Attorney-General and Minister for Industry and Trade Aiyaz Sayed-Khaiyum before. "Some of the reasons why this threshold has in fact been increased to has happened is that the Prime Minister $15,600. 99.1 per cent of all taxpayers announced in the 2012 Budget a tax in Fiji earning up to $270,000 have cut - not just for corporate, which has received a tax cut. Of course that fuels been reduced to 20 per cent, but also consumption and that has been one of for ordinary taxpayers where the tax the reasons for bringing about the tax

cuts. At the same time, he said this is coupled with the fact that a number of laws have been passed to in fact increase competition within the economy. The most recent one being the modernization decree of the Nadi Airport. Mr SayedKhaiyum said this meant a revamping of the airport, particularly the departure area and opening up the market for concessioners at Nadi Airport. "If you speak to the Skeggs (owner of Port Denarau Marina), they will tell you there are a lot more super yachts coming through Fiji, so in other words it means we've got more private jets coming into Nadi Airport. So we need to be able to cater for this particular market at Nadi Airport," he said. He said there has been a focus on creating a home construction industry because this industry has never been strong in Fiji on a sustained basis. Adding that the $2billion, 7 to 10year plan in developing the Waila City would see low cost housing all the way to the top end of the market that can expect about 25,000 people to live. Mr Sayed-Khaiyum said casino licence has been issued to One Hundred Sands, an American company, with 20 per cent of the shareholding owned by American Indians. There will be sit sixstar accommodation around the casino. Continued on Page 3

Attorney-General Outlines Road To Better Fiji

Continued from page 1 One of the conditions of the licence was that it must have a minimum 1500 seat convention centre. The condition, Mr Sayed-Khaiyum said tapped into the MICE market, which is Meetings Incentives, Conventions, and Exhibitions. "So, it's not just simply about giving a casino licence, but to have the various ancillary services and various ancillary activities that can be tied in with the casino," he said. He said the government would see through reforms in the Department of National Roads, with the ultimate goal to put in place outsourcing of road works in Fiji. "So there are enormous opportunities. I think HiWay Stabilizers are one of your sponsors, so there are opportunities for NZ companies in those areas, too," he said. Mr Sayed-Khaiyum said that for the past four years, government had allocated $23.5billion to Tourism Fiji. The idea is to put in place a longterm goal and strategy. Now one of those strategies includes rebranding Tourism Fiji. And we are using certain international benchmarks to position Fiji around the world. He said mining licence and a mining lease were given for the extraction of iron from the Ba River Delta for export. The project is led by an Australian-listed public company, predominantly with Chinese shareholding. There's about a $150million Fijian investment to put in place before the mining can actually start, of which about $50million is expected to be spent onshore. Most of the money is being spent to get the material, or the equipment and the barges. "We expect 300 jobs, 24/7 shifts, a mining lease of about 20 years, and it is believed to have a life of about 18-20 years. It's going to be a huge boost for Ba," he said "As the Head of the New Zealand High Commission has said, New Zealand has the ability to offer those sorts of services and the service sector is indeed quite significant. With government's outsourcing agenda, you will see growth in that area," he said.

Rampur College Commemorates 'No Drugs Day'

Rampur College this week commemorated the International Day Against Drug Abuse and Illicit Trafficking in school. The chief guest and speaker at the event was the Education Officer Health at the National Substance Abuse Advisory Council (NSAAC) Mrs.Talica Malani. Students displayed charts and diagrams within the school vicinity to highlight the effects of drug abuse. In delivering her speech, Mrs. Malani elaborated on the theme Keep Me Safe from Abuse To Shine = The Best. Today is an important day in the Ministry of Education calendar and it is also a very special day throughout the world. Your teachers must have told you that we are commemorating No Drugs Day and merging it with the Blue Ribbon Campaign and Campaign Against the Elimination of Violence Against Women and Girls because of the close link between drugs and substance abuse with child abuse and violence against girls and women, remarked Mrs. Malani. We cannot deny the fact that drugs, alcohol and substance abuse is plaguing our children today, commented Mrs. Malani. Students of Rampur College were also presented on the effects of drug abuse by the National Substance Abuse Advisory Council team present at the school. The team is on a weeklong campaign against drug abuse and illicit trafficking.

There will be ten witnesses taking the stand against Fijis ousted Prime Minister and former director of Fijian Holdings Limited (FHL) Laisenia Qarase, the High Court in Suva heard. During the pre-trial conference (PTC) before Justice Priyantha Fernando the court heard Fiji Independent Commission against Corruption (FICAC) overseas-based lawyer Michael Blanchflower that they had reduced its original number of witnesses from 14 to 10 and also reduced the bundle of documents that it will be tendering from more than 100 to about 68 pages. The court heard this would make the Prosecutions case leaner in order to focus on the main issues. Representing Qarase on record was Qoroniasi Bale who again informed the court their difficulty in finding a Queens Counsel (QC) or senior local lawyer to represent his client. However Bale said he has identified one overseas QC and a local counsel who are willing to take on the case but they need more time to prepare for the case. Bale pleaded for the Court to consider his position and also alerted the Court to the possibility that the new defence counsel who will carry out the trial on Qarases behalf may come with his own position. Justice Fernando said Justice Goundar

Ten Witnesses To Take Stand In Qarase Trial

had given Qarase eight months to find a counsel and to avoid him being unrepresented during the trial. He said he has heard the submissions on behalf of Qarase and already considered everything and his ruling will remain the same. He also suggested that if the defence wanted, he could fix a further PTC on Monday before the trial starts on Tuesday to finalise the agreed bundle of documents and for the accusers local counsel to appear. The case has been adjourned to July 2 for further PTC to sort out the agreed bundle of documents that will be used during the trial in July 3. Qarase is charged with six counts of abuse of office and three counts of discharge of duty with respect to a property in which he has a private interest. It is alleged Qarase between 1992 to 2000 while employed as a director of Fijian Holdings Limited, Financial Advisor of the Fijian Affairs Board and advisor to the Great Council of Chiefs, in abuse of the authority of his office, did arbitrary acts. It is alleged he applied in the name of Cicia Plantation Co-op Society Limited, Mavana Investments Limited and a family owned company named Q-Ten Investments Limited for the issuance and allotment of Class A shares in Fijian Holdings Limited.

5000 Tobacco, Suki Sellers Registered

The Tobacco Control Unit has recorded a total of 5000 vendors who have registered as tobacco vendors. Unit director, Ifereimi Corerega, acknowledged vendors for coming forward to register with them. For the registration, it will be ending at the end of this month. Registration has been very responsive to the extension that we have given, particularly in the outer islands. We have about 5000 vendors who have registered with the unit and we thank everyone for the continuous support during the registration, providing all the necessary documents and also the other vendors who have come forth in large numbers to our office in the divisions. Minister for Health, Dr Neil Sharma, said registration included suki vendors. I would just like to say that the process of registration of tobacco wholesalers is complete, manufacturers is also complete and that the vendors are being given the end of this month to complete their exercise of registration and this includes suki tobacco vendors, Dr Sharma said. The registration period deadline was extended to the end of June because of challenges rural retailers faced in obtaining supporting documents such as TIN letters and valid business licences. Anyone caught selling cigarettes without a registration certificate after the deadline would face a maximum penalty of $5000.

21,154 Recipients On Family Assistance

A total of 21,154 recipients have been receiving family assistance at Fijis Department of Social Welfare. In a presentation by the permanent secretary for Ministry of Social Welfare, Women, and Poverty Alleviation at the Health Symposium last month, Govind Sami said the allowance is to destitute families to supplement income of $60 to $100 a month. Sami said these are eligible to 65 years and above elderly, chronically ill person and permanently disable person with no income support. He said there are 25,414 recipients on food voucher with the departments assistance of $30 worth of vouchers to address poverty for the disadvantaged. In addition, 1,136 recipients are being assisted on the expanded food voucher program which is the assistance to address rise in cost of living for the disadvantaged, particularly for the elderly, pregnant mothers and school children. For the poverty alleviation program, Sami said they aimed at improving coping capabilities of people towards self reliance through provision of grants for income generating and fire victims. There are 25,414 recipients for the bus fare grant where it is targeted at the older persons and persons with disabilities. Social welfare department is providing welfare services and community based programs aimed at alleviating poverty and improves the quality of lives of vulnerable and disadvantaged groups. The department is currently funding 20 non-government organisations.

Reserve Bank's Deadline Extension

THE Reserve Bank of Fiji has extended its consultation period for surcharge fees on debit and credit card transactions after initially announcing its plans to intervene and rule on the matter. The bank said it was pleased with the quality and number of submissions received and maintained the present status quo of no surcharge rule. The bank has extended the deadline from May 31 to July to accommodate submissions from key players, the bank said. "The process from here is that we expect the evaluation to be completed in July and preliminary findings released to respondents for final comments. "A final decision will be made by the Reserve Bank of Fiji board in August," it said. In an earlier statement on the matter, the bank said it had established that credit card merchants were in the practice of applying a surcharge on credit card users despite clauses in their merchant trade agreement with commercial banks which explicitly prohibited the practice. "The rule in the Merchant Services Agreement which prohibits merchants in Fiji charging their customers is commonly known as the no-surcharge rule. "Despite this rule, it has become obvious that merchants still surcharge their customers," the bank said.

"We believe its our strong focus on our local customers that has enabled us to be one of Fiji's leading companies," Mr Chandra said. Fiji Students Get Medical Scholarships In Cuba

Six Fiji students have been selected to undertake medical scholarships in Cuba from August. Fijis Public Service Commission (PSC) Permanent Secretary Parmesh Chand said the students have started their training in conversational Spanish and the language training is part of the students pre-departure orientation program. The initiative to provide language training to the students was part of the improvement process to prepare students for learning in a tertiary environment where the method of communication is a language other than English, said Chand. Government has been sending students to Cuba since 2010 and currently there are eight students pursuing their medical studies in the Latin American country.

Manufacturer Raises Concerns On Bio-Security

A local manufacturer of safety and sports gear has raised concerns on the quarantine challenges in the Australian market. Performance Flotation Development (Fiji) Ltd has been in operation since 1996 manufacturing mainly sportswear, life jackets, safety harnesses and stretchers. The companys main market for export is Australia and New Zealand and imports all raw materials from India, China, and Australia. During the companys peak season exports is every two weeks. The company has 185 overall staff of which 78 are factory workers. Performance Flotation Development managing director Mr Michael Towler said the company has been facing problems with cargo clearance in Australia from the Quarantine team. There are delays in the process of quarantine in Australia and nothing has been done to address these issues. I have put my concerns to the High Commission of Australia but it is not helping. Our customers want the product delivered on time, Mr Towler said. Another concern the company raised was of shipping challenge. There are no direct shipping services to Australia. This adds up sea time. Our products are exported both by air and sea. This delay tactics on biosecurity issues whereas the same product from the Asian market has no delays. The Attorney-General and Minister for Industry and Trade, Mr Aiyaz Sayed-Khaiyum said Government will support such niche markets which assists the Fijian economy grow. We can get the Biosecurity office to contact and liaise with the team there and also talk with Australian authorizes, the Attorney General said. He also commended on the wage rate for workers at the company. Mr Towler said they have a competitive rate and they are not simply a garment industry as the workers have learnt other skills and applied this to their work. PFD Fiji Ltd is the Suva based manufacturing arm of the highly regarded Brisbane based firm, Performance Floatation Developments Australia Pty. Ltd. The Brisbane headquarters provide oversight for the Fiji operations and handle all customer enquiries directly. All PFD's are made from the highest grade materials available and are designed to meet the safety requirements of a wide range of water based sports and recreational activities with product certification for both Australian and New Zealand PFD standards and with CE (European) certification coming soon.

Chinas Growing Support For Fijian Women

The Peoples Republic of China through their embassy in Suva donated 30 laptops to the Ministry of Social Welfare, Women and Poverty Alleviation. While receiving the generous donation from the Chinese Peoples Association for Friendship with Foreign Countries, Minister for Women, Social Welfare and Poverty Alleviation Dr Jiko Luveni thanked the Chinese Government for the many forms of assistance it has provided to Fiji, especially for women empowerment. The laptop computers, valued at $2000 each, would be distributed to the six women centres in the country. The objective is to empower the rural women as they are not given the exposure when it comes to technology, Dr Luveni said. If we are to empower rural women, we need to empower them with education and technology. This is also very essential for us because in the coming years, we want to build the one product, one centre concept for these women centres. Once these women are exposed to laptops, they could be used for marketing purposes or going into e-commerce activities. These laptops will be distributed to Raibevu Womens Centre, Kioa Womens Centre, Buretu Womens Centre, Semo Womens Centre and Waievu Womens Centre once a work plan is prepared. Dr Luveni said this would also boost the confidence of the women as they continue to be empowered socially and economically. Russian Foreign Affairs Minister, These laptops were handed over to Dr Luveni Sergey Lavrov Republic by the Peoples of China ambassador to Fiji, Mr Huang Yong, who said the donation demonstrates the relations shared between China and the people of Fiji. It also indicates Chinas support to the womens cause and social development in Fiji, Mr Yong said. The role of women is getting more and more attention in the modern society. We have noticed with admiration the efforts made by the Fijian Government in promoting the empowerment of women and gender equality.

