Burgersfort closed Taxi rank unhappiness for 2 days boils over

Most of the businesses in Burgersfort had to close on Monday and Tuesday because of chaos in the streets which started at the taxi rank. Two days
The heart of the problem this week in Burgersfort is that a group of hawkers as well as some taxis arrived at the taxi rank at the Khadima Centre on Monday, to find that the rank and hawkers stalls were in the process to be demolished. These hawkers are mainly aligned to an unrecognised group under the leadership of Mr Jackson Tjatji, a businessman and former councillor. The reason why the old rank needs to be demolished is that the land forms part of the Burgersfort Mall (the smaller one of the three mall developments) just across the road. The developer is supposed to erect a new rank and a number of hawkers stalls at the development, but in the meantime a temporary taxi rank has been erected on the open space across Autozone. Hawkers and taxis were supposed to move there, but they say they cannot do business at the new premises as everything they need are not in place. Furthermore, inner city taxis hiked their tariffs because they now have to drive a few hundred metres further to pick up and drop off passengers. The occupants of the old taxi rank were furious on Monday, reckoning that if they cannot do business, nobody should and started creating chaos in the streets. Tyres were burned, and businesses who did not

want to close were threatened. At least one supermarket will not have specials this week because stock could not be delivered and at one business windows were broken. Police threw a couple of tear gas canisters into the unruly crowd and one person with sticks and stones in her hand were arrested. No rubber bullets were fired according to Colonel Ben Nienaber , acting station commander of Burgersfort Police Station. On Tuesday everything remained closed for most of the day. A crowd gathered at the municipal offices where negotiations were taking place between all the parties in the brawl. A small mob ran through town, threatening small businesses to close shop, while some other larger supermarkets and shops were allowed to open their doors. Greater Tubatse Municipalitys Communications Manager, Mr Thabiso Mokoena, told Platinum Gazette that affected parties reached an agreement. According to Mr Mokoena the mall developer will develop the temporary rank across Autozone to such an extent that hawkers and taxis can move there as soon as possible. In the meantime hawkers and taxis will still be allowed at the old rank at the Khadima Centre. Another meeting with the Mayor will also possibly be held soon. By Wednesday, everything calmed down.

Tubatse Chrome (Pty) Ltd (Tubatse) is located adjacent to the R555, two kilometres south of the town of Steelpoort and 58 kilometres to the north of Roosenekal. Tubatse proposes to license sewage treatment plants, water treatment plant brine ponds, their existing salvage yard and process historical waste through the Residue Recovery Plant (RRP). Tubatse also needs to construct a new slag storage facility and to commence with the closure of an existing capped facility. Also, the Waste Optimisation Strategy currently being conducted might conclude that a waste site for hazardous baghouse dust is required, the current EIA will then include this aspect. In order to meet the requirements of the National Environmental Management Act (Act 107 of 1998) (NEMA) and the National Environmental Management: Waste Act, 2008 (Act 59 of 2008) (the NEM:WA), Tubatse is conducting an Environmental Impact Assessment (EIA). Municipal Budget highlighted in State of The Municipality Address


