Ch.E. / SP /Micro /18 / e - Tender; dated 29/05/2012 e - TENDER NOTICE The Commissioner of the Municipal Corporation of Greater Mumbai (M.C.G.M) invites online e- Tenders for the following works in Packet 'A', Packet 'B' & Packet 'C' on percentage basis. All e-Tenderer(s) who meet the qualification criteria are eligible to bid for this work.

To qualify for the e-tender, each Vendor / bidder should fulfill the following experience criteria in its own name; (a) Should have achieved, average yearly/annual turnover (in all classes of civil engineering construction works only) of Rs.43,00,00,000/- (Rupees Forty Three Crore Only) during last five preceding financial years from the date of invitation of tender; (b) Should have satisfactorily completed (including ongoing project also), as a prime contractor or specialist sub-contractor, at least one contract involving Microtunneling using slurry type MTBMs with value of Micro tunneling not less than Rs. 6,00,00,000/- (Rupees Six Crore Only) during last five preceding financial years from the date of invitation of tender. (c) e-tenderers must have completed successfully (including ongoing project also), at least 500 (Five Hundred) aggregate running meters of work of laying pipelines by Microtunneling & Pipe Jacking method of various diameters; with at least one single drive of minimum 1200 mm dia for length 150 Rm. in hard rock having minimum UCS of 250 Mpa. 3. The e-Tender copy can be downloaded from MCGMs portal:http://portal.mcgm.gov.in from 29/05/2012. 4. All interested Vendors / Contractors whether already registered or not registered with the MCGM are mandated to get registered with MCGMs e Tendering process and obtain login credentials to participate in the online bidding process. The details of the same are available on the above mentioned portal under e procurement tab. 5. For registration, enrollment for Digital Signature Certificate and User Manuals please refer to respective links provided in the e Tendering tab. Vendors can get Digital Signature from any one of Certifying Authorities (CAs) licensed by Controller of Certifying Authorities namely, Safescrypy, IDRBT, National Informatics Centre, TCS, CUSTOMS, MTNL, GNFC and e Mudhra CA.

The blank e Tender Document shall be downloaded from MCGMs portal after payment of above mentioned e Tender Cost (including 5 % VAT) per copy by e - tendering process from the approved Banks under Payment of e - Tender Fees. 8. The Earnest money Deposit (EMD) will be accepted in the form of Pay Order / Demand Draft payable at Mumbai as mentioned in the e Tender. The EMD shall be paid at any of CFCs in Ward Offices during Cash hours. Payment by cheques shall not be acceptable. The scanned copy of Receipt towards payment of EMD shall be uploaded in Packet: A. 9. The e Tenderers quoting rebate more than 12 % on the Estimated Cost shall pay an Additional Security Deposit as mentioned in the e Tender document by Pay Order / Demand Draft drawn in the name of Municipal Corporation of Greater Mumbai payable at Mumbai. The Pay Order / Demand Draft shall be physically submitted in a sealed and signed envelope in packet C having e - Tender Number and Name of the Company marked on it within specified time as mentioned in the e Tender document. If the ASD is not applicable, then a NIL Report shall be submitted in the said envelope.

10. The e - Tenderers quoting rebate / premium more than 15 % on the Estimated Cost shall submit the Rate Analysis physically in the sealed and signed envelope containing the ASD in packet C. If the rate analyses are not applicable, then a NIL Report shall be submitted in the said envelope. 11. The e Tenderers are requested to note the conditions of maintenance, defect liability period and other payment introduced in the e - tender document before quoting the bid. 12. The e - tenderers who does not fulfill the mandatory conditions stated in the tender document their tender offer is liable to be rejected. 13. As per Three Packet System, requisite details for Post Qualification criteria are to be physically furnished and also uploaded by the e Tenderer in the bidders document online in Packet: B. Before purchasing / downloading the e - Tender copy, e - Tenderers may refer to Post Qualification criteria on MCGMs portal: http://portal.mcgm.gov.in 14. The e - tenders are available on M.C.G.M portal: http://portal.mcgm.gov.in as mentioned in the Header Data of the e - Tender. 15. The e - Tenderers should upload scanned digitally signed copy of the original registration certificate to get registered with MCGM for e- tendering process, login credentials to participate in the online bidding process before purchasing / uploading / submitting the e Tender copy. The e - Tenders duly filled in should be uploaded and submitted online on or before the end date of submission. The Packet: A, Packet: B and Packet: C of the e Tenders will be opened as per the time-table shown in the Header Data in the office of Dy. Ch Eng.(S.P.) 16. Other details can be seen in the e - tender document. 17. The dates and time for submission and opening the e - Tenders are as shown in the Header Data. If there are any changes in the dates the same will be displayed on the MCGM Portal: http://portal.mcgm.gov.in 18. The successful bidder will execute contract agreement with the MCGM. The contract agreement shall be adjudicated for payment of stamp duty from the office of Superintendent of Stamps, Government of Maharashtra, by the successful bidder and accordingly the successful bidders shall pay the stamp duty on contract agreement so as to ensure that the contract agreement is executed within the stipulated period as aforesaid. The first R.A. Bill due to the Contractors will be released after execution of contract with MCGM. The stamp duty applicable as per Indian stamp Act is required to be paid by the successful bidder during execution of work.

19. All legal charges and incidental expenses of this contract agreement as well as stamp duty payable on this contract agreement shall be borne and paid by the contractors. 20. The Municipal Commissioner of Municipal Corporation of Greater Mumbai (M.C.G.M) reserves right to accept any e -tender(s) and to annul the e-tendering process and/or reject all the e -tender(s) at any time prior to award of the contract without thereby incurring any liability to the affected e-tenderers or e-tenderers or any obligation to inform the affected bidder or bidders of the grounds for the Employers action.