The new Fiji passport has 10 more security features added to the 17 on the old one. This was revealed by the Director of Fijis Immigration department Major Nemani Vuniwaqa in Suva. Major Vuniwaqa said the added features will minimize defrauders to make fake passports. The new features will make it harder for those defrauders, he said. He said they have learnt from the delay in passport from French supplier Oberthur Technologies, the company responsible for printing the new passports. We want to avoid this to happen again in the future. The delay from the supplier has also delayed the distributions of passports to applicants. Vuniwaqa said they are concentrating on issuing passports to those who have applied in August and the beginning of September from Monday. Then they will concentrate on issuing those who have lodged on September 16, 2011. Until Tuesday, a total of 991 passports

have been issued. He said this is 11 per cent of the amount that were expected to issue out until Wednesday. This is due to some challenges that are facing by the department. Firstly, Vuniwaqa said the machines require the scanning of the photo and the signature of the applicant and this takes a bit of time. He said space and the water cuts along Edinburgh Drive were also affecting their operations. More books were issued on Tuesday compared to Monday. He said the number of urgent applications and those who pay urgent fees dropped on the second day. There are 105 urgent lodged on the Monday compared to 95 on Tuesday where they have paid the balance of $114. The department advised customers to come on the schedule date to collect passport unless they need to pay balance for the urgent one. There are 540 normal issued, 231 urgent lodged and 220 who pay balance of $114 to get an urgent one.

Students Sentenced For Break-Ins

Three Fiji National University students were sentenced to 16 months imprisonment, suspended for three years for a series of break-ins of student lockers at the University of the South Pacific. Magistrate Thushara Rajasinghe sentenced Shavneel Kumar, 20, Divneel Nair, 18, and Melvin Narayan, 19, following their early guilty plea. The court heard that between May 18 and 22 this year, the three stole laptops, wallets and flash drives from the lockers of two USP students. They were caught by the campus security guards when they were attempting to break into a third locker. The three of you carried out this disgraceful crime within a period of four days while freely roaming about the university until two of you were caught by security guards, Magistrate Rajasinghe said. Magistrate Rajasinghe said the suspended sentences showed that the court was giving them a second chance to correct and rehabilitate themselves.

The National Substance Abuse Advisory Council has classified yaqona as a drug because after consuming it, a person feels, thinks, acts and speaks differently. Council's Education Officer Talica Malani said that while youngsters are being told to stay away from alcohol, cigarettes and marijuana, many overlook

grog thinking it is not really a drug. The council is currently visiting schools around Fiji creating awareness on drug abuse and violence against girls and women. They are coming out strongly on letting children know that yaqona is a drug and it should not be consumed by them.

Fiji Revenue and Customs Authority is now investigating a local company that was trying to send 26 undeclared gold bars overseas Chief executive officer Jitoko Tikolevu said the export consignment was detained by Customs earlier this week.

Most countries in the Pacific region are vulnerable to the threat of cyber crimes. "This is primarily because of a lack of proper legislation and understanding of the danger posed by these crimes. Unfortunately, this is a global problem affecting all countries that have access to mobile phones and internet technology," said Siaosi Sovaleni, manager of the Pacific Information and Communication Technology Outreach (PICTO) program of the Secretariat of the Pacific Community. "SPC's efforts are focused on capacitybuilding and technical assistance to the region's policy-makers and legislators through the PICTO program," He noted that six of the larger Pacific Island countries have mobile teledensity (the percentage of subscribers out of the overall population) of 50 per cent or more. Furthermore, most of the Pacific has close to 10 per cent internet usage. "This means that nearly 50 per cent of these countries' populations are potential victims of cyber crime," Mr Sovaleni added. He said while ICT had become increasingly useful to support development, the flip side was that criminals were using the same tools to conduct their activities more efficiently

Cyber Crime Threat

and effectively. Mr Sovaleni said easier access to mobile phones and the internet had substantially expanded possibilities for crime. Areas of concern include child pornography, cyber-bullying and the theft of money by stealing bank account numbers and credit card details. "To encourage people to use ICT, governments must have mechanisms to make sure their privacy is protected. "At present only Tonga has legislation that makes it a criminal offence to use ICT for illegal purposes. Other countries are beginning to address these threats through legislation, but it appears not to be sufficient to effectively block the illegal activity. "With the rapid rate of change in ICT, even developed countries are continuously working to keep abreast of the situation with appropriate legislation and new strategies." Mr Sovaleni said to be effective against cyber crime, "we need to not only enact appropriate legislation, but build capacity in our law enforcement agencies to be able to enforce the laws". "We also need to educate the judiciary and prosecutors about the reach of cyber crime and ICT in general," he added.

About 1000 locals will feature in the Bollywood movie Table No 21 which was shot in Suva. Directed by Aditya Datt, the movie features Tena Desae, Rajeev Khandelwal and Paresh Rawal. Mr Datt said the movie, a psychological thriller, was about a game directed by Mr Rawal which Tena and Rajeev play. "The movie is about Tena and Rajeev coming to Fiji and meeting Paresh Rawal where they play the game," Mr Datt said. He said local people were sweet and co-operative and they were sourcing people out for roles in the movie. "I will need 1009 local junior artists

throughout the shoot and we have cast 110 locals for roles in the movie," Mr Datt said. "We selected people who could perform certain roles after a two-week audition done by my assistant." Mr Datt said Fiji's isolated location and beautiful environment caught his attention and convinced him to bring his crew here. "Fiji is a visual treat for a film-maker and my script demanded a location that has beaches and beautiful skies," Mr Datt said. The crew will wrap up filming on July 27.

PSC Supports Training For Staff

PUBLIC Service Commission permanent secretary Parmesh Chand says public servants should take advantage of training opportunities provided through the Indian Government's Technical and Economic Cooperation (ITEC) program. Mr Chand said in a statement, ministries, departments and government agencies would be able to increase the capacity of their staff by supporting them for training under the Indian program. "By learning in a new environment, civil servants will be able to acquire knowledge of development practices which they can transfer and implement within their work surroundings," he said. "Government is supportive of initiatives that will improve the resourcefulness and capacity of the workforce." He said public service officers interested in attending an ITEC course would need to submit applications at least three months before the course and align to the processes and procedures of overseas training in the civil service. Over the past two years, 50 officers have taken short and long-term training under the ITEC program in areas like climate change and sustainability, entrepreneurship for small business trainers, fingerprint science, public expenditure management, telemedicine and medical informatics and legislative drafting.

Stop Marijuana Cultivation

The people of Navosa were challenged to stop the cultivation of marijuana. Fiji Police Commissioner Brigadier General Ioane Naivalurua who was the chief guest at the International Day Against Drug Abuse and Illicit Trafficking celebration at Navosa Central College reminded students and teachers from eight schools in Navosa on the bad effects of marijuana and said people have to stop cultivation in order to better the lives of the upcoming generations. As your Police Commissioner I have seen the effects of drugs on children, I have seen Moms and Dads who have lost their children as a result of marijuana. He said he had also seen children who have forgotten their purpose in life. Naivalurua did not mince in his words that drugs is a serious issue in the region that needs to be eradicated. Im here on a serious business, here to tell you there is no place for drugs in Fiji and precisely here in Navosa. I am here to tell you enough is enough. Sa Rauta! Naivalurua reminded the parents and village leaders that they play a vital role in the lives of their kids. He said he often tell himself that the best teachers are parents. According to Navosa Station Officer Inspector Usaia Davu, ever since the Chiefs of Nadroga/ Navosa agreed for the eradication of marijuana, there has been a significant decrease of its cultivation in the region.

HFC Helps Senior Citizens

Home Finance Company gave bedding and clothing materials to residents of the Babasiga Ashram in Labasa. HFC northern business finance executive Najab Khan said the initiative was in line with the company's celebration of its 50 years of existence in the country. "We decided to donate the material because we feel the senior citizens need our help," Mr Khan said. "The material cost us about $1000. We know it will benefit its residents. "We are calling on other corporate agencies to donate in whatever way they can to the ashram." North sub-divisional medical officer Doctor Setareki Sowani thanked the company. "We are really thankful to the company and we know the material will be of great help to the residents," Dr Sowani said. "We are not stopping anyone from knocking on our doors to donate whatever they can. "We appreciate the donations we have been receiving from the public and we will continue to work with them in an effort to facilitate the residents with love and care."

Solomon Delegates Discuss Constitutional Reform

A group of delegates from the Solomon Islands are currently in the country to discuss the constitutional reforms being carried out in Fiji. Speaking at a press conference, Attorney General Aiyaz SayedKhaiyum said they discussed issues on constitutional reforms and how each country would be able to learn from one another. We discussed what we have been doing in Fiji, exchanged our views and see how we perhaps can learn from each other in terms of bringing about a new constitution for our respective countries, said Sayed-Khaiyum. Solomon Island Permanent Secretary for constitutional reform unit Ronald Unusi said some issues are similar and common in the two systems, for example systematic corruption which is a non-negotiable issue and is common across the Pacific. Unusi said they have picked up a few non-negotiable points which will help them work up their own draft constitution for their country. He said they will be reflecting what they learn in their work when they return to the Solomon Islands. Solomon Island ambassador to Fiji Patterson Oti said they are grateful for the opportunity given to them to consult with Fiji about its constitutional reforms.

Alert On Toxic Nabukalou Creek

THE killer E.coli bacteria is among pollutants that have triggered warnings by authorities against fishing in the infamous Nabukalou Creek in Suva. The warning comes as the Suva City Council said it had noticed an increasing number of people fishing from the creek, which runs through the city's central business district. Health Minister Dr Neil Sharma said it was unsafe to eat fish caught from the creek. SCC special administrator Chandu Umaria said the council was powerless to stop people fishing at Nabukalou. "The creek comes under the Ministry of Lands and anything to do with fishing comes under the Fisheries Department," Mr Umaria said. "We don't have the powers to stop people fishing there. We will meet with the ministries of Health and Fisheries soon on the issue," he said. "In the meantime, we will be putting up signs to warn people against fishing there." Mr Umaria said he believed that sewer was seeping into the creek and that the Water Authority of Fiji was in the process of changing it. WAF media officer Kelera Serelini however said there was seepage only when there was a failure in the sewer pumps. This only occurs during unplanned power shutdowns. However, University of the South Pacific academic Professor Bill Aalbersberg said there was a high level of contamination of bacteria in the creek and this was documented. "These are not pump systems," Prof Aalbersberg said. "These are septic tank systems. There is very little checking if people are getting them cleaned up on a regular basis." He said the creek was contaminated with oil. Prof Aalbersberg said the level of contamination was much higher than that recommended for human contact by the World Health Organisation (WHO). Dr Sharma endorsed Prof Aalbersberg's comments and said there was evidence of E.coli in shellfish and chemical pollution as well in waters near the Suva Harbour. He said past advice to members of the public to refrain from fishing at Nabukalou had fallen on deaf ears. "It's totally not safe to eat from it," Dr Sharma said. Dr Sharma said two researches were conducted on those waters found evidence of metallic substance in the water. He also said the areas in the research were from Lami, the Suva Harbour, Nasese, Vatuwaqa and all the way to the mouth of the Rewa River.

Air Pacific may not be an important component for Qantas operations, but it is vital for us, says the AttorneyGeneral and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum. He made these comments as the Fijian Government has till date, not received any response from Qantas on Government buying into Qantas shares in Air Pacific and the decision by Qantas to remove its representatives from Air Pacific board. The reality is when you are appointed to a board, you have a fiduciary duty to the particular entity to do your best for the company, he said. With their absence, what are they trying to achieve are they simply being crybabies or are they simply trying to obstruct Air Pacifics future? Mr Sayed-Khaiyum said Qantas action really demonstrated that for them, Air Pacific is simply an entity not important for them. Its just a small minute company not very important. But for us, it is vital. It

is vital for Fijian jobs, which amounts to over 100,000 people indirectly linked with Air Pacific, he said. Air Pacific brings in nearly 70 per cent of all our tourism arrivals. Tourism is now the largest single contributor to our GDP 33 per cent and contributes towards being our foreign reserves. So it is critical and imperative that we all focus on that Air Pacific does well and it is doing well. Mr Sayed-Khaiyum highlighted once again that all Government was saying is to simply follow the procedure under the shareholders agreement. We were also asked what the value of the share is but we do not want to predetermine the share prices, he said. All we have been saying from day one is lets go to an independent valuer and they will determine the share price. We get this share price and then we talk about buying the shares. Government has already said it is interested in buying the shares. Qantas is not willing to do.

Air Pacific Returns To Profit

Fiji's national airline Air Pacific has posted its first operating profit in three years as the results from a transformation programme begin to flow. The operating profit of F$16.5 million (NZ$11.5) for the year to March 31 compared to an F$3.7m loss last year. The tax paid profit of F$11.4m compared to F$24.8m which included refunds on a cancelled order for Boeing 787 jets. Managing director Dave Pflieger said improvements were due to an increase in passengers numbers and network changes which boosted revenue by F$90.5m to a record F$650m. ''Over the last two years, the Air Pacific team has not only designed, but delivered on a turnaround plan focused on returning it to profitability for shareholders, staff and the Fijian people,'' Pflieger said. But a spike in fuel prices, or changes to market conditions and resulting travel plans, could affect the airline's success while the restructuring was completed, Pflieger said. Air Pacific was now in the second phase of a three-part restructuring plan that will culminate with a rebranding of the airline back to its original name of Air Fiji next month. Pflieger said that when he started two years ago, the challenge was to fix Air Pacific and position it to survive in the face of two budget rivals and record fuel costs. Two years ago Air Pacific did not have any significant competition from low cost carriers and in 2004 had a monopoly on the Australian routes to Fiji, Pflieger said. Today it held about 50 per cent, shared with Qantas budget offshoot Jetstar and Virgin Australia. ''So we have lost over 50 per cent market share in our major market,'' Pflieger said. In the first phase a new management team was put in place, followed by a review of the fleet and network with most of those decisions made. The final phase would be rebranding Air Pacific back to its original name of Air Fiji next month and introducing a fleet of new Airbus A330 aircraft to replace the Boeing 747-400 fleet. Air Pacific carries nearly 70 per cent of all passengers to Fiji, mostly from Australia and New Zealand. Air Pacific flies to Auckland and Christchurch, but any capacity or services increases would need to wait for the new A330s to arrive. Qantas last month withdrew its four directors on the Air Pacific board in protest to the Fiji government, which owns 51 per cent of Air Pacific, seizing ''absolute control'' of the carrier. Qantas owns 46 per cent of Air Pacific, and has been an important source of funding for the airline. Military dictator Voreqe Bainimarama has imposed a military decree that stipulates Air Pacific will have to be under the ''substantial ownership and

effective control'' of the government, a Fijian citizen or a corporation at least 51 per cent-owned by Fijians. Air New Zealand also has a small

holding in Air Pacific. Pflieger said Qantas' decision would have ''zero impact on how we run the company and it really is business as usual.

