Nextyearin2012RiodeJaneiroagainhostsanEarthSummit.Twentyyearsonfromthe1992 RiodeJaneiroEarthSummit,the2012eventisbeingdubbedRio+20. Rio+20isinfacttheshortnamefortheUnitedNationsConferenceonSustainableDevelopment. AsanEarthSummitaddressesenvironmentalissuesitisnaturaltoassumethatsustainable developmentrelatestopreservingasustainableenvironment.Itdoesnot.Sustainable developmentisthebannerofadriveforglobalgovernment.The2012Earthsummitwebsite (earthsummit2012)isexplicitaboutthisfact:OneofthetwomainthemesfortheEarth Summitisthe'institutionalframeworkforsustainabledevelopment'.Putmoresimply,this primarilyreferstothesystemofglobalgovernanceforsustainabledevelopment.

In1992theRioEarthSummitwasinfactTheUnitedNationsConferenceonEnvironmentand Development(UNCED)andledtowhatismostcommonlyrememberedastheoutcomeTheRio Declaration.TheRioDeclarationconsistedof27principlesintendedtoguidefuturesustainable developmentaroundtheworld.Itpresentstheillusionofanenvironmentalconcern;Working towardsinternationalagreementswhichrespecttheinterestsofallandprotecttheintegrityof theglobalenvironmentalanddevelopmentalsystem.Wheninfactitissimplycarryingforward anagendaestablishedatStockholmon16June1972. ThedriveforaOneWorldGovernment(aNewWorldOrder)hasusedthefearofclimate changeasameanstocreateaveneerofacceptabilitywhilehidingtheactualagenda. Environmentaldegradationisaseriousissueandonethatdemandsproactiveengagement.Our industrialisedculturecontinuestopolluteinextrememeasurewhiletheprocessofconferences andsubsequentlegislationaccomplishminimalimpactintherealworldsituation.Extinction ratesarecurrentlyconsideredtobeatleast27,000speciesperyear. TheEuropeanEnvironmentAgency(EEA)isresponsibleforenvironmentalissueswithinEurope. ThisagencyshouldrepresentandactinaccordwiththecommunitiesofEurope.Itdoesnot.The EEAactsInordertocarrythroughtheagendathathasbeensetforthem.Thatagendais sustainabledevelopment. ThissummertheEuropeanUnioninitsprocessofpreparationforRio+20,published'Europes environment,anAssessmentofAssessments'.ItdoesnotfostertrustthattheEUisactively engagedinaddressingpollutantsintheenvironmentwhenthemajoroutputfromtheEEAisan assessmentofassessments.Theveryfirstsentenceoftheintroductiontothispublication

