A LETTER FROM COUNCILMEMBER FIMBRES


Dear Friends: Many things have happened since I last wrote you. So here is an update on what is going on in Ward 5. FY 2013 BUDGET APPROVED At the June 5, Mayor and Council meeting, the proposed FY 2013 budget was approved by a vote of 7-0. Here are my remarks that I delivered on the budget. Mr. Mayor, before I make my vote, I want to say a few words. I want to thank Assistant City Manager, Kelly Gottschalk, Marie Nemerguth, Sylvia Amparano, Joyce Garland and the staff of Budget Office and the staff of the Finance Department for their work on this years budget. Many questions were asked and answered and tonight, the Mayor and Council are voting on a balanced budget. This budget will have no layoffs of police or fire fighters, and that includes a COLA for all city employees, who have worked the hardest and have sacrificed through furlough days and budgetary cutbacks over the past three years. Through my time as a Councilmember, starting in 2009, I have seen nothing but big budget deficits. Even with that, the Mayor and Council have taken steps to erase these deficits, even while state shared revenues were being swept from Tucson by the Arizona Legislature.

I have brought proposals to the table: Changing the Certificate of Occupancy process, to stimulate new businesses, to the tune of 71 opening their doors in Tucson. Saving $600,000 through the vote-by-mail process for City Elections.

Initiating the effort for more usage of the Citys Procurement Card Program, which has saved more than $3-million in transaction charges and brought in $400,000 in revenues for usage. Ending the restrictions on bus advertising, which has tripled the revenue, to now at a little more than $300,000. Lifting the 25 year prohibition on the Parks and Recreation Department from soliciting sponsorships and advertising. Bringing $585,000 in HURF funds for road repair work, thanks to the Landmark student housing project at 22nd and Park. There have been many successes with these and the other ideas brought forward by my colleagues and there has been progress made, but the work cannot stop with just the adoption of the budget tonight.

We have begun the work with an Economic Development Manager and the Mayors Business Advocate, but this must not stop there. The City of Tucson must focus on international economic development and the time is now, and I will be bringing proposals forward for this to become a reality.

The City has begun the process of using the Procurement Card system but that effort must be expanded. If the University of Arizona can get more than $1.0 million alone in revenue for usage of their card, why cant the City of Tucson? I have asked for this to be agendized in August for an update and for further discussion. Sun Tran, PTM and the Transportation Department cannot rest on the initial work on advertising for buses. I will be agendizing this for discussion about the effort, the contract and the results so far. For the City of Tucson, as well as our community to succeed, the public/ private partnerships, such as Bring Back the Splash, will continue to be a part of this discussion. This effort was not just a one time shot for one aspect of the Parks and Recreation program. Thanks to a talk with Doug Martin of Good News Communications and Rick Stertz, with 4Tucson.com, at the annual National Day of Prayer Breakfast in 2011. We have brought back the splash and opened six more pools with this private/public partnership in its first, of many years of existence. The restrictions have been lifted for Parks and Recreation to go out and use this option to help any and all programs they offered. As it has shown with

When it comes to the Citys infrastructure, such as its computers, the past way of operations by the City of Tucson I.T. department cannot continue. I will be agendizing this to have a discussion about the third party contracts and outside vendors that the City pays for services which are not keeping up with the times. I want to thank City staff, my colleagues and the community, for their work on this budget, the discussions and for being able to get to this point tonight. So with that, I will vote in favor and look forward to the continuing work ahead ECONOMIC DEVELOPMENT - During a recent meeting with the Tucson Metropolitan Chamber of Commerce, the question was raised about what I, as a Councilmember, had done for economic development and creating more efficiencies for city operations. What follows is what I presented to those in attendance at the meeting:

STREAMLINING THE C OF O PROCESS - Now a health/safety inspection by Development Services, reducing the number of inspections by more than a dozen. Seventy-one new businesses opened in Ward 5 and the City of Tucson, since August 2010, when new C of O Rules Implemented. With these changes, as well as the others (Land Use Code, Parking, Infill Incentive Districts, etc.) to the former City procedures, more than $475 million in commercial and construction development permits have been taken out by Planning and Development Services. LOCAL PURCHASE The Ward 5 Office, working with the Tucson Metropolitan Chamber of Commerce, brought forward the Local Purchase for Procurement Policy, so that locally owned businesses would receive preference points on RFPs for City contracts for goods and services. This new policy will benefit Tucson owned businesses. TUCSON MARKETPLACE AT THE BRIDGES - Through meeting with neighbors, developers and city staff renegotiated predevelopment agreement so that the project could go forward. With this change, the first anchor store, Costco, was built and completed in 110 days. It was built by Borderlands Construction, a Tucson firm, providing work for more than 200 local construction workers. In the past fiscal year, Costco alone brought in more than $2-million in sales tax for the City. COSTCO opened on April 14, 2011. Took in more than $740,000 for their opening day, a record. Sold 700 new memberships on first day open. More than 100 new jobs created from this store. WALMART - a 156,000 square foot super center (through the Mar. 27, 2007 planning and development agreement by Mayor and Council). Construction has started and will be completed in October 2012. As requested by Ward 5 to hire local people and companies, ten local subcontractors are employing 300 Tucsonans

on the construction. Four hundred (400) jobs will be created from this new WalMart. Quincie Douglas, South Park, Las Vistas, Pueblo Gardens and Western Hills neighborhoods wanted a Wal-Mart with a grocery store. Ward 5 is working with Wal-Mart, Pima County One Stop and the Tucson Urban League to hire locally for this new store. PARK-36TH - The roadwork was done at Park and the intersection of 36th is being done by the developers of the Bridges Project. A $5 million road work and landscape project was done by Eagle Rock Construction of Tucson, and employed 100 people UNIVERSITY OF ARIZONA BIOPARK - Through intergovernmental agreements between the U of A and the City of Tucson, the U of A will be breaking ground on the Biopark in 2012. The Biopark will have retail outlets, housing (condominium) for graduate students, a biotech high school for City students, and a 300 room hotel. This is located at Kino/36th, north of the Bridges Project.

Caid Industries Thirty Jobs ANNEXATION - On Tuesday, May 22, 2012, the Mayor and Council, by a unanimous vote, approved the annexation of the Valencia Crossing property, which will bring in more than $32.5 million, in initial fees, for the City of Tucson for the next ten years and will bring in more fees with its commercial development. JWR/LANDMARK - A 188 unit, single story, non mini dorm, student housing development (gated community) to be constructed at 22nd/Highland/Park area by JWR/Landmark Holdings. This project was supported by the South Park Neighborhood Association, the Millville Neighborhood Association and the Tucson Urban League. A $20 million dollar construction project is being built with a local construction company, Borderlands Construction, employing close to 100 people. More than a dozen jobs to be created when housing development is completed (management/staff).

BUSINESSES (WARD 5) - Ashton Company, located in Ward 5, is building the Cushing Street Bridge, resulting in 97 Tucsonans working and with the money staying in the City of Tucson. Helped the Airport Inn to be able to remodel and expand their kitchen by getting TIA approval, ending more than thirty years of attempts for this business to expand its location. Helped LeCaves Bakery settle their parking space situation. POLICY CHANGES REAL ESTATE/ECONOMIC DEVELOPMENT - Ward 5 http://cms3.tucsonaz.gov/ brought forward a proposal to repeal the $5,000 non-refundable application fees, the real estate office charged for processing transactions for easements and tempowardfive rary revocable easements, which will spur development. SUN TRAN More than $300,000 in revenue has been generated, in the current fiscal year, through advertising, brought about by the lifting of restrictions by the Ward 5 Council office in 2011 tripling the revenue from the previous fiscal year. P-CARD For the past two years, with the emphasis on usage by Ward 5 Council. The usage rebate has increased from $114,000 to $393,000 and more than $2.0 million has been saved in reduction of transaction costs. BRING BACK THE SPLASH UPDATE: The Citys Bring Back the Splash Program, has now received a $100,000 in sponsorships and advertising to help reopen six pools which had been closed. Congratulations go out to Rick Stertz, Doug Martin, Crissy Perham, the Citys Parks and Recreation Department and Parks Foundation and most importantly, to those individuals, organizations and businesses who are helping, bring back the splash, which this additional funding will now open six pools. Recently, Tucson Police Chief Roberto Villasenor announced that RICO Funds, about $100,000, will be used to sponsor swim lessons for 4,800 young people and provide swimming safety gear.