Victor Sharan Veteran Air Pacific Commercial Executive to Retire

Air Pacific, Fijis International Airline, announced that Victor Sharan, the companys Regional General Manager Australia, New Zealand, and Asia, will retire in August after more than 42 years with the company. Victor began his Air Pacific career in Fiji where he held many roles and made great contribution to a number of departments within the company. He joined the company as an Airport Traffic Officer, and was subsequently promoted to broader roles with increasing responsibility including Marketing Development Manager, Global General Sales Manager, Global Freight Director, and finally Regional Director Australia and New Zealand based in Sydney. Victor was appointed as the Regional Director Australia in 1998 and took on the additional responsibilities of New Zealand and Asia in 2011. Dave Pflieger, Air Pacific's Managing Director & CEO thanked and complimented Mr. Sharan for his many years of service by saying Victor's many contributions and leadership have helped make Air Pacific what it is today--one of the South Pacific's most successful airlines and a well respected company that has withstood the difficult

test of time and will be celebrating its 65th year of existence in 2012." Mr. Pflieger added that "while all of us at Air Pacific, and all of our industry and trade partners, will miss Victor greatly, we will all be watching him enviously as he enjoys a well-deserved retirement."

Air Pacific plans to initiate a global search to fill this Sydney-based executive role, and Mr. Sharan will act as a commercial advisor to the CEO during and after its search so that the company can continue to benefit from his well-respected sales and marketing insights and understanding.

HFC Promotion Winner

Home Finance Company (HFC) Limited awarded its lucky winner for their Super Dream promotion. The prize, which includes a weekend for two at the InterContinental in Natadola, was awarded to Praneel Singh of Labasa. Mr Singh, who signed up for HFCs new home loan package in April, said it was important for people to support their local banks. Im very lucky to have won this prize. I was convinced to get this home loan plan mainly because it had an affordable interest rate compared to others in the market and also because HFC is a local bank that I trust and support, Mr Singh said. Mr Singh said winning the promotion was timely. Its only my wifes birthday which is coming up soon but its also our anniversary; Im so happy that I won this prize and will be able to treat her for a weekend away, Mr Singh said. The Super Dream Loan package enables customers to purchase a land or build a home of their own and requires only ten per cent minimum equity contribution. HFC branch manager, Odille King, said the promotion was to encourage people, especially first time home owners to take up the new home loan plan. Its great for customers because the equity contribution can be by way of cash, FNPF or collateral security and we only require ten per cent equity contribution which really gets customers interested, Ms King said. Ms King said: With this new loan product people can also buy land to build their homes on, do renovations and we also want to boost the economy and the construction industry.

HOSTING monthly micro-finance expos and providing free training programs to micro-entrepreneurs are two ways the country's oldest bank is contributing towards combating financial illiteracy and fostering economic activity for small businesses. Westpac Banking Corporation's general manager Adrian Hughes believes that everybody has a role to play in advancing micro-finance businesses and developing entrepreneurs in the country. Mr Hughes said this was something that Westpac has been doing since it first opened its doors in Fiji in 1901. "In terms of microfinance, it is important to understand that everyone

national organisations like the Asian Development Bank and World Bank, non-government organisations and the corporate sector through corporate social responsibility programs," he said. "In terms of our organisation, Westpac has been serving the micro-finance segment since we opened our doors in 1901. "However we had never categorized them as micro-finance customers but referred to them as our mass market customers. "When all commercial banks were regulated to set up micro-finance units by the Reserve Bank of Fiji from January 1, 2010 was when we started classifying these clients as microfinance clients." Mr Hughes also said the Westpacsponsored Microfinance Expo held on the second Saturday of every month in partnership with the Garden City Community Market allowed for a market for micro-finance entrepreneurs and an opportunity to network. "The very generous owner of Garden City, Yee Wah Sing, has given us the car park area at no cost, so what we have done is create a market place where micro entrepreneurs can come and sell their goods without having to pay any fees for the space. "We started with 25 entrepreneurs and this has now grown to 65," he said.

PM Starts Cane Crush

The 2012 cane crushing season will only be successful through teamwork, says Prime Minister Commodore Voreqe Bainimarama. While speaking at the launch of the 2012 crushing season at the Lautoka mill, he highlighted the importance of team work by all stakeholders in the sugar industry for the benefit of the country as a whole. "It is critical for us to approach this crushing season with a spirit of cooperation as we have done during the recent floods and in other challenging times as we always should for the continued growth of our industries," Commodore Bainimarama said. "I have great optimism and hopes for a successful crushing season, bolstered by the demonstrated strengths of all Fijians to ensure our sugar industry continues to prosper, thereby preserving the livelihoods that depend on it," he said. Commodore Bainimarama said he was hopeful the 2012 crushing season would be a success despite the impact of the January and March floods that damaged most cane farms in the Western Division. He said government played a vital role in ensuring the fast restoration of livelihoods through various rehabilitation programs. "For these efforts, I must commend the resilience of the Fijian people as they rebuild and restore the communities with what little they could salvage in combination with the resources contributed by the government," Commodore Bainimarama said. "This resilience carries on to bring hope to countless cane growers, as the rehabilitation efforts led to developments such as the recent completion of the Navo railway bridge, which will provide a route of transport for cane growers from the southern end of Nadi and Nadroga," he said. He said the Lautoka mill was forecasted to produce more sugar despite the low cane production. "This is expected given the improvements in cane quality and mill efficiency," Commodore Bainimarama said. "Based on forecast, the Lautoka mill would process 30 per cent of this year's total cane which would translate into 31 to 33 per cent of total sugar production. "The output of the Lautoka mill has a significant contribution to the overall output in terms of total cane and total sugar production." The Lautoka and the Penang mills started crushing Tuesday while the Labasa and Rarawai mills are scheduled to begin production on July 10.

Training Begins For Fijian Voter Registration Process

Fijis Ministry of Health is granting a self voluntary grace period of six months to all night club and pub owners to designate a smoke-free area within their premises. The ministrys spokesman Peni Namotu said this is effective from July 4 to December 28, 2012. Namotu said the ministry is taking a step further and is considering nightclubs and pubs to have no smoking zones. He said this is part of their effort in curbing the tobacco epidemic in Fiji and also addresses second hand smoking. This is part of the ministrys implementation of the Tobacco Control Decree 2010 where smoking is prohibited in certain public places such as bus stands, hospitals, public

vehicles, restaurants, amusement centers and other designated places. This is in line with the Tobacco Control Decree 2010, Section 5 (20) (1) (2) which states that: (1) the Minister may by regulations and subject to any conditions he thinks fit, prescribe any class of buildings or any part thereof to which members of the public have access to be places in which smoking is prohibited, and (2) the Minister may, by order in the Gazette and subject to any conditions he thinks fit, prescribe any specific building or part thereof, to which members of the public have access to be a place in which smoking is prohibited either permanently or for a period he thinks fit.

The first series of workshops for the Electronic Voter Registration (EVR) was conducted last Saturday at the Elections Office in Suva. The training was conducted by experts from CODE Inc Corporation of Canada. The company was selected from 11 proposals received by the Fijian Government to conduct the registration exercise. While addressing the Team Leaders, the Acting Prime Minister and Attorney General and Justice Minister Aiyaz Sayed-Khaiyum reminded them that their responsibility is vital towards the efficiency of the voter registration process. You have been selected purely on merit as trainers, you will be responsible for the proper registration of 660,000 Fiji voters within the duration of 8 weeks throughout Fiji, Minister SayedKhaiyum said. He reminded trainers that Government would not want to see a repeat of flaws of the past elections. Any flaws will undermine the credibility of whichever Government is elected. It is critical that when you

are trained today you pass on such ethics, he said. Experts from CODE Corporation of Canada were able to train the team leaders on how to operate the electronic voting kit which includes the filling out of appropriate forms, picture taken through web camera, identification of thumb print and the printing out of identification cards. Trainers will be trained for approximately 3 weeks before they are deployed to Voter Registration Centers (VRC) to conduct training on the selected personnel. During registration, 3 personnel are required to operate the voting kits in registration centers. People are encouraged to report to the VRC close to them for registration. Registration of one person will not take more than three minutes. This identification card will be presented to the polling station during election in 2014. The Prime Minister Josaia Voreqe Bainimarama will launch the actual voter registration period at the Civic Center in Suva on July 3rd.

Ireland President Receives Fiji Envoy In Dublin

In efforts to raise productivity levels in our tourism industry, the Fiji Independent Backpackers Association will from next year have an annual awards night. This was one of the outcomes of the annual FIBA Forum which was held at the Tanoa Skylodge in Nadi over the weekend. The decision to hold an awards night is in recognition of those individuals that have contributed immensely towards the tourism sector and the nations overall tourism performance in the world. FIBA executive Ratu Tui said this is important as it would lift the industry to greater heights. Recognizing individuals and groups is

Backpackers To Have Awards Night

a must we if we are to raise productivity levels and consistency in standards, he said. The industry contributes 35 45 per cent of the $1billion plus contribution of the Tourism Industry to the nations economy. Other decisions and suggestions included increasing the annual forum to three days to run parallel with a Backpackers Expo. A sports day was also proposed and a team has been set up to look into the logistics of these events running parallel to each other. Former president of FIBA Errol Fiffer says this would also contribute in bringing the industry together.

Wages Council Hopeful For Wage Increase By August

President Higgins receiving Ambassador Solo Mara's Credentials The President of Ireland, His Excellency Michael Higgins conveyed his best wishes for the constitutional process to be undertaken in Fiji after being briefed by Ambassador Solo Mara at the Presidential House in Dublin. Ambassador Mara was in Ireland to present his letter of credence formalising his appointment as Fijis Ambassador to Ireland. Ambassador Mara highlighted in his brief the implementation of the Roadmap to Democracy and Sustainable SocioEconomic Development to bring about a constitution by 2013 that promotes social & racial equality, political inclusiveness and provides for equal economic opportunities for all Fijians. In receiving Ambassador Mara, President Higgins acknowledged the areas of cooperation between Fiji and Ireland in international forums like the UN, particularly on the important issues of climate change, disarmament, sustainable development and UN Peacekeeping. He noted that Fijian and Irish troops have served well together under the UN banner in places like Lebanon and Iraq. Ambassador Mara conveyed that he will work to not only maintain the cordial relations that exist between the two island nations but also to explore new areas of cooperation as a way to develop further the healthy bilateral relationship that currently exists. President Higgins, who is himself spearheading a constitutional dialogue in Ireland expressed the hope that Fiji and Ireland can learn from each others attempt to bring about political inclusivity and sustainable constitutional reform. Ambassador Mara also met with the Minister responsible for Trade, Sports and Tourism to discuss areas of cooperation between Fiji and Ireland. Fijis Wages Council is hoping that their proposed wage increase for workers would come into effect on August 15. This was confirmed by Council Chairman Father Kevin Barr. The members of the 10 Wages Councils planned an increase in the wages of all those workers covered by that Wages Council, said Father Barr. It is not across-the-board percentage increase but is specific to each industry, he said. "If workers were to receive wages to keep them out of poverty that is above the poverty line of $185 a week then their wage should be above $4.00 an hour," he said. "If the new Wage Regulation orders are accepted then some but not many workers will be paid around $4.00 an hour," he said. He also said the lowest paid will be those in the garment industry and the second lowest are those in the security industry while those better paid are in the mining and quarrying industry and the sawmilling industry. However Father Barr said he is not at liberty to reveal what these proposed increases are because they are yet to be gazetted by government. The Wages Council covers 60 per cent of all workers in full-time employment while 30 per cent were covered by unions and 10 per cent are not represented.

Pacific Trade Expo

The inaugural Trade Pasifika event is underway at the Sheraton Hotel in Denarau, Nadi to boost trade between the Pacific Islands. The regional trade expo looks to provide potential traders with the opportunity to promote their products and services to potential customers within and outside the region. Trade Pasifika 2012 Steering Committee Kaliopate Tavola says through the event, the awareness of existing business opportunities in the region will hopefully contribute to advancing the process of regional integration. In keeping with the interests of the regional business community, PIPSO hopes to make the event genuine, attractive and effective in providing business opportunity for regional entrepreneurs, he said. Also seminar type workshops are also running concurrently with the expo. These workshops will focus on various areas from market access, trade facilitation and trade finance to product quality standards and Small and Medium Enterprise development, Mr Tavola said. There are also prescheduled oneto-one meeting between buyers and suppliers as well as business exchanges and discussions.

Fiji Poised To Lead Regional Trade

Fiji has the potential to become one of the key strategic points in global trade if the Fijian Government continues to improve the services provided at its ports. Those were the comments by Stephen Blade, the General Manager of Transam Agency Network the largest shipping and logistics agency network in the south Pacific. He made the comments during his presentation at the Trade Pasifika 2012 Expo in Nadi. Fiji has the potential to become a hub. It already has the best facilities in the region and this continues to improve given the recognition of the Fijian Government towards the shipping sector, he said. We at Transam Fiji believe that using a hub centre approach is the best opportunity we have for the Pacific and Suva, Fiji is strategically located to achieve this. The participants at the expo heard that the Caribbean, Indian Ocean, Hong Kong and other strategically located countries are doing the same. It brings in the much needed revenue for the country and at the same time promotes exports and cuts costs, Blade said. Transam Fiji was set up in 2007 as a joint venture between locallyowned freight and transport company Williams and Gosling Limited, PDL and Reef Shipping.

