RESOLUTION NO. WHEREAS, the Commission on ~lectiotk(Commission) pursuant to the Timelines of Activities has scheduled the conduct of the General Registration of Voters in the Provinces of Lanao del Sur, Maguindanao, Basilan, Sulu and Tawi-Tawi, in the Autonomous Region in Muslim Mindanao (ARMM) from July 9, to 18, 2012; WHEREAS, the Commission adopts a process of registration using the Voter Registration Machines (VRMs) for the demographics and biometrics data capturing that will be deployed in the different registration centers in the cities and municipalities in the ARMM areas; WHEREAS, in order to insure the successful conduct of the general registration of voters, the Commission will utilize i t s personnel in the Non-ARMM areas and deploy its equipment to augment the personnel and equipment requirements in ARMM areas in order to effect an honest and credible registration of voters and attain i t s mandate t o establish a dean, complete, permanent.and updated list of voters in the ARMM region; WHEREAS, the augmentation of Comelec Personnel and equipment will be sourced from the Non-ARMM Areas that may be deployed in the cities and municipalities in the five (5) provinces of the ARMM; WHEREAS, in view of the deployment of Comelec Personnel and equipment, there is a need to suspend the registration of voters and validation of registration records in the affected regions in Luzon, Visayas and Mindanao and in such areas as may be determined by the Commission t o pave way for the conduct of the general registration of voters in the ARMM areas; NOW THEREFORE, pursuant to the powers vested in it by the constitution, the Omnibus Election Code, Republic Act No. 8189 and other related election laws, the

Commission o n Elections has RESOLVED, as it hereby RESOLVES, t o suspend t h e conduct o f registration o f voters a n d validation o f registration records f r o m June 25, 2012 t o July 31, 2012, i n t h e cities a n d municipalities where t h e personnel and registration equipment will b e deployed in A R M M areas; RESOLVED further, t h a t in t h e aforementioned areas all applications f o r registration, transfer, transfer w i t h reactivation, reactivation, correctionlchange o f entries a n d reinstatement in t h e Book o f Voters received f r o m April I, 2012 t o June 14, 2012 shall b e heard in t h e n e x t Election Registration Board (ERB) hearing scheduled o n August 20,2012. Hence, n o ERB hearing shall b e conducted o n July 16, 2012 i n t h e areas concerned; 1 RESOLVED furthermore, t h a t t h e resumption o f t h e system o f continuing registration o f voters and validation of registration records i n t h e said areas shall b e set o n August 1, 2012; RESOLVED moreover, t h a t t h e Election OfficersIActing Election Officers i n t h e cities a n d municipalities o f t h e affected areas are hereby directed t o p o s t notices o f suspension o f t h e registration o f voters in t h e bulletin boards o f t h e citylmunicipal hall and i n t h e Offices o f t h e Election Officers a n d furnish coby thereof t o all political parties and citizen's a r m existing i n their respective citylmunicipality.
