Array of regulatory changes could be in jeopardy under GOP administration

As President Obama and Mitt Romney articulate competing visions for the future in their presidential campaigns, most LGBT rights advocates agree the choice couldnt be more stark given the advances the community has seen over the past three-and-a-half years and the antigay positions espoused by the Republican candidate. On one hand, President Obama has endorsed marriage equality, capping off a rst term of efforts at the legislative and regulatory levels aimed at benetting the LGBT community. On the other, Romney signed a pledge with the anti-gay National Organization for Marriage to back a Federal Marriage Amendment and defend the Defense of Marriage Act in court. Last month, he backed off his earlier stated belief that adoption by same-sex couples is a right by saying he simply acknowledges the legality of such adoptions in many states. Obama has made forward the theme for his 2012 campaign. The extent to which Romney has adopted anti-gay views and aligned himself with anti-gay groups raises a key question for LGBT voters: Under a Romney administration, how far backward could the LGBT community go?

Former Redskin Davis on closeted life in professional sports

Former NFL player Wade Davis spoke about his decision to come out, his work with LGBT youth and his support of President Obamas re-election campaign during an interview at the Capital Pride Festival on Sunday. The Shreveport, La., native spoke to the Blade less than a week after he publicly discussed his sexual orientation for the rst time during an interview with the LGBT sports website Outsports.com. He said that he has been out to family members and close friends since he was 26. At the time I didnt have the support structure around me with enough family or friends that I really thought would support my choice of being out, he added when asked about why he did not publicly discuss his homosexuality with his teammates and others sooner. Also just individually I wasnt strong enough. I didnt know who I was enough. Davis, 34, played preseason football for the Tennessee Titans, Seattle Seahawks and the Washington Redskins before an injury forced him to retire from the National Football League in 2004. He also played for the Berlin Thunder and the Barcelona Dragons in the NFL Europe league. He told Outsports.com that he had begun to date a man for the rst time while playing in the German capital, but he discussed his boyfriend with his teammates as though he were a woman. Davis also cited rumors he said he heard in the Titans locker room about a player whom his potential teammates thought was bisexual. He said at least one of them suggested that he avoid him to further bolster his chances of making the team. It increased my level of posturing, stressed Davis. I went from being probably a guy that was trying to be normal to maybe adding a couple extra layers on that to prove my masculinity, to prove that I was just one of the guys. I would say it deepened my closeting for lack of a better word. Davis is among a handful of athletes that include former NFL player Esera Tuaolo and former National Basketball Association center John Amaechi who have publicly discussed being gay since their retirement from professional sports. Mayor joins thousands to celebrate Capital Pride

Festival crowds at record levels, organizers say
Mayor Vincent Gray and D.C. congressional Del. Eleanor Holmes Norton were among the local elected ofcials who took part in the citys 37th annual Pride festivities, marching in Saturdays parade. I love this parade, Gray told the Blade while marching near the Hotel Palomar as he threw beads to the crowd that had gathered along P Street, N.W. Im here every year. I wouldnt miss this. Gay D.C. Councilmember Jim Graham (D-Ward 1) noted that this years Pride is the 34th that he has attended. Its a great day, he said. Its a great day for our community in Washington. Council member Jack Evans (D-Ward 2) agreed. You can see by the turnout how excited people are, he said. It really highlights the contributions of the gay, lesbian, bisexual and transgender community here in the District of Columbia. The parade took place one day after former D.C. Council Chair Kwame Brown pleaded guilty to bank fraud and a misdemeanor campaign nance charge. The Council was expected to elect his successor this week. Visit washingtonblade.com for updated news. Theres a procedure; well follow it, said Council member Mary Cheh (D-Ward 3), who became the bodys acting chair after Kwame Brown resigned last week. Ive called a meeting. The acting chair and acting chair pro tempore have to be from among the four at-large people and I think theres a consensus that has formed around two of them and well decide on Wednesday. Everything is smooth, everything will go forward. It is widely expected that the Council will elect Council member Phil Mendelson (D-At-large) as its next chair. Well see what happens on Wednesday, Mendelson told Blade when asked about the prospect that he could succeed Kwame Brown. But you know Ive talked to Council members and I think were coming together. Council member Michael Brown (I-At Large) was quick to note his support of Mendelson as the two men stood among their supporters along 23rd Street, N.W., before the parade began. He has my vote, he told the Blade. I hope to serve with him as chairman pro tempore as well. Graham said he also expects his fellow council members will elect Mendelson. I think he has the votes, he said. Well have to see where it goes. Gray also attended the Capital Pride Festival on Pennsylvania Avenue, N.W., on Sunday. In spite of temperatures in the low 90s, organizers said more than an estimated 250,000 people attended the annual event. The D.C. Ofce of Human Rights, Equality Virginia and Immigration Equality were among the hundreds of groups that participated. Capital Pride spokesperson Missy Toms told the Blade that attendance at both the parade and the festival were, considerably higher this year. We had an amazing crew of volunteers this year. They worked very hard, she said. The parade volunteers kept the crowds back and helped us end the parade 15 minutes early. The festival volunteers were enthusiastic and plentiful. Deborah Cox headlined the festival; while the rst-ever Taste of Pride that featured ve D.C. restaurants was among several new features and events at this years pride. We were very pleased with their success, said Toms. We plan to rene them and bring them back next year.

Council member wants answers about campaign scandal or a resignation

D.C. Mayor Vincent Gray took a shot at gay Council member David Catania during a Pride town hall event June 7. A day earlier, Catania said in a televised interview that Gray should resign if he fails to tell all he knows about allegations of improprieties in his 2010 mayoral campaign. Catania told Fox 5 news, The time has come for the mayor to provide answers to the questions that people have regarding his campaign or return as a private citizen and address those issues. I dont want to respond to that kind of nonsense, the mayor said when asked by the Blades Lou Chibbaro Jr. about Catanias remarks. David Catania makes comments at times that are ridiculous. The reception and town hall, which took place at the Charles Sumner School in Washington, also saw the swearing in of members of the Mayors LGBT Advisory Committee. The event was sponsored by Capital Pride, the Washington Blade, the Victory Fund and the Crew Club. We want to get them sworn in tonight, Mayor Gray said in announcing the new members of the committee after an introduction by the mayors GLBT liaison, Jeffrey Richardson. Because we want them to take this seriously. This is serious work. People can step back for a minute, the mayor said in response to a question about the resignation and indictment of City Council Chair Kwame Brown. The city is doing extremely well. The mayor said he was shocked and saddened by the resignation but said the scandal would not impact city services. He rattled off a list of accomplishments during his tenure as mayor, including posting a budget surplus, lower unemployment and a reduced number of homicides. We are a resilient city, the mayor said, saying the District is adding 1,000 new residents each month. Our city is in great shape. I was stunned and I was sad to learn what was revealed, the mayor said of the resignation of his longtime friend, but assured residents the city was on the right track. The mayor also answered questions from the Blade about President Obamas support of marriage equality as well as the impending Maryland referendum on same-sex marriage. The mayor also spoke extensively of his pride over the District playing host to the International AIDS Conference, being held in the United States for the rst time in two decades. He also said he was not prepared to make any statements about running for mayor again in 2014. We will be able to showcase what we are doing in the District of Columbia itself, the mayor said, saying the conference will be an opportunity for HIV/AIDS researchers and advocates to advance the science of HIV prevention and care. We are doing a lot. The comments came after a line of questioning about the rising HIV rates among gay men in the District of Columbia. During an audience question and answer session immediately following the interview, trans advocate Ruby Corado thanked the mayor for his support. Since youve been mayor a lot of LGBT activists can sleep a little better, said Corado, whose Casa Ruby recently opened catering to the Latino LGBT community. As a trans activist, I certainly sleep a lot better.
On June 5, in the 3400 block of 22nd Street, S.E., a woman reported that she made contact with a suspect on an online chat room and made plans to meet. The woman cancelled the plans and the suspect called and threatened her and used homophobic comments during the threat. On June 3, in the 1700 block of 17th Street, N.W., two complainants were walking into a local establishment. The suspect followed them into the establishment and assaulted them. The suspect and victim had a prior domestic relationship. The suspect was arrested. On June 3, in the 400 block of New York Avenue, N.W., two complainants were in a verbal altercation over delity issues. They had a prior domestic relationship. No assault took place and a report was taken. On June 3, in the 2400 block of 18th Street, N.W. a complainant reported being threatened by two other individuals. An investigation did not sustain the complainants allegations. On June 3, in the 1200 block of 21st Street, N.W., two complainants reported that they were in a verbal altercation over a dog. They had a prior domestic relationship. No assault took place and a report was taken. On June 3, at 17th & R streets, N.W., MPD units responded to a call for an assault. An investigation revealed that there was not sufcient evidence to support the allegations. On June 2, in the 1600 block of P Street, N.W., a complainant reported that a former intimate partner texted a threatening message via personal cell phone. The case remains open. On May 26, in the 900 block of 3rd Street, N.E., a complainant reports that after a brief conversation with the suspect, the suspect sexually assaulted the complainant. The suspect was arrested.

already realize this is about treating gays and lesbians fairly under the law and about dignity for all Maryland families, not just some families. The presidents historymaking leadership on marriage equality has inspired new conversations around kitchen tables and in church pews, not just in Maryland but all over the country.

