1.0 Introduction
This Estidama Implementation Plan provides the framework on how HLMR plan to meet the sustainability objectives of Al Mafraq Hospital; it shall serve as a high level plan defining HLMR responsibilities. Specific plans will be developed to address specific requirements, these are: IAQ Management Plan, Waste Management Plan and Construction Environmental Management Plan, these plans will be cross referenced in the Estidama Implementation Plan as appropriate.

Develop sustainable procurement policy and procedures, ensuring that it encompass key aspects of sustainability. 1- Use only thermal insulants and refrigerants that are free from ozone depleting substances in either manufacture or composition which means that they have an Ozone Depleting Potential (ODP) of zero. 2- No asbestos to be used within the development. When there were different credit requirements between the Estidama guideline and the project specs, the requirements of the specs took precedence.
Indoor Air Quality Management Credit ADM 1 addresses construction Indoor Air Quality. The intent is to reduce indoor air quality problems resulting from the construction process in order to help sustain the comfort and well-being of construction workers and building occupants. To address all these issue HLMR, in coordination with the MEP contractor, will develop an IAQ Management Plan, this details best practices among different areas that might affect IAQ during construction. The plan will conform to the SMACNA guidelines as required by the credit.
For any suspended ceiling produced from mineral fiber or glass wool, discussion with manufacturer will take place to select a product that minimizes indoor pollution. All adhesives, sealants, paints and coatings used on the project will meet the VOC content as per the project specs.
No added urea formaldehyde in composite wood & Agrifibre products. ADIEQ4: Indoor Air Quality High Performance Cleaning
Any composite wood or Agrifibre product used on the project shall not contain added urea formaldehyde Manufacturer recommendation for cleaning will be obtained for finishing or furniture items that may cause dust accumulation.
Estidama compliance sheet filled & stamped by the supplier/manufacturer confirming no added formaldehyde Cleaning recommendation report by the manufacturer of items such as ceiling, carpet & furniture.
Material Regional Material: Minimum 10% (by cost) of the material should be extracted and manufactured within 800 KM from the project. (Note that the specs call for calculation by volume. Since this is not practical, we propose doing the calculations by cost) Recycled Content: Minimum 10% (by cost) of the materials should be made of recycled content. (Note that the specs doesn t call for specific percentage of recycled content, thus we are proposing 10% by cost recycled content) All indoor floor finishes are to be approved in writing by the future occupants. HLMR to submit samples of full range of each material for selection by Employer and Operator. Review of the sustainable procurement policy and procedures, ensuring that these encompass key aspects of sustainability. Based on our experience in the market, we have identified possible materials that can comply with the 10% regional & recycled content requirements. This is attached in appendixD.

As part of our normal approval procedures, all finishes will be submitted for approval by the Engineer with sample provided if required. This plan constitutes the sustainable procurement policy for the project with specific sustainable criteria for materials.

The sustainability manager will prepare and issue an Estidama monthly report at the beginning of each month. This will allow the Engineer/Employer to assess the status of compliance with the sustainability requirements throughout the project duration. The report will include the following information: Material tracking log to track recycled content, regional material and certified wood credits. Other Estidama Materials registers. Material submittals and their Estidama compliance sheets. Construction Waste Management Monthly report. Copies of monthly IAQ, Waste management inspections. CD of the Estidama Electronic Notebook with all supporting documentation.

Inspections Schedule Report Waste Management Inspection Description Inspection of the waste collection infrastructure and the waste collection/segregation/transportation procedure will be carried out by the Sustainability & Environment officer to ensure and document compliance with the waste management plan. Inspection to ensure that the Indoor Air Quality Management Plan is implemented correctly and achieved its objectives. The Sustainability & Environment officer will be responsible for monitoring and inspecting the IAQ measures detailed in the IAQ plan Frequency