establishestheEEAspurpose:"TheEuropeanEnvironmentAgency(EEA)hasproducedfour panEuropean'stateofEurope'senvironment'reportsinsupportoftheUnitedNations EconomicCommissionforEurope(UNECE)'EnvironmentforEurope'process." TheEUcommittedtotransformEuropeitselfinto"ahighlyenergyefficient,lowcarbon economyinMarch2007withanagreementtotheEU202020targets.Anagreementallows NationStatestodeterminehowtomeettheirobligationofcommitment.Butthe'how'islater givenspecificdirectionthroughlegislationin2009.EUNationStatesarelegallyboundtotheEU EmissionsTradingSystem(ETS),Biomass,andinvestmentindevelopingCarbonCaptureand Storage(CCS).Noneofwhichareeffectiveinaddressingenvironmentaldegradation. TheSixthUN'EnvironmentforEurope'MinisterialConferenceinBelgradewasalsoheldin2007. AtthisconferencecommitmentwasreaffirmedtotheEnvironmentforEurope(EfE)process: WearecommittedtofurtherenvironmentalimprovementincountriesoftheUNECE region.WerecognizetheimportantvalueoftheEfEprocessasauniquePanEuropeanforum fortacklingourenvironmentalchallengesandpromotingbroadhorizontalenvironmental cooperationasapillarofsustainabledevelopmentintheregion.(EconomicandSocial Council,ECONOMICCOMMISSIONFOREUROPE,DECLARATIONBuildingBridgestotheFuture byMinistersoftheregionoftheUnitedNationsEconomicCommissionforEurope(UNECE)). TheEUactsinsupportoftheUnitedNationsEconomicCommissionforEurope(UNECE) 'EnvironmentforEurope'process. UNECE,onitswebsite,definestheprocess. "The'EnvironmentforEurope'processisauniquepartnershipof memberStateswithintheUNECEregion,organizationsoftheUnited Nationssystemrepresentedintheregion,otherintergovernmental organizations,regionalenvironmentalcenters,nongovernmental organizations,theprivatesectorandothermajorgroups. AtthispointIfeelitisnecessarytounderlinethatthe'EnvironmentforEurope'process emergesfromanEconomicCommission. TheEEAisnotconcernedabouttheenvironmentastheassessmentofassessmentsitselfstates: "Thus,theEEAoAisnotanewassessmentofenvironmentalissuesbutananalysisand assessmentofthemethodsandunderpinninginformationtiedtothepolicydebate."UNECEhas alreadyinformedusthatnongovernmentalorganisations,theprivatesectorandothermajor groupsformitsremit,andtheEEAreportsthemselvesareproducedwiththeinvolvementof UNECE,theUnitedNationsEnvironmentProgramme(UNEP)andtheUnitedNations DevelopmentProgramme(UNDP)andotherinternationalorganisationssuchasthe OrganisationforEconomicCooperationandDevelopment(OECD).

TheOrganisationforEuropeanEconomicCooperation(OEEC)was establishedin1947toruntheUSfinancedMarshallPlanfor reconstructionofacontinentravagedbywar.ItbecametheOECD whentheUS&Canadajoinedin1961.TheOECDbringsaroundits table40countriesthataccountfor80%ofworldtradeand investment,givingitapivotalroleinaddressingthechallengesfacingtheworldeconomy. Whatdoestheenvironmenthavetodowithaprocessofsustainabledevelopmentthatis pushedbyinterestsofeconomyandtrade? Theenvironmentdoesnthaveanythingtodowiththisprocess,theEEAdealswithinformation toservicepolicy."Environmentalinformationisanessentialcomponentoftheenvironmental policyprocess.Thiswasrecognisedattheveryfirst'EnvironmentforEurope'conferenceheldat DobrisCastlenearPragueinJune1991". Althoughtitled'EnvironmentforEurope'(EfE)itclearlyhaslittletodowithenvironmentand representsadeterminationmadeforEuropebyglobalistinterests.Alsoattendingthemeeting in1991wererepresentativesoftheCouncilofEurope,theCentreforOurCommonFuture,the ConferenceonSecurityandCooperationforEurope,theEuropeanBankforReconstructionand Development,theEuropeanFreeTradeAssociation,theEuropeanInvestmentBank,NATO,the NordicInvestmentBank,theOrganisationforEconomicCooperationandDevelopment,the UnitedNationsDevelopmentProgramme,UNECE,theUnitedNationsIndustrialDevelopment Organisation,andtheWorldBank,tonameonlysome. SowhatwasdeterminedattheveryfirstEfE'conferenceheldatDobrisCastlenearPraguein June1991? OnethingthatwasagreedwasthattheConferencereaffirmedtheimportanceoftheStockholm Declarationof1972.TheCanadianGovernmentswebsitesummaryoftheRioEarthSummit referencingStockholmstates:"Thisconferenceraisedageneration'sawarenessofanissue hithertolittletalkedabout,theglobalenvironment.TheStockholmconferencesecureda permanentplacefortheenvironmentontheworld'sagendaandledtotheestablishmentofthe UnitedNationsEnvironmentProgram(UNEP).Theconferenceanditsaftermathmadeknown theinternationalnatureoftheenvironmentandintroducedtheideaoftherelationship betweendevelopmentandtheenvironment.Ithasbeensaidthattheonlywaytounitethe countriesoftheworldisforthemtofaceacommonenemy;perhapsenvironmental degradationwillbethatenemy(HistoryofRioEarthSummit,CanadianGovt.) Sincethe1972Stockholmconferencetherehavebeenmanyinternationalenvironmental agreements.In1983theUNGeneralAssemblysetuptheWorldCommissiononEnvironment andDevelopment,knownastheBrundtlandCommissionafteritschairperson,NorwegianPrime MinisterGroHarlemBrundtland.Itsaimwastolinkenvironmentalissuestothefindingsofthe 1980BrandtreportonNorthSouthrelations.TheBrundtlandreport,publishedin1987asOur CommonFuturedeclaredthatthetimehadcomeforamarriagebetweentheenvironmentand theeconomyandcoinedthetermsustainabledevelopment.

