* Gerrit, you are yet again in another election and is this not a very costly exercise? . **#** INSPECTOR-RIKATI, there are people who go to the pub, others to the footy, cricket or all of them and I stand as an INDEPENDENT candidate in elections as it is for the good of the general community to spread the word. . Do you mean in a religious sense to spread the word? . **#** I mean the constitution. It is the most important law in our life because any other law must be confined within the constitution! . But surely you were born in the Netherlands so why would you care about Australia? . **#** When I naturalized I took upon me to show my alliance to the Crown and so its people and as the framers of the Constitution made clear we all must be a sentry. . All those elections is that not costly? . **#** For sure it is. As there is in the overall a lot of cost involved, not just during election time but also well before it to create/design election material, pre-order it, etc. . How can you pre-order election material if you dont know the number of candidates that will be standing? . **#**I have designed a multi use How To Vote Card that can be used for any election being it Federal, State or even municipal/shire council elections. . Boy, that is some kind of preparation. What about donations? . **#** I am flooded with people seeking my assistance for some decades now, and obviously for free but when it comes to donations then one or two people may at times stand out but that is it. . So, you are not getting many to donate? . **#** In reality seldom during all the elections I have been in. . Am I to take it that any election is generally a financial loss to you? . **#** Indeed they are because also while major political parties can count on a payment per vote I never had this. This is also by this disadvantaging my election opportunities. . Why is that? . **#** Because the political parties can spend up big time on advertising in newspapers and television well aware that a large percentage if not all will be paid for from what they receive from the taxpayers for payment per primary vote and I do not have this opportunity to do so. . Isnt that unfair? .

**#** It is and I view actually in conflict of the legal principles embedded in the constitution as the Framers of the Constitution made clear that POLITICAL LIBERTY is embedded in the constitution and effectively by this kind of payment per vote I am disadvantaged in my POLITICAL LIBERTY and for that a significant issue is so every other INDEPENDENT candidate in any election in the commonwealth of Australia. . You want to say that you are in effect fighting for the rights of all INDEPENDENT candidates and yet about none support you financially? . **#** Reality in life is that people often complain but so to say do not put their money where their mouth is and so expect someone else to sort it out at their own cost. . Say you were elected into parliament then as one person surely you cannot make much if any difference? . **#** Actually, as the Framers of the Constitution stated it takes only one member of parliament to object upon constitutional grounds and the Bill cannot be proceeding unless and until cleared. . Surely we have enough lawyers in the Parliaments around Australia that they do not need you when you are not a legal practitioner? . **#** It is because I am not a legal practitioner but a CONSTITUTIONALIST that I have in the past been able to defeat the best of the best lawyers in court. . Many go into Parliament for the sake of scoring a huge parliamentarian pension and so why would you be any different than them? . **#** Well, if I were to be elected as a 65 year old then to score your kind of pension I need to be at least about 12 years in the Parliament, so you can forget about this kind of pension scheme being any attraction to me. Instead I oppose this as being a rip of from the taxpayers because ordinary members of Parliament are not entitled to this golden handshake at all, at least not constitutionally. As the Framers of the Constitution made clear once a person leaves his seat in the parliament and another person has taken up the seat then only the new member is entitled to a payment. For this also the Senate was constructed to ensure no overlapping of payments would eventuate. . * How are you standing up against an election when as I understand it on 20 June you be going into hospital for another operation on your leg? . **#** Remember this 24 old young woman who had hurt herself in the backyard and ended up in a coma and later waking up minus both hands, a foot and an entire leg and all she could talk about was that she was able to talk? Well it is this kind of spirit that no matter the adversities you are and remain positively minded. Therefore, whatever the doctors may find further and whatever they may need to do it just has to happen. . What happen if you were to die during the operation? . **#** Well when a candidate dies during an election then a new election has to be called. . Has that happened yet? .

**#** For so far I know the most recent one was when a candidate died in Frankston. . I am still wondering why you encounter such a lack of financial support from others. Surely it can make a huge difference to them if you were to be elected? . **#** I have conducted since 1982 a special lifeline service and so free of charge and saved countless persons their lives in the process, many making this known, even years later, that without my assistance they would have gone ahead with suicide, etc, but when it comes to any kind of donations then that simply is never on their mind. Perhaps many may think that I was getting paid by the government or business to assist them and not realizing that it was always out of my own pocket. Still, I never assisted people in return for monies and this despite that I would at times spend considerable monies towards those I was assisting. Lack of financial support has resulted that this financial support now cannot be maintained. . How can people support you if not directly then indirectly in a financial manner? . **#** Well even if they do not provide a donation if they vote for anyone other than a candidate of a political party then this means the political parties will not collect the millions of dollars, indeed at times tens of millions of dollars they now get as payment per vote, and so will reduce their kind of advertising. . * You keep on about payment per vote what does this really mean? . **#** As I indicated before it is a payment for every primary vote a candidate has from an elector. You need at least 4% minimum of the total of primary votes to be able to qualify for this. . What can people do to make a donation? . **#**Well they can forward monies via my inspector_rikati@yahoo.com.au PayPal account, or to my business account of The Estate of Jaroslav Hlavka MIE Aust CP ENG or forward a bank cheque or just drop off cash in the mailbox. . Did anyone ever drop off cash into the mailbox? . **#** Not that I am aware off. Still someone may just be willing to do so but I wont hold my breath for it to happen. . Regardless of the lack of financial support and the financial loss to yourself you still persist in promoting the true meaning and application of the constitution? . **#** Indeed I am. We are the sentries or gatekeepers of the constitution and those who are to represent us, the members of the parliament turn out generally to be the enemy who will at all cost of power seek to vandalize the constitution or so its application. I for one will not give up in this fight irrespective of any financial support and I view ample of people who can afford it and who are fair-dinkum about the constitution will no doubt provide financial support and so the lack of it may indicate the real lack of concerns by those who can afford to provide financial support but are more all talk but no action. . I am still wondering how on earth you are going to conduct an election in Melbourne District while in hospital?

. **#** did you know that they invented computers? Actually they even invented a telephone! So, even if I cannot physically move about being tied to a hospital bed I can still campaign from my hospital bed, for as long as I am awake and write articles, etc. Do people show any real interest in you preaching about the constitution? . **#** In the overall not many. Still those, so to say, converted that they are showing an interest in the constitution makes it all worthwhile. Many immigrants or former immigrants are actually very curious to discover their constitutional rights and so it certainly is not that I view to be wasting my time to enter elections. Also, others who were candidates and succeeded in getting into parliament have at times taken up my ideas and use them and as such there is a flow on affect with standing as a candidate in elections. Wouldnt it be better for you at 65 not to enter parliament but enjoy retirement? . **#** Someone needs to keep on the toes of the politicians that they are there to represent the constituents and not their own self interest and I view as a CONSTITUTIONALIST I am in a better position to do so. Why is that? . **#** Because generally people are accustomed to the misuse and abuse by politicians of their power and unless one is aware what is constitutionally permissible and hold them legally accountable there is no one really who grasp the enormous divide between what they are doing and what is actually permissible. . **#** Thanks. Just do keep in mind that you cannot be elected if you are not a candidate unless of course you are like Bob Carr getting appointed so to say by a mate. Was that constitutionally permissible? . **#** If he is not on a pension, you cannot suspend a pension as the entitlements remain, then I view he is validly appointed. So, if he is still on his entitlements, even if not being actually paid his appointment would be invalid or better to state unconstitutional?
