Chapter II 2.

1 Local Literature

According to Dave de Leon, a business partner of Brion Grow America, Inc., he said that there is a huge opportunity in human resource and job placement in the US where it is experiencing a shortage in qualified medical and IT professionals as well as teachers. The level of IT penetration among medium-sized companies in the US is less than five percent. Most of the companies have only automated their payroll and part of their accounting systems. In the Philippines, mediumsized companies are more automated than their US counterparts. We have good schools that produce competent engineers, accountants and IT graduates. What we need most are IT-literate professionals and not necessarily software programmers.

Foreign Literature

In an article written by James Bell, he wrote about the misunderstanding in the general business community regarding this process is that electronic time clocks will be able to do the collection, interpretation and export to payroll steps which is exceptionally unlikely. Sometimes in an automated system, employees clock in and out using a electronic time clock, these data are usually electronically via a network into an interpretation software which has been preconfigured with the rules, the system automatically calculates the payroll hours and this can then be transferred into your payroll software and job done in a more accurately and much faster. Some of the manual calculations done by payroll staff will challenge the very best time clock. And there are some requirements when calculating payroll and they are, ostensibly, outside the capability of electronic Bundy clocks. According to Bells article his study explains how an

automated payroll system can help companies work efficiently and reliably especially in a networked environment.