Gay candidate loses Alexandria race

Gay Alexandria City Council candidate Sean Holihan on Tuesday did not receive enough votes in the contentious Democratic primary to advance to the general election. Unofcial results show that former Councilman Timothy Lovain received 9.09 percent of the vote. Former Councilman Justin Wilson came in second with 8.75 percent of the vote. Gay incumbent Councilman Paul Smedberg came in fth with 8.35 percent of the vote. Smedberg and the other ve winners will square off against three Republican candidates in November. Well, we worked our butts off but we came up short, said Holihan in a message posted to his Twitter account. I want to thank the team, our volunteers and our supporters. Holihan, who is NARAL Pro-Choice Virginias communications director, declared his candidacy in January. He stressed to the Blade earlier on Tuesday that he was optimistic going into the primary. Its been a pretty intense primary and I hope we can turn out on top, he said. We ran a pretty good race. Holihan pointed to what he described as longterm development of the city as one of the issues that

Lincolns Cottage hosts rst same-sex wedding

Two D.C. men unknowingly made history in late April when they became the rst same-sex couple to get married on a U.S. military installation. Travis Hollenbeck and Daniel Vukelich exchanged vows before more than 150 family and friends at President Lincolns Cottage on the grounds of the Armed Forces Retirement Home in Northwest Washington on April 28. Vukelich, a self-described Lincoln buff, told the Blade that he and Hollenbeck, who have been together for 13 years, chose to get married at the national monument after they visited it on a tour. Hollenbeck served in the U.S. Armys 82nd Airborne Division in Fort Bragg, N.C., for eight years before he moved to the nations capital. Vukelich said that neither he nor his husband had intended to make history on their wedding day. We werent really gunning for it, but since the repeal of Dont Ask, Dont Tell it was only a matter of time, he said. Were trendy.
An ABC News/Washington Post poll conducted after Obama publicly endorsed marriage rights for samesex couples during an interview with ABC News last month showed that his support of nuptials for gays and lesbians has had a signicant impact on public opinion among African Americans on the issue. The poll found that 59 percent of black respondents said they support marriage rights for same-sex couples an 18-point increase from surveys that had been taken before the president backed the issue.

Obama urges Md. voters to uphold marriage law

President Barack Obama on Tuesday urged Maryland voters to support the states same-sex marriage law in a likely November referendum that could repeal the statute. Were moving forward to a country where we treat everybody fairly and everybody equally, with dignity and respect, he said during a campaign fundraiser at the Hyatt Regency in Baltimore. And here in Maryland, thanks to the leadership of committed citizens and Gov. OMalley, you have a chance to reafrm that principle in the voting booth in November. Its the right thing to do. Obamas comments come less than a month after the Maryland Marriage Alliance submitted 113,000 signatures more than double the 55,736 signatures they needed to collect by the end of the month to put the same-sex marriage law on the ballot. An unofcial count posted to the Maryland State Board of Elections website on Tuesday shows that ofcials have validated 109,317 of the 113,000 signatures.

A second survey from Public Policy Polling found that 57 percent of Maryland voters would support marriage rights for same-sex couples in the referendum. The same poll found that 55 percent of the states black voters back nuptials for gays and lesbians. We are grateful the president highlighted the marriage referendum in his remarks today, said Josh Levin, campaign director for Marylanders for Marriage Equality, after the fundraiser. Voters identify with his journey on the issue and are re-thinking their own position on same-sex marriage. A strong majority
prompted him to run. D.C. is one of the top growing job areas in the country because government and health care are the two fastest growing job sectors, and we cant build a wall around the city, he said. We need to gure out how to handle the need for more housing as well as grow our commercial tax base in order to pay for all the things we need like better transit, schools as well as our infrastructure like sewer systems.

Lesbian restaurant owner appeals for help in dispute

Hanks Oyster Bar forced to close part of patio during Pride

The lesbian owner of a popular seafood restaurant along the 17th Street business district near Dupont Circle is asking the community to support the repeal of a city law that she says allowed six people to force her to reduce her outdoor seating capacity from 40 to 20 customers. Jamie Leeds, the chef and owner of Hanks Oyster Bar at 1624 Q Street, N.W., issued a statement over the weekend informing customers and supporters that inspectors with the citys Alcoholic Beverage Control Board ordered her on Friday night, June 8, to close half of the restaurants patio space. Leeds said that the order came the day before the annual Capital Pride Parade was to travel past her patio, limiting the number of patrons who wanted to dine on the patio while watching the parade. This action shutting down half of our outdoor patio on the night before the annual parade was the result of one of the license protestants phoning in a complaint to the city, and occurs before we have even had a hearing before the ABC Board, Leeds said in an open letter to the community. The ongoing harassment by this small band of residents is astonishing and the timing of this individuals complaint before the annual celebration is despicable, she wrote in her letter. Leeds call for the repeal of the law that allows as few as ve citizens to contest liquor license applications comes at a time when gay and straight nightlife advocates have urged gay D.C. Council member Jim Graham (D-Ward 1) to consider introducing legislation to ease what the advocates say are overly burdensome regulations pertaining to such businesses. Graham chairs the Council committee that oversees the citys liquor laws and the agency that enforces them. Michael Hibey, the attorney representing the six residents opposing Hanks Oyster Bars use of the expanded outdoor seating, declined to comment. David J. Mallof, one of the six nearby residents who has taken a lead role in opposing Hanks expansion of its outdoor seating, also declined to comment. The Blade couldnt immediately reach the other ve residents opposing the termination of the voluntary agreement. They are: Alexis Rieffel, Ralph N. Johnson, Susan Meehan, Michael Fasano and Patricia E. Steele. Fred Moosally, director of the citys Alcoholic Beverage Regulation Administration, which oversees the ABC Board, conrmed on Monday that the contested the restaurants liquor license in an effort to obtain restrictions through the voluntary agreement. Leeds says in her letter that she was pressured into signing the voluntary agreement in 2005, the year she opened the restaurant, as a condition to end a formal protest of the license by the six residents. She said the license protest could have dragged on for months, delaying her ability to obtain a liquor license and jeopardizing her ability to open her new business. Most observers following the dispute, including LGBT activists, believe Hanks opponents are motivated by an aversion to an overconcentration of liquor serving establishments on 17th Street, which the opponents say have the potential for causing neighborhood disturbances. Most observers dont think the opponents of Hanks expansion are motivated by anti-gay sentiment. But many LGBT activists have teamed up with nightlife advocates in calling on the City Council to repeal the law that gives as few as ve residents legal standing to challenge a liquor license and push for restrictions similar to those in the voluntary agreement signed by Hanks. They point out that Hanks has never caused any problems in the neighborhood, either before or after it expanded its operations into the adjacent space in 2011. Although the ABC Board makes the nal decision on approving a voluntary agreement or approving restrictions on the operation of bars and restaurants, business owners have said a protest by a gang of ve, as the business owners have called the protesting residents, can hold up a license for months. They say the delays result in high monetary costs for legal fees and the cost of renting spaces that cant generate revenue until the license is approved. One proposal offered by nightlife advocates is to eliminate the existing provision of the liquor law that gives ve or more citizens authority to contest liquor licenses and restrict that authority to the elected Advisory Neighborhood Commissions. ANCs currently have that authority. If you agree that allowing a small number of individuals to dictate what happens in our community is wrong, please contact ABRA; Ward 2 Council member Jack Evans; Council member Jim Graham, chair of the committee that oversees ABC [Board issues]; and Mayor Vincent Gray, Leeds said in her open letter. The right of a group of 5 residents to hold up a license application should be eliminated from the law. Leeds letter came two days after Mayor Gray told a joint Capital Pride-Washington Blade town hall meeting that he was concerned over the ability of just ve people to block licensing applications for businesses such as restaurants.

inspectors responded to a complaint by a representative of the six residents opposed to the restaurants expansion. But Moosally told the Blade that the call for restricting the patios use was in response to a May 17 D.C. Court of Appeals decision ordering the city to reinstate a document known as a voluntary agreement between Leeds and the six residents. The agreement bars Hanks from expanding its patio or any part of the restaurant beyond the space it occupied at the time it opened in 2005. At Leeds request and following an earlier hearing, the board terminated the voluntary agreement in 2010, allowing her to expand into outdoor and indoor space in an adjacent building that became vacant that year. The six residents appealed the boards action to the Court of Appeals. The court voided the boards order terminating the voluntary agreement and remanded the case back to the board. It instructed the board to consider two issues the court said the board was legally required to consider but failed to do so at the time it terminated the voluntary agreement. Moosally said ABC Board inspectors informed Leeds on June 2 during a visit to the restaurant of the court ruling and
its effect of reinstating her voluntary agreement. Although he didnt say so directly, he implied that Hanks knew more than a week before the Pride parade that it couldnt use the full space of the patio at the time of the June 9 parade. Andrew Kline, a licensing counsel representing Leeds before the ABC Board, disputes Moosallys assessment, saying he believes the board had to take another step of rescinding its 2010 order terminating the voluntary agreement before it could require Hanks to give up use of the full patio. Kline said the court decision didnt prevent the board from allowing Hanks to continue to use its full patio while the board deliberates over its decision, as mandated by the court, to make a determination on whether the voluntary agreement should once again be terminated. The board scheduled a hearing on Wednesday, June 13, to address issues that the appeals court said must be resolved before the board can make a nal decision on whether to retain or terminate the voluntary agreement. The court decision was the latest development in a seven-year dispute between Hanks Oyster Bar and the handful of nearby residents, who have

The group opposing Marylands likely same-sex marriage referendum announced last week that it has expanded its campaign infrastructure. Marylanders for Marriage Equality announced that it has opened two campaign ofces in Baltimore and Silver Spring and plans to have several others across the state. The group said that it has hired 12 staffers who will recruit volunteers and speak with voters throughout Maryland. Marylanders for Marriage Equality has also hired Chris Macneil as its eld director and Rachael Stern as the new media director. The organization has also promoted Manley Calhoun to deputy eld director. Were at a very good place right now, said Josh Levin, campaign director for Marylanders for Marriage Equality. We still have a lot of work to do and a long way until November but the momentum is clearly with us. The smart, strategic work of the campaign staff, coalition partners, legislators and governor is paying off. Latino LGBT center opens in Columbia Heights