Greater Tubatse Municipality Mayor,Cllr Nkosi Josias Mahlake, presented his State of the Municipality Address at Ngwaabe Secondary School last week Saturday. Residents from all over the municipality were bussed in to the event, which was also attended by the District Mayor, traditional leaders, councillors and officials. Throughout the event the vrowd was entertained by various artists and groups. In his speech Mayor Mahlake said all 31 wards were visited for inputs and comments on the draft 2012/12 IDP/Budget. The inputs of the community have been considered and some will find expression in the current IDP and some will be taken into consideration in the Midterm budget review. He thanked Makgoshi, stakeholders and communities for taking part in the consultative forums. He said the municipality views the IDP and Budget as a mechanism through which development and better quality of life is progressively brought to communities. The Mayor stated that the delivery of basic services remains a huge challenge for the municipality despite the significant achievements in this area. Over a period the municipality has experienced township development growth of over 200% which impacted positively on its revenue base. These investments in excess of R5 000 million in the local economy have so far created more than 5000 job opportunities (both temporary & permanent) in the area since 2006 to date despite the challenges of recession that the country has experienced in recent times. He said despite a huge contribution in this regard by mining companies, still more needs to be done by mining companies particularly in the areas of local community empowerment in the form of local employment, ownership and access to procurement opportunities. The mayor said more than 73% of total households of 66 6611 live in cement/brick houses at RDP standard and above, which a good indicator of social progress in the municipality. He told the crowd the rollout of basic service delivery to our communities has seen access to water reaching 72.5%; access to basic sanitation at 14.9%; access to electricity at 63%; refuse removal at 8%; and improved traffic management services. Councillor Mahlake told the audience that the municipalitys ability to address basic service backlogs is constrained by the fact that it does not have the authority to perform certain key functions such as water, electricity, fire fighting and district roads. This status, constrains the pace of property development in the area. Going forward and working together with other spheres of government we believe these challenges should be addressed as part of the municipality local turnaround strategy for accelerated development and service delivery to our communities. He said the Greater Tubatse Municipality has experienced a population growth of 27% against the provincial growth of 4% over the past 5 years. This population is mainly propelled by in-migration due to economic activities taking place in the area. This situation has further put huge financial and non-financial constraints on the ability of the municipality to keep up with these changes due to limited budgetary, bulk infrastructure and human resources constraints. Cllr Mahlake said the municipality have embarked on the organisational design process which after completion will be able to address all the administrative challenges. We will continue to strengthen the capacity of our Oversight committees to play their roles without fear and favour. Our Municipal Public Accounts and Audit Committees are functional and we are satisfied with the work they are doing. During our strategic planning session in January, the Municipality drafted a long term strategy called Vision 2030 which is going to drive all the developments in Tubatse. This is going to assist us to steer all the developments into the same direction to achieve our vision of creating a Platinum City for the benefit of all. About the financial position of the municipality, the mayor said: this time last year the Municipality was in a serious financial distress where we even battled to honour our financial obligations and resorted to look for support from other authorities likes the District Municipality and COGHSTA. This year we are happy to announce that our situation has improved and we are going to end the financial year with a positive balance. We must thank all our debtors including government departments who met their financial commitments hence we are in a better situation to continue with the operations of the Municipality. Cllr Mahlake said key issues raised during the IDP/Budget consultative forums were water and sanitation services; electrification and post connections; access roads and maintenance; housing; fencing of cemeteries; Job creation and local economic development projects; health services; sporting facilities; skills Training; high mast lights; agriculture; beneficiation in the mining sector. He stated that in the 2012/13 financial year the municipality have planned a total budget of R271 140 547. This reflects a 4,2% increase from the 2011/12 budget. He explained the following around funding for the budget: We are planning to receive an amount of R135 498 400 from the government in the form of various grant for both operational and infrastructure grants. The budget will also be funded through own revenue to amount of R82 841 615. This will come from various revenue sources in form of property rates, waste removal, traffic management fees. We want to encourage our residents at this point to pay for their municipal consumed services to make revenue collection a reality. We have also ensured a nominal increase in our service charges and tariffs to ensure affordability for our services. He said the total planned operational expenditure is R220 725 547. He said this expenditure is necessary for among others to enhance service delivery capacity of the municipality We believe this operational budget will go a long way in ensuring proper planning to facilitate our service delivery mandate. A total of R50 540 000 is budgeted for capital projects and will focus on the following key Infrastructure programs, upgrading of roads from gravel to tar in various wards, construction of access bridges in rural areas, electrification of villages, fencing of rural cemeteries, development of sports facilities and development of hawkers stalls.

