Western LRT Capital Cost Estimations

(11 June 2012)


The attached cost estimates provide a basis for comparing the capital costs of the 15 alternative corridors. Please note the following:

The costs were based on the level of information available for all 15 corridors. Further refnements to the costs will be done to the
shortlisted four corridors. Although the fnal total costs are not expected to increase and the ranking of corridors based upon them to
remain the same, how these costs breakdown is likely to change.
The cost for the section between Lincoln Field and Baseline Stations has been considered to be the same for all alternatives. This cost
was based on the assumption that there will be LRT connection between Baseline and Lincoln Fields and BRT connection between
Baseline and Pinecrest. The Pinecrest BRT, including the Connaught tunnel is not part of the WLRT project.
Costs were based on unit costs used for costing the OLRT project, escalated to refect 2011 conditions.
Rolling stock and operating expenses are not included in the estimates.

The cost breakdown is presented in Figure 1 and . The breakdown includes the following elements:
Capital Cost (guideway and track elements, site work & other improvements, stations, drainage and utilities, LRT systems elements);
Property/Infrastructures impacts;
Common Elements (south of LF, landscaping, public art); and,
Engineering.
A further breakdown is provided in Table 2. Please note that although the numbers are presented with a precision to the single dollar value, this is
due to the method of calculation and should not be interpreted as refective of that level of accuracy.