Plans to offer immigration help, other services
More than 150 people gathered in Columbia Heights June 6 for the ofcial opening of a Latino LGBT community center. Casa Ruby will offer assistance with immigration-related issues, HIV testing from Transgender Health Empowerment and other services in both Spanish and English. Founder Ruby Corado stressed during a ribbon cutting ceremony that anyone is welcome at the center, regardless of their immigration status, country of origin, sexual orientation or gender identity and expression. The only thing that matters is you, she said. Casa Ruby occupies the rst two oors of a three-story converted brownstone at 2822 Georgia Ave., N.W., but plans to eventually occupy the entire building. The center will be open from noon to 8 p.m. and has seven part-time staffers and 40 volunteers. Corado noted that Casa Rubys funding comes from private donations, not from the D.C. government or foundations. We dont always have to expect government to do everything for us, she said. They do have an obligation to make it easier when we have barriers, but we can do it ourselves. Statistics continue to show that Latinos and other underrepresented groups within the LGBT community remain particularly

vulnerable to employment discrimination, health care disparities and hate crimes. A 2011 National Center for Transgender Equality and National Gay and Lesbian Task Force study found that unemployment rates among trans people of color are four times higher than the national average. The National Coalition of Anti-Violence Programs noted late last month that 40 percent of the reported 30 anti-LGBT homicide victims in 2011 were LGBT people of color. The Senate heard for the rst time ever testimony from a transgender witness in a hearing dedicated to highlighting workplace discrimination experienced by LGBT people. Kylar Broadus, founder of the Columbia, Mo.-based Trans People of Color Coalition, discussed job discrimination he faced as a transgender man before the Senate Health, Education, Labor & Pensions Committee on Tuesday as he called for passage of the Employment Non-Discrimination Act. In the early 1990s, Broadus worked for a major nancial institution, although he didnt disclose its name during the hearing. After announcing in 1995 he would undergo gender transitioning, Broadus said he was forced out of his role. At work, when I decided to actually transition, I had been there for a number of years, and Im a workaholic, and it was disheartening to me that all this could be pulled out from under me because people werent comfortable with the person that I am, Broadus said. His written testimony details receiving harassing phone calls, receiving assignments after hours that were due early the next morning and being forbidden from talking to certain people. I still sit here today with almost tears in my eyes, Broadus said. Its devastating, its demoralizing and dehumanizing to be put in that position. Broadus said his treatment at work and being forced out impacted him emotionally, causing him post-traumatic stress disorder, and led to a period of unemployment for about a year from which he still hasnt nancially recovered. Noting other transgender workers who face discrimination and lose their jobs are unable to regain employment, Broadus called on Congress to pass ENDA to put into place workplace non-discrimination protections. I think its extremely important that this bill be passed to protect workers like me, Broadus said. There are many cases that I hear everyday, and people call me everyday with these cases around the country because Im also an attorney that practices and deals with people that suffer employment discrimination. Chairman Tom Harkin (D-Iowa) conrmed during the hearing that Broadus was the rst openly transgender person to testify before the Senate and commended him for his courage in speaking before the committee, saying hes going to give courage to a lot of other people.
Washington State to vote on marriage

OLYMPIA The ofce of the Washington Secretary of State has given the goahead for a ballot referendum on the states same-sex marriage law signed earlier this year by Gov. Christine Gregoire, according to the Seattle Post-Intelligencer. Opponents were to have gathered 120,577 valid signatures to qualify for the ballot, but turned in 247,331. Washington voters passed a referendum in 2009 upholding the states sweeping domestic partnership law, which grants all statelevel rights to participating same-sex couples that opposite-couples achieve through marriage. Experts have attributed Washingtons mail-in only voting system to the increased voter turnout that helped the referendum pass. Once Washington begins issuing the licenses, it would become the seventh state, along with D.C., to offer same-sex couples full marriage rights. Maryland also passed a marriage bill this year and is facing a ballot measure this fall on that law. The two states could potentially join the District of Columbia, Iowa, Massachusetts, New Hampshire, Vermont, New York and Connecticut in offering same-sex nuptials in the next seven months.

Montana Democrats endorse marriage

HELENA Montana Democrats have approved a new party platform that moves away from calling for civil unions, to calling for full marriage equality in the state, according to long-time Montana LGBT activist Gregory Smith. The new language reads in part, All adults should have the right to legally marry another adult of their choice regardless of sex or gender. We believe samesex spouses should have the same legal benets, protections and responsibilities granted to all those who marry.
Bi-national couple wins deportation reprieve

DUMMERSTON, Vt. Vermont Public Radio recently proled a legally married same-sex bi-national couple that had secured a temporary reprieve from a threatened deportation. Takako Ueda can live with her wife Frances Herbert in the United States for at least two more years under the deferred action. However, if the reprieve is not extended at that time, Ueda could still face deportation to her native Japan, as her green card application was denied six months ago. Though the two are legally married in Vermont, the federal Defense of Marriage Act forbids the government from recognizing their union. A proposed bill that would allow American citizens to sponsor their same-sex partners for citizenship, the Uniting American Families Act, and its predecessor the Permanent Partners Immigration Act, have never succeeded in gaining traction in Congress. The couple told Vermont Public Radio they are relieved. Oh my gosh, was Uedas reaction. That was [a] really huge surprise. I just had some feeling [that a] miracle [will] happen. And it really happened.
Donna Summers ACT UP letter published

NEW YORK One of the most enduring myths in gay popular culture is that of late disco diva Donna Summer calling AIDS Gods punishment on the gay community. While the singer denied saying such a thing and apologized to the gay community for any hurt feelings, the tale lived on for decades. According to POZ, a magazine for and about people with HIV/AIDS, a letter the singer sent to AIDS activist group ACT UP in the 1980s, only now being published, paints a fuller picture. In the letter, the singer denies having made the alleged statements in her Village Voice interview, goes on to note her long-standing relationship with the gay community, and closes with a Bible verse from 1st Corinthians 13, Love is patient, love is kind, it does not envy, it does not boast, it is not proud. ENDA, sponsored by Rep. Barney Frank (D-Mass.) in the House and Jeff Merkley in the Senate (D-Ore.), would bar job bias against LGBT people in most situations in the public and private workforce. Firing someone for being gay is legal is 29 states; ring someone for being transgender is legal in 34 states. Others who testied in favor of ENDA were M.V. Lee Badgett, research director of the Williams Institute at the University of California, Los Angeles; Samuel Bagenstos, a law professor at the University of Michigan; and Ken Charles, vice president of diversity and inclusion at the breakfast foods company General Mills. The Republican witness who testied against ENDA was Craig Parshall, senior vice president and general counsel for the Manassas, Va.-based National Religious Broadcasters Association. Parshall previously testied against ENDA before the Senate in 2009. Harkin called ENDA important civil rights legislation that would build off strides already made against workplace discrimination in the past 45 years. Many states and businesses are already leading the way toward ensuring full equality for all our fellow citizens, Harkin said. However, the harsh reality is that employers in most states can still re, refuse to hire, or otherwise discriminate against individuals because of their sexual orientation or gender identity and, shockingly, they can do so within the law. The hearing takes places after the White House announced in April it wont issue at this time an executive order requiring federal contractors to have their own nondiscrimination policies based on sexual orientation and gender identity. The directive didnt come up during the hearing. No Republican committee members attended the hearing. The only GOP cosponsor who serves on the committee is Sen. Mark Kirk (R-Ill.). Hes been recovering from a stroke he suffered in late January. A minority committee spokesperson didnt immediately respond to a request to comment.

Obama administration briefs visitors on federal initiatives
Representatives from statewide LGBT equality groups expressed satisfaction with a White House brieng that took place last week in which Obama administration ofcials informed them about federal initiatives to benet the LGBT community. Bernard Cherkasov, CEO of Equality Illinois, said attendees were informed about recent administration policy changes that have affected LGBT people. We wanted to know what the administration accomplished recently, and what its planning on doing in the very near term, so we can relay the information back to educate the LGBT people in our communities, Cherkasov said. The second thing that was important to Equality Illinois is to take some of our priorities and our communitys priorities back to the administration, and say, Here are concrete steps that were looking for you to take in the coming months and the coming year. Among the federal accomplishments that ofcials discussed were coverage of LGBT individuals under the health care reform law, including non-discrimination protections, prosecutorial discretion initiatives aimed at keeping bi-national same-sex couples in the United States and a change enabling same-sex couples to le a joint declaration at customs upon returning to United States after being abroad. The Equality Federation, a national San Francisco-based organization that works to support state LGBT groups, arranged the four-hour plus brieng amid Pride celebrations that are taking place in D.C. at around the same time. An estimated 100 people from more than 20 state LGBT groups participated in the brieng, with some groups having as many as three representatives. Among the groups were Equality California, MassEquality, Fair Wisconsin, Equality Alabama, Equality Illinois, Equality North Carolina, Georgia Equality, Equality Texas, Equality Maryland and the Tennessee Transgender Political Coalition. Rebecca Issacs, the Equality Federations president, said the intent of the brieng was to ensure state LGBT groups were aware of the initiatives happening at the federal level. One of the goals that Isaacs had prior to the meeting was examining which federal administrative policy changes could be replicated at the state level in places where legislators may be unwilling to enact pro-LGBT policies. Isaacs said movement toward this goal happened at the brieng. The rst stage is people need to understand the changes that have happened, Isaacs said. I can be more specic when we gure out what policies, for what states. Some places may already have things very clearly laid out, but other places may not. Because we have so many states that have a long way to go in terms of LGBT equality, these are places that they can really look to. The White House didnt respond to a request for comment on the brieng after it took place. Prior to the event, Shin Inouye, a White House spokesperson, conrmed the event was taking place but offered limited details. The brieng wasnt open to the press or the public. An informed source said the administration told attendees it was condential and advised them not to speak with the media after the event. According to a schedule obtained by the Washington Blade, a number of Obama administration ofcials spoke before conference attendees on LGBT issues. At a welcome session, White House LGBT liaison Gautam Raghavan spoke in addition to Issacs. The initial session was set to last 15 minutes. A subsequent series of briengs under the heading Updates had three sessions and three different speakers: Bullying Prevention with Deborah Temkin of the Education Departments Ofce of Safe & Healthy Students; International LGBT Human Rights with Liz Drew, director of human rights and gender on the National Security Staff; and LGBT Inclusion in the Violence Against Women Act with Tonya Robinson, special assistant to the president for justice and regulatory affairs for the White House Policy Council. Five sessions took place at the next series of briengs under the heading, Implementing Policies on the Ground. These were Equal Access to Housing with Kenneth Carroll, director of the Fair Housing Assistance Program Division for the Department of Housing & Urban Development; Hospital Visitation, the Affordable Care Act and Spousal Impoverishment with A.J. Pearlman from Ofce of the Secretary at the Department of Health & Human Services; ShepardByrd Hate Crimes Prevention Act with Matt Nosanchuk, whos gay and senior counselor at the Justice Department; Customs Declaration Regulation, Immigration Prosecutorial Discretion Review with Phil McNamara, executive secretary of the Department of Homeland Security; and Family & Medical Leave Act with Helen Applewhite, a senior adviser at the Labor Department.
Pelosi vows to drop DOMA defense in Dem House

