To review and define proper BSS Parameter setting
especially on idle mode parameter between GSM900 and GSM1800 The strategy should consider the existence of GSM900 & DCS1800 network coverage, link budget, penetration level, capacity, quality and subscriber perceived in both network

BACKGROUND
The number of ARFCN
The number of ARFCN for GSM900 is 49 and for DCS1800 is
99. Comparison for total ARFCN GSM:DCS=49:99=33%:67% RF quality on DCS1800 should be better than GSM900
Coverage
From the link budget calculation, the coverage GSM900 is
wider than DCS1800 GSM900 cells use frequency 900 MHz which has best propagation and penetration that is theoretically 8 dB better than DCS and more stable against fading

DISTANCE vs RX LEVEL
The delta rxlevel between GSM900 and DCS1800 is about 8 dB in Outdoor coverage Due to fading and propagation loss, delta level between GSM900 and DCS1800 is about 8 12 dB in indoor coverage penetration For C1/C2 Calculation will assume delta between GSM900 and DCS1800 is 10 dB

The Path balanced between DL and UL is 0.5 dB both of GSM900 and DCS1800 The Delta between Downlink and Uplink level is 5 dB for GSM900 and 8 dB for DCS1800

Based on the calculation of delta between DL and UL level, we can calculate receive signal level on BTS side if the level at MS is X dBm. For example DCS1800,Rx level on MS is -103 dBm. Delta DL and UL is 8 dB. So when MS send RACH at level -103 dBm the BTS will receie with signal level at -111 dBm. Its mean receive signal level is below the sensitivity of BTS
From this point, the parameter setting for rxLevelAccessMin should be greater than 8 dB from BTS sensitivity to guarantee uplink signal level is valid to BTS (calculation for DCS1800 point of view)
