2.218

PERMIT TO WORK ON ELECTRICAL DISTRIBUTION SYSTEM Similar to Permit to Work system for carrying out maintenance jobs on process equipment, a Permit to Work on Electrical Distribution System procedure shall be in operation for carrying out maintenance jobs on electrical equipment, electrical distribution system, apparatus etc. for ensuring safety during the course of work and to avoid chances of any error. Permit to Work on Electrical Distribution System Permit to Work on Electrical Distribution System is a mandatory document for doing maintenance, repair, cleaning and construction work on or near electrical circuits apparatus by a proper procedure of isolating and de-energising the circuits / apparatus to be worked upon. The main aims of introducing the Permit to Work on Electrical Distribution System procedure are: a) To ensure protection to workmen and equipment. b) To provide safeguards against such dangers from neighbouring lines, apparatus etc. c) And for providing complete understanding between the permit holder and the permit issuing authority regarding additional information and precautions to be taken in the performance of the work covered by the permit. In other words, the purpose of Permit to Work on Electrical Distribution System is to avoid accidents due to faulty operations caused by haste, improper method and lack of understanding. The Permit to Work on Electrical Distribution System shall be issued by an authorised engineer. List of jobs / equipments in which the Permit to Work on Electrical Distribution System procedure will be applicable are: 1. Transformer (maintenance / painting) 2. HV switchgear (incomer, bus coupler feeders, bus bar section maintenance) 3. LV switchgear PCC, PMCC, MCC (incomer, bus coupler feeders, bus bar section maintenance) 4. ACDB, DCDB, LDBs, DBs inside substation 5. Substation battery charger 6. AC UPS 7. DC UPS 8. RTU panel 9. Annunciator panel 10. DG set AMF panel 11. 220 KV switchyard maintenance 12. Generating Sets

Existing permit to work system will be followed for other equipments not covered in the above list.
The Permit to Work on Electrical Distribution System forms shall be prepared in triplicates. The original shall be (pink colour) for issuance, the duplicate (yellow colour) for process department (control room copy) for information and the triplicate (white colour) will be retained by the issuing authority in the book. The Permit to Work on Electrical Distribution System shall be issued in individuals name and not the department or section. Application for Permit (Planning the Job) Job will be planned in one day advance in normal cases (except emergency) and it will be mentioned in daily job planning register by Electrical Engineer / Section Head (Electrical). According to the job planning, Permit to Work on Electrical Distribution System shall be issued to Electrical Engineer / Electrical Technician (diploma holder). Consideration of Application by Issuing Authority (Refer Technical Authority Limits Electrical given by Chief of CESElectrical) The application for the Permit shall be considered promptly by the permit issuing authority after strict scrutiny of the correctness and completeness of information and safety precautions. If the information in the application is insufficient, he may obtain necessary information to enable it to be determined whether or not the permit asked for, can be issued in conformity with safety rules, and requirement of service and also to determine the condition under which it can be issued. In all cases, consent of the outage must be obtained from operation manager where there is a possibility of curtailment of production. The Plant Manager / HOD shall endorse the permit in the space provided (Sr. No.7) in support of his consent for the intended work. The issuing authority shall refuse to issue Permit to Work on Electrical Distribution System for any reason which he considers sufficient and in particular for any of the following reasons: a) Protection guarantee which does not comply with the rules and regulations. b) Refusal of the application to conform with the rules and exclusion of un-instructed and un-authorised person from danger zones. c) Inadequate authority for the proposed work. d) Undesirable operating conditions. e) Inability to afford adequate protection. f) The existence of protection guarantee which covers any of the apparatus which

