader in the latters absence Performs other functions as needed

Fire fighting
Takes charge in suppressing fires until the arrival of the BFP and other fire fighters Ensures the availability of fire fighting tools and equipment

Fire fighting
Sees to it that fire extinguishers are inspected regularly, refilled and well maintained Coordinates with other agencies re: fire and evacuation drills

Information/Warning
Sounds the alarm and calls the

appropriate agency/ies for assistance

Ensures that all occupants understands the meaning of the different warning signals

Maintains inventory of personnel,

their addresses, contact numbers and other information for immediate reference Posts adjacent phone units, emergency hotline numbers of BFP, PNP, 911, Hospitals and Rescue Groups

RESCUE/FIRST AID
EXTRICATES persons who get

trapped or injured during emergencies and administers the necessary first aid care. ENSURES that the premises are cleared of casualties during emergencies

Sees to it that first aid kits are

stationed in strategic places and ready for use at all times Participates in first aid/rescue trainings to enhance capabilities in responding to emergencies

SECURITY/TRAFFIC
ENSURES

the safety of occupants, properties and documents from undesirable elements

SECURES

all entrances and exits and allows only authorized personnel to enter the premises during emergencies

SECURITY/TRAFFIC

Maintains easy flow of traffic to facilitate smooth operations during emergencies

Coordinates with law enforcers on security/traffic matters

TRANSPORTATION/EVACUATION

Identifies and Designates primary and alternate evacuation areas

Ensures a safe and orderly movement of occupants during actual evacuation

evacuation/salvaging of documents and properties during emergencies Ensures that all electrical facilities are put off before the premises are vacated

Sees to it that properties are

properly tagged with identification labels according to its level of priority for evacuation Restores the normal condition of the premises after the emergency