Fiji Introduces Resolutions On New Caledonia And Tokelau At The United Nations
Resolutions on The Question of New Caledonia and The Question of Tokelau were approved by consensus at the meeting of the Special Committee on Decolonisation at the United Nations. The two resolutions were presented to the Special Committee (C24) by Ambassador Peter Thomson of Fiji. In introducing the resolution on Tokelau, Ambassador Thomson thanked the Ulu-o-Tokelau, Aliki Faipule Kalolo, for journeying all the way from Tokelau to address the C24. He welcomed developments in Tokelau over the last year, and called for the UN agencies, New Zealand and the C24 to continue to work together to provide the necessary assistance in the interests of the people of Tokelau. Presenting the New Caledonian resolution, Ambassador Thomson noted that he was doing so on behalf

of the resolutions two co-sponsors: Papua New Guinea and Fiji. He highlighted Fijis current chairmanship of the Melanesian Spearhead Group (MSG) and the role that MSG plays in supporting the Kanak people of New Caledonia in their efforts towards selfdetermination. Ambassador Thomson brought the Special Committees attention to the MSG Ministerial Mission to New Caledonia, 2 -9 July, to be led by the MSG Chair, Prime Minister Bainimarama of Fiji. He noted that under an exchange of letters recently conducted between MSG and the United Nations, the findings of the MSG Ministerial Mission will be shared with the UN Secretariat to assist in the preparation of the UNs working papers. The two Pacific Island countries represented on the C24 are Papua New Guinea and Fiji.

The Consumer Council of Fijis chief executive officer Ms Premila Kumar, reminded Roko Tui's at the Climate Change Workshop in Nadave that irresponsible consumption is at the very heart of climate change and energy issues. There is a need to increase market surveillance after every natural disaster and increase the number of advisories going out to the public. Kumar said. She said that consumers should be warned not to buy damaged goods and damaged food items after any natural disasters. Damaged food items are unhealthy and damaged goods like electrical items are dangerous, she said. She said it is ethical for traders to discard damaged goods rather than making money and compromising health and safety. We have been attending to consumer complaints and highlighted these in the

Trade Within Pacific Region Vital

Maximizing trade within the Pacific region is critical as it will form the basis of trade with the outside world. Fijian Attorney General and Minister for Trade Aiyaz Sayed-Khaiyum said that the Trade Pasifika 2012 would provide the impetus for growth and closer cooperation among the regions traders. The need for a regional trade exposition, bringing together Pacific businesses to participate and promote their products and services to potential customers within and outside the region, has been long overdue, Minister Sayed-Khaiyum said. Given the diversity and the uniqueness of our Pacific Island Countries, a regional exposition is appropriate and necessary as it can be tailored to our needs and available resources. The exhibition focuses on the Pacifics local industries which also include micro and small entrepreneurs and cottage enterprises. In Pacific economies, Small and Medium Enterprises comprise a large component of both the formal and nonformal sectors. It is especially commendable that Trade Pasifika has an exclusive pavilion devoted to women entrepreneurs, Mr Sayed-Khaiyum said. As we all know, women play a crucial role in the development of Pacific societies, therefore making the empowerment of women in business an important facet of developing our economies. He added that the overall objective of Trade Pasifika 2012 should be to increase and consolidate business and trade within the Pacific region, as this will enable and position countries to take advantage of opportunities in the international market. It is futile to strive to be internationally competitive, when we penalise and impose barriers on our own regional producers, Sayed-Khaiyum added.

media to forewarn other consumers, she said. Kumar said consumers are usually attracted to after flood sales and some still purchase goods knowing it is flood affected. It is also good to note that some consumers are adhering to their advice and are quite alert and active. She said consumers should always ask for receipts when buying goods and services from anywhere. Ms Kumar said the Consumer Council of Fiji plays an important role in enhancing accountability. Over the years we have supported the initiatives aimed at enhancing the efforts of consumers to hold traders and service providers and policy makers accountable. She said this is done through providing information on rights and entitlement, and soliciting systematic feedback from consumers.

Fiji Airport Body Targets Nauru

Airports Fiji Limited (AFL) is now looking to manage Naurus air space from New Zealand as AFL has the equipments and facilities for the job. AFL chairman Adrian Sofield says that while this would bring in more money into the country, it will also reduce costs to the Nauru government. We are looking at managing Naurus air space from New Zealand and also for Tonga as we were looking after it before New Zealand took over, he said. We have the equipments and technology to carry out this following the purchasing of new and world class equipment which is the same technology used in Australia and New Zealand and is recognized by the International Civil Aviation Authority (ICAAO). Fiji was recently successful in acquiring the managing of Solomon Islands air space. We will take over the looking after Solomon Islands air space from next year from Australia and this shows the capability and advancement of Fijis aviation technology, Mr Sofield said. Our navigation system is highly regarded and is very advanced. We want to be the best small airport in the world and the Pacific region.

Man Dies After Jumping From Eiffel Tower

A MAN committed suicide by climbing up the Eiffel Tower and jumping to his death, Paris police said. Police spotted the man climbing the structure of the tower around 11.30pm local time. They evacuated the tower, sealed off the area and tried to negotiate with the man, who spoke English, a police source said. The negotiations failed, and the man jumped from between the tower's second level and the top, a height of between 410 feet and 1063 feet (125m and 324m). Suicides by jumping from the tower "happen frequently enough, but it is rare for someone to be able to climb so high," a police source said. Built in two years by engineer Gustave Eiffel as the centerpiece of the 1889 World's Fair, the Eiffel Tower is a hallmark of the Paris skyline and one of the most visited tourist sites in the world, with 7.1 million visitors in 2011, an average of nearly 20,000 visitors per day.

Even An Indian Billionaire Can't Save This Airline

Indias Kingfisher Airline is hanging on like a loose tooth. It recently gave up 34 aircraft it was leasing out due to an inability to pay millions of dollars in leasing bills. The airline, owned by Forbes billionaire Vijay Mallya, already has another 15 aircraft most of them Airbus jets grounded because it either cant afford spare parts or are still waiting for some spare parts to arrive. If the check clears. And providing they still have enough engineers around to install them. About 80 engineers have quit the airline over the past four months due to nonpayment of salaries, salaries which Mallya promised back in March would be paid by June. Around 200 engineers reported sick in April protesting delay in salaries. Kingfisher has told the local press that they have enough engineers to maintain its fleet. Of course, their fleet size keeps shrinking. If this keeps up, they wont need any engineers. At this point, one might wonder if Mallya, who has tons of money in his inherited United Breweries giant, the third largest beverage company in the world, is even interested in keeping Kingfisher airborne. The airline at this point has become bad publicity for the United Breweries beer brand of the same name, Kingfisher. This isnt a good time Charlie out with his successful friends watching an Indian Ocean sunset story. This is a plane crash. Kingfishers market share has gone from around 20 percent last year to 5.2 percent as of May, according to industry regulators. The airline has not posted profit since its launch in May 2005. It reported a first quarter loss of over 1.15 billion rupees and has a debt burden well over 7.5 billion rupees. Even if it sold off its remaining airplanes at this point it would be unable to pay its debts. At least theyre trying. Earlier last week, Indian airport operator GVK said that they were taking Kingfisher Airlines to court after receiving one too many bad checks from Mallyas company. It may be that even a man worth an estimated $1.1 billion cant save this airline. The next headlines on Kingfisher may finally read Kingfisher Airlines Files For Bankruptcy.

Tongan Ministers Resign

Three Tongan ministers have resigned from the cabinet ahead of a vote of no confidence in the administration of the South Pacific nation's Prime Minister Lord Tu'ivakano. Police Minister Sunia Fili, Health Minister Uliti Uata and Labour Minister Isileli Pulu all stepped down on Tuesday as parliament prepares to debate the no-confidence motion on Wednesday, the Matangi Tonga news reported. Tu'ivakano became prime minister in late 2010 after Tonga held its first vote for a popularly elected government, ending 165 years of near-absolute rule by the monarchy in the Pacific archipelago. However, the parliamentary coalition he forged between independents and the nobility has become strained as the impoverished nation of about 110,000 people struggles under a massive debt burden. Fili, who initially supported Tu'ivakano, said it was time for Tonga to have its first ever leader who was not a member of the nobility. "It seems to me that we have to change, as I understand that is what the people need," he said. The Friendly Islands Democratic Party, led by veteran pro-democracy campaigner Akilisi Pohiva, holds 12 of the 26 seats in the parliament. Nine seats are reserved for the nobility, including Tu'ivakano, with the balance held by independents who will decide if the no-confidence motion passes.

So, A Man Cooks His Own Genitals Debby Hits Land As Florida Braces - Is That A Crime? For More Floods
TOKYO police are investigating whether a man who cooked his own severed genitals and served them to five paying diners committed a crime, the force said. Mao Sugiyama had his penis and testicles surgically removed in March and kept them frozen for two months before cooking them at a public event in May. Diners each paid 20,000 yen ($250) for a portion. The police probe came after the mayor of Suginami ward, the Tokyo district where the event took place, said it had involved the display of obscene objects. "Many residents of Suginami and elsewhere have expressed a sense of discomfort and feeling of apprehension over this," Mayor Ryo Tanaka said. A Tokyo police spokeswoman acknowledged the complaint, but declined to give further details, citing "an ongoing investigation". Sugiyama, a painter in his 20s who defines himself as "asexual", did not immediately respond to a request for comment. In an email in May, he confirmed the event had taken place and said it was organised to raise awareness about "sexual minorities, x-gender, asexual people". In tweets May 18, the artist said steps were taken so his act met all relevant laws, including a ban on organ sales, processing of medical waste and even food sanitation requirements. Sugiyama said his genitals had been removed by a physician and certified free of infections.

Passenger Gets Refund After Having To Fly With Corpse

A Swedish radio reporter says that she received a partial refund of her airfare after having to sit next to a dead passenger aboard a Kenya Airways flight from Amsterdam to Africa. Lena Pettersson, a reporter for staterun Radio Sweden, told the Expressen newspaper that after she boarded the overnight flight she noticed that a man sitting across the aisle from her did not look well. ''He was sweating and having seizures,'' she told Radio Sweden. "Air hostesses were there all along, but the plane took off anyway.'' After the man collapsed, the flight's crew put out a call for medical help and the ailing passenger was given cardiac massage but subsequently died, according the English-language The Local newspaper. The Daily Mail of London, citing Expressen, said that the "cabin crew appeared at a loss as to what to do next, so flight attendants wrapped the corpse in a blanket as best they could and laid him out across three seats." Pettersson says the flight crew was able to move most other passengers to seats away from the body, but they were not able to reseat her so she remained just across the aisle from the dead passenger. After returning from Tanzania, she contacted Kenya Airways to complain and the carrier eventually reimbursed her about $713, roughly half the cost of her round-trip fare.

Welcoming the arrest of Abu Jundal, a key planner of the 26/11 Mumbai terror attack, the United States has vowed to continue to support India's efforts to bring its perpetrators to justice. "We are aware of these reports that one of the suspected planners of the 2008 terrorist attack in Mumbai has been arrested," state department spokesperson Victoria Nuland told reporters when asked to comment on Hamza's arrest in Delhi. "We have a strong interest, as we've said, since the day of the attack in the arrest, prosecution, and conviction of all those responsible for the 2008 Mumbai attack because our own citizens were among the victims," she said. "So we want to see all of them brought to justice."

Asked if the US provided any kind of assistance intelligence-wise in nabbing the key accused in the attack blamed on Pakistan based terrorist outfit Lashkare-Taiba (LeT), Nuland said she didn't have any details in this particular case. "But as you know, we have been doing what we can to share information and support of the Indian efforts to bring folks to justice," she said. Asked if the US was going to provide India fresh access to convicted Pakistani American key plotter David Coleman Headley as requested by Indian external affairs minister SM Krishna during his recent visit, Nuland said: "We have routinely provided access to David Headley when asked, and we will continue to make him available as appropriate."

Tropical storm Debby hit land as it arrived on Florida's Gulf Coast, threatening to dump another round of heavy rains on areas already reeling from flooding, US forecasters said. Debby, which has been raking the coast with strong winds and rains since the weekend, swept over Steinhatchee in north-central Florida as it headed eastward to the Atlantic Ocean, where it is expected by Friday. The Miami-based National Hurricane Centre (NHC) said Debby was about 55 kilometers north-west of Cedar Key, Florida. It was packing maximum sustained winds of 64kph, but had speeded up and was now moving toward the east at 9kph. Parts of northern Florida were expected to get more than 600mm of rain. The storm also downed trees, upturned catamarans and drowned turtle nests along the Gulf, according to local media. Authorities have closed several bridges and roads, including parts of Interstate 10, northern Florida's main interstate highway.

Florida governor Rick Scott declared a state of emergency on Monday as power outages and flash floods heralded the storm's approach. President Barack Obama called Mr Scott as he travelled on his Air Force One jet "to ensure the state had no unmet needs" as it responded to extreme weather and flooding from Debby, White House spokesman Jay Carney said. The president "expressed condolences" for the loss of life as well as extensive damage to homes. Mr Carney said federal emergency authorities would be in close contact with the state, and that the Obama administration "stood ready to provide additional assistance if necessary." At least one woman was reported to have died in a tornado that local media attributed to Debby, and state authorities warned that more deadly twisters were possible. Alabama search and rescue workers were also searching for a man who may have drowned in rough surf on Sunday, according to local media.

