VULNERABILITY PROFILE OF INDIA


58.6 per cent of the landmass is prone to earthquakes of moderate to very high intensity. Of the 7,516 km long coastline, close to 5,700 km is prone to cyclones and tsunamis (75%).

Over 40 million hectares (12 per cent of land) is prone to floods and river erosion.
Hilly areas are at risk from landslides and avalanches.

68 per cent of the cultivable area is vulnerable to drought.

Ministry of Home Affairs Setting up of National Disaster Management Authority as a Department of MHA.

7. Take such other measures for the prevention of disasters, or the mitigation, or preparedness and capacity building for dealing with threatening disaster situations or disasters.

8. Ensure integration of the prevention of disasters or the mitigation of their effects in the developmental Plans and Projects.

The Cross Cutting Themes like Medical Preparedness, PsychoSocial Care and Trauma Management, Community Based Disaster Management, Information & Communication Technology, Training, Preparedness, Awareness Generation, etc. for natural and manmade disasters will be attended to by the NDMA in partnership with the stakeholders concerned.

MAINSTREAMING DM INTO DEVELOPMENTAL PLAN


1. Modalities finalized with Planning Commission.

All Expenditure Finance Committee (EFC), Cabinet Committee on Economic Affairs (CCEA) and Public Investment Board (PIB) notes to contain DM Audit Certification.
Need for DM Audit Accepted for (a) All New and Ongoing Projects/ Programmes. (b) Selective revisiting of completed works.

Planning Commission has also agreed to consider additional funds allocation for (a) Ensuring Disaster Resilience. (b) Measures thrown up by the DM Plans prepared by Central Ministries/ Departments and States/ UTs following the Guidelines of the NDMA.

2. All new Projects/ Programmes will mandatorily have DM resilience inbuilt (at times of conceptualization itself). 3. Modalities now being finalized with Finance Ministry, Central Ministries and States.

Disaster Management Act 2005 :

National Disaster Response Force (NDRF) Section 44 (1) : There shall be constituted a National Disaster Response Force for the purpose of specialist response to a threatening disaster situation or disaster. Section 44 (2) : Subject to the provisions of this Act, the Force shall be constituted in such manner and, the conditions of service of the members of the Force, including disciplinary provisions therefore, be such as may be prescribed. Section 45 : The general superintendence, direction and control of the Force shall be vested and exercised by the National Authority and the command and supervision of the Force shall vest in an officer to be appointed by the Central Government as the Director General of the National Disaster Response Force.

TEAM COMPOSITION
Organization: 10 Bns x 18 teams of 45 men each = 180 = 8100 personnel Including Technicians, Doctors, Trauma Specialists and Dog Squads.

Each Bn to have 1149 personnel. Each Bn to have 18 specialist teams of 45 members to handle natural & NBC disasters. Each team of 45 to have 2 Engineers, 2 Paramedics, 1 Technician, 1 Electrician & 1 Dog Squad. Total no. 18 teams x10 Bn = 180 teams.

UPGRADATION OF CIVIL DEFENCE


1. Civil Defence to be District centric rather than Town centric Organization (Voluntary basis). 2. Revamping of CD in 100 Districts in terms of purchase of equipment and transport as part of Pilot Project. 3. Upgradation of 20 existing CD Training Institutes and construction of 10 new Training Institutes. Rs. 100 Cr. approved by the Government for Revamping of the Civil Defence (Pilot Project).

CONCLUSION
NDMAs approach has been of Transition from Linear and Incremental Improvements to a Regime of Structural Reforms and Systemic Changes. Plant has taken deep roots. Needs careful nurturing for over 5 - 10 Years. Armed Forces would continue to be called in aid to civil authorities for managing national level disasters in foreseeable future. The substantial initial momentum gained must be sustained and capacity of the States, Districts and Community has to be built up.