Garatau Platinum Mine can be in production by 2015 - Nkwe


The Garatau platinum mine, which Nkwe Platinum is developing near Burgersfort, could be in production as early as 2015, reaching steady state output by 2017, the company said on Wednesday. Maredi Mphahlele, Managing Director of Nkwe Platinum, said in an announcement to the Australian Stock Exchange (wehere the company is listed) The new bankable feasibility study (BFS) estimated a capital requirement of some 641 million Australian Dollar to fund the development of a 3.6-million-ton-a-year operation, producing about 330 000 oz/y of platinum over an initial 17 years. The optimised BFS only took into consideration mining of the Merensky reef, and did not take into account the value of the underlying UG2 reef or the adjacent farm De Kom, which was one of three farms subject to an ownership dispute with African Rainbow Minerals and Anglo American Platinum. Mphahlele said that focusing solely on the Merensky reef in the BFS allowed for further significant value from the UG2 reef and the De Kom property. The board of Nkwe are excited about the future of this project, Mphalele said, It is robust in its own right, and when the UG2 resource is brought into the calculation, it points to a 40-year-plus productive mine life. Add to this the known resource of the farm Hoepekrantz and the anticipated resource on the farm De Kom, which forms part of the recently granted mining right, and the massive value of this parcel of assets then emerges. DRA had produced an extremely innovative proposal which had appeal from

commercial and economic standpoint and that the project would rapidly transform the Company from prospector to miner of PGM metals.
The BFS found that the capital footprint of the project carried substantial savings on both the surface and underground costs, which would have been incurred with the development of a mining operation on the UG2 reef. There were about 13.5-million ounces of resource in the underlying UG2 reef, and Mphahlele said that the company was currently preparing a detailed valuation on these resources. With the optimised BFS now complete, the company and its advisers would be in a position to complete joint venture development negotiations, Mphahlele said. Swiss-listed Xstrata holds the option to acquire a 50% interest in the Garatau project by fully funding the development costs. If it makes use of this development option, the diversified company would also be entitled to fund up to 50% of Nkwes larger Tubatse project.

Jubilee Platinum awarded Dilokong PGE recovery rights


Jubilee, mine to metal specialist, is has been awarded the rights to recover Platinum Ggroup elements (PGEs) from high PGE bearing dumped chromite tailings (Dump Tailings) and chromite tailings from current and future operations on the Dilokong Chromite Mine near Burgersfort. This award represents a major advance in the companys mine to metal strategy utilising its ConRoast process. This award is subject inter alia to final due diligence, the finalisation of contract and related service agreements and relevant regulatory approvals. A further announcement will be made in due course, the company says. The Dump Tailings are believed to assay between 3.5 and 4.0 g/t PGEs and to contain between 90,000 and 100,000 ozs PGEs. PGEs in concentrate production are projected to peak at some 12,900 oz per year when treating Dump Tailings and Mine Arisings. Average revenue from PGEs over an 11 year project model is projected to be R67 million per year with revenue expected to peak at R97 million per year when treating both Dump Tailings and Mine Arisings. Leon Coetzer, CEO of Jubilee Platinum commented: This award of contract is a major advancement in the fulfilment of Jubilees mine to metal strategy and will facilitate the companys medium term mission to install its new direct current arc furnace for ConRoast. Jubilees ConRoast process will be ideally suited to the smelting and refining of the PGE concentrates recovered from the Dump Tailings and from other chromite ores and historic dumps of chromite waste. This illustrates the versatility of the ConRoast process. Jubilee has been awarded the rights to beneficiate and recover contained PGEs from approximately 800 000 tonnes of historic Dump Tailings and from approximately 8 000 up to 15 000 tonnes per month of Mine Arisings from the DCM operation. Under the award, the Company proposes to create a special purpose company in which Jubilee will hold an initial 67.5% interest with the option to increase its holding. Jubilee will assume responsibility for initial funding of the project, with the other shareholders contributions being recovered by Jubilee from dividends. Dump Tailings treatment rate is projected to peak at 20 000 tonnes per month (240 000 tonnes per year) for six years (life of Dump Tailings) and thereafter will depend on the tonnes per month from Mine Arisings. The Platinum to Palladium ratio of the contained PGEs is believed to be around 2.8 to 1, a potentially favourable ratio for the projects economics. The capital cost of the PGE tailings beneficiation plant (including chrome recovery) is estimated at R120 million. The project offers a strong project financing opportunity to minimising the need for additional equity funding. (Dilokong Chromite Mine and ferrochrome smelter operation located approximately 30 kilometres from Burgersfort is wholly owned by ASA Metals Pty Ltd, a joint venture between Eastern Asia Metals Investment Co Ltd from China and the Limpopo Economic Development Enterprise (LIMDEV) an agency of the Limpopo Provincial Government in South Africa. Corridor Mining Resources (Pty) Ltd (CMR) a wholly owned subsidiary of LIMDEV holds the PGE mining rights to the Dump Tailings and Mine Arisings).