POST OFFICE UPDATE - On May 15, the Mayor and Council were discussing the announcement, and the newspaper articles, that the Post Office had announced changes in their plans for the post offices in rural and small communities, as well as some processing centers. Two days later, the Post Office announced in front of Tucson and Southern Arizonas processing and distribution center, again without any notification or warning, that Cherrybell was going to be closed.

My response again was that the attendance at the hearing, more than 600, with the 1,200 written comments, and in addition, the more than 1,500 signatures on the online petition to the Postmaster and Board of Governors were not considered at all. The Post Office said it is losing money and that the Cherrybell Station, which serves the people and businesses of Tucson, isnt processing enough mail and packages and yet it has been reported on average, that 3.2-million pieces of mail goes through Cherrybell every day.

in the U.S. Postal Service system of more than 480, and it should be closed over ones in Wisconsin or Iowa? Closing a facility that serves more than 1.5 million in Tucson and the entire Southern Arizona area does not make any practical sense. Arizona has more population than Wisconsin, Iowa, Oregon, Montana, Wyoming, North Dakota, Louisiana, South Carolina, but should have fewer processing centers. During a meeting with postal officials, Mike Varney with the Tucson Metro Chamber of Commerce posed the question about how the postal officials reached a conclusion that the 33rd largest city in the nation in the 15th largest state with a growing population, should have less processing facilities than the state of Wisconsin, http://cms3.tucsonaz.gov/ with a declining population, for which under their proposal, would have five. The wardfive postal officials could not answer this question. We heard this announcement before on February 23, only to have it rescinded in a letter to the editor in the Daily Star on March 15. So it begs to question about this recent announcement. But we can not just, hold out hope. There are two bills in Congress, S. 1789 and H.B. 2309. The Senate bill has been approved and the House bill awaits a final vote. When that happens, these bills would go to a House/Senate Conference Committee. It is time, not only for this Mayor and Council, but for all governmental entities in Southern Arizona and most importantly, the citizens, to contact their Members of Congress and urge them to do what is needed in this matter. This isnt just about 310 jobs at a post office. It is about the 23,197 businesses and those employed by these companies. It is about the population in the towns and counties in Southern Arizona. It is about our economy and our future. It is time to act and to contact our Members of Congress to act on this matter now! Every individual in Southern Arizona needs to call their member of Congress and tell them to act now for Cherrybell. This fight is far from over.

LOCAL JOBS The City of Tucson recently reviewed their policies on hiring local people for construction jobs. Councilmember Romero and I brought this forward, at the behest of subcontractors and Jim Kuleish of the Alliance of Construction Trades. After the Council discussed this issue, a motion was passed, asking for the formation of a stakeholders group to review this issue.

After a thorough review, the stakeholders committee reported back that 88% of all construction jobs for the City of Tucson, are hiring Tucsonans, which is far better than many other cities, such as San Francisco, Califonia. They reported only that 27% of their citizens, were working on construction jobs for the City of San Francisco. I want to thank those people who served on the stakeholders committee for their work, and to Jim Kuleish of the Alliance for Construction Trades for bringing the issue to Councilmember Romero and me. The City is reviewing contracts over the next twelve months and will report back to Mayor and Council. WARD 5 HEALTH AND SAFETY FAIR - Hundreds of Tucson residents came out to the Ward 5 Health and Safety Fair, held April 28 at El Pueblo Neighborhood Center. I want to thank everybody that came out and enjoyed the fair. Over 80 families were benefited by receiving a car seat and/or booster seat and all the children who attended the fair received a bike helmet. In total 108 car seats and booster seats were given out to the families and 135 children received a bike helmet. This was due in part to a $30,000 grant received by Ward 5, from the Tohono Oodham nation to purchase bike helmets and car booster seats.