Flood Watch Continues On The Fraser; Sicamous Hardest Hit

Government Announces Faster Removal Of Foreign Criminals Act

Citizenship and Immigration Minister Jason Kenney introduced new legislation last week that will expedite the removal of certain foreign criminals from Canada, thus ensuring the continued safety and security of Canadians. The Faster Removal of Foreign Criminals Act, which is not yet in effect, will concentrate on three main areas: -Making it easier for the government to remove dangerous foreign criminals from the country; -Making it more difficult for those who are determined to pose a risk to Canada to enter the country; and -Removing some barriers for genuine visitors who want to come to Canada The proposed legislation will streamline the deportation process for some convicted criminals by limiting their access to the Immigration Appeal Division of the Immigration and Refugee Board. In the past, some convicted criminals could delay the deportation process for extended periods of time. The new rules are projected to reduce the overall process of expulsion from Canada by up to 14 months, thus maximizing safety for Canadians. Individuals who are criminally inadmissible to Canada on serious grounds such as security, human or international rights violations, or organized criminality, will face increased difficulty in entering Canada and prolonging their stay through abuse of Canadas humanitarian programs. On the other hand, the legislation will facilitate the temporary entry of individuals designated as low-risk who have nonetheless been refused entry because a family member was deemed inadmissible for a non-security reason, such as health.

People who had to leave their homes because of flash floods in Sicamous are waiting to be let back. Almost 400 people have been displaced. This after heavy rain fall over the weekend, causing creeks to overflow their banks. At least one home was swept away. Chris Duffy with Emergency Management BC says staff need to make sure it's safe before people can return. River forecasters expect the lower Fraser River to drop slightly over the next few days but then rise closer to the weekend as another pulse of water pushes through. More than 350 people have been forced from their homes, while slides have affected travel on Highway One near Revelstoke. A local state of emergency and a donot-use water order are also still in effect. Duffy says safety their top concern is deciding whether to let people return. "Once the people on site and the experts go out and carefully assess the situation, so they ensure that the structures and that the potential for any further flooding has ameliorated, then it will be determined for people to return safely to their homes," Duffy says.

He says 672 people are still under evacuation order across BC, while 1,007 people are on evacuation alert. Rain and snowmelt from warm weather are causing rivers and streams across the province to run very high and cause some flooding. Heavy rain also washed out a bridge near Nelson, sweeping away a 71-yearold man. It's not quite as bad in Kamloops, where the North Thompson River is running high, but the local Emergency Operations Centre has moved to a level-two stage of preparedness. Premier Christy Clark insists all precautions are being taken to keep you safe as flooding threatens much of the province. She is dismissing concerns that dykes on private properties have not been maintained in the Fraser Valley. "The province has invested $125-million over the last little while, and continuing to invest that in dyking and flood protection up and down the Fraser. So it's been a really significant investment made in that," believes Clark. But she does admit there are lessons that may have to be learned from this past weekend. She says the province will reevaluate once the situation subsides.

Kevin Krueger Opts Out

Kamloops MLA says it's better for Premier Christy Clark to get a fresh face in his riding Kevin Krueger is calling it a career after 16 years in the Legislature. "My presence is a continual reminder to people that they were upset about the HST and I was constantly supporting it, and I still do," says Krueger. "Even though I feel very confident that I would be re-elected in KamloopsSouth Thompson, I feel that because I am so tied to the decisions we made, it might be a problem for some of our new candidates. I think it's better for Premier Christy Clark to get a fresh face," he believes. Krueger recently questioned NDP leader Adrian Dix's integrity after Dix was caught riding the SkyTrain without a ticket. But Dix only had nice things to say about Krueger after learning he was leaving BC politics. "I want to wish Kevin well," says Dix. "I think it's easy to be critical in this day and age, but he's contributed to the province and done his best, and I just want to wish him well." Krueger served in cabinet under former Premier Gordon Campbell. He once yelled, "We love you Gord," when Campbell announced he was dropping the tolls on the Coquihalla Highway. Krueger says Campbell's successor, Christy Clark, didn't push him out. "She has been wonderfully supportive," Krueger says. "I would have thought some of the issues I have gone after while she has been Premier would have irritated her, but she has defended my right as a private member to raise controversial issues." Clark issued a statement thanking Krueger for his service to the province

Nadarajah Mahendran was arrested Monday at Pearson Airport aboard a plane from Sri Lanka, the RCMP said. Sgt. Duncan Pound said officials asked the court to send the Canadian citizen to British Columbia to stand trial with the other co-accused. The 492 men, women and children who arrived Aug. 13, 2010 aboard the MV Sea Sun after paying tens of thousands of dollars for passage were taken to CFB Esquimault in Victoria, and then faced detention review hearings in the Vancouver area. Federal officials said some were terrorists or human smugglers. Mahendran is charged under the Immigration and Refugee Protection Act of illegally organizing entry into Canada. Although the investigation continues, the five arrested men represent the people we believe represent the leadership aboard the vessel, said Pound. We believe they are the ones who organized the trip. Using tents and hammocks, the often seasick passengers endured three months aboard the rusty 59-metre, storm-racked Thailand-registered ship, with little fresh water or protection from the elements. They arrived 10 months after 76 Tamil refugee claimants from war-torn Sri Lanka reached B.C. aboard he Ocean Lady which was later sold by the Canada Border Service Agency as an illegal conveyance. Most of its passengers settled in Toronto, awaiting refugee claim hearings. Officials said only a handful people from both ships have been accepted as refugees and several were ordered deported after being accused of involvement with Tamil Tigers rebels. Mahendrans arrest involved the Mounties and Canada Border Services Agency officers. Police in Thailand, Australia, France and Norway aided in the investigation. The latest arrest came 20 days after fourth accused suspect, Thampeernayagam Rajaratnam, was arrested at Pearson. Kunarobinson Christhurajah and Lesly Jana Emmanuel were arrested last month. Arrested in Thailand and charged with collecting supplies for the ship before it sailed, accused mastermind Thayakaran Markandu was fined about $320, then freed. He has been awaiting deportation to Canada since his arrest in France last month. An outstanding warrant names Sathyapavan Aseervatham, who the RCMP recently said is not believed to be in Canada.

Rogers Cuts 375 Jobs As Revenue Slips

Rogers Communications Inc, Canadas largest wireless company and a major cable provider, said on Tuesday that it has cut hundreds of jobs to trim costs amid tough competition. The 375 people including some managers in both wireless and fixed-line businesses were notified on Tuesday, Rogers spokeswoman Patricia Trott said. The cuts were effective immediately. Rogers employs around 30,000 people. Its a difficult decision, she said. Its part of a comprehensive approach to cost management we announced earlier this year. The company had cut 300 jobs in March and is also looking to cut costs in the supply chain, reduce discretionary spending and improve efficiency in business processes, she said. While we constantly need to look for cost efficiencies, going forward were going to be focused on driving the business forward and driving revenue, she said. Revenue for the Toronto-based company dipped 1 percent in the first quarter from a year earlier as both wireless and cable units were hit by tougher competition. Rogers has spent heavily to attract smartphone customers even as their monthly bills drop, which has piled on the pressure to reduce costs. The company also recently recorded a loss of cable TV subscribers as telecom rivals improve their offerings. In wireless, Rogers has faced pressure from new, smaller competitors and regional cable operators such as Quebecors Videotron, which have begun offering wireless service since a 2008 government auction of airwaves. Its main national wireless competitors, Bell and Telus Corp, teamed up several years ago to build a comparable network that has helped them narrow Rogers lead in total subscribers and average wireless bills. Rogers shares, which have slipped 7 percent so far this year, were trading flat at C$36.54 by midday Tuesday.

Anita Huberman Appointed To Canada's National Film Board

Elliot Lake Mall Roof Collapses

Canadian authorities have sent heavy machinery to a collapsed Ontario shopping mall in the hope of digging out a possible survivor trapped for three days in the rubble RESCUERS have discovered one body since the Algo Centre Mall in Elliot Lake collapsed on Saturday but fear at least one more person could be trapped in the structure after detecting signs of a life on Monday morning. The rescue mission inside the building was suspended on Monday evening due to the risk of further collapse, drawing angry cries from victims' relatives and renewed pleas of assistance from Canada's federal government. "Additional resources to the scene are being sent to us including heavy equipment," said Elliot Lake mayor Rick Hamilton. More than 20 people were injured when the rooftop car-park of the Algo Centre Mall collapsed on Saturday but officials are unsure how many others might still be trapped or if they are alive or dead. "The other issue that we are challenged with is to ascertain really who is trapped underneath the debris," said police inspector Percy Jollymore. Rescuers hope heavy machinery will be able to dismantle or move parts of the structure to make it more stable so the rescue effort can resume. Built in the 1980s, the shopping complex housed a grocery shop, restaurants and other stores. The cause of the collapse was not yet clear.

Surrey Board of Trade CEO Anita Huberman has been appointed to the National Film Board. Huberman's name was put forward by Federal Minister of Canadian Heritage James Moore, who is also the Conservative MP for Port MoodyCoquitlam-Port Coquitlam. Huberman was contacted because of her and the Surrey Board of Trades work in trying to develop the film industry regionally and to provide more outreach to multicultural and international business communities locally and internationally. She told the reporter that she's looking forward to the challenge. "There's a lot of training, a huge learning curve and orientation that I have to go through," she said. "Certainly to make connections, the ability to put Surrey on the map, to bring in industry, that was the whole point of it all." She said she'll be remaining on as CEO of the board, but may have to hive off

some responsibilities, depending on her workload. It's been a fairly recent mandate of the board of trade to bring in the film industry wherever possible, she said. The National Film Board produces, distributes and promotes films designed to interpret Canada to Canadians and to other nations; to engage in research in film activity and make the results available; to advise the Governor in Council in connection with film activities. Among her many responsibilities, Huberman will participate in the selection of a government film commissioner, provide direction and counsel to management, approve the annual budget of the NFB, and oversee the stewardship of the organization's assets and liabilities. She has been appointed for a three-year term. Her orientation begins in September, in Montreal, and then the first meeting is in November.

Aries (Mar 21 - Apr 19)

This week is a lot like a roller coaster for you! Monday and Tuesday bring a strange sense of mounting energy and escalating weirdness with friends and family, though you can't pin down exactly what's going on. It's best to just sit back and let it happen. The middle part of the week is much more exciting, and things seem to happen almost too fast for you to keep up - but your great energy helps you keep it all in line! You may discover some new club or restaurant that's appealing. Take it easy this weekend, as you need to readjust to the ground before walking too quickly.

you without much subtlety.

Cancer (Jun 21 - Jul 22)

Your health is going to be sluggish this week and you could get indisposed this week so take care of your health. For financial matters and love matters this week is going to be good. There are indications that you could get in to a few arguments with your friends and associates and siblings in the first half of the week. Social engagements are not going to give you the desired results. Overall it is going to be a mixed week for you.

Leo (Jul 23 - Aug 22)

Taurus (Apr 20 - May 20)

Your emotions are tricky early this week - but that doesn't mean you should ignore them. Let your passions air out a bit, actually, and you should find that you attract the right kind of attention to improve your romantic life. Slow down on Wednesday through Friday, even if you feel that you're on a roll. It's not the best time for you to take risks of any kind, but especially not with your finances. The weekend is much sweeter, and your personal energy should help you make the most of your leisure activities.

It's okay to be a little paranoid every now and then (healthy, even), but you start the week way more suspicious than you really need to be. Try to give people the benefit of the doubt - but at some point, you may need to lower the boom on someone who's really got it out for you or yours. Once that business is settled, you should find yourself totally free to explore new parts of town and meet new people from Wednesday on. Push yourself to the limit! You discover something that riles you up all weekend and keeps you chattering happily.

rut as the week begins, but changes are coming that should be equal parts exciting and intimidating. You shouldn't have to do much more than watch and wait, though, because your coworkers handle the brunt of it for now. Wednesday through Friday is great for exploring and expanding mental horizons. Take a class, look into some new hobby online or just see what's new in the neighborhood. A quiet weekend is best for you - if you try to do too much, you're sure to reach the limits of your personal energy too soon.

Capricorn (Dec 22 - Jan 19)

Scorpio (Oct 24 - Nov 21)

Overall, this week is quite positive for you. It may seem a bit strange when friends keep pestering you for an opinion early on, as whatever subject they're interested in isn't exactly your area of expertise. Still, you've got valuable insights so don't be afraid to share. Keep your eyes on the prize Wednesday through Friday - without some sense of discipline, you're unlikely to get much of anything done at work. You get some great news this weekend that relates to something you did in the recent past. Someone noticed!

Virgo (Aug 23 - Sep 21)

Gemini (May 21 - Jun 20)

Investigate your own emotional state on Monday and Tuesday. You may not be the most reflective person in the world, but every now and then, you can get some real insights into yourself and your deepest thoughts. In fact, the rest of the week should give you a great opportunity to take things to a deeper level with your sweetheart, career or artistic aspirations. Whatever means the most to you suddenly become even more engaging! You may get testy over the weekend as someone you've grown to trust over the years tries to influence

Your intuition and your reason are working well together on Monday and Tuesday, and you ought to be able to figure out what's really going on despite a dearth of evidence. Keep an open mind for as long as possible! Your family needs you during the second half of the week, and you should make yourself as available as possible once work obligations are taken care of. You shouldn't have cause to regret it - in fact, this weekend may bring a delightful and unexpected reward from someone close to you.

You're a Pied Piper of sorts on Monday and Tuesday, and ought to be able to draw others to you with ease. You may not want to lead them under the nearest mountain (that tends to be frowned upon these days), but whatever you suggest should work out quite well. The tables turn somewhat later in the week, so you may find yourself following the suggestions of someone whom you'd ordinarily treat with more skepticism. See where it takes you there's no harm in it! A disagreement at home this weekend could turn into a new understanding that makes everyone happier.