Electrical cable and meter box theft a problem


On 5 June the Tubatse SAPS arrested a 27year old man who had a suspected stolen electric meter box in his possession. The SAPS received a tip-off that the man might be in possession the stolen box. The man appeared in the Praktiseer Magistrates Court on 7 June and was granted bail of R1000. He must be in court again on 5 July 2012. According to the SAPS they have a major problem with people involved in cable and meter box theft. We would like to urge our community to work hand in hand with the police to provide more information that will lead to the arrest of these criminals said Const. SJ Movundlela from the Tubatse SAPS. Man arrested for house breaking and theft


On 9 June the Tubatse SAPS arrested a 27 year old man for house breaking and theft in Praktiseer (Shushumela). The man allegedly boke into a house on the night of 8 June 2012. A lap top and cell phone was stolen from the premises. The owner of the stolen property, a 20-year old man reported the theft on 9 June and the SAPS managed to arrest the suspect on the the same day. The accused appeared in the Praktiseer Magistrates Court on 11 June 2012 and was not granted bail. The case was postponed to 18 June 2012. (Information: Const. SJ. Movundlela, Tubatse SAPS).

Should we keep it as public holidays?


The Commission for the Protection and Enhancement of Cultural, Religious and Language communities is planning to host a series of public meetings regarding South African public holidays after theyve received complaints and requests regarding the public holidays that only acknowledge Christian holidays (Good Friday and Christmas Day). Various church leaders this week said that there is no Biblical motivation for a public holiday. We asked our readers what they think about the issue of keeping Good Friday and Christmas Day as public holidays. Mnr. Jan Wolmarans en mnr. Field trip to Burgersfort Mall construction site

Calvin Grade R learners on the farm


On 7 June the Grade R learners from Calvin Prep School had loads of fun when Joshua Generation had the priviledge to attend a special field trip at the construction site of our new Burgersfort Mall. Special thanks to Iguana Construction, Burgersfort KFC and Mr. Powers Motisleng for making this field trip a success. They assisted with the daily chores of milking the cows and even had the opportunity to taste the milk. After the visit to the farm a tractor ride awaited them at Gethlane Lodge. This ride doubled as a game drive as the learners saw kudu, njala, springbok and rooibok. A specially prepared lunch was served when the group returned from their safari. First aid training for teachers and parents


Parents and teachers from Besige Bytjies crche in the Tubatse Village, recently received first aid training arranged for them by Tubatse Chrome. The Principal, Yvette van Niekerk, said that she felt the teachers needed to be better equipped for medical emergencies, and invited interested parents to attend as well, as one never knows when first aid training might be needed at home. Corr Murray, an HR Practitioner at the company, was the trainer, as Tubatse Chrome agreed to sponsor the event. The course was filled with loads of practical demonstrations using special dolls that simulated the human body, and everyone had lots of fun practising. Youth Weekend for the Teens