Says party has 50-50 chance of regaining control of chamber
House Minority Leader Nancy Pelosi (D-Calif.) vowed to drop congressional defense of the Defense of Marriage Act in court if Democrats retake control of the House in November. Pelosi made the remarks last week in an interview with the Washington Blade on Capitol Hill. When asked what could be expected on LGBT issues if Democrats regain control in the 113th Congress, she talked DOMA. First of all, we can expect something to go away, like stop spending taxpayer dollars on the Defense of Marriage of Act, which is a waste of money and not the right thing to do, Pelosi said. Pelosi had previously criticized House Speaker John Boehner (R-Ohio) for taking on defense of DOMA after the Obama administration announced it would no longer defend the anti-gay law and has called on House Republicans to discontinue that effort, but never before pledged to drop defense of DOMA if Democrats resumed control of the House. She said she thinks Republicans believe DOMA is unconstitutional because when they controlled the House under the Bush administration, they tried to pass court-stripping provisions denying judicial review for the anti-gay law and others. They had to know that there was a weakness constitutionally in that bill, if they would want to put court-stripping provisions in relating to DOMA and the rest, Pelosi said. So, we think they know its weak constitutionally. Pelosi made the pledge to discontinue congressional defense of DOMA just hours after the U.S. District Court of the Southern District struck down the law in the case of Windsor v. United States, which was led by the American Civil Liberties Union. U.S. District Judge Barbara Jones, who became the fth federal judge to rule against DOMA, ordered that plaintiff Edith Windsor be repaid the $353,053 plus interest and costs allowed by law that she paid out in estate taxes because of DOMA upon the death of her spouse, Thea Spyer. Among other LGBT initiatives on which Pelosi pledged action if Democrats win back the House was the Employment NonDiscrimination Act, which would bar job discrimination against LGBT people in most situations in the public and private workforce. We were on path on ENDA, and Im still on that path mentally, and thats what I would like to accomplish, Pelosi said. Pelosi also mentioned immigration legislation affecting the LGBT community, alluding to the Uniting American Families Act, which would enable gay Americans to sponsor their foreign-born same-sex partners for residency in the United States. She said the bill would seriously codify immigration policy relating to the [LGBT] community. Pelosi was cautious about predicting that Democrats would win the 25 seats necessary to regain control of the House, saying theres a 50-50 chance, nor would she presume that she would once again be elected speaker in that scenario. One thing at a time, Pelosi said. Lets win the House rst. Pelosi also wouldnt rule out more progress on LGBT issues under the current makeup of Congress. She said conferees working on the Violence Against Women Act may adopt LGBT-inclusive language because the Democratic-controlled Senate wouldnt pass a bill without it. Its supposed to go to conference, Pelosi said. I dont think the Senate will pass a bill without those protections, and we certainly wont support it in the House. Pelosi maintained the lack of LGBT language ensuring non-discrimination in shelters and inclusion in grant programs which is found in the version of the bill passed by the Senate was among the reasons Democrats voted against the House bill. How can you say you dont approve of violence against women except if you happen to be lesbian or bisexual or transgender? Pelosi said. Those are the people who need it the most, you know? And so, but its not only the [LGBT] community, its also Native Americans and immigrants who are excluded from protections in the House bill. Pelosi said Republican lawmakers have conded to her they want to push their caucus to support more inclusive language in the conference report even as many voted for the less inclusive House version of the bill because they didnt want to seem like they favored violence against women. If theyre from places with lots of Native Americans and/or lots of LGBT [people] there are people who vote with their experience, and their constituents, so I think they will be feeling some pressures to support the Senate bill, Pelosi said.

Concern over President Romneys anti-gay priorities

Many of the pro-LGBT advances that have happened under the Obama administration occurred through changes made by the executive branch rather than through legislation. Changes that were made without the consent of Congress could be reversed under an administration that wanted to cozy up to the religious right. The Washington Blade has identied ve regulatory changes and 16 subregulatory changes enacted by the Obama administration that could be reversed if Romney were elected to the White House. These changes include giving greater recognition to same-sex couples, protecting federal LGBT workers against discrimination and ensuring the federal government recognizes the correct gender of transgender people. Major changes that were made under the Obama administration at the regulatory level include a memorandum requiring all hospitals receiving Medicaid and Medicare funds to allow visitation rights for samesex couples; lifting the HIV travel ban; and a Department of Housing & Urban Development rule prohibiting discrimination in federal public housing programs and federally insured mortgage loans. Jerame Davis, executive director of the National Stonewall Democrats, predicted Romney would aim to roll back these policies if he takes the oath of ofce in January 2013. If Mitt Romney were to accede to the presidency, he would have no choice but to deliver on the regressive, ultra-conservative agenda hes been promising the radical GOP machine, Davis said. It is without question that rolling back advances in LGBT equality would be at the top of the list. Romney has never pledged during the campaign to rescind any pro-LGBT regulatory changes made under the Obama administration. Although he said he doesnt support same-sex marriage or civil unions with the same benets as marriage, Romney said he favors some kind of domestic partner benets for same-sex couples as well as hospital visitation rights. Rescinding this hospital visitation memorandum would appear to break a campaign promise. Moreover, the Administrative Procedures Act a law enacted by Congress in 1946 governing the way in which administrative agencies may propose and establish rules prohibits a quick change in regulation if a hostile administration takes over. Instituting new nal regulations repealing these policies would be a multi-year process and require a justication for overturning them other than for political reasons. Christian Berle, deputy executive director of the Log Cabin Republicans, said he doubts that Romney would take away this progress based on the candidates tenure as Massachusetts governor and as a business executive. As governor of Massachusetts, Mitt Romney sustained executive orders providing
for domestic partnership benets including hospital visitation rights for gay and lesbian state employees, Berle said. This action directly builds upon his record in leading companies like Bain Capital and Staples, which had strong nondiscrimination policies and partner benets. This history both as a chief executive in the business sector and as governor of Massachusetts give precedence for sustaining President Obamas positions on matters including hospital visitation. But Romney did rescind some proLGBT changes as governor. According to MassEquality, Romney abolished the Governors Commission on GLBT Youth and rescinded an executive order prohibiting sexual orientation discrimination in the state workforce. Another Republican, former Gov. William Weld, had instituted those measures. Its the sub-regulatory initiatives where the most sweeping changes could be made. The time needed to change these would be shorter than the time needed to change more formal regulations, although it would vary from agency to agency and issue to issue. For many, an agency could rescind guidance issued by the Obama administration, issue a superseding directive or discontinue a certain program. Among these sub-regulatory changes are revising standards to allow transgender people to change a gender marker on a passport; the Education Departments guidance clarifying that student bullying may violate sex discrimination protections under federal law; the reinterpretation of the Family & Medical Leave Act to allow employees to care for their same-sex partners child; and the Census Bureaus decision to release data on married samesex couples along with other demographic information in the 2010 Census. Davis said all the administrative changes ranging from the regulatory to subregulatory level would be in jeopardy if Romney wins the election. The bigoted wing of the GOP, which Romney has embraced with gusto, cannot stand the idea that same-sex relationships have been afforded near equal status in so many federal rules and regulations, Davis said. It grates against their very being that transgender Americans can get passports with the appropriate gender marker and there are more than a few who want to see the HIV travel ban put back into place. The Romney campaign didnt respond to a request for comment on whether these changes would remain in place under a Romney administration. The Obama campaign and the Democratic National Committee declined to comment for this article. Are there steps the Obama administration could take now to ensure the changes become more permanent? Michael Cole-Schwartz, a spokesperson for the Human Rights Campaign, said the sub-regulatory changes could be, in a sense, upgraded to regulatory changes, but that process would be lengthy and
cumbersome. Of course, advances made through regulations are more difcult to undo, but it is also more challenging to move new regulations through the process of review, public comment and approval, ColeSchwartz said. Making LGBT inclusion part of the culture of federal government across departments and agencies is a big part of making these changes more difcult to roll back and the administration has done a great deal to foster that inclusiveness. These changes dont include the anti-gay promises that Romney has made. Romney has campaigned on resuming defense of DOMA, which would be a stark change from the Obama administrations practice of ling
legal briefs against the anti-gay law in court and sending Justice Department attorneys to litigate against the statute. Romney also pledged to set up a presidential commission on religious liberty to investigate the alleged harassment of opponents of same-sex marriage. Cole-Schwartz said the array of ways in which a Romney administration could reverse the progress made on LGBT rights undescores the signicance of the upcoming election. It further emphasizes the importance of re-electing a fair-minded president whose administration will continue to seek out ways to further LGBT equality, ColeSchwartz said.
Pro-LGBT policy changes under Obama