Aquarius (Jan 20 - Feb 18)

You've got something weighing on you as the week begins, but it's not like a deep, dark secret. It's more like dead weight at work or maybe someone at home who just isn't living up to their responsibilities. Go slow and work it on out. Your friends keep seeking you out on Wednesday, and the socializing keeps ramping up until you find yourself chatting for most of the day on Friday. Don't worry about missed work. If you want to get anything done around the house this weekend, you need iron will - it's just too easy to keep putting it off!

Sagittarius (Nov 22 - Dec 21)

Pisces (Feb 19 - Mar 20)

Libra (Sep 22 - Oct 23)

You might be feeling like you're in a

You're far more thoughtful than usual on Monday and Tuesday, and may actually withdraw from your social life a bit in order to figure out what's been happening in your life recently. Your insights are potent and unexpectedly sharp. Watch your mood turn for the better on Tuesday night or Wednesday morning - you suddenly come all the way out of your shell and seek out new people and experiences. Your good energy can't be beat! Roll it back a bit this weekend, because you need a break after all that great mayhem.

On Monday and Tuesday, expect people to be on their worst behavior - selfish, petty and maybe even predatory! The good news is that you've got enough savvy to avoid the worst of it, and you may look like a perfect angel in comparison. The aftermath may yield all kinds of great opportunities, too, so pay attention later in the week for people in need or loose ends that desperately need to be tied up. You can make a huge difference and rack up some sweet karma! Your assistance makes all the difference for a child or good friend over the weekend.

Tips To Manage Your Money Better

Cash flow is the fuel that keeps a business running smoothly. To make sure your company isn't running on empty, check your current practices against these techniques used by the top money managers. 1. Create a cash flow budget A cash flow budget helps to ensure that you can comfortably pay all your expenses and enables you to manage your revenues and expenses proactively. Key components include a sales/ revenue forecast; anticipated inflows, such as accounts receivable; anticipated outflows, such as cost of goods sold; debt repayments; and operating expenses. It's important to keep your cash flow budget up-to-date and to make sure that it reflects changes in your operating environment and your plans for your business. 2. Know the sensitivities in your cash flow It's important to pin down which items such as price, volume, or overheads - will have the most impact on your cash flow. Cost of goods sold, for example, has a significant impact on your cash flow, yet is difficult for you to change. At the same time, competitive pressures may prevent you from increasing prices. Cash flow is also affected by inventory days and accounts receivable days. 3. Manage the credit you are extending to your customers There are a number of different ways to improve how you manage your receivables. Establishing effective credit policies is an important part of successful cash flow management. You might also think about how you can encourage clients to pay more quickly. For example, consider discounts for early payments, or charge interest on accounts that are past due. While interest and late charges may actually become a source of income for your business, it's important to apply some due diligence. Extremely late payments are more likely to become write-offs and will also keep some of your working capital tied up. 4. Keep your payables up-to-date Regularly reviewing your accounts payable schedule helps determine how well you are keeping up with your credit obligations. A useful practice is to have an "aging schedule," which shows you how much you owe, to whom, and whether you are current or past due on any bills. 5. Reduce expenses Look for ways to cut back: for example, can the cost of promotional materials (such as printing or production) be reduced without compromising their quality and impact? When business volume steps up, bring in temporary, contract, or part-time help before committing to additional full-time staff. An independent audit may reveal redundancies and inefficiencies that you can address. 6. Use credit effectively The best credit facility will depend on your company's individual circumstances, business plans, and existing credit facilities. For example, term loans are ideal for long-term capital purchases, while lines of credit can be used to meet short-term working capital requirements or to take advantage of unexpected business opportunities. 7. Put your company's surplus cash flow to work Assess how much money you need to set aside for emergencies To do this, review your company's cash flow history for any patterns. As well, consider how potential changes in the economy, such as currency or interest rate fluctuations, could affect your revenues or expenses. Any surplus in your cash flow can be used for business expansion, to pay off debts, or to maintain a certain level of working capital. This is general information; please consult your advisor for advice specific to your own circumstances

30 www.fijitimescanada.com Happy Birthday Canada

Canada will be celebrating its 145th birthday on July 1. During these 145 years, this nation of more than 34 million people has undergone some very drastic changes. Till early 1950s, Canada population consisted mainly of aboriginals and European settlers. However, during the past 60 or so years, it has become a truly multicultural country. It is a matter of great pride for every Canadian that we have managed to build a very prosperous, tolerant, peaceful, free and democratic society. To-day, Canada has become an envy of the world. It is mainly due to the hard work, dedication and determination of Canadians to make this country as one of the best places on earth. At present, more than 200 ethnic communities spread throughout this vast country call Canada their home. There will be hardly any country, culture or language in the world that is not represented here. On the whole, each of these communities gets along well with other communities. This countrys recognition of multiculturalism and inclusion as well as a strong desire to live peacefully, has made it as one of the most desirable countries to live in. Not only that, our free, secular, liberal and democratic society is the envy of others. On special days like this, we get to reflect on Canadian culture and values. What does it mean to be a Canadian? To most of us, it means living in the most peaceful, open, inclusive and welcoming country in the world. Canadas policy of inclusion, openness as well as respect / appreciation for cultural diversity makes it a shining model for others. In addition to that, Canadas relatively young yet rich history and its amazing beauty from coast to coast to coast have made it as one of the most pleasant places to live. Our strong sense of values as well as economic and political stability has made Canada a land of great opportunity. A recent perceptions poll of 370gender specialists conducted by TrustLaw, a legal news service run by Thomson Reuters Foundation placed Canada as the best place for women. In this regard this country leads other G-20 nations like Germany, Britain, Australia and France. Farah Mohamad, president and CEO of Canada based G (irls) 20 Summit states that though a lot more still needs to be done in this area yet we are very fortunate to have universal health care, education and other services designed to give equal opportunities for our girls in Canada to excel. This is what makes this country so unique. Certainly, like any other country,

Friday June 29, 2012

Canada also has some problems of its own. But in the greater scheme of things, they are very minor. The kind of respect Canada and Canadians have earned around the globe, is something that all of us can be very proud of. Canada truly is a land of opportunity. There are countless examples of the high level of achievement by both Canadian born citizens and immigrants. Our Charter of Rights and Freedoms guarantees that everyone will be treated fairly and equally. On special occasions like these, we need to celebrate all of this and much more that this great country has to offer. Happy Birthday, Canada!

For Immediate Release: June 28, 2012 COPE 378 Issues Advance Notice of Job Action at ICBC Union Will Begin Targeted Job Action with Overtime Ban Next Week BURNABY Today COPE 378 issued 72-hour strike notice in advance of targeted job action next week. This is about implementing what weve said all along will be a series of prudent, targeted job actions that will put pressure on ICBC and the government without hurting BC drivers, said COPE 378 Vice President Jeff Gillies. Earlier this year 87% of members at ICBC voted yes in a strike vote after having been without a contract or a pay increase since 2009. After ICBC applied to the Labour Relations Board to have workers declared an essential service, job action was delayed but the union will have more options at its disposal at the end of June. Well be taking things slowly, starting with a ban on overtime on July 6.Future actions will be communicated at least 48 hours in advance and were getting great feedback from members about what we can do that targets the government and ICBC, not drivers, Gillies continued. Its pretty clear that drivers and our workers have something in common in that were both being left behind by ICBC. Theyre giving huge dividends to government and pay increases to their lawyers and business partners but trying to freeze our wages and raise rates for drivers. We want to see that balance change, Gillies concluded. Media contact: Sage Aaron, 604-3176153 saaron@cope378.ca

Child Abuse and Neglect

Continued From Last Week

Child Abuse and Neglect Warning signs of physical abuse in children 1.Frequent injuries or unexplained bruises, welts or cuts. 2.Is always watchful and on alert, as if waiting for something bad to happen. 3.Injuries appear to have a pattern such as marks from a hand or belt. 4.Shies away from touch, flinches at sudden movements or seems afraid to go home. 5.Wears inappropriate clothing to cover up injuries, such as long-sleeved shirts on hot days. Warning signs of neglect in children 1.Clothes are ill-fitting, filthy or inappropriate for the weather. 2.Hygiene is consistently bad (unbathed, matted and unwashed hair, noticeable body odor). 3.Untreated illnesses and physical injuries. 4.Is frequently unsupervised or left alone or allowed to play in unsafe situations and environments. 5.Is frequently late or missing from school. Warning signs of sexual abuse in children 1.Trouble walking or sitting. 2.Displays knowledge or interest in sexual acts inappropriate to his or her age or even seductive behavior. 3.Makes strong efforts to avoid a specific person without an obvious reason. 4.Doesnt want to change clothes in front of others or participate in physical activities. 5.An STD or pregnancy, especially under the age of 14. 6.Runs away from home. Child abuse and reactive attachment disorder

Severe abuse early in life can lead to reactive attachment disorder. Children with this disorder are so disrupted that they have extreme difficulty establishing normal relationships and attaining normal developmental milestones. They need special treatment and support. Risk factors for child abuse and neglect While child abuse and neglect occurs in all types of familieseven in those that look happy from the outside children are at a much greater risk in certain situations. 1. Domestic violence. Witnessing domestic violence is terrifying to children and emotionally abusive. Even if the mother does her best to protect her children and keeps them from being physically abused the situation is still extremely damaging. If you or a loved one is in an abusive relationships, getting out is the best thing for protecting the children. 2. Alcohol and drug abuse. Living with an alcoholic or addict is very difficult for children and can easily lead to abuse and neglect. Parents who are drunk or high are unable to care for their children, make good parenting decisions and control often-dangerous impulses. Substance abuse also commonly leads to physical abuse. 3. Untreated mental illness. Parents who suffering from depression, an anxiety disorder, bipolar disorder or another mental illness have trouble taking care of themselves, much less their children. A mentally ill or traumatized parent may be distant and withdrawn from his or her children or quick to anger without understanding why. Treatment for the caregiver means better care for the children. 4. Lack of parenting skills. Some caregivers never learned the skills necessary for good parenting. Teen parents, for example, might have unrealistic expectations about how much care babies and small children need. Or parents who where themselves victims of child abuse may only know how to raise their children the way they were raised. In such cases, parenting classes, therapy and caregiver support groups are great resources for learning better parenting skills. 5. Stress and lack of support. Parenting can be a very time-intensive, difficult job, especially if youre raising children without support from family, friends or the community or youre dealing with relationship problems or financial difficulties. Caring for a child with a disability, special needs or difficult behaviors is also a challenge. Its important to get the support you need, so you are emotionally and physically able to support your child.

Researchers have found more than 100 reasons which are responsible for making losing weight so difficult for people. Experts say that everything from using a remote control to change TV channels to having the wrong sort of friends can help us gain weight. Other things to be taken into account include our genes and the temptation to drive, rather than walk, short distances. According to the British Nutrition Foundation, though some factors, such as our genes, can't be altered, there are many small changes that can be made and which together can have a big impact on weight. The charity has used a list of 108 things affecting our weight, compiled for a Government report, as a starting point for its advice. The 'fat factors' have been divided into seven groups - social, psychological, eating and drinking, physical activity, our environment, physiology, and TV, computers and magazines. Having the wrong sort of friends falls into the first category. While they may be good fun, they could also be encouraging us to eat the wrong things or tease us when we speak about wanting to exercise or join a gym. Snacking when bored and treating food as something as reward when things go well both fall into the category of psychological pressures. Gulping down food can mean that we eat too much before the body's satiety signals kick in, while using TV remote controls can make our lifestyle particularly sedentary. People are also bombarded by TV adverts for unhealthy foods and many of us don't even take adequate sleep. But there are many adjustments that we can make to our lifestyles to improve our chances of shedding the pounds. In its Small Changes: Big Gains guide, the British Nutrition Foundation has made suggestions such as getting up from the TV and doing some housework during advert breaks. This could burn 40 calories per hour of TV viewing. Hiding the remote control and instead changing channels manually would use up another 15 calories an hour. Measuring out small portions of crisps, instead of eating them straight from the bag, could save us 130 calories, while office workers who get up to talk to a colleague or make a drink at least once an hour can burn off around 120 more calories per day. Even fidgeting has its benefits, with someone who taps their feet while sitting burning up to 350 calories a day more than someone who stays completely still. To put the figures in context, a glass of wine contains around 90 calories and a bar of chocolate around 180. "There are lots of different options to choose from in terms of making changes in our behaviour that could have a positive impact on health.' Miss Benelam said the key to losing weight could be to try to make at least one change within each of the seven groups," the media quoted Senior nutrition scientist Bridget Benelam as saying. "Within each of these categories there are multiple influencers and we believe that by proactively selecting a range of these to focus attention on, people can make a series of small changes to their behaviour which, when combined, will have a larger overall effect. "For example, we believe that social engagement can have a positive impact on weight management for some people, as can developing cooking skills, keeping a food or activity diary, spending more time outside, and using the same weekly on-line grocery shopping list," she added.

Two mugs of coffee a day could help keep the heart healthy, according to a study. With up to 40 percent of those affected dying within a year of diagnosis, heart failure has a worse survival rate than many cancers. The latest study by US researchers suggests that regularly drinking moderate quantities of coffee can cut the odds of cardiac trouble - though too much could be counter-productive. Crunching together the results of five previous studies, involving almost 150,000 men and women, the study showed that those who enjoyed one or two mugs of coffee a day were 11 percent less likely to develop heart failure than those who had none.