Breakfast and lunch were provided to the families at the fair: Hotdogs, hamburgers, http://cms3.tucsonaz.gov/ bagels and cream cheese, juices, coffee, water, popcorn, pastries, bananas, granola bars and much more. Families were also provided with lots of good information wardfive from our community partners: Tucson Police Department, Tucson Fire Department, El Pueblo Senior Center, Henry Quintero Day Care, Luz Southside Coalition, Health Choice, Tucson Clean and Beautiful, PPEP Tech, Tucson Academy of Learning, The Community Food Bank/Gabrielle Giffords Family Assistance Center, Pima County Attorneys Office, Kool Smiles, and United Health who provided blood pressure check and DNA kits for kids. I want to thank my great staff, John Ferra, Eileen Soto, Mark Kerr and Melinda Jacobs for their hard work setting up this fair and making it a success. I also want to thank Ward 1 and Ward 2 for providing food and El Pueblo seniors who helped prepare it. In addition, thanks Carlos Estrada with Circle K for also providing us with food and drinks. In addition, I want to thank Congressman Raul Grijalva; Jennie Becenti, Tohono Oodham Nation Ex. Dir. This was held as Arizona had passed a new child booster seat law, for children between the ages of 5 and 8. A booster seat will be needed for young passengers now. This law will be going into effect on August 2.

TPD, TMC & WARD 5 TEAM UP ON BOOSTER SEATS - On May 24, at Ward - 5 the Southside TPD Substation, more than 150 children also received booster seats, 4300 S. Park Avenue through Ward 5, TMC for Children, the proud lead agency of Safe Kids Tucson, Tucson Arizona and Tucson Police Department. 85714 WARD 5 TOWN HALL - More than 120 people attended the Ward 5 Town 520-791-4231 Hall held at the Fred G. Acosta Job Corps Center on May 24. Mayor Jonathan 520-791-3188 Rothschild was the guest speaker and discussed his 180 Day Plan for Tucson. I want to thank Ward5@tucsonaz.gov the City staff present to answer any constituent questions, as well as the staff and students of the Fred G. Acosta Job Corps Center for their efforts as well as Eileen Soto, Mark Kerr, Melinda Jacobs, John Ferra and intern Daniel Treviso from the Ward 5 Council Office, for their work. WORLD WAR II MEMORIAL UPDATE - The WWII Memorial now has an artist selection committee. The committee is represented by neighborhood representatives, local artists, family members from the project originators, a member of the Public Arts Committee, and a representative from the City of Tucson. The committee has reviewed the qualifications of 39 applicants choosing three finalists to interview. The panels recommendation of the team of Lauri Slenning and Rebecca Thomas has been approved by the Public Art and Community Design Comhttp://cms3.tucsonaz.gov/ mittee of the Tucson Pima Arts Council. The panel recommendation is entering into an approval process. The contract and design phase will begin this fall with wardfive construction commencing this winter with the goal of final installation in early 2013. THOMAS PRICE CENTER UPDATE - Thomas Price Center Update: The Environmental Services Department has announced they plan to close and remove the four Underground Storage Tanks (UST) located at the Sun Tran Bus Maintenance Facility, 4220 S. Park. According to Richard Byrd, the Environmental Management Program Coordinator for Environmental Services, this decision was made because most of the bus fleet located at this facility is now using CNG and these fuel tanks are at the end of their designed life expectancy. The buses which still using fuel, are now located at Sun Trans northwest facility, located at 3920 N. Sun Tran Boulevard. Sun Tran has two above-ground fuel storage tanks, located at 4220 S. Park for the buses which still use fuel and are located at this location. Byrd said they will not be replacing these tanks. There is a process for this to happen, and Byrd said and involves the following: The old tanks are dug up and removed. Soil samples will be taken and sent to the Arizona Department of Environmental Quality (ADEQ) for Analysis for review for the possibility of contamination, i.e. fuel, since it is a state law dealing with underground fuel tanks and their removal. If the samples come back with no contamination, ADEQ will give their okay and they intend to put layers of asphalt where the tanks had been. The Ward 5 office will be updated on this and will get the results of the soil samples as soon as it gets them. E.J. TAYLOR 17TH ANNUAL WOMENS PRAYER BREAKFAST - On Saturday, May 26, I had the privilege of attending the E.J. Taylor District, 17th Annual Womens Prayer Breakfast. Missionary Cherry Jackson spearheaded the annual event, for which this years theme was honoring the military. Cherry gives her all to her calling and we as a community are grateful for her. In addition to her missionary work, she serves as the Ward 5 appointee to the Police Advisory Review Board.