could be made alive under any desired work and Test Permit or already the existence of a work and test permit which authorises for making alive any of the apparatus / circuit. g) Lack of information or understanding in respect of application relating to the permit asked for. General Requirements of a Permit to Work on Electrical Distribution System After giving due consideration to the clauses mentioned above and on receipt of final approval from competent authority, if felt necessary for the issuance of the permit, necessary steps shall be taken by the issuing authority for isolating (when practicable), de-energising, removing fuse, earthing, locking the rack in / rack out mechanism of breaker and affixing danger tags & caution boards. These will include isolating and earthing the transformers and isolating the transformers secondary circuit by racking out breakers, switches, etc. Similar arrangements shall be taken up for incoming 33KV feeder etc. from the supply source before undertaking work on 33KV equipments. The danger tag number must be entered in the permit. All Permit to Work on Electrical Distribution System shall be self sustaining, that is, the protection which they afford shall be independent of any apparent protection afforded by other permits. Whenever more than one permits are issued to work on same apparatus / circuit for different gangs, more than one danger tags & caution boards shall be affixed at each point. The danger tags & caution boards shall not be removed until all the agencies complete the work and physically remove their men, machine, tools, etc. from the place of work. The work permit with protection guarantee shall become effective only when the permit holder has satisfied himself by personal inspection that all the safety measures called for and mentioned in the permit are taken care by the issuing authority and will sign the permit in the space provided for the same in token of acceptance of the various conditions mentioned in the permit. The Permit to Work on Electrical Distribution System shall be effective only for specified work on specified apparatus / circuit and for authorised person only. The expiration time of the guarantee shall be upto the moment when the holder surrenders the Permit to Work on Electrical Distribution System. Normally, the Permit shall be issued in the General shift and valid upto the end of the General shift. If the work is not completed in the General shift and it is required to be continued further, the Permit to Work on Electrical Distribution System shall be got revalidated for a further period by the issuing authority, provided the Permit issuing authority is available at the site. The details of action taken for the protection of men and machinery shall be clearly

recorded in the Permit to Work on Electrical Distribution System. Details of switch / links / fuses opened. Details of locking arrangement and placement of danger tags and caution boards. Point at which mains and apparatus are connected to earth. The serial number of earth lead and total number of earth leads used, should be entered in the register and Permit to Work on Electrical Distribution System also. Main and apparatus on which it is safe to work. Additional apparatus covered for working space. Specific limitation of the permit. All jobs under Permit to Work on Electrical Distribution System shall be carried out under the supervision of the permit issuing authority. This permit will be issued independently. Work Permit is not required. However, control room copy shall be handed over to Shift Superintendent / Shift Engineer for information. Specific Safety Measures to be taken: It shall be recognised as a basic principle that all parties who give or receive instruction relating to protection guarantees, shall convey each other any information which might assist the other in intelligently and safely carrying out the work. The permit holder shall be given the following complete information: The work authorised. The apparatus / circuit authorised. The way in which circuit / apparatus has been isolated / de-energised i.e. by racking down breaker, removing fuses, opening the switches, the point of isolation etc. The permit should also indicate whether the circuit / apparatus has been discharged / earthed and the point where it is earthed. Serial numbers of tags will be included on the permit. Additional apparatus / circuit covered for working space. Safe guards provided or to be provided against dangers from neighbouring line / apparatus / circuit. The danger on account of neighbouring apparatus / circuit. All operation, repair, maintenance and construction, extension, modification, etc.

work shall be carried out only by authorised persons under direct supervision of a qualified person. If test shows no voltage, the lines / apparatus should be short circuited and grounded between the location of work and all possible sources of energy by means of approved earthing devices. Surrendering of Permit On completion of the work covered by the permit, the permit holder will satisfy himself by personal inspection that: All workmen are cleared off the apparatus / circuit All the temporary earths, testing equipments, tools and tackles have been removed. The apparatus is in safe condition and ready to put into operation. All doors, gates, louvers and other equipments provided with locks are locked. The permit holder, on satisfying himself with the above precautions, will then certify the same and sign the permit in the space provided noting briefly the description of the work done and apparatus / circuit worked upon. The permit together with any key, caution boards, tags, other tackles etc. if issued to the permit holder will be returned to the permit issuing authority for cancellation of Permit to Work on Electrical Distribution System. Cancellation Before removing tags or taking steps that will remove protection guarantee, the person, to whom the permit is surrendered will satisfy himself that: a) He has received all information required before surrendering the permit. b) All workmen are clear off the circuit / apparatus and all the temporary earths, tools and tackles have been removed. Also, that the circuit / apparatus is in perfect condition for putting into service. c) Proper housekeeping has been restored at the place of work. The circuit / apparatus shall then be meggered for its insulation resistance and the same should be compared with the previous records. This will ensure that the circuit / apparatus is in perfect condition and can be put into operation. After ensuring the above, Issuing Authority will cancel the permit.

information about the job completion shall be communicated to the concerned plant shift-in-charge and Control Room copy shall be retrieved back and filed alongwith Permittee's copy. Responsibility Issue of Permit to Work on Electrical Distribution System Acceptance of Permit to Work on Electrical Distribution System Records The closed permits (filled Permit to Work on Electrical Distribution System) shall be retained for one month for records. : Engineer (Electrical) / Section Head (Electrical) : Technician (Electrical Diploma Holder)/Engineer (Electrical)