Perhapsourmosturgenttasktodayistopersuadenationsoftheneedtoreturnto multilateralism.ThechallengeofreconstructionaftertheSecondWorldWarwasthereal motivatingpowerbehindtheestablishmentofourpostwarinternationaleconomicsystem.The challengeoffindingsustainabledevelopmentpathsoughttoprovidetheimpetus(Our CommonFuture,Chairmansforward) GroHarlemBrundtlandisalsoamemberoftheClubofMadridandhasattendedBilderberg meetings.TheClubofMadridisasiblingoftheClubofRome.In1972TheLimitstoGrowth waspublishedbytheClubofRome.Thebookmodelstheconsequencesofarapidlygrowing worldpopulationandfiniteresourcesupplies,andsetthestageforenvironmentaldisaster. TheClubofRomeissonamedbecausetheclubwasfoundedin1968atDavidRockefellers estateinBellagio,Italy.Interestinglyitwasalsoin1972thattheRockefellerCommissionReport madetheinfamousstatement:Aftertwoyearsofconcentratedeffort,wehaveconcludedthat, inthelongrun,nosubstantialbenefitswillresultfromfurthergrowthoftheNations population,ratherthatthegradualstabilizationofourpopulationthroughvoluntarymeans wouldcontributesignificantlytotheNationsabilitytosolveitsproblems...Byitsverynature, populationisacontinuingconcernandshouldreceivecontinuingattention.Latergenerations, andlatercommissions,willbeabletoseetherightpathfurtherintothefuture. Inanycase,nogenerationneedstoknowtheultimategoalorthefinalmeans,onlythe directioninwhichtheywillbefound. The1972DeclarationoftheUnitedNationsConferenceontheHumanEnvironment,Article5 states:Thenaturalgrowthofpopulationcontinuouslypresentsproblemsforthepreservation oftheenvironment,andadequatepoliciesandmeasuresshouldbeadoptedasappropriateto facetheseproblems. Fromtheoriginsofsustainabledevelopmenttheinterlinkingofeconomy,environmentand populationareembedded.20yearsaftertheStockholmconferenceattheRioEarthSummit, thedelegatesreachedagreementonAgenda21,anactionplanfordevelopingtheplanet sustainablythroughthetwentyfirstcentury.TheprimarygoalofAgenda21istoensurethat developmentproceedsinasustainablemanner;thesystemofincentivesandpenaltieswhich motivateeconomicbehaviourmustbereorientedtobecomeastrongforceforsustainability." Anothergoalisultimatelytoeliminatepovertythroughouttheworld,throughbetter managementofenergyandnaturalresources." SustainableDevelopment=Agenda21. In1993theClubofRomepublishedTheFirstGlobalRevolution.Thisbookreaffirmsand establishesthethreatofclimatechangeandfurtheremphasisestheissueofpopulationwithin thecontextofitsproblematique. Acentralfeatureoftheglobalsituationistheenormousincreaseinthetotalityofhuman activityduringthepresentcentury,whichhasnecessarilyledtoahugeriseinthedemandfor rawmaterialsandenergy.Muchofthisincreaseisdueofcourse,tothespectaculargrowthof theworldpopulationduringthisperiod,whosenumberswillbeaddedtointheyearstocome bycohortaftercohortofnewinhabitants.

