A new type of professional performance dimmer, used in theaters and similar locations, was accepted by the Panel. This dimmer differs from the phase control type in that it is a sine wave amplitude control type (both are 3-phase, 4-wire devices). The change in the NEC acknowledges that the neutral conductor of circuits where only this type dimmer is used need not be considered a current carrying conductor, meaning it is not subject to the neutral conductor size increase due to the harmonics inherent in the phase control types. 519 (new section). New Article 519, "Control Systems for Permanent Amusement Attractions", was accepted by Panel 15 which opens the door for new categories of industrial control devices such as control panels for these systems.

Comment

If UL 429 is revised to include valve actuator motors, then additional wording may help provide more design flexibility of these products. Revise the Standard to cover these products. No immediate change necessary but questions have been raised about using standard listed connectors vs. connectors listed specifically for grounding and bonding.

This additional requirement may potentially affect current lock-off device Listings within UL's Circuit Breaker Accessories (DIHS) category and requirements within sub-clause 14.8 of the UL 489 standard. Some lock-off device Listings may require review to determine that they are not portable or removable after installation. The Panel stated during the meetings that they believe multiple lock hasps are accessories and are not affected by this requirement, i.e. these devices already comply with the intent of this code change. This wording was accepted for similar disconnect device requirements referenced in Articles 610, 620, 625, 647 & 665.

The terminal for the equipment grounding conductor is adequate.

The Listing evaluations of these type devices need to take this into account from a replacement and neutral loading (e.g. will single component faults result in harmonics) point of view for design and installation instructions.

Opportunity for new industrial control devices (control panels, power distribution equipment, etc) that are allowed under the new section

Comment
Although this has been a long standing practice in the burglar alarm industry, it may be helpful to incorporate this text or a reference to it within UL 639. These standards may need to be reviewed to ensure that when arranged for a neutral supply that a neutral bus or terminals be provided so that the enclosure is not used in the neutral current carrying path.

Verify that Type I has been required to be marked based on 49.21.1 and no action is needed. Note the 11th Edition clearly addresses this issue. These standards may need to be reviewed to ensure that when arranged for a neutral supply that a neutral bus or terminals be provided so that the enclosure is not used in the neutral current carrying path.

Opportunity for certification of industrial control devices (control panels, power distribution equipment, etc) that are allowed under the new section Will require automatic optional standby systems to either be suitable for full load on both sources, or have load management system. This may require standards revision.

Comment
Provisions must be made in transfer switches for emergency and in generators which may be used in emergency systems to keep the generator control wiring independent of all other wiring. This may require standards revision. Will require automatic optional standby systems to either be suitable for full load on both sources, or have load management system. This may require standards revision. Revise standard to indicate that if a baseboard heater is provided with a receptacle the receptacle shall be tamperproof when the heater is installed in a residential application. Standards need to be revised to reflect increased ampacity requirement for unit switches serving as disconnecting means.

For KEWV, KEZR and KEXS equipment the receptacles in critical care areas will need to have power on indicators.

This change would provide a better defined connection point for the ground shield for high voltage cable and we may want to incorporate UL 1072, Table 1.1 will need to be revised to reflect the larger size conductors now allowed by the NEC. Specifically, the first row, second column needs to be revised to allow conductors up to 2000 kcmil. Presently, UL 1277 requirements do not address nickel or nickel coated copper conductors. A standards change is needed to allow this option.

Comment
Presently, UL 1569 requirements do not address nickel or nickel coated copper conductors. A standards change is needed to allow this option. Will require new performance, marking requirements, Guide card and marking guide revisions. Due to the delay getting revisions processed in this Trinational Standard a CRD will be issued first so that by end of first quarter 2008 certification requirements will be in place.

Provides expansion and contraction formulas for both raceway types.

UL should only allow use of PV wire, USE2 cable or equivalent for general outdoor PV modules.

Connectors need to be rated for the wire type.

Since we have no control over installation locations all PV connectors need to be built such that they can only be opened via the use of a tool.

Comment
Since we have no control over installation locations all PV connectors need to be built such that they can only be opened via the use of a tool. Need marking no disconnect under load unless evaluated for disconnect under load.

PV modules used in ungrounded arrays need UL PV wire to comply.

Connectors need to be rated for the wire type.

Comment

PV modules used in ungrounded arrays need UL PV wire to comply. May need to revise/ provide guidance on minimum sizing of combined AC and DC grounging. This could require either OCP or product evaluation for current limitation on both sides of conductors between energy storage and inverter / charger circuits.

Inverters with charger circuit may need equalization voltage marking.

Comment
Standards need to be revised to reflect increased ampacity requirement for unit switches serving as disconnecting means.

These raceways are being used to enclose not only optical fiber cables but also Class 2 and Class 3 cables of the appropriate rating. Where a listed generator is supplied with a disconnecting means the bonding jumper sized according to NEC would be required. Where a generator is not provided with an integral disconnect, the disconnect is installed in the field and this clause applies the field installation rather than the generator itself. Generators provided with integral disconnects shall have provisions for locking the disconnect in the open position. Possible revisions necessary to standard.

This change helps bolster the requirements that GFCI protection for personnel is required even for generatorderived power. Integral disconnecting means shall be suitable for use as service equipment when the generator is used in emergency systems. This may require standards revision Provisions must be made in transfer switches for emergency and in generators which may be used in emergency systems to keep the generator control wiring independent of all other wiring. This may require standards revision.

Comment
Integral disconnecting means shall be suitable for use as service equipment when the generator is used in legally required standby systems. This may require standards revision Integral disconnecting means shall be suitable for use as service equipment when the generator is used in emergency systems. This may require standards revision. These standards may need to be reviewed to ensure that when arranged for a neutral supply that a neutral bus or terminals be provided so that the enclosure is not used in the neutral current carrying path. Need to verify the when these listed assemblies are used, the terminal for the equipment grounding conductor is adequate.

Opportunity for new industrial control devices (control panels, power distribution equipment, etc) that are allowed under the new section

Confirm that covers meet these requirements and that assemblies of devices in these covers are correct.

Comment

Revise Clause 8.1.1( C) Presently, UL 514D, para. 4.1.1 prohibits a cover plate or outlet box hood that is used with a receptacle shall not hinder the complete seating of an attachment plug of the type intended for use with the receptacle.

For KEWV, KEYQ2 and KEXS equipment the conductor identification colors will need to change to those indicated.

Provides expansion and contraction formulas for both raceway types.
