Governor Walker:
DNR public hearings are set to begin on Monday April 11th. During your campain you had stated that you will work on
opening the Stewardship funded lands to hunting, fishing etc. Please let me know what your plans are for opening these
lands.
Currently, in the town of West Point, Wi. we have a 70 acre parcel that was purchased for $600,000.00. This land is only
open for the Ice Age Trail. At present, the legislature paid $600,000.00 for a 36" trail running from one end of the
property to the other. The only use for this land is to hike along the trail without leaving the trail. I consider this a total
waste of legislature money. For this parcel of land, "NO HUNTING" signs were put up without input except for the Ice
Age Trail foundation.
Please let me know your stance on this issue and the issue of opening all Stewardship funded lands to hunting, fishing,
etc.

PLEASANT PRAIRIE - A maroon minivan and the day's New York Times paper sat on the driveway of Sen. Robert Wirch's home on
Sunday aftemoon.
There appeared to be no movement inside or noise coming from the one-story sky blue house with its curtains tightly drawn. No one
answered the door at the residence listed as the senator's voting address.
Wirch, D-Pleasant Prairie, represents the 22nd Senate District that includes Burlington and most of Kenosha County and is one of 14
Democratic senators to have fled Madison. Their absence leaves the GOP-controlled Senate without a quorum and effectively stymies
the passage of Gov. Scott Walker's controversial budget repair bill. A bill that would strip ahnost all collectivebargaining rights from
most public employee unions statewide.
A few neighbors in the 3000 block of Springbrook Road say they haven't seen the senator in recent days.
"There's nothing going on at all (in the neighborhood)," said neighbor Mary Ascher, a 51-year-old housewife, adding petitioners had
not shown up either.
She wishes they would, though; she'd like to sign the petition to recall Wirch. Ascher, who's lived there for almost three years, said
she's" 100 percent for Scott Walker."

A group called the Taxpayers to Recall Robert Wirch has filed a petition to recall the senator for vacating the Capitol and not doing
his job. Petition organizers have said they need 13,537 signatures by April25 to force a new election. Some Burlington residents have
said Wirch should come back and do his job and vote instead of running away and avoiding his responsibility as an elected official.
"I know he's not doing his job," one jogger in the neighborhood who declined to give his name told The Journal Times Sunday
afternoon. "I haven't seen him around but he's supposed to be here."
Wirch has not responded to multiple requests for comment since he vacated the state Senate. Sen. Lena Taylor, D-Milwaukee, said last
month that Wirch was "standing strong" in Illinois.
"When you're an elected official; you shouldn't flee the state," said Eric Snow, a 36-year-old U.S. Navy instructor from California
currently stationed in Jllinois and now living across the street fiom the senator. "I think it was wrong."
Snow said he's seen Wirch a couple of times in his yard in the past few weeks.
"I don't think he fled though," Snow said, "because rve seen him from time to time since this has happened."
The maroon Chrysler Town & Countiy that had been sitting in Wirch's driveway drove off on Sunday afternoon with a woman
wearing sunglasses behind the wheel.

Union appeals snow blizzard grievance
RACINE- A city union has appealed the city's initial denial ofits grievance for hiring outside contractors for
the February blizzard's afte1math.
American Federation of State County and Municipal Employees Local 67 claims the city violated their
collective bargaining agreement when it hired private contractors to help with the post-blizzard snow removal
between Feb. 2 and Feb. 11, according to a grievance filed Feb. 18.
A supervisor denied the grievance on March 2 and as per the grievance procedure outlined in their collective
bargaining agreement, the union moved forward to the second step, filing an appeal on March 3, according to
documents.
The grievance cites a provision in the 2009-2010 contract they had been working under in February, which
states: The city has management rights "to contract out for goods or services, however there shall be no layoffs
or reduction in hours due to any contracting out of work."
Deputy City Attorney Scott Letteney, lead union labor negotiator for city, said the city did not lay offLoca167
members or reduce their hours, as many of them filed for overtime. He also pointed to a provision in the
contract that allows the city "to take whatever action" necessary in an emergency.