Do You Snore?
Sleep Apnea What is it? And What You Need to Know

Sleep apnea is a condition where the individual stops breathing while asleep. These episodes can last for 10 seconds or much longer and can occur hundreds of times during the night. This condition means the person cant achieve the deeper levels of sleep required to maintain health. Sufferers often experience a wide variety of symptoms. Some of these include: loud snoring poor concentration during the day falling asleep while driving general drowsiness reduced energy levels gasping for air, or choking sounds followed by silence morning headaches waking up tired decreased performance at work reduced interest in sex depression irritability dry mouth gastro esophageal reflux disease (GERD) Obstructive sleep apnea (OSA) also contributes to high blood pressure, heart attacks and stroke. OSA currently affects more than 13 million people in the United States. Approximately 2% of women and 4% of men over the age of 35 are affected. This serious sleep disorder does not often get diagnosed as many people dont even know its happening. Now the Good News Sleep apnea can be treated. Simply losing weight can reduce or

eliminate the condition, as extra weight in the neck area can cause the airway to collapse when you lie down to sleep. Other treatments can include a CPAP (continuous positive airway pressure) machine. The CPAP device essentially blows air into the nose throughout the night to prevent the cessation of breathing. Oral Airway Orthotics is now the number one recommended treatment for snoring and mild to moderate sleep apnea, according to the American Academy of Sleep Medicine. Orthotics such as the Silencer, EMA, SUAD and others can very often help these conditions. Surgery is another possibility, although because its not reversible, we recommend this as a last option. If you or your spouse has any of the above symptoms we urge you to contact your physician. More information on snoring and sleep apnea: Snoring the Cause and Treatments A partially blocked airway is the cause of snoring. Often the tongue can fall back as we approach deeper sleep states. This causes the airway passage to shrink in size and the result is vibrations occurring in the throat - or snoring. Snoring can be an early warning sign of apnea. Most all sleep apnea sufferers snore in between bouts of apnea, or oxygen interruption. Apnea sufferers awake exhausted,

as theyve been fighting for oxygen all night. Sleep should rejuvenate us and replenish our energies but for the apneic it does neither of these things. Sleep apnea can also cause learning or memory disabilities, as well as periods of nodding off while on the phone or at work. Sleep apnea patients are at a much greater risk of having auto accidents. Most often its the spouse who is aware of the apnea problem. They hear the snoring that the apnea sufferer cant. In fact, snoring can be a leading cause of divorce. The first step in treating snoring and mild or moderate sleep apnea is screening with Acoustic Reflection Technology (ART). ART uses sound waves to quickly and painlessly map your airway. This allows us to compare your normal daytime airway volume

and note changes that occur in sleep. The technician can also use ART to predict whether an Oral Airway Orthotic will work for you. After this screening, you are referred you to a sleep center, where a sleep study determines the severity of the problem. If you are diagnosed with primary snoring or mild to moderate obstructive sleep apnea, then an Oral Airway Orthotic will have a high probability of effectively treating your condition. For a diagnosis of severe sleep apnea, the standard of care is a CPAP machine. While this device is very effective in treating this condition, many patients are not able to tolerate wearing it for various reasons. The good news is that for those not able to tolerate their CPAP, oral orthotics have been shown to be an effective alternative treatment in many cases.

She was the first child of the Mangeshkar family. She was brought up in Maharashtra. When she was five years old, she began working as a theater artist in sangeet nataks. She also started taking singing lessons from her father. Lata sang her maiden cinematic song for the Marathi film Kiti Hasaal (1942). Her father did not like the idea of her daughter singing for the films. So, her song was deleted from the movie. In the year 1942, she lost her father. Due to sudden demise of her father and unsound financial condition of the house, she decided to play small roles in various Hindi and Marathi films. She had to take up the acting assignments, despite the fact that, she was not at all fond of acting.

Career

In the year 1945, she happened to meet the film producer S. Mukherji through Ghulam Haider. Haider personally wanted her to be given an opportunity

Movie Review

Charming love story Shahid Kapoor and Priyanka Chopra sparkle as lovers in Kunal Kohlis old-fashioned film
Filmmaker Kunal Kohlis Teri Meri Kahaani (TMK) is said to be inspired from the much-loved Taiwanese film Three Times, directed by Hou HsiaoHsien, which showed a connection between three love stories in different eras. But if you watch TMK with a clear mind, it manages to pull at your heart strings. The only issue is that sometimes it pulls at it too slowly. Story The story begins in 1960 in Pune, with Ruksar (Priyanka Chopra) and Govind (Shahid Kapoor) meeting in the train. Just another train saga, you would think. But it doesnt turn out to be that. Ruksar is a freshly successful Hindi film heroine and Govind is a talented musician looking for work. Love happens but there are some obstacles in the form of another lover for Govind. This era has been depicted with the help of some good (though not excellent) sets, but there was no need to show a tram in every scene. Kunal Kohli deals with the 1960 story in a Chaplinesque way for example, comic moments without dialogues between the reporter (Vrajesh Hirjee) and Govind, and also the latters Raj Kapoor-Chaplin-like look. The story jumps to 2012 London where Krish (Shahid) is breaking up with his girlfriend Meera (Neha Sharma). Its also his birthday and the day he bumps into Radha (Priyanka). Their meeting is followed by fight, friendship, Facebook statuses, phone chatting, Ipad sharing, love, hanging out and trouble when Meera posts censored pictures of her ex-lover online. All this seems normal. Its 2012, right? But do Krish and Radha get back together? Just when were figuring that one out, the film moves to 1910 in Sargoda, near Lahore. This is the best track of Teri Meri Kahaani and we guess thats why it was given so much screen time. Its the really old-fashioned era, and yet, Javed (Shahid) who is a hard-core flirt doesnt take much time in impressing a girl and getting in between the sheets with her. Be it the village belle or the English memsaabs daughter. But he truly falls for Aradhana, a freedom-fighters daughter. Its preIndependence and yet, marriage between a Muslim lad and a Sikh lass is not common. What happens in the end? Watch the film to know it. Our take Teri Meri Kahaani takes its time to unfold, often using nuances and subtleties to bring home the point. Although the film spans stories in 1910, 1960 and 2012, there is no masala here, no melodrama. It is simple storytelling at its best, in an old-fashioned way. And no, it is NOT like Dangerous Ishhq! The connection between the three love stories has not been established too well in the film or maybe because the lovers do not have any past life flashes. It takes some time for the viewer to understand it. But once you know it, it seems like its the sweetest romance. But Teri Meri Kahaani is not a mind-boggling film, and some of you might not like it. Also, people did not always laugh at the right moments in the theatre, but the romance seemed to be liked by all. Performances If Shahid Kapoor and Priyanka Chopra were ever lovers in real life and broke up, they have managed to hide it well. They excel as actors and show great chemistry. Shahid steals the show with his portrayal coolly essaying three characters that are absolutely different from each other. His role as Javed in Lahore is what gets the whistles, as he is aided by dialogues laced with some colourful shayari every now and then. Shahid is good in the London story, too, and Piggy Chops complements him. She plays the pretty damsel with ease in all three roles, but strangely changes her accent only in the Lahore story. Cameos by Prachi Desai, Neha Sharma and Vrajesh Hirjee work. Verdict: Teri Meri Kahaani is a light film and is to be enjoyed like that without any stress.

At The Movies Abraham Lincoln: Vampire Hunter (PG) * * * *

Fearless Crusader!
Cast as Adam in the most sinister/ charming way imaginable is quality actor Rufus Sewell who is icy cold as the man with rough teeth. Elements of real history mesh with blood sucking monsters to make Abraham Lincoln: Vampire Hunter a wicked delight. Director Timur Bekmambetov comes through with a flashy tale full of history given a decided new twist. Just the right pacing for 106 minutes captures the danger and political turmoil a young President must face, not to mention his ways with the ladies. Great sets of the time, a superb atmosphere, ghastly vampires, wild horses and alliances and double crosses makes Abraham Lincoln: Vampire Hunter far-fetched fun that never takes itself too seriously. Fancy axe-work and top choreography further enhance the appeal to this magical and very creatively crafted movie!

By ROBERT WALDMAN

History gets turned on its ear - in a good way - in Abraham Lincoln: Vampire Hunter a truly sensational tale of epic proportions from 20th Century Fox now lighting up screens and sure to cause countless debates at Empire Studio 12, Colossus and Cineplex Odeon Theatres around B.C. So many films nowadays are being made in 3D that it's hard to keep track. Most of these are less than memorable from a visual standpoint. Depth of motion really comes to fruition in Abraham Lincoln: Vampire Hunter which may actually have been shot in 3-D. To bolster this flambouyant re-writing of history the effects just enhance the overall experience of this truly flamouyant experience. Stong acting playsa big role in making Abraham Lincoln: Vampire

Hunter so much food. From out of nowhere comes Benjamin Walker who wears well the 10 gallon black hat of Honest Abe. Told during the actual time period we see the factors that shaped Abe from when he was a young boy. Doing the right thing was a hallmark and when he learns of the presence of vampires the soon to be president proves to be a very quick study. To hunt vampires you need a plan and there to lend support to this heroic endeavour is one Henry Sturgess. Fresh from his winning ways as playing Uday, son of Saddam Hussein's in the sensational The Devil's Double is Dominic Cooper. Together this pair make a formidable team but they're no match for the messengers of Satan, namely Adam and his sister.

A spray water bottle to dampen hot flames Start with a clean grill First impressions are important, even when grilling, so make sure your grill is scraped clean. A steel brush with a long handle is best for this task. First, preheat the grill for about 15 minutes and brush the grill when hot foods tend to scrape off better this way. Brush the grill again once youve finished cooking and before it cools down. Preheat the barbecue Turn on the barbecue at maximum heat intensity for about 15 minutes before you begin cooking any foods. You know the grill is ready when you can only keep your hand over the grill for 4 or 5 seconds. Oil the grill To keep foods from sticking to the grill and to imprint those great grill marks, generously oil the grill before cooking. Any one of the following techniques is good to oil your barbecue grill: a) with a paper towel imbibed with oil; b) with a piece of beef or bacon fat or c) with a vaporizer. In both a and b, the technique is applicable to a hot grill as long as you use a long handled fork. However, if you prefer to spray the grill, remove the grill from the barbecue to keep the oil spray from catching fire. Remove excess fat A thin layer of fat (about 0.5 cm) is enough to add flavour to grilled meats. Not only is less fat healthier but it also helps avoid dangerously high flames when the fat melts into the fire. Avoid adding salt to raw meat Adding salt to raw meat tends to harden its texture. In fact, salt attracts blood to the surface of meat, which then loses

its juices and makes meat dry and less tender. Do not prick, pierce or stab meat while grilling Only use a fork to remove cooked meat from the grill. Its best to use tongs or a slotted turner with a long handle to flip the meat or any other foods you may be cooking. This helps the meat maintain its natural juices and tenderness. Meet your new friend: the meat thermometer A meat thermometer remains the best way to check for doneness. By indicating meat temperature you can be certain that your meat is properly cooked and ready to enjoy. Does reading about grilling make your mouth water? Get those fires burning, add a sprinkle of imagination and a dash of daring and barbecue success is at your fingertips. Enjoy!

The barbecue season is definitely upon us and nows the time to cook up some fun on the grill. The following is a list of basic notions to help you enjoy one of summers simple pleasures: cooking on the barbecue! Proper equipment From novice to expert, here is what you need to grill like a chef: A long handled steel brush to clean the grill Long handled tongs Oven mitts or heat resistant protection A long handled basting brush

2012 Toyota Camry

Toyota Shows Evolutionary Camry
"The all new 2012 Toyota Camry features evolutionary styling for its five (LE, XLE, SE and Hybrid LE and XLE), taking a step towards sophistication while retaining many of the cues that have made it the continental top pick for 13 of the past 14 years. Driving dynamics and cabin quietness have also been improved in what has become the yardstick for the mid-sized class." The seventh generation cars feature mild differences to differentiate between models chrome accented rocker panel mouldings on LE and XLE, split lower intake and exclusive grille on SE, fog lights on XLE and SE, integrated rear spoiler on SE. Three powertrain choices have been enhanced to provide better fuel economy and more responsive performance. The 2.5-litre fourcylinder variable valve timed engine now offers 178 horsepower (up nine from last year) and 170 lb.-ft. of torque, the 3.5-litre V6 (available in the SE and XLE), delivers 268 and 248, respectively, and the Hybrids new Atkinson Cycle 2.5-litre four delivers a net 200 hp. Regular LE, XLE and SE models come standard with a six-speed automatic transmission that offers a sequential manual shift mode (via paddles on the SE, which also adds a rev-matching throttle blip on downshifts), while the Hybrids get a continuously variable unit. Power steering is electrically driven (variable according to speed and steering input) and on the Hybrid models, air-conditioning is also electrically driven to insure operation at times when the engine is shut down. Compacting the size of the Hybrids nickel metal hydrid battery and moving the DC/DC converter to the engine compartment results in more trunk space. Hybrids also feature new 17-inch lower rolling resistance tires, for further improvements in fuel economy, and an improved electric only (EV) mode that allows the vehicle to travel up to 2.5 km at speeds less than 40 km/h, while an ECO mode optimizes throttle response and a/c output to benefit economy. Ride and handling is entrusted to a front Macpherson strut, rear dual link strut suspension set-up, with springs, bushings, shock damping and stabilizer thickness all revised. The SE gets specific suspension components and tuning to benefit sportier handling. Inside, theres a new dashboard design, redesigned and repositioned seats (front seats were moved forward and rears rearward for a gain of 15 mm) and leaner pillar trim to enhance

space and spatial perception. The front seatbacks were reshaped to add to rear seat knee room (improved 45 mm) and the standard rear 60/40 split folding seatback has releases in the trunk. Soft touch materials were added to the instrument panel, door trim and centre console for improved occupant comfort. Bluetooth connectivity is standard, as is a 6.1-inch screen for the standard audio system with six speakers and a USB

port. Heated seats (where available) feature variable temperature control. All 2012 Camry models are equipped with 10 standard airbags (dual front, dual front knee, front and rear seatmounted side-impact and full side air curtains) as part of Toyotas Star safety system (which also includes stability control, traction control, ABS, electronic brake force distribution, brake assist and brake override). Tire pressure monitors are also standard.