REGULATIONS The Administrative Procedures Act provides safeguards against politically motivated policy switches. Thus repealing the policies below would involve a multi-year process. The Department of Health and Human Services (HHS) adopted a regulation ending the ban on HIV-positive visitors and immigrants. President Obama issued Presidential Memorandum in April 2010 directing HHS to issue regulations requiring all hospitals receiving Medicaid and Medicare to prohibit discrimination in visitation against LGBT people. HHS issued a nal regulation that went into effect in early 2011. HUD issued nal regulations in January 2012 prohibiting discrimination in federal public housing programs and federally insured mortgage loans. HUD also requires its grantees to comply with LGBT-inclusive state and local housing discrimination protections. The Ofce of Personnel Management published nal regulations in the Federal Register expanding the eligibility for long-term care coverage to same-sex partners and sick leave to care for a same-sex partner. The federal Prison Rape Elimination Commission proposed national standards to reduce sexual abuse in correctional facilities, including standards regarding LGBT and intersex inmates. SUB-REGULATORY GUIDANCE/POLICY ANNOUNCEMENTS These are policy advances instituted by and subject to the will of the administration. The Department of Health and Human Services revised its funding guidance around abstinence-only-until-marriage sex education programs, requiring that recipient programs are inclusive of and non-stigmatizing toward LGBT youth. HHS, in partnership with the Department of Education and Department of Justice, launched stopbullyingnow.com. The U.S. Immigration and Customs Enforcement agency recently released new 2011 Performance Based National Detention Standards. These new standards provide guidance that aims to improve treatment of LGBT and HIV-positive people in detention facilities. In summer 2011, ICE published a memo and clarifying guidance providing that an individuals family relationships, including a same-sex relationship, would be considered as a factor in labeling certain deportations as low-priority deportations. The U.S. Customs and Border Patrol announced a proposed regulatory change expanding the meaning of members of a family residing in one household for the purposes of the customs declaration form, which must be completed prior to re-entry to the United States. The DOJ issued an opinion clarifying that the criminal provisions of the Violence Against Women Act related to stalking and abuse apply equally to same-sex partners. The State Department revised the standards for changing a gender marker on a passport, making the process less burdensome for transgender people. In September 2011, the Social Security Administration conrmed that it ended the practice of allowing gender to be matched in its Social Security Number Verication System (SSNVS). This resulted in the immediate cessation of SSA sending notications that alert employers when the gender marker on an employees W-2 does not match Social Security records. The State Department extended numerous benets to the partners of Foreign Service ofcers, including diplomatic passports and access to emergency evacuation. The State Department reversed a Bush administration policy that refused to use a same-sex marriage license as evidence of a name change for passports. The Department of Education issued guidance clarifying when student bullying may violate federal law, distributed a memo outlining key components of strong state anti-bullying laws and policies and made clear to public schools that gay-straight alliances have a right to form and meet. The Department of Education published guidance and, in coordination with the Department of Justice, has pursued Title IX complaints led by LGBT students experiencing harassment based on sex or sex stereotyping. OPM added gender identity to the equal employment opportunity policy governing all federal jobs. The Department of Labor issued guidance clarifying that an employee can take time off under the Family and Medical Leave Act to care for a same-sex partners child. The IRS claried that domestic partners (and their children) can be designated beneciaries for VEBA funding/payment purposes. The Census Bureau overturned the Bush administrations interpretation of the Defense of Marriage Act and agreed to release data on married same-sex couples along with other demographic information from the 2010 Census. Ive gotten tweets, texts, e-mails, phone calls from guys I havent spoken to in years, he noted. Its been just a windfall of love. Davis said the majority of his family has also been very supportive. My parents, who are very religious, are evolving very similar to the president, he said, referring to Obamas announcement during an ABC News interview last month that he supports marriage rights for same-sex couples. Theyre having to understand, OK, my son is... now gay so let me now re-evaluate what my true views are on what being gay is and what that would mean for me as a parent. Davis added that he has also received positive feedback from black gay men across the country since he came out. The biggest thing is that theyre happy that Im nally living in my truth, he said. Theyre also happy that Im not only living in my truth, but Im making sure that others can follow in my footsteps. Nearly a decade after leaving the NFL, Davis now advocates on behalf of LGBT youth as a staff member of the HetrickMartin Institute in New York City. My goal is to teach youth how to thrive, survive and realize that they have potential to make it in the world, no matter what challenges have been placed in front of them, he said. My biggest goal is to
help make sure our youth have a voice and they understand the power they have inside of them is strong enough to make it through anything. Davis, who has been with HMI since February 2011, further described the young people with whom he works as personal heroes who inspire him. Even though I was an athlete people think its something great, but I wasnt able to live in my truth until I was 26, 27, he said. They live in their truth every day. In addition to his work with LGBT youth, Davis continues to support the presidents re-election campaign. He spoke to the Blade while volunteering for Obama for America at a Capital Pride Festival booth. I believe in just [about] everything our president represents from his stance on marriage equality to what he wants to do not just for black Americans or white Americans but for every American, he said, further pointing out that Obama offers LGBT voters with what he described as a clear choice in November. People will understand that voting for [former Massachusetts Gov.] Mitt Romney is a step back and voting for President Obama is a gigantic step forward in making sure that the values in our community are aligned with equality and non-bigotry. Davis conceded he had never considered himself a role model; but he said he has come to embrace his status within the context of his work with the Obama campaign, LGBT youth and as an out gay man. I take my role, very, very seriously so Im going to do everything I can, he said.

SYLVIA COLON, 49
Sylvia Anita Colon, a longtime Maryland resident and former co-owner of D.C.s Lammas Womens Bookstore, which catered to the lesbian community, died June 8 of a heart attack near Solomons Island, Md. She was 49. Rose Miller, a close friend, said Colon, a lesbian, and a business partner, Denise Bump, bought Lammas Womens Books from a previous owner in 1998. The store, rst opened in 1974, became known as an important meeting place and focal point for the D.C. area lesbian community. Lesbian activist Mary Farmer was among the previous owners of the store. Bump said Colon closed the store in 2001. Miller said Colon determined that the general decline in bookstore sales and a declining interest in a specialized womens bookstore made it difcult to stay in business. Colon was born in Oklahoma and spent her early childhood in Germany, where her father was stationed in the U.S. military. Colon, who spoke uent German, lived most of her adult life in Germantown, Md. She received a degree in electrical engineering from the University of Maryland and worked as an electrical engineer for the suburban Maryland-based BAE Systems, which specialized in aerospace engineering projects, according to Miller. Miller said Colons ownership of Lammas Books was a sideline to her career as an engineer. She was known for her love of bluegrass and country music, Cher, checkered shirts, a high-pitched giggle and incredibly generous spirit, Miller said. She was also an avid follower and friend of feminist writer and activist Kate Millett, Miller said. She is survived by her parents, brother-in-law, nephews, niece, sister-in-spirit, and many loving friends, Miller said. Miller said plans for a memorial were under discussion. a nightclub without walls. Plenty of food, beverages and other vendors, entertainment and lots of partying take place at Charles and Eager streets. Neon Hitch is the headliner act on the stage. Thousands will be crammed into the two blocks in the heart of Baltimores gayborhood. Representatives from Marylanders for Marriage Equality are also expected to speak to the crowd. On Sunday, 80 vendors representing a wide range of non-profit LGBT and LGBT-friendly organizations as well as for-profit vendors will align along a section of Druid Hill Park for the Pride festival. It begins at 11 a.m. As in the case of the block party there will be a plethora of regional and local entertainers. J Pope and Funk Friday headline the entertainment. Local drag acts will perform on the Lady Lisa Drag Stage. As always, there will be a family zone. More than 5,000 attended last year. Inter-religious rally for marriage scheduled

Unity Fellowship Church of Baltimore and First Unitarian Church of Baltimore will lead an Inter-Religious Rally for Marriage Equality before the Baltimore Pride Parade on Saturday. It will take place at the First Unitarian Church on Charles and Franklin streets. The event is intended to demonstrate solidarity as people of faith support marriage equality in the months prior to the referendum that will most likely occur in November. Special guests will include the Baltimore Mens Chorus and the music ministries of those two congregations, and additional musicians are still being added. Del. Six steps to redemption for D.C. ofcials

Cutting taxes and regulatory obstacles would boost trust amid scandal
late Imelda Marcos closet waiting for the next shoe to fall off a shelf. Its going to take some serious behavior changes to restore public trust. Here are six recommendations: 1. Stop pretending to be shocked at each revelation. D.C. Mayor Vincent Gray is the worst offender on this one. Unless you havent read a newspaper in the last year, we know you know at least as much as we do. Feigning surprise translates only as utterly ridiculous. 2. Dont claim adequate city service delivery and a population boom as inoculations. While residents are relieved that recent city administrations have slowly improved local government functionality and basic service conveyance, dont count on us being overly grateful. After all, we pay a decidedly hefty price with each paycheck for modest achievements we have every right to expect. As to the continuing dramatic inux of new residents and dynamic business and economic development, get over yourselves its mostly happening in spite of you. 3. Get out of the way of community small business growth and private sector economic activity. Eliminating the myriad regulatory obstacles confronting local businesses for which D.C. is deservedly notorious would be smart. Reversing a legislative culture eager to prove that there is no burden too great and no interference too minor would transform the current circus atmosphere forcing entrepreneurs to constantly jump through carnival hoops of counterproductive overregulation. You might start with the funhouse sideshow to which the citys primary hometown industry and revenue producer is subjected by reforming the hospitality house of horrors called alcohol licensing and end the clownish ability of small unrepresentative groups to delay and deny approvals through the protest process. 4. Quit spending so much more every year. In the words of D.C. Council member and Finance and Revenue Committee chair Jack Evans last week, We are the only local government in the country to continue to pass the largest budget in our history every year despite the economic slowdown. Despite disingenuous handwringing about spending cuts, the city budget has grown to $9.4 billion and counting. Yet inefciencies and waste, theft and nancial mismanagement continue as local trademarks. Toss out that magic money wish list of additional spending desires. Your job is to keep making and start sticking to hard choices on spending priorities and stop treating us like ATMs. 5. Cut us a break and lower taxes. A welcomed and fullled commitment by both the mayor and a Council majority to not raise taxes or fees for FY2013 wasnt exactly an act of courage. The second highest business taxes and the fourth worst resident and consumer tax rates in the country didnt really leave you with much choice. Although a rare consideration not given serious thought among you, any loose change left over from a revenue surplus should result in lowering the extraordinary local tax burdens. 6. Realize our patience is running out. Dont mistake an even-tempered attitude toward entrenched sleaze and graft as either disinterest or resignation. If you dont straighten up, there will come a day of reckoning in the voting booth. We can only take so much. And thanks a lot, by the way, for diminishing the rationale for congressional bestowal of greater autonomy to the District. Youve earned it.