ItisalsofromthisbookthatthebetterknownClubofRomequoteissourced:Thecommon enemyofhumanityisman.Insearchingforanewenemytouniteus,wecameupwiththeidea thatpollution,thethreatofglobalwarming,watershortages,famineandthelikewouldfitthe bill. Allthesedangersarecausedbyhumanintervention,anditisonlythroughchangedattitudes andbehaviorthattheycanbeovercome. Therealenemythen,ishumanityitself. TenyearsafterRio,inJohannesburgSouthAfrica,theUN'PlanofImplementationoftheWorld SummitonSustainableDevelopment'Conferenceoccurs.Inthereportpublishedfromthis conferencetheUNassumesthepositionofrepresentingthepeoplesoftheworld:"We,the representativesofthepeoplesoftheworld,assembledattheWorldSummitonSustainable DevelopmentinJohannesburg,SouthAfricafrom2to4September2002,reaffirmour commitmenttosustainabledevelopment.

InthisreportthestanceoftheUNisexplicitlyclear:"Thirtyyearsago,inStockholm,weagreed ontheurgentneedtorespondtotheproblemofenvironmentaldeterioration.Tenyearsago,at theUnitedNationsConferenceonEnvironmentandDevelopmentheldinRiodeJaneiro,we agreedthattheprotectionoftheenvironmentandsocialandeconomicdevelopmentare fundamentaltosustainabledevelopment,basedontheRioPrinciples.Toachievesuch development,weadoptedtheglobalprogrammeentitledAgenda21" "TheUnitedNationsConferenceonEnvironmentandDevelopmentheldinRio deJaneiroin1992,providedthefundamentalprinciplesandtheprogrammeof actionforachievingsustainabledevelopment.Westronglyreaffirmourcommitment totheRioprinciples,thefullimplementationofAgenda21". ThereforeitisclearthattheEuropeanEnvironmentAgencyservesAgenda21.

 Agenda21directlylinkspopulationgrowthandtheenvironment;"itisnaivetobelievethatthe populationcrisisisnotalargeproblemandthecauseofmuchenvironmentaldegradation.The developingworldmustslowitspopulationgrowthandthedevelopedworldmustusefewer resourcesperperson.Bothapproachesareimportant." TheideabehindSustainableDevelopmentistofosteramentalityofguiltinpeopleovertheuse ofnaturalresources.Itemploysawarringperspective,creatinganenemy(environmental collapseorclimatechange)usinganeconomicweaponofcontrol. Theeconomicmindsetisfoundedinscarcityandmodelledonsocialresponsetothecrisisof WorldWarIIandthemobilisationofpeopleinwartimecrisis.Thecollectiveappliedtoindustry underconditionsofrationed(scant)resources.Nowclimatechangehasbeenpresentedasthe enemytofearinattemptingtodrivethecollectiveinaspecificandapplieddirectionunder conditionsofresourcedepletionandscarcity. Itissustainabledevelopmentpolicythatthepolluterpays. Hence,thegreeningoftheeconomypushesthroughsocalled'smart'metering. ByRio+20theUNhashad40yearstoaddressenvironmentalcontamination,whichisa legitimateissue.Ithasnotdoneso.Insteadithasdeceivedpeoplewithacareforthe environmentguise,whilepushingthroughitsowneconomicallydrivenagenda,whichserves profitmotiveandgreed.Iftheintentweretrulybenevolentwewouldalreadyhaveinfinite energysourcingthatiswhollynonpolluting. ThestrategiesbeingfurtheredinEuropearetheEU202020targets: 20%reductionofemissions 20%energysourcedfromrenewables 20%energyefficiencyimprovements ThestrategyforemissionsreductionamountstolegallybindingEUmemberstotheEmissions TradingSystem(ETS). Thestrategyforrenewablesistargetedatbiomasswithanallowanceofacceptanceforsolar, windandhydro. Thestrategyforefficiencyisdrivingthroughsmartmeteringandsmartgridsasusagecontrol andsurveillance.