I Want To Inspire Women, Says Mona Singh

Naazreen Ali 604-306-9810 Email: naazreenali.PIF@gmail.com

Actor Mona Singh won hearts as an ugly, yet confident duckling in Jassi Jaisi Koi Nahi, and now as a strong woman who battles her husbands infidelity in Kya Huaa Tera Vaada, she wants to inspire women across the country. As an actor, I am here to inspire women in whatever way I can, Mona told the media. There are many women who arent treated well, whose husbands have extra-marital affairs and yet there are women who accept them back. But here I want to tell them to stand up for themselves and not be dependent on their husband for every decision and for money, she added. In the show, the actress plays Mona, a happily married woman with three kids. Their family life is perfect until her husband goes back to his college sweetheart. The current track of the Sony show features Mona who steps out of her life as a homemaker to make a mark for herself and be financially independent for the sake of her kids. A women has to be independent, she has to be working. She has to go out and meet new people, says the 31-year-old. While Monas husband is essayed by actor Pawan Shankar, actress Mouli Ganguly plays his love interest. The shows track has been compared with that of David Dhawans 1999 hit

film Biwi No.1. But Mona says it isnt completely so. To a certain extent I agree, because the man did have an extra-marital affair and there was infidelity, but that was a three-hour movie. However, this is a serial and it will last for one year or two years at least, so it cannot be based on a movie, Mona said. In the time that Mona was away from small screens fictional content, she was seen on the big screen in films like 3 Idiots and Utt Patangg. Her association with TV was only limited with reality shows Jhalak Dikhhla Jaa 4, Entertainment Ke Liye Kuch Bhi Karega 4 and Shaadi 3 Crore Ki. Just when everybody thought she had shifted to the big screen, she came back to TV. To this, Mona says movies are just a bonus and her heart lies with the idiot box. I was never going to quit television. Youll never read a single interview of mine where I have said that Okay, this is it! I have done enough, of television and now I am quitting. Quitting was never my idea, Mona said. I started from television, I belong here and I will continue to do this. Movies will happen whenever they are supposed to happen. Movies will be bonus for me, television is my everyday bread, butter and jam and everything, she added.

Anderson Silva Lashes Out At Chael Sonnen With Threats

Silva on UFC 148: (Sonnens) never going to want to fight again after Im done with him Tell him I got two words for him medium rare. Those are the two words that may have incited Silvas anger to reach another level months ago. Silva felt personally attacked when Sonnen told veteran reporter Mauro Ranallo he planned on kicking down (Silvas) backdoor and patting his little lady on the (butt) and telling her to make me a steak, medium rare just how I like it. Sonnen followed that statement with derogatory jokes about Brazil in public appearances in Atlanta and Sao Paulo. The first time we fought, he stepped out the loser, Silva said. And hes going to step out the loser again this time. The only difference is this time hes going to have to see a plastic surgeon after the fight. With that, Silva hung up on the call. He said all he felt needed to be said, according to manager Ed Soares. Never one to be outdone, Sonnen also vacated the line. Looks like were going to have to wrap this thing up, White said with a chuckle. I guess thats it. Its safe to say White didnt foresee Silvas outburst coming. Minutes earlier, to open the call, he had to defend Silvas track record with the media. A reporter asked White if he was disappointed by the way Silva rarely goes out of his way to promote a fight. He could be a deaf (expletive) mute for Christs sake, White said. It doesnt matter. What he does when he gets in the octagon is amazing. Thats what youre showing up for or paying to see. That response was irrelevant 15 minutes later. Silva was nothing close to mute. For the first time in his career, Silvas talking matched his fighting. Play time is over, Silva said. Im going to beat Chael like hes never been beaten before. No more talking. I know hes on the line listening. The game is over.

Anderson Silva and Chael Sonnen. For more than two years, Chael Sonnen has belittled Anderson Silva in every possible way. Sonnen has mocked Silvas legacy, his Brazilian heritage and his performance when the two first fought at UFC 117. After staying silent a majority of the time, Silva may have reached his breaking point. Silva (31-4 MMA, 14-0 UFC) went off on Sonnen (28-10-1 MMA, 7-3 UFC) during a conference call to preview their middleweight championship rematch, scheduled for UFC 148 on July 7 at the MGM Grand Garden Arena. Im going to beat his (butt) like its never been beaten before, Silva yelled in his native Portuguese, according to a translator. Im going to make sure every one of his teeth is broken, his arms are broken, his legs are broken. Hes going to not be able to walk out of the octagon by himself. I can guarantee that. Okay, then. Boasts like that wouldnt have come as a shock from some fighters in the UFC. But Silva, the man considered the pound-for-pound best in the history of the sport, is different. This is a fighter who rarely answers questions from media with more than a sentence. Silva frustrated UFC President Dana White, media and fans before the last fight with Sonnen when he refused to give more than one-word answers on a similar teleconference. Sonnen has always attempted to get a rise out of Silva. He finally succeeded. Ive promoted every Anderson Silva fight since hes been in the UFC, and Ive never heard him talk remotely close to this, White said. He usually doesnt say anything negative or disrespectful. Silva couldnt stop with the negativity. He responded to any inquiry thrown his way with a threat. Im going to make him pay and make him eat everything he said not only about me but about our country, about everything, Silva said. Im going to make him pay and make sure he never disrespects any Brazilian or any fighter. Im going to beat him maybe the way his parents should have beaten him to teach him some manners. For once, the trash-talking Sonnen wasnt at the center of attention for a media function. He barely received a chance to speak at all. But when Sonnen did address the more than 100 reporters on the call, he didnt back down. He thinks thats funny to say hes going to break my face, Sonnen said.

Fiji To Host Aussie U18s In September

Fiji Secondary Schools Rugby Union has confirmed a two-match tour to Fiji by an Australia U18s team later this year. FSSRU official Taione Vunicagi said they have begun work on logistics including pathway for team selection. The baby Wallabies will play a Fiji U18s team on September 8 at Lautokas Churchill Park and will also lock horns with a combined Fiji U18s selection team, the date for which has yet to be finalised. We want to field the best team possible for this important match-up, its a first quality match in a long time in this age-group and a win would hopefully encourage more tours to Fiji, Vunicagi said. He added that the FSSRU is working with FRU technical director Frank Boivert to map out a selection process in line with the national team selection criteria to pick the best players into the Fiji U18s team. Selection of players for trials, he says has started in the various zonal competitions around the country. First thing we will do is to hold a workshop where we will invite teachers and/or coaches who are potential selectors to advise them on what to do. They will be our ears and eyes in their various zones to identify capable players to be considered for trials. So selection will not focus on the Tier one schools only but also those in the second tier. We want to select the best team and we believe there are players out there waiting to be discovered and this is a great chance for them to be earmarked for future duties with the senior national teams. The tour matches are confirmed and all we are doing now is to confirm logistics and hold our trials. Meanwhile, the Deans quarterfinals have been confirmed for July 28 at the Prince Charles Park in Nadi with the zones have until July 21 to confirm their various entrants into the first stage of the Deans elimination round. The Tier one semifinals will be played at Prince Charles Park on August 4 whilst the Tier 2 semis will take place at Subrail Park in Labasa. Subrail Park will also play host to the Tier 2 finale on August 11 whilst the Deans finals will be played on August 18 at Churchill Park in Lautoka.

The major sponsor for this tournament, Sol Abbas of Fleetwood Brake & Muffler also donated low gross and low net trophies in memory of his father. As the tournament director I would like to thank Sol Abbas for supporting and taking this association to a higher level. The tournament tee time is at 11 am on July 8th at Surrey Golf Course and the green fee is $80, which includes buffet dinner and presentation at Al Madina on Scott road and 93rd avenue in Surrey. Vancouver Canucks Worst Nightmare? One-Year Offer Sheet To Goalie Cory Schneider
Five days in July could define the Vancouver Canucks next season, and in subsequent seasons. They could reshape the goalie market in the NHL. They could bring bad blood between teams to a boiling point. From July 1 through July 5, and barring his signing a long-term deal before June 30, the Vancouver Canucks will wait nervously as goalie Cory Schneider sits in his window of opportunity. For five days, another NHL team with the proper draft pick compensation could tender him an offer sheet as a restricted free agent. Damien Cox of the Toronto Star proffered on Monday that the Toronto Maple Leafs should put "a huge, multi-year, multimillion offer sheet" on Schneider that, in theory, would give the Leafs the 26-year-old goalie's services or accelerate the trade of Roberto Luongo, whose time in Vancouver appears at an end. (We quietly hope for a New Orleans-style funeral on the Seaside bike path, playing an upbeat version of "Chelsea Dagger.") As Pension Plan Puppets noted in its dissection of Cox's front-loaded 8 year, $40 million fantasy offer sheet, the Canucks could choose not to match it, keeping Luongo and the draft pick compensation from the Leafs. Toronto would then have the unique pleasure of having locked up a goalie that's never played more than 33 games in a season to a contract four years shy of Luongo's. But if Brian Burke or another general manager really wanted to put the screws to the GM Mike Gillis and the Vancouver Canucks, they shouldn't go eight years they should go with a 1-year offer sheet for Cory Schneider. Let's say the Toronto Maple Leafs give a $5 million, 1-year offer sheet to Schneider. The compensation level would be a firstand a third-round pick in 2013 should the Canucks choose not to match. But that's not why the Leafs go down this road; they do it with the expectation the Canucks match, with the hope that Luongo's pried loose and they're the only destination he'll choose. Would Schneider sign it? Perhaps. The 1-year deal would carry a significantly higher salary than his arbitration salary, should the Canucks and their goalie reach that point after the five-day offer sheet period. But more importantly, a 1-year contract takes Schneider through his 27th birthday in March 2013, and it expires that summer when he reaches unrestricted free agency. As one source told us recently about this scenario: "You've effectively walked him out the door in Vancouver as a free agent." Now, what if the Canucks panic, decide to keep Luongo and deal Schneider instead after matching the offer sheet? They can't, actually: The CBA mandates that the "prior club" that matches an offer sheet "may not trade that restricted free agent for a period of one year from the date it exercises its Right of First Refusal." So even if they were sure he was going to test the market in Summer 2013, they'd be stuck with him. What's the likelihood of this playing out? Who knows? It's all based on the assumption that Schneider would sign an offer sheet to make life uncomfortable for the team that's basically handed him the starting job. Which seems like a stretch. If it's the Leafs that tender an offer sheet, it's to shake Luongo free rather than retain Schneider for a year. And that's contingent on whether Brian Burke is the guy who treats offer sheets as a "part of the CBA" or who wants to challenge general managers to barn fights when they offer sheet his guys. Because he's been both. The Canucks are precariously juggling a Luongo trade with Schneider's free agency. But even if the Leafs forced their hand with an offer sheet, would Gillis ever turn around and deal with Burke? Or is this scenario known to both teams, which could lead to a Luongo trade sooner rather than in the middle of the Free Agent Frenzy and a potential offer sheet to Schneider? It wouldn't be the first time Burke used the threat of an offer sheet to get the price he wanted, after all.

Is Luongo Trade Talk About Driving Up The Price - For Schneider?
It hasn't been considered by anyone else, and if presented to Bob McKenzie or Pierre LeBrun or Doug McLean they'd call it a greater work of fiction than 'Slapshot'. Nick Kypreos might even get mad: "Are you kidding me?" he might bellow. "Not a chance!" But here's the deal: maybe, just maybe, all the Roberto Luongo trade talk is Vancouver Canucks GM Mike Gillis' way of getting more in return - for Cory Schneider. It's brilliant, I mean bear with me on this, I'll make it quick and it really does have merit, or at least it does if you consider Luongo to be an elite NHL goalie. The grooming of Cory Schneider After all, once they got Luongo in 2006 wasn't the plan to get Schneider enough playing time he'd fetch something on the trade market? They did that and more, the 26th overall pick in the 2004 entry draft now has 68 NHL games played, 56 starts, 38 wins, a GAA of 2.24 - third in the league this season at 1.96 - to go along with a save percentage of .928 and 4 shutouts. He's also had three Stanley Cup starts, played in a final and is a co-winner of the Jennings Trophy. So you convince the hockey world it's Schneider that's can't be touched, the goalie you wouldn't trade for a Zamboni full of young snipers (okay, a Zamboni only seats one, but you get the drift). Because when you get down to it, the guy has always had the cushion of knowing that he wasn't the go-to guy, he was the back-up. Far less pressure, the difference between starring in a Broadway production, or having the lead in a Fringe play. The non-trading of Roberto Luongo It seems likely that teams talking Luongo have offered something small for him but something big for Schneider, the younger and cheaper. Gillis turns the Schneider offer down flat but somewhere in the process suddenly goes "look, you offered Jake Gardiner and a first rounder for Schneider. In the final analysis we're too loyal to Bobby Lou. Besides, his wife absolutely loves Vancouver. So throw in Nazem Kadri and Tyler Bozak and we'll throw in the fleet-footed Mason Raymond and Schneider's all yours." Once it is over, Gillis thanks local media for helping them get the maximum for a goalie unproven as a number one in the NHL. That should keep the hounds at bay. As for Luongo, maybe he's been along for the ride the entire time. Or if not, just tell him the final outcome, keeping him, was never in doubt, you were just upping the price. He'll buy that - especially if it's true. And it could be. Couldn't it?