29. I want to thank the more than 60 residents who attended as well as the City staff present to answer any and all questions that were asked. KINO PARKWAY GROUNDBREAKING On June 21, 8:30 am, at the Northwest corner of Kino and 22nd Street, a groundbreaking for the overpass will take place to begin this road construction project. RIPARIAN HABITAT DISCUSSED - An open house on the proposed Kino Riparian Habitat, located in Ward 5, was also held at Quincie Douglas Center on May 31. This was a joint meeting between the District 2 Supervisors Office and the Ward 5 Council office. I want to thank Supervisor Ramon Valadez, his staff and http://cms3.tucsonaz.gov/ County officials for this presentation. I also want to thank the more than 30, Ward wardfive 5 residents who showed up for this meeting to discuss this worthwhile project. A second meeting will be scheduled for this fall on this Habitat to be hosted by my office. VAMOS A TUCSON 2012 - On Thursday, June 7, organizers of the Vamos a Tucson Baseball Fiesta, which drew 12,000 fans last year at Kino Veterans Memorial Stadium, announced that the baseball tournament will return for a second year. So mark your calendars for October 5-7, for a baseball fiesta at Kino Stadium. Mike Feder, Tucson Padres Vice President said that he expects this years event to be bigger and better. Four teams from Mexicos Pacific Coast League, from the cities of Hermosillo, Ciudad Obregon, Mazatlan and Culiacan will be taking part in the second annual tournament. The Tucson Padres are working on additional teams for the event. I want to congratulate Mike Feder of the Padres, Brent DeRaad with MTCVB, as well as Francisco Gamez and Felipe Garcia for this and look forward to a wonderful time at the ballpark in October. AZBIZCON A SUCCESS - The first annual AZBIZCON Trade Show took place with more than 180 booths and many exhibits and great seminars. The Community Food Bank and the Diaper Bank were the beneficiaries as well as part of the admission fee went to their organizations. I want to congratulate the Alliance for Construction Trades, the Tucson Metropolitan Chamber of Commerce and the Pascua Yaqui Nation (Casino del Sol) for their sponsorship of the event, which will run for many years. EL PUEBLO NEIGHBORHOOD CENTER UPDATE At the June 5 Mayor and Council meeting, a letter of support, for a grant application written by the El Rio Clinic and the Canyon Ranch Institute, for an open space/contemplation area for El Pueblo Park. sumers a choice about directory delivery for several years, and we are asking for your partnership to help spread the word throughout your community. It is important that residents know they have a choice about the print directories they receive. We are now reminding Tucson Area residents and businesses that this is the time to let us know their preference for the Dex Tucson Yellow Pages directory they want to receive this year. They can change the number of directories they are scheduled to receive or stop delivery altogether at DexKnows.com/Green We know 70 percent of adults use their directories every year, but they may also use our digital search alternatives, DexKnows.com and DexPages.com, and need fewer directories. Or maybe they use only our digital options and want to opt out http://cms3.tucsonaz.gov/ completely. They can let us know at DexKnows.com/Green. The website also provides local directory recycling information. If you are willing, please help us inform wardfive people in your area that they can change quantities or stop the delivery of directories. We would appreciate it if you would be willing to post the following information on your websites or include it in any other newsletters or information provided to residents. SUMMER HEALTH TIPS With the temperatures reaching the triple digits, in addition to drinking plenty of fluids, wearing sunscreen and a hat, you also need to protect your eyes and wear a pair of sunglasses, as well as wearing protective clothing to avoid exposure to the Suns UV rays. You also need to make sure that if you are driving your car during the day, make sure all the fluids, such as oil and water, are filled.
