CARACOLES SCADA PROJECT CRITERIA It was not possible to use the IEC 61850 criteria due to the Client`s confidenceless and limited features of the manufacturers Nevertheless, it was decided to use the concepts of IEC in order to obtain similar results: * to have direct access to IEDs from the Control Center * to use a common LAN (practically WAN) for all Scada subsystems * to increase the Availability of each subsystem due to the complementation between them * to allow the inteoperability between subsystems and equipment * to increase the service quality QoA * to minimize hardware elements and to reduce costs * to preserve the particular features of each Scada subsystem in spite of the integration level obtained * to use a common and normalized communication protocol * to eliminate hardwiring works * ..

MAIN FEATURES OF THE PROJECT


CONCEPTS TAKEN INTO ACCOUNT

(part 1)

1.- Communication system To use digital comunication system for connecting to the National HV Power System with low Ai figures OPGW optical cable link with dedicated optical fibres for each function to be used (teleprotection; data transmission; voice transmission; DAG automation; remote power dispatch transmission; etc) Arrangement for future scheme based on a double and independent communication systems 2.- LAN network (and future extended WAN) (part 1) Optical duplicated Local rea Network, 100 Base FX Total immunity against electromagnetic interferences in the whole project areas by using optical links To reduce hardwiring links in order to obtain a lower complexity project, as well as to allow simultaneous electrical and low level signal installations To have full compatibility with IP technology (IP interfaces and Ethernet network) To have a ring topology, both in LAN network (top level) and IED networks (bottom level) To have high data traffic between equipment and IED

CONCEPTS TAKEN INTO ACCOUNT (part 2) 2.- LAN network (and future extended WAN) To have access to the lowest levels of control from the Control Centre (SDSC) To have an optical distributed control style instead a conventional hardwiring concentrated control style To continue with the power plant and substation operation in case of failures in the communication system To operate equipment that will be located far away from the power plant building (i.e. dam areas) in a highly reliable way To have further remote control of the Caracoles Power Plant from a future Management Centre which will also have the control of all Hydraulic Plants and other hydroelectic resources located around the area . ..

SCADA OF POWER PLANT


CRITERIA TAKEN INTO ACCOUNT 1.- Data acquisition and control units (UDAC) To do the control, supervision, and data acquisition functions of equipment and associated systems To interface the SDSC with peripheral equipment and sensors Redundant configuration scheme for Generating UDAC units Non-redundant scheme for the rest of UDAC units (Auxiliary Services and other showed) 2.- Operation Station (OS) To do the interface between the operators of the Power Plant and the SCADA system To have full operation and control of the Power Plant and Substations To have access to Data Base that include additionally information, such as event recording, historic information, tools for developping systems, etc

SCADA OF SUBSTATIONS
CRITERIA TAKEN INTO ACCOUNT To do the control and command of the electromechanical equipment of each SSEE from a unique and unified Control Centre (SDSC) To supervise the mentioned SSEE from the external Regional Control Centre of the HV Operator IT MEANS CRITERION OF INCREASED REALIBILITY OF THE INTEGRATED SCADA SYSTEM To have a wide range of opearation modes: from the Control Centre at the top, to the individual electromechanical equipment in the switchyard at the bottom IT MEANS CRITERION OF INCREASED REALIBILITY OF THE INTEGRATED SCADA SYSTEM A distributed processing philosophy based on a real time acquisition concept To do the command control in the the specific module as well as to do its particular processing work in accordance with each input/output, as well as its data self-storing process, instead to concentrate in a unique CPU IT MEANS CRITERION OF INCREASED REALIBILITY OF THE INTEGRATED SCADA SYSTEM

REAL TIME OPERATION SYSTEM (SOTR) FOR POWER PLANT

CRITERIA TAKEN INTO ACCOUNT

A Generation Operating Centre (COG) shall be built so as to have the Real Time Operation System (SOTR) for the Power Plant, as it is required by the National Electrical Control Entity (Cammesa) To have a double independent link: * from the COG of the Power Plant to the COC of the Cammesa`s Control Centre * from the COG of the Power Plant to the Alternative Regional Control Centre (CCA) Main link between COG and COC by using a SCPC point to point satellite link; secondary link between COG and CCA by using a digital comunication system Duplicated industrial PC in a redundant (1+1) configuration, as well as a X.25 switch by using Elcom-Type 2 communication protocol for main link to COC

REAL TIME OPERATION SYSTEM (SOTR) FOR SUBSTATIONS

CRITERIA TAKEN INTO ACCOUNT A Real Time Operation System (SOTR) for the Substations is required by the National Electrical Control Entity (Cammesa) To have a single independent link from the SOTR of SS to the Alternative Regional Control Centre (CCA) Main link between SS and CCA by using a digital comunication system A separate and independent SOTR Date Base derived from the full SCADA Data Base