TheprincipleofFreeEnergyhasbeenwithinhumanreachsinceNikolaTeslaattheturnofthelast century.Thepotentialhasbeendevelopedwithinthelast40yearsandisproven.Ourscientific capabilitiesnowarephenomenal,yetthescienceandtechnologyofzeropointenergyhasbeen vilifiedandsuppressedthroughoutthisperiod.Ithasalsobeendemonstratedthatnewenergy technologyisnonpollutingwithsomeresearchdemonstratingbeneficialbyproductsfromenergy

sourcing.Asincereapproachtoemissionsreductionwouldseethistechnologyimplementedatan industrialanddomesticlevelassoonasisnecessary,whichisnow.Inthesamewaythatthe perceivednecessaryaccomplisheddevelopingthenuclearbombinWorldWarII. ItwasJPMorganwhorefusedTeslafundingwiththeinfamousquoteIfyoucantputameter onit.ThebankingandprivateinterestsintheUNECEservethesamefunction.Theirpolicyis tocreateatradablecommodityofpollution. Themaintenanceoffocuswithrenewables,whilestimulatingenvironmentalfearthrough climatechangeandnaturaldisastersinthenewsandothermedia,representingenvironmental doomsdayscenarios,solar,windandhydroalongsidealignmentwiththegreenagenda,allows consumerandproducertofurnishapublicprofileofcorrectandresponsiblebehaviour.While pollutionisanissue,energysourcinghasbecomeaproblemofnationalsecuritystatus.This drivesenvironmentalcontroloflandusage.Biomasswasseentobeaprofitablestrategyto complimentthegreenagendaprofile.Biomassitselfhasaharmfulimpacttotheenvironment throughagribusiness,makingaturntowardsarablelandusageformonocroppinggenetically modifiedcropsforbiofuelsandbiomassenergyproduction;whichexacerbatesafurther weaponoffearandcontrol,foodshortage. Thepressuretopresentagreenprofiledeniesthecapacityofinfiniteenergysourcingandthe freeenergypotentialthatcouldfurnishastrategythatwouldnotonlyeraseconcernsofenergy securitybutalsofacilitateendingpovertythroughthesharingofabundance,allowing communitiestoselforganiseandprosper.Newenergytechnologiespresentthisopportunity, alongsidethecapabilitytotransforminfrastructureandtransportationthroughsubsequent developmentofnewtechnologiessuchasantigraviticpropulsionthatwillaccompanythe advancementofnewscience. Ifefficiencyweretrulyanimperative,thenthesciencesofoverunitywouldnowbedeveloped. Smartmeteringensuresthatenergyuserspayatthelevelofconsumption,andsuggeststhat theburdenoffuelcostcanbemanagedthroughusagebehaviour.Thethinkingherefollowsa logicofpollutionistheproblemtheconsumerdrivesproductionpollutionbycreatinga demand,andsimultaneouslypolluteswithconsumptionwaste,thustheconsumercauses pollution.Itispolicythatthepolluterpays,whichplacestheburdenofcostwiththeconsumer throughextremelevelsoftaxation,increasedproductcostandanabsurddebtburden.While passingtheblameontothepeople,thestrategyistoamplifyyourconcernfortheenvironment inordertosociallysculptbehaviourpatternsandresponses.Thedesiredresponseistoaccept theagenda,whilealsogainingapprovalinthepublicandprivatesectorfordemonstrating correctgreenbehaviour. SocialsculptingisverymuchthefunctionoforganisationssuchasCommonPurpose.The injectionofwordssuchassmartandsustainableintothecollective,manipulatesopinions. ArecentfilmadvertisementwastellingtheworldSmartisSexyandofcourse,thatweshould beconcernedandhaveanopinionabouttheenvironmentdoesmatter. Socialinfluenceofthisnature,withinthecurrentmanufacturedglobaleconomiccrisis,presents uswiththestandardofGreeningtheeconomy.Thisisthefaceofsustainabledevelopment andtheimplementationofAgenda21.