The plan is to start Friday 15 June with the Youth Camp. The camp will take place at the PLM bush camp. All learners from grade 7 upwards are welcome to sleepover but Saturday all children from grade 1 are welcome to enjoy the day! There will be a bus Friday departing from the Dutch Reformed Church at 16:30 for those learners that dont have transport! Saturday 16th of June will be a fun day for all learners from grade 1 and older! A bus will depart at 8:00 in the morning from the Dutch Reformed Church for learners that dont have transport. The fun day will take place at the Wildevy 4x4 course and not at the PLM bush camp, so all children should be dropped off at the 4x4 course. The fun Saturday day will consist of: Foefie Slide, Slip & Slide, Jumping Castles, 4X4 Route, Game drive, Swimming, Mud hole, some walking, it will close off with a talent show back at PLM Bush Camp. Adults and parents are welcome to come and support the youngsters and enjoy the whole day with them. There after all learners younger than grade 7 will be excused to go home. You must enter for the talent show as soon as possible, with your (1) item name, (2) the time you will need, (3) and what kind of item you will do! Learners can enter at their Kohin Youth Coach or at the Dutch Reformed Church in Burgersfort.(Tel: 013 231 7627) Cost is R250 for the teenagers that are sleeping over and R120 for the children that are coming for the Saturday. Saturday day visitors include lunch, dinner and coldrinks. International Conference on Aloes next week at Blyde Canyon


The first ever international conference in Africa on the genus Aloe will take place from 19 to 21 June 2012 at the Forever Resorts Blyde Canyon in Mpumalanga. The event will be organized by the Inhlaba Indaba organising committee with the cooperation of the Succulent Society of South Africa (SSSA), the South African National Biodiversity Institute (SANBI) and The Plant Specialist Group in Nelspruit. The title of the conference is derived from inhlaba, isiZulu for aloe and indaba which means meeting or gathering in isiZulu. Indaba can also refer to story; this is very appropriate as this gathering will look at the Story of Aloes. Foreign speakers from the United Kingdom, Saudi Arabia, the Canary Islands and Kenya as well as a number of experts on the genus from South Africa, including the well known Ernst van Jaarsveld from Kirstenbosch, will give illustrated talks on aloes from areas ranging from South Africa to Madagascar and Arabia. Other topics will include talks ranging from the medicinal uses of aloes to the cultivation and breeding of aloes and landscaping with them. The African/Madagascan region is host to more than half of the worlds succulent plant species. There is general consensus that aloes are the flagship of these succulents. The conference is planned to celebrate this unique genus. Mankind has been fascinated by them for millennia, at first by their medicinal uses and the colour they bring in an often dry winter landscape. In the last few centuries the interest has moved on to the scientific level. Aloes also became the serious interest of collectors and they started to play an important role in horticulture and landscaping. Cosmetic uses became as important as the medicinal. A number of exhibitions are planned during the conference. This will include an exhibition of botanical art with aloes as theme, a book exhibition, a display of Aloe products, and obviously, an aloe plant expo. A post-conference tour (22 to 30 June) will visit areas in the Mpumalanga, Limpopo and KwaZuluNatal, provinces where the Aloes will be in flower at that time. Eight of ASA Metals employees took part in the 2012 Comrades Marathon on Sunday the 3 June 2012. With good weather conditions the day was a huge success with support from management, friends and family. Unfortunately only six of the eight athletes completed the 2012 Comrades Marathon due to muscle cramps and medical conditions. With the focus on a grueling 89Km Comrades Marathon these athletes had an immense feeling of pride. The Management team of ASA Metals congratulates these athletes who took part and completed the Comrades Marathon. The Round Table will be hosting a fun filled day of golf on 23 June 2012. The event will be taking place at the Tubatse Chrome Club and will aim to raise money that will go towards local charities. The Round Table is a non-political, nondenominational association of young men between the ages of 18 and 40. The OK Grocer soccer team in Burgersfort played a game agains Ajax in Ga-Motodi Village on Saturday 9 June 2012. The game was very evenly matched and both teams put the other under pressure. The final score was 2-2. The OK Grocer goals were scored by Puti Mohlala. The Ok Grocer team will play their next game against a team from Hannah Lodge near Ohrigstad.