Paraphrasing in gay vernacular, D.C.s scandal-tainted political leadership is a hot nanny mess. One D.C. Council member and the Council chair have been forced to resign due to felony offenses and other ethicsrelated charges. One is in prison while the latter awaits sentencing following his political demise only last week. The mayor remains under investigation for alleged campaign nance violations and several associates also face continued scrutiny. There is a strong and lingering stench emanating from the Wilson Building originating with prior and current investigations and ongoing public suspicions of a variety of sorts affecting nearly a majority of those remaining. Although difcult to keep the litany of conrmed and suspected wrongdoing organized in a mere mortal voters mind, we know your names. Public reaction is less surprise but rather dismay that it has taken so long to get this far in addressing corruption and malfeasance among local elected ofcials. Its not unlike being trapped in the

Who needs the Vatican if you have The View, I wondered recently while channel surng. The View ladies werent dishing about the latest celeb scandal. They were gabbing about Sister Margaret A. Farley, who belongs to the Sisters of Mercy of the Americas, is a renowned Christian ethicist, and a professor emeritus of Yale Divinity School, whose book Just Love: A Framework for Christian Sexual Ethics, had just been denounced by the Vatican. As an alumna of Yale Divinity School and a former student of Farleys, its great to see Farleys portrait among the pictures of other YDS faculty in the Div School Common Room. But I never expected to see a picture of Farley be-
Because in Just Love, a theological volume, she supports same-sex relationships, says divorce is the better option if a marriage cant be made to work and argues that masturbation should be moved out of the realm of taboo theology. On June 4, the Vaticans Congregation for the Doctrine of the Faith said that Just Love was not consistent with Roman Catholic theology. Among the many errors and ambiguities of this book are its positions on masturbation, homosexual acts, homosexual unions, the indissolubility of marriage and the problem of divorce and remarriage, said Vatican spokesman Cardinal Levadas statement about Farleys book. Just Love cant be used as a valid expression of Catholic teaching ... or in ecumenical and interreligious dialogue, the statement said.

The Vaticans censure of Farley would be funny, if it werent so troubling and unjust. How apt that The Congregation for the Doctrine of the Faith used to be known as The Supreme Sacred Congregation of the Roman and Universal Inquisition. Its repressive teaching on sexuality and marriage, as evidenced in its denunciation of Just Love, is demeaning not only to Farley and Catholics but to all people believers and non-believers alike. Im not anti-Catholic. Im against Papal repressiveness.
I do not dispute...that some of the positions contained within it are not in accord with current ofcial Catholic teaching, Farley said in a statement in response to the Vaticans censure of Just Love. I can only clarify that the book was not intended to be an expression of ofcial Catholic teaching, the statement continued, It is a different genre altogether. Its impossible to envision Farley as a champion of deviancy. She has a sense of humor and loves poetry. Yet though Just Love is groundbreaking in its theology, its not a beach book, let alone something youd turn to if you were into porn or engaging in sexuality within an unethical framework. Farley, the rst woman to be achieve tenure at Yale Divinity School, has been working for justice for nearly 50 years. Same-sex marriage can...be important in transforming the hatred, rejection and stigmatization of gays and lesbians, Farley wrote in Just Love. Yes, Farley is a heretic! Fortunately, the Vaticans censure wont stop Farley from doing her work, and as a result of being censured, Farleys book (published in 2006) is now an Amazon bestseller. If only the Vatican would denounce my poetry chapbook. Joking aside, lets hope that one day the Vatican will change its thinking and emerge into the 21st century. As Whoopi Goldberg said on The View, the Vatican should grow up, God did.

Two women vow to speak out after losing jobs at Catholic camp

Last summer, I drew a line down the middle of a page and wrote USA on one side and Spain on the other. I listed the pros for each to decide whether to stay in Madrid, as if I was considering cheating on Spain with the United States. Gay rights and acceptance went on the Spain side. I never thought what happened last week would be happening to us, not in this country. My girlfriend called me at work Wednesday. Something was wrong. Maybe her tax appointment that morning had gone sour for the fth time. I wish I had more time to tell you this, she said. I had to rush downstairs in two minutes to teach 7-year-olds. What happened?
Ironically, in our case, the job was at a mountain adventure camp. Statistically speaking, some Teva-toting lesbians were bound to be attracted to this job.
Tell me. We had been red. For being gay. Amie cried as she told me that Tino, our boss at an English summer camp, had called her and said he found out we were gay and because someone had a problem with our lifestyle, we could not work for his camp. He even agreed it was discrimination. Amie is not usually the crier, but this time I was the one to say, Itll be OK. Well gure this out together. I was shocked, hurt, angry. That night, when she got home from her classes, her T-shirt full of dried tears, Amie cried again and I did too. But more than sad I felt motivated to ght for our rights. Living in a place that is usually so nonjudgmental can make you take acceptance for granted. After working for the same school for three years, which happens to be Catholic, Amie is out to most of her co-workers. I, on the other hand, have always been cautious. Moving from school to school without knowing how conservative my coworkers could be, I feared that there would be one religion teacher who would have a problem with me. So Ive kept my private life to myself, but secrecy can do damage. If bosses have dozens of workers pass through their company and never notice a gay person or never have an out employee, they wont build their tolerance
and eventual acceptance of their fellow humans. When they do encounter one of us, they might think its as easy as ring the person to rid themselves of any potential gayness in their place of business. Ironically, in our case, the job was at a mountain adventure camp. Statistically speaking, some Teva-toting lesbians were bound to be attracted to this job. If they think theyve gotten rid of the homos, surely theyre wrong. Among hundreds of monitors and teenage campers, there are bound to be more. Yes, we got burned this time, but instead of being quiet about my sexuality, I hope this will make me more out than ever. If we all are, we can bring more awareness that we exist, that its impossible to get rid of all of us, to silence us, and to force us to sit home unemployed with our teary-eyed partners.

When two lmmakers set out to capture the work of LGBT activist and Ugandas rst openly gay man, they didnt realize they were also lming the last year of his life. It was an incredibly hard thing to go through, says Malika Zouhali-Worrall of her work with the late David Kato. We spent a lot of time with him while he was working and during his private time. It came as an awful shock to both of us. Worrall and fellow lmmaker Katherine Wright tell Katos story in their new documentary Call Me Kuchu, which is screening in the upcoming Silverdocs Festival at the AFI Silver Theatre, which kicks off Monday for its 10th year. Its a seven-day lm festival with a ve-day conference that promotes documentary lm as an art form. Sky Sitney, festival director of Silverdocs, says the movie will shock those who are largely unaware of what is happening in Uganda while drawing viewers close to the subjects. I think it is the way the lm takes the topic and weaves it through personal stories, allows intimate access so that you are deeply invested in their lives, that makes it so powerful, she says. Worrall is a freelance reporter for CNN and this is her rst feature length lm. Wright was a lm studies and anthropology major at Columbia University and has produced other feature length lms including, Gabi On the Roof in July, while also directing shorts. Worrall and Wright began lming in January 2010 after a transgender man named Victor Mukasa won a court case in the high court of Uganda, granting him his right to privacy after it had been violated during a raid. They shot the lm with a less than $300,000 budget provided by various backers and a Kickstarter fundraising campaign. The lmmakers chose the term kuchu because this is the umbrella term used there for members of the LGBT community. The lm observes Kato and other activists as they fervently try to get Ugandas homophobic laws repealed while preventing a new anti-homosexuality bill from passing in parliament. The new law would have

Trevor Ankeny is in the midst of his busiest time of year for the third consecutive year, hes co-chairing Baltimore Pride. Its a volunteer job. He takes several days off from his day job in property management to make sure the bevy of events goes off smoothly. I think this has been a very good year so far, he says during a late night break Tuesday. We have a lot of fresh, new entertainment ideas, so with adding those new components, I feel were in a good place and have covered all our bases. Hopefully we havent forgotten anything. Baltimore Pride (baltimorepride.org) is ramping up to its main events this weekend (details on page 24). Its a production of the Gay & Lesbian Community Center of Baltimore and serves as a fundraiser for that nonprot. Ankeny cochairs with Samantha Flottesmesch. Ankeny grew up in Baltimore in a conservative Jehovahs Witness family. He tried to go the straight and narrow way (I did what I thought was right) for years, getting married to a woman and starting a family, but after ve years of that, he knew it wasnt the right t. Now out and single with a 14-year-old daughter, Rhiannon, Ankeny lives in Bel Air, Md., and enjoys volunteering for Pride. Ive always been a big proponent of the LGBT community working together, he says. We have so many resources, its really the time we all come together and see each other and you realize, wow, theres this huge and vast sea of resources right here in our own ranks its the one time of year we can really see our numbers and how important we are as citizens. Ankeny enjoys theme parks, skiing, swimming and going to the beach in his free time.

Team D.C., a charitable organization established to promote LGBT participation in sports, has its eighth annual Night Out at the Nationals game against the Tampa Bay Rays on Tuesday night at Nationals Park (1500 South Capitol St. S.E.). The event is considered the largest LGBT night in professional sports, with 3,300 attendees last year. The Gay Mens Chorus of Washington will perform the National Anthem at 6 p.m., followed by other pregame ceremonies, and the game will begin at 7:05. Guests can enjoy $5 beers in the Night Out section bar until the rst pitch is thrown. Photography exhibit pays tribute to drag performers