TheEEAAssessmentofassessments(AoA)definesgreeningtheeconomyas:Greeningthe economy:mainstreamingtheenvironmentintoeconomicdevelopment. UNEPdefinesitas:[A]greeneconomy[is]onethatresultsinimprovedhumanwellbeingand socialequity,whilesignificantlyreducingenvironmentalrisksandecologicalscarcities.

TheEEAAoAgoesontostate:Theconceptofgreeneconomyinthecontextofpoverty eradicationandsustainabledevelopment,willattractfurtherattention,asitwillbeoneoftwo keythemesattheUnitedNationsConferenceonSustainableDevelopmenttobeheldinRioin 2012. Thenatureofthiscontextofpovertyeradicationandsustainabledevelopmentisclarifiedina subsequentstatement:Thegreeneconomycanalsobeviewedasasetofprinciples,aimsand actions,whichgenerallyinclude: Theexistingmacroeconomicgoals,presumablybeingAgenda21,hereassociatescreationof greenjobswithpovertyeradication.PovertyeradicationisapersistentthemeofAgenda21. Whilethescienceofinfinitypresentsabundance,theconceptoferadicatingpovertyseemsto beaclosedsystemperspectivethatfuelskleptocracy.TheClubofRomesetthepathwayfor addressingpopulationwith;ratherthatthegradualstabilizationofourpopulationthrough voluntarymeanswouldcontributesignificantlytotheNationsabilitytosolveitsproblems. Voluntarymeansimpliesconsentwhich,withinconstructsofcorporatelawyougivebynot respondingtonotice.HowisitthatAgenda21ishiddenbehindsustainabledevelopmentanda equityandfairness,bothwithinandbetweengenerations consistencywiththeprinciplesofsustainabledevelopment aprecautionaryapproachtosocialandenvironmentalimpacts anappreciationofnaturalandsocialcapital,through,forexample,theinternalisationof externalcosts,greenaccounting,wholelifecostingandimprovedgovernance sustainableandefficientresourceuse,consumptionandproduction aneedtofitwithexistingmacroeconomicgoals,throughthecreationofgreenjobs, povertyeradication,increasedcompetitivenessandgrowthinkeysectors.

In2007theUKGreenNewDealGrouplinkthreemajorenemies.Intheirownterms;the financialcrunch,theclimatecrunchandthecomingglobalenergycrunch. Throughafalseeconomyfoundedonunsustainabledebtwhichatthesametimedetermines thedirectiveofincreasedcompetitivenessandgrowthinkeysectors,thetrueenemy,the people,areoppressedbyausterity.Theemotiveresponsetonaturaldisastersand environmentalcontamination,aswitnessedinJapanandtheGulfofMexico,keepthepopulace consentingtotheimplementationofthisdysfunctionalagendathroughvalidconcern,thereby acceptingtheburdenofitscost,andsoareyokedtothepovertyofdebt.Theenergythreatof depletingoilreservesandinherentissuesofenergysecuritydrivestheneedforsolution towardstheenvironmentallyharmfulpracticesoffrackingandunconventionaloilandgas extraction.Itisalsorelatedtomilitaryactionaroundtheglobe.Atthesametimethereisahuge driveforinfrastructurechangethroughtheimplementationofthematrixofcontrol;smartgrids.

ThisiswhattheEnvironmentforEuropeprocessisdirecting.DoesitappearthatAgenda21 servessolution?Thisissustainabledevelopment,andRio+20isinfacttheshortnameforthe UnitedNationsConferenceonSustainableDevelopment.
