What Defines A Disaster?


Event or phenomenon itself? Loss of life? Number of people displaced? Outbreaks of communicable disease? Property damage? Disturbance to society? Need for external assistance? Appears on CNN or BCC?

Disasters come in many forms

Some are slow in Onset.

Some are rapid on Onset..

Disaster is..
Catastrophe, mishap, calamity or grave occurrence in any area, Results in substantial loss of life or human suffering or damage to and destruction of property or damage to or degradation of environment, beyond the capacity of the affected area. Vulnerability+ Hazard = Disaster Capacity

If sufficient number of management layers are superimposed on each other, it can be assured that disaster is not left to chance.

Activities and measures taken before a hazard event to ensure effective response to the impact of hazards. It involves measures that enable governments, community and individuals to respond rapidly to disaster situations and cope with them effectively.

Village Disaster Management Committee


The Village Disaster Management Committee to be constituted at each village. The Committee should have equal representation of women and at the community level should include schools teachers, disabled persons, village volunteers and members of isolated hamlets.

Role and Function of VDMC*.

Post Disaster

VDMC: Village Disaster Management Committee

Pre-Disaster
a) To formulate a Community Contingency Plan. b) To organise formation of DMTs. c) To form a Community Contingency Fund. d) To finalise the modalities for generation and use of the contingency fund. e) To undertake PRA exercise by the villagers themselves like preparation of social map indicating therein the intensity/vulnerability of the affected areas. f) To organise awareness campaigns/programmes at the village level through rallies, mass meetings, competitions like essay, debate, paintings among schools and colleges. g) To organize disaster response mock drills before the hazard season.

During Disaster
(i)To disseminate warnings and information to the masses. (ii)To maintain alertness and remain in readiness to gear up in action immediately after the disaster is over. (iii)To render rescue operations/evacuations through the identified teams. (iv)To monitor and to take stock of the overall situation.

Post Disaster.
To ensure supply and transport of relief materials to the victims and affected areas. To ensure availability of First Aid, safe drinking water, medical facilities and sanitation.

To ensure removal of debris, waste materials, garbage etc to avoid public nuisance of carcasses
To render assistance to the evacuees for safe return to their homes.

To undertake special care of children, lactating mothers, disabled persons and aged persons.
To carry out any other duty and responsibility as the situation may demand.

The basic role of students is spreading 'AWARENESS' of what to do during and after disasters. This would lessen the death toll, panicking, paranoid and uncontrollable people running about