Tribute to the Queens, an art exhibit with pieces by mixed-media photographer Louise Noakes, will be featured in the Multiple Exposures Gallery of the Torpedo Factory Art Center in Alexandria (105 Union St. #312 Alexandria, Va.) starting Monday and running through July 29. Noakes was inspired to start this project two years ago after taking a photograph at a drag brunch she attended with her 17-year-old daughter. The Judy Garland of End of the Rainbow (now on Broadway) isnt the triumphant Judy who reclaimed her starry diadem after the astonishing comeback concert at New Yorks Carnegie Hall in 1961. This Judy is seven years older, further down on her luck and shakier than ever. And while playwright Peter Quilters close-up look at the disintegration of a great talent is compelling, its Tracie Bennett as Judy who takes the show to an entirely different level. Her spookily spot-on channeling of the troubled superstar is phenomenal. Set in a suite in Londons Ritz Hotel and the nearby Talk of the Town nightclub where Judy is precariously poised to make yet another comeback, the musical play repeatedly asks the question will she or wont she? Will Judy be able to perform? Will she stay sober? Doing their best to prop her up offstage and on are manager and soon-to-be fth husband Mickey Deans (Tom Pelphry), and her gay Scottish-born pianist, Anthony (the excellent Michael Cumpsty). Ultimately, each is ghting a losing battle. Just months after the erratic London club dates, Judy would be dead from an accidental overdose of barbiturates. But for now the show must go on. Bennetts Judy draws on the stars renowned wit, clownishness, foul humor and charm. Theres also the cunning and desperation of an inveterate drug addict. At this point in her life, Judys poison of choice is Ritalin washed down with Stoli vodka, but when she cant get that, any other adult candy will do: After mistakenly gobbling pills that were prescribed for a mangy cocker spaniel, she says, I dont need a doctor. Call a vet. If I start to pee on a lamppost, then call a doctor. Within the fancy suite (designed by William Dudley who also did the perfect costumes), theres tension. Judy sees her younger paramour as a protector while accompanist Anthony considers Mickey a crass opportunist. Hes written and Pelphrey plays him somewhere in between. Initially Mickey weans Judy off
drugs, but later becomes her supplier when she cant perform without them. Like any good bio play, End of the Rainbow covers all the bases. Judy recalls her vaudeville roots and Benzedrine-fueled MGM youth, cracking jokes about Mickey Rooneys cigarette stunted growth, Deanna Durbins unibrow and young Elizabeth Taylors charm (She was so charming you just wanted to run her down with a car!). She covers her lifelong drug addiction and a couple exhusbands, but conspicuously absent is any mention of her three children whom from all accounts she adored. She gives a nod to her gay fans: I could throw up in their laps and I would still be glamorous. Bennett, whos been playing the part since early 2010 when the musical opened to critical acclaim in London before transferring to Broadway in March, sounds and looks (especially in prole) like the bony, middle-aged Garland seen in variety show and concert clips. The manic, jerky movements are all there outstretched arms, upturned palms, jumpy legs. But its more than an impersonation. Directed by Terry Johnson, Bennett fully inhabits the star, artist and damaged woman. Her quavering voice is a tad hoarse, but it works for this late stage in Judys career. When she sings The Man that Got Away, her hotel room morphs into a nightclub, nicely demonstrating the blurred boundary separating the stars private life and career. Her riveting Ritalinaddled take on Come Rain or Come Shine is a poignant commentary on a once great talent now sick but still putting across one of her signature songs. Wry and unconditionally loving, Anthony (representing Garlands many gay fans) offers Judy permanent sanctuary at his home by the sea, promising wholesome food, quiet walks and chaste kisses. Sounds cozy, but Judy isnt biting. Despite more than once claiming to be all sung out, in the end she goes with what she knows: a chaotic life of work, fans and drugs.

Heady Awakening explores teen lust in coming-of-age hit musical

Surprisingly, its a plaintive ballad that haunts both acts of Spring Awakening, the explosive trail-breaking rock musical now onstage in an excellent production by the Keegan Theatre. The Word of Your Body is sung by two pairs of young lovers who are about to dive into the dangerous and mysterious world of sex. With a fascinating blend of naivet and awareness, they sing, O, Im gonna be wounded. O, Im gonna be your wound. In Act One, its sung by Melchior and Wendla; in Act Two its sung by Hanschen and Ernst. In an unusual twist, its the straight couple and not the gay couple who come to a tragic end. Spring Awakening is based on a controversial play by the remarkable German playwright Frank Wedekind. Although written in 1891, the play was not performed until 1906 and has since had a long history of censorship as it deals frankly with complex issues of sexual and intellectual awakening, adolescent rebellion, sadomasochism, political and intellectual repression, suicide, abortion, sexual abuse, gender and homosexuality. The plot centers on Melchior Gabor (Vincent Kempski), a charismatic and intelligent teen rebel, his innocent but curious girlfriend Wendla (Ali Hoxie) and his tormented best friend Mortiz Steifel (Paul Scanlan). While Melchior and his classmates (including Hanschen and Ernst) deal with oppressive schoolmasters and uncontrolled sexual yearnings, Wendla and her friends deal with parental abuse and neglect. Indie musicians Steven Sater (book and lyrics) and Duncan Sheik (music) have turned this 1891 German drama into a contemporary rock musical with exceptional ingenuity and creativity. Sheik and Sater wisely keep most of the plot intact and keep the action in its original time period. However, as the teenagers express their inner feelings, their inner rock stars erupt, electric guitars serving as a timeless expression of teen angst. The concept works really well and the show deservedly swept the 2007 Tony Awards. Directors Mark A. Rhea and Susan Marie Rhea handle this challenging material with great nesses and sensitivity, guiding the talented cast through their scenes with an effective blend of comedy and tragedy. The musical staging is generally uid and eye-catching as the cast moves from the relative still of the book scenes to the explosive outbursts of the songs. Musical Director Jake Null gets great instrumental performances from a superb 10-piece band and outstanding vocal performances from powerhouse singers with exceptional range and diction. The cast is uniformly strong, with outstanding performances from Nora Palka as Ilsa and Charlotte Akin as the Adult Women. Palkas rich voice brings great poignancy to songs where she tells about horrible sexual abuse (The Dark I Know Well) and where she tries to save the suicidal Moritz (Blue Wind), but she also shines when she leads the cast in the moving nale (The Song of Purple Summer). Akin is delightful in several small roles, showing great comic air as a busty piano teacher and a mean schoolmistress, severe earnestness as Wendlas mother and deeply moving sensitivity as Melchiors sympathetic mother.

New EatWellDC venture lets nothing go to waste

Logan Tavern, Commissary, The Heights and Grillsh are all well-known neighborhood restaurants in Washington operated by restaurant management company EatWellDC, a conglomerate run by three gay business partners, David Winer, Winers nephew Josh Hahn and Antonio Oquendo. Last month they opened their fth restaurant in the District, The Pig (1320 14th Street NW). On opening weekend I visited this pork-centric restaurant, which focuses on snout-to-tail dishes from locally sourced ingredients and ethically raised animals. I met Hahn at the restaurant a few weeks after my rst visit and discussed the new eatery, the rst few weeks of business and the concept behind The Pig. The idea of whole animal cooking was a trend emerging in the United States a few years ago, Hahn says, and he and his partners agreed if they were going to open another restaurant in the Logan area it would need to be different. The Pig is still a neighborhood restaurant that is socially conscious but its not an American Tavern, meat-and-potatoes-type venue. Instead the restaurant specializes in small plates. The coursing and rhythm of the meal is different and it is a more service-oriented type of establishment, Hahn says. The 72-seat space is purposefully smaller then EatWellDCs other restaurant in order to facilitate the different pace and make sure meals arent rushed out of the kitchen. You notice the more intimate space as soon as you walk in. Visitors are greeted by a venue thats decorated with rustic reclaimed products. Old barn wood lines the walls along with the iconic EatWellDC chalkboards. An expansive butcher block-topped bar resides in the back of the restaurant. It feels like a comfortable country cabin. The only time you may feel uncomfortable is if you excuse yourself to the washrooms to discover the decoupagecovered walls with pig miscellany, including a pig upside down in a meat grinder. At The Pig, theyre trying to use as many cuts of the animal as the menu will allow and if the full cut is not featured as a center of the plate item, then Chef Garret Fleming tries to incorporate it in some way. Some of the items may read a bit strange, but they arent really scary, Hahn says. Although, quite a few at my table found the chocolate ice-cream with pig blood frightening, and we all steered clear of the porchetta which mentions brains in the description. Other than these two items, all other dishes are approachable. There are even some vegetarian and vegan options available as well. Hahns favorite items are the braised cheek with Spanish sofrito and stone grits and the boar spoon bread with trufes and mushrooms. One of my favorite items was also the braised cheek, which was moist and tender as well as the Little Pig platter, a savory selection of cured meats, house pickles and grilled breads. Slightly disappointing however, were the bland meatballs of pork, lamb and stewed tomato sauce, the mushroom beurre blanc where the mushrooms were undercooked on two occasions, and the burger which was not nished by all ve of us who were sitting at the table. To be fair these were the non-pork centric dishes we ordered. I hope to soon return for the wild boar ragu that sounds deliciously promising, but has been unavailable each time Ive visited. We were even daring enough to try the Sundae Bloody Sundae which features pasteurized pig bloodinfused chocolate ice cream, and were pleasantly surprised by the richness of the chocolate and overall appeal of the dessert. The Pig is a conceptual restaurant that willingly pushes patrons out of their comfort zone but still delivers a good dining experience. The pork-centric menu has some plates that shine and others that leave the diner wanting more. Its an experience that is worth having at least once, and when the restaurant hits its stride it has the potential to be excellent. The Pig is open for dinner at 5 p.m. and will soon be opening for brunch as well.

U.S. museums. But though Warren loved Marshall, he didnt want to be monogamous and then Marshall was forced to marry a woman. Mary Bliss-Marshall knew the score, though, and was happy to let her husband share his bed with Ned Warren. She was also happy to join the two men in procuring more antiques. But, as with any modern union, things didnt always go well in an outlaw marriage. Break-ups were inevitable. Greta Garbo was a diamond in the rough when Mercedes de Acosta met the new starlet but under de Acostas tutelage, Garbo learned manners and poise, ourished and succeeded. As a screenwriter, de Acosta did everything to ensure that her lover got good roles and major accolades. The problem was that de Acosta couldnt keep anything to herself, and she blabbed their secrets in a tell-all book. That was when Garbo coldly told de Acosta to get lost. Lets start with the bad news: at just more than 200 pages, Outlaw Marriages is barely longer than a Kardashian wedding. The good news is that its just as rich. Mixing history, some old-fashioned scandal and plenty of star power, author Rodger Streitmatter not only gives readers a sense of the times in which these outlaws lived, but also and this is pretty amazing an idea of the tolerance they enjoyed. In some cases, the media kept mum about the marriage (which technically were not marriages) and in other cases, the situation was public knowledge but few seemed to care. Outlaw Marriages is the kind of book youll be disappointed to see end because its so much fun. And do I recommend it? I do.

