Different Explanations for International Recruitment Germany and Canada seek international students to counterbalance their declining and aging populations. The UK and Australia treat higher education as an export service and mainly recruit international students for receiving high tuition fees. The US and France see international student recruitment primarily as a public diplomacy tool.

Enrollment growth at the Bachelors level is set to outstrip growth at the Masters and Doctoral levels. Since international students studying at the Bachelors level are typically funded by their families, as opposed to financial aid, and provide a longer stream of revenue (four years) versus Masters programs (two years), some public institutions are viewing this trend as a solution to current fiscal challenges. English as a Second Language (ESL) programs are emerging as an important pathway for international students, most notably from Saudi Arabia. Given intense pressure on institutions to become more prompt and efficient in achieving their recruitment goals, the use of recruitment service providers, social media and state consortia marketing will gain momentum. While some institutions support the use of intermediaries like commissioned agents, disintermediation through social media offers a more credible and cost-effective connectivity with prospective students with four unique advantages: relevance, speed, cost and personalization. Potential methods A fractal pattern to form simple to complicated formation such as straight line to hexagonal

Defining the fractal equation or pattern that may have potential sharing features to crowd (CROWD PARTICLES) features needs many experiments. After trial and error, it was decided to find the pattern in the Holy Quran. Surah Yaasiin verses 36 says Glory to Allah, Who created in pairs all things that the earth produces, as well as their own (human) kind and (other) things of which they have no knowledge.

Based on the knowledge from the Holy Quran, a fractal pattern with a pair of branches is created. A key word from this verse is pair. A fractal pattern is able to create based on pairing. It is like a tree with a certain growing pattern. It starts with the first branch and grows up two branches and the pattern is iterated.
