Paper Cutting Guillotines, was approved on behalf of the Council of the Standards
Association of Australia on 7 June 1976, and was published on 1 March 1977.

PREFACE

This standard was prepared by the Association’s Committee on The Guarding and Safe
Use of Metal and Paper Cutting Guillotines under the direction of the Association’s
Safety Standards Board as a revision and metrication of AS CZ13—1966, which it
accordingly supersedes.

The variations between this standard and AS CZ13 are as follows:

• The scope has been broadened to include guillotines used in the printing and
packaging industries.

• Definitions have been amended to take account of Statutory Regulations and


to ensure there is no conflict with AS 1219, SAA Safety Code for
Metalworking Power Presses.

• Requirements for isolating, stop and starting controls, and indication of

‘power on’ have been included.

• Some requirements for drive, brakes and machine operating controls have
been deleted.

• In AS CZ13, the method of guarding to be applied to metal cutting and paper


cutting guillotines was not clearly distinguished. Section 4 of this standard
now deals separately with general requirements, the guarding of metal
cutting guillotines (including fixed and interlocked guards), and the guarding
of paper cutting guillotines including fixed, automatic, interlocked, and
electronic guards.

• The illustrations have been revised and new illustrations included.

PAPER CUTTING GUILLOTINES

SECTION 1. SCOPE, PURPOSE AND DEFINITIONS

1.1 SCOPE. This code applies to the guarding and safe use of guillotine machines
used in the metal, printing and packaging industries, and may also be applied to other
industries where similar machines are involved. The code describes in detail what

should be done to secure compliance with the relevant provisions of AS 1470.*


The code is not intended to apply to guillotines which form an integral part of other
industrial machines, nor to clippers, nibblers, shears, sheeters, slitters or hand-powered
guillotines, or to other types of guillotine machines used for cutting and trimming
asbestos cements, leather or wood veneers.
NOTE: This is not intended to imply that the provisions of the code cannot be applied eit her in part
or wholly to these machines, but rather that the provisions would be dif fi cult to apply to at least some
operations on some machines.

1.2 PURPOSE. The purpose of the code is to define desirable standards of practice
for the guarding and safe use of guillotine machines for the guidance of employers,
employees, machine manufacturers and others concerned with the supply, installation
and operation of guillotine machines.

1.3 DEFINITIONS. For the purpose of this code, the following definitions apply:
1.3.1 Guillotine machine—a single-purpose machine having a moving blade with or
without a work clamp in which the blade performs a shearing or cutting action.
1.3.2 Trapping space—the space on a guillotine machine wherein it would be
possible for hands or other parts of the body to be trapped when the blade or clamp
is in motion either—
(a) between the blade or clamp and the material being processed; or
(b) between the blade or clamp and any other part of the machine.