But (blame it on the economy) the Altimas styling and features were getting stale. Luckily, the mojo is back with this latest redesign. Its not as bold as, say, Austin Powers Jag with all that Union Jack striping. But the Altimas crouching profile and edgy cut-outs for headlights/taillights are ahem groovy, baby. Ditto the contoured front seats, designed to reduce spinal injuries and improve blood flow. A nifty messaging assistant system reads text messages aloud, though it doesnt work with the iPhone, a real bummer. Still, the cabin is quiet, with topnotch materials. Yet there is a miscue with the nav screen and climate controls, which are placed too low on the center dash. In back, theres lots of legroom, though headroom is tight. Ride and handling are precise, which makes this a fun sedan for work or play. Lane-departure and blindsport warning systems usually offered only on luxo cars are on the SL model. And while the four-cylinder engine is adequate at best, the V6 has plenty of oomph. Overall, Nissan has upped Altimas game in styling, performance and mpg. TOYOTA CAMRY $22,000 Mpg: 25 city/35 highway 0-to-60 mph: 8.1 seconds Maybe its the flared grille. Or the aggressive foglights. Or the sharply angled rear. Whatever, this latest Camry is full of moxie think Xena more than Princess Leia. This includes improved engines (the four cylinder is one of the best in this class), sportier seats and firmer suspension. Ditto for the whisper-like interior. Gone is much of the hard plastic, replaced with refined textures and an easy-to-use dash. A new Entune system works especially well, combining audio and nav functions, including Pandora radio, real-time traffic, sports/stock info and Bing search-engine functionality. You can even order movie tickets or restaurant reservations. There are other plusses, including heated seats/mirrors, stellar crash-test scores and knee airbags for both driver and passenger. Such features, along with those styling nips and tucks, will likely make the Camry more popular than ever.

Eating properly before and after working out can do wonders to optimize your exercise.
Fuel for the journey

Smart food choices before you work out help get you through your tness routine
minutes before working out. Two hours is more optimal and for large meals, three is best. Avoid eating while you are working out unless you exercise for more than 90 minutes. Always stay hydrated and if you are thirsty, you are likely on your way to dehydration. Also, as another test you should have a light urine color. You may also weigh yourself before and after your workout and replace lost weight with two cups of uid with each pound lost. Sports drinks can be benecial especially in hot humid weather and I will address them in another column. You should drink about a half cup to one cup of water every 15-20 minutes during exercise. Post workout meals should be consumed within 30 minutes of your workout and be a combination of lean protein and complex carbohydrates. Nuts (almonds and walnuts are the most nutritional) are recommended. Low fat string cheese, peanut butter without sugar or a light meal with meat, starch and partially cooked (not mutilated) vegetable are healthy choices. And remember your whole grains. Other popular and often misunderstood eating strategies worth mentioning are meal replacement plans or MRPs and in particular protein shakes and of course the ever popular, but often dismissed today, carbo loading. There can be a place for these tools, but these options are usually reserved for sport specicity or long endurance events and races. For the general exercise population there seems to be a misguided allure to them, but they are not a necessity under normal exercise circumstances. Simply remember real food is your best fuel source. Any substitutions, particularly synthetic, should be secondary and many nutrition bars are disguised sugar and chemical-laden candy bars. Yeah, I know the non-regulated supplementation industry, supremely referred to as neutraceuticals are going to have my head for this statement. But I say go natural as much as possible. Finally, if weight maintenance, loss or gain is your goal, remember to be aware of your overall caloric consumption. The basic equation is one pound equals 3,500 calories. Hence to lose a pound or gain a pound, you will need either a 3,500 expenditure/decit or an additional 3,500 in caloric consumption. And remember to regulate your portion sizes and eat smaller incremental meals throughout they day with your meals or snacks consuming lighter quantities as the day progresses.

When my clients tell me during workouts theyre dizzy, lightheaded or nauseous, I always ask what they ate and when. The causes of these symptoms during exercise is almost always food- and uidrelated. To get the most out of a workout you must be fueled and ready to go. But is it most effective to eat before or after a workout? The short answer is both. Knowing when the best time to eat and what types of food to eat is essential to an effective workout. Your body is a ne-tuned machine and it needs fuel to operate and not just any type of fuel. You need the right type of gas and at the right time, otherwise you will either putter along or stall or worse, you may have to replace your transmission. And equally important to the right fuel sources are water and uids, which are akin to your bodys radiator, regulating your core temperature and cooling abilities. Eating and uid intake must go hand in hand with exercise. You are eating to exercise, not exercising to eat. While most credentialed and qualied nutritionists or registered dieticians can give you a structured eating plan, this might prove to be either too complex or too time consuming for most people if it involves writing down your food. While its always good to confer with your health care provider, the basic principles are simple and apply to anyone without dietary restrictions, food allergies, eating disorders or obesity. Before you work out, eat something low fat, low in calories and foods that contain uids. No fancy foods or food experiments here. A banana and yogurt always works well. Avoid consuming a heavy meal at least 90

HIV-positive gay men sentenced to death while others would be sentenced to life imprisonment. Kato was one of the founding members of Sexual Minorities Uganda, an underground movement for LGBT rights. However, Katos life abruptly ended when a man named Sidney Nsubuga Enoch, a local gardener and apparently a well-known thief, murdered him in his home. At the time, Wright and Worrall were in New York planning their next trip to Uganda to shoot. They decided they needed to go back to Uganda immediately Wright left the next day. We realized our lm suddenly became about the last year of Katos life and added a sense of urgency, it was really intense, Worrall says. Though the documentary is LGBT specic, it was not this element that attracted Worrall and Wright to Uganda. It wasnt so much that I was interested in LGBT rights more than any other human rights, but more that these people had these destinies laid out for them by these laws, Wright says. To fully depict the causes of these laws and their effect, the lmmakers traveled back and forth between anti-gay community members and LGBT activists. Both Worrall and Wright say its important for American audiences to understand what inspired the creation of the new bill. Getting all the basic facts is really important, Worrall says. Understanding what is happening in Uganda, and that it is very much related to American evangelicals and American foreign policy. Specically, Scott Lively, Caleb Lee Brundidge and Don Schmierer, all American evangelicals, were invited to participate in a workshop in Uganda in 2009 where they spoke about the international gay agenda. According to a New York Times article, Lively told attendees that gays sodomize children and would destroy the culture. Soon after the bill was proposed, Worrall says they lmed a scene where a group of evangelicals celebrated and praised the government for proposing it. Despite the hostility toward the LGBT community, members were still able to nd ways to enjoy their lives. Wright says capturing these moments was of special importance to them. It was invigorating to see how these people were able to organize themselves despite the persecution, she says. It wasnt the narrative victimization that you might have expected. Filming members of the LGBT community could still threaten their security, and some declined to be shown on camera for fear of being outed by local tabloids, which list LGBT people by name under headlines, Homo Terror! We

Though Worrall and Wright are straight, they wanted to use the work being done by the LGBT community as a different way to approach Uganda, and by extension Africa. It was a way to capture a vivid portrait of people, Worrall says. Especially now that David is gone it has become very urgent. Worrall will be attending the Silverdocs with one of the lms protagonists, Long Jones. The U.S. premiere of the lm is occurring at the Los Angeles Film Festival on Saturday. The screening at Silverdocs will be the East Coast premiere of the lm and will occur on June 20 and June 22 near the end of the festival. We are very excited to premiere it in the U.S., Worrall says. It was rst premiered in the Berlin Film Festival and the reaction there was incredible. Sitney says Call Me Kuchu will provide a juxtaposition to another lm with LGBT themes, How to Survive a Plague, which revisits the 1980s when HIV/AIDS was still greatly feared and effective treatment was largely unavailable. One lm is showing an injustice that is going on literally today and the act of change in positive and negative ways, she says. One is a retrospective look, to see what has changed and what has remained the same. Call Me Kuchu, which runs 87 minutes, is in the running for a grand jury prize while How to Survive a Plague, is one of the centerpieces of the festival. Another lm that doesnt have prevalent LGBT themes but is directed by lesbian director Amanda Bluglass is Ray: A Life Underwater, a 14-minute short provides a portrait of 75-year-old deep-sea diver named Ray Ives who has been exploring the bottom of the ocean for 50 years while wearing a diving suit from the 1900s. Sitney says that including these lms adds to the diversity of the festival, but they do not specically look for lms with LGBT themes, or any specic themes, when reviewing submissions. We already make this festival exclusively about documentary lms, we dont want to set too many other boundaries, she says. We dont choose central themes, but some emerge unintentionally. Sitney says that each lm should be accessible to a non-LGBT audience, by breaking cultural parameters to create a stunning and beautiful quality of work.

LGBT families well positioned to achieve financial success

American families have weathered economic shifts, but the downturn of Realtor for Long and Foster Real Estate Rehoboth Beach, DE 2008 has affected families finances, and their relationships to their finances, in unforeseen ways. LGBT families face the same struggles that all American families are currently facing: the need to provide for their childrens education, managing their finances, taking care of family members, all while trying to save and plan for their own retirement. In an effort to better understand what families are most concerned with, Massachusetts Mutual Life Insurance Company (MassMutual) completed the second nationwide study in its State of the American Family series. This was conducted by Forbes Consulting Group. The research reveals that while LGBT families share some similar concerns with the general population, this community is well poised to achieve financial success. The survey involved a 20-minute online questionnaire administered to 1,143 respondents. The sample included parents, ages 30-64, with household income of $100,000 or more. LGBT families as a group are in a relatively strong financial position with an average household income of $162,000 and average savings and investable assets of $285,000. When real estate and business interests are included, the value of their assets rises to $440,000. Feelings about finance and financial literacy

LGBT focus for planning for the future is underscored by their higher rates of ownership of long-term planning products. 69 percent own mutual funds (vs. 51 percent general population) 95 percent own a retirement account (vs. 86 percent general population) 26 percent own annuities (vs. 17 percent general population) 35 percent own long-term care insurance (vs. 23 percent general population) This pattern is consistent with their attitude toward planning: 69 percent say they try to influence the future with their day-to-day behavior (vs. 50 percent general population) Despite their better than average financial situation, LGBT parents are less likely to give themselves credit for planning ahead: 34 percent say they should be doing more to save for the future but right now are struggling to get by (vs. 22 percent general population) 47 percent say that investing and financial planning should be a higher priority (vs. 33 percent general population) Accordingly, LGBT parents tend to be particularly proactive with regard to personal finance. While parents want to help pay for their childrens education, 57 percent of LGBT families believe that saving for their childrens college education is important to them so they can live the American dream. However, in order to make their childrens education vision a reality, parents will need to place a greater emphasis on long-term planning: 42 percent say they know they should be saving for their childs education but they dont have the money to invest now (vs. 24 percent general population).
