HYOGO FRAMEWORK FOR ACTION 2005-2015
Integrate Disaster Risk Reduction into Policies, Plans and Programmes of Sustainable Development and Poverty Reduction. Member States, Regional Organisations, United Nations System, Financial Institutions and NGOs to Engage Fully in Supporting and Implementing International Strategy for Disaster Reduction, and Cooperate to Advance Integrated Approaches to Building Disaster Resilient Nations and Communities. Focus on National Implementation, through bi-lateral, Regional and International Cooperation.
Over 40 million hectares (12 per cent of land) is prone to floods and river erosion.
Hilly areas are at risk from landslides and avalanches.
INSTITUTIONALIZING DM IN INDIA
MANAGEMENT OF DISASTERS
1. Until 2001 Responsibility with Agriculture Ministry. 2. Committees Set Up by Govt on Disaster Management : High Powered Committee August 1999 (Just Prior to Orissa Super Cyclone).
Ministry of Home Affairs Setting up of National Disaster Management Authority as a Department of MHA.
3. Responsibility Transferred to MHA in June 2002 as an Interim Arrangement. 4. DM Act passed in December 2005.
MANDATE
1. Responsible for Management of all Natural & Man-made Disasters.
2. Lay down Policy and Guidelines. 3. Approve National Disaster Management (DM) Plan and DM Plans of Ministries & Departments. 4. Coordinate enforcement and implementation of policy and plans. 5. Operationalize a Specialized Response Force.
8. Ensure integration of the prevention of disasters or the mitigation of their effects in the developmental Plans and Projects.

APPROACH
1. Paradigm Shift Operationalize national resolve for Paradigm Shift
All Expenditure Finance Committee (EFC), Cabinet Committee on Economic Affairs (CCEA) and Public Investment Board (PIB) notes to contain DM Audit Certification.
Need for DM Audit Accepted for (a) All New and Ongoing Projects/ Programmes. (b) Selective revisiting of completed works.
Planning Commission has also agreed to consider additional funds allocation for (a) Ensuring Disaster Resilience. (b) Measures thrown up by the DM Plans prepared by Central Ministries/ Departments and States/ UTs following the Guidelines of the NDMA.
2. All new Projects/ Programmes will mandatorily have DM resilience inbuilt (at times of conceptualization itself). 3. Modalities now being finalized with Finance Ministry, Central Ministries and States.

4. Mitigation Projects
National Cyclone Risk Mitigation Project 13 States/UTs National Earthquake Risk Mitigation Project - All Zone IIII, IV & V States National School Safety Project 22 States, 2 districts each and 200 schools per district.
National Disaster Response Force (NDRF) Section 44 (1) : There shall be constituted a National Disaster Response Force for the purpose of specialist response to a threatening disaster situation or disaster. Section 44 (2) : Subject to the provisions of this Act, the Force shall be constituted in such manner and, the conditions of service of the members of the Force, including disciplinary provisions therefore, be such as may be prescribed. Section 45 : The general superintendence, direction and control of the Force shall be vested and exercised by the National Authority and the command and supervision of the Force shall vest in an officer to be appointed by the Central Government as the Director General of the National Disaster Response Force.
TEAM COMPOSITION
Organization: 10 Bns x 18 teams of 45 men each = 180 = 8100 personnel Including Technicians, Doctors, Trauma Specialists and Dog Squads.
Each Bn to have 1149 personnel. Each Bn to have 18 specialist teams of 45 members to handle natural & NBC disasters. Each team of 45 to have 2 Engineers, 2 Paramedics, 1 Technician, 1 Electrician & 1 Dog Squad. Total no. 18 teams x10 Bn = 180 teams.
ROLE OF NDRF
Specialized Response during disasters. Assist in Community Training & Preparedness.
Impart basic and operation level training to State Disaster Response Forces (Police, Civil Defence and Home Guards).
Proactive Deployment during impending disaster situations.

CONCLUSION
NDMAs approach has been of Transition from Linear and Incremental Improvements to a Regime of Structural Reforms and Systemic Changes. Plant has taken deep roots. Needs careful nurturing for over 5 - 10 Years. Armed Forces would continue to be called in aid to civil authorities for managing national level disasters in foreseeable future. The substantial initial momentum gained must be sustained and capacity of the States, Districts and Community has to be built up.
