"Recognizing the safety of all children in Arizona is of the utmost importance, Governor Brewer has made improvements to the state’s child protective services (CPS) system a priority. The Governor has declared the CPS system in Arizona must promote and prioritize the safety of children and inspire public confidence. Accordingly, it is necessary to continually monitor the effectiveness of the CPS system and to consider reforms to enhance child safety when appropriate."