If the appeal is denied by city managers, the issue could go to mediation and if that doesn't work, arbitration.
Local 67 represents about 210 members of three unions that include public works and parks employees, City
Hall clerical and Police Department clerical employees.
Scott Sharp, president of Local 67, did not return a call for comment Tuesday.

bachelor's
degrees as long as they are registered nurses licensed by the state; (f) the requirement that the
department
approve employee training provided by school districts related to administering prescription and
nonprescription drugs to pupils; and (g) the authority for school district collective bargaining units to
combine.
I have questions. What is the purpose of dropping the mandated 180 days of school? Is there hopes of
shortening the school year, lengthening it, what? I don't understand.
How does not requiring a reading specialist in a district mesh with getting all children reading at grade
level in 3rd grade?
Indoor environment quality? Do you not like the idea of plan development, indoor environment
quality? Please explain this.
There are more questions brewing but I'll leave it at that for now.

Hi,
First I want to let you know that I am totally disgusted with Sumi. Was there no way you could get a different judge on the
case. You all had to of known that this is just what she would do. The liberals (including the unions, and Kloppenburg)
play dirty. You may all hold yourself to a higher standard and I do admire that to a point. But these guys are walking all
over you. They are making you look weak and kind of stupid.
As far as the collective bargaining rights, why can't you do like Governor Walker said and put up a 24 hour notice and
vote on it again? Put it up as early in the morning on a Thursday and vote on it Friday morning then leave for the weekend
so you don't have to deal with the crazy people that will likely protest and this time lock the building when it should be
locked. I have to tell you the people protesting for right to life NEVER got to sleep in the capitol and they had to keep the
decibel level to a very low level, unlike the union people that were up there on April16. That is one thing Governor Walker
has been pretty lame on.
I would hope that the ones that voted to stop the collective bargaining rights before would stand strong and do what they
thought was right the first time. If my 17 year old son can defend your actions to his teachers who voice their opinion
against you, I would think you all could stand for what you believe also.

Dear Governor Walker,
Please explain the "tools" you have given the West Bend
School District that has created a $6.2 million ($2.9 million
of which will be covered by increased payments on behalf
the the district employees) shortfall in 2011-12 and a $8
million projected shortfall in 2012-13. This is on of the
most frugal spending districts in the state (and at the
same time one of the most successful districts in the state)
but yet we continue to get screwed by the state. Through
collective bargaining between the school board and
teachers, the health insurance currnetly covering district
employees is $2500/yr less than your mandated state
program. So as I understand it, the teachers will pay
more for their coverage and save the district less. I am
sorry, but this doesnt really make sense to me. So now
the district is looking at cutting programs that set this
district apart from others in the area - programs and fiscal
responsibility that bring many families to this area - thanks
to the "tools" you have given us. "Tools" that have put us

in worse shape than before you took office. Again, please
explain and tell me how this is better for my children.

This is my third or fourth e-rnail to the governor, with no response. I sent one e-mail to the governor of
South Carolina about her appearance on "Meet the Press", that was polite, but critical of her remarks. I
received a response from her press secretary right away, interesting isn't it?
In the beginning I really felt that you cared enough about this state to work out a compromise I was
wrong, you will let us all go down the tube before you will back down, ego I guess. It certainly is not
about whats best for Wisconsin. When you were elected I was hopeful that you were the man for the
job. You are not. Whatever happens from here on out is your responsibility one hundred percent, and it
is not going to be pretty. In my opinion. You may well win the battle and lose the war, however if you
keep the Koch brothers happy I guess that is the most important thing.

Statement in Response to President Obama's Misunderstanding
Madison- Today President Obama again weighed in against Governor Walker's proposal to balance the state's
budget deficit by having state government workers contribute a modest amount toward their own pensions
and pay 12.6 percent toward their healthcare premiums.
In response to the President's comments, the Governor's Press Secretary Cullen Werwie issued the following
statement:
I'm sure the President knows that most federal employees do not have collective bargaining for wages and benefits while
our plan allows it for base pay. And I'm sure the President knows that the average federal worker pays twice as much for
health insurance as what we are asking for in Wisconsin. At least I would hope he knows these facts.
Furthermore, I'm sure the President knows that we have repeatedly praised the more than 300,000 government workers
who come to work every day in Wisconsin.
I'm sure that President Obama simply misunderstands the issues in Wisconsin, and isn't acting like the union bosses in
saying one thing and doing another.

Text of the Governor's Address
Madison-Below is the text of Governor Walker's conversation about our current fiscal year challenges, the
divisions which have arisen over the past week and his positive vision for moving Wisconsin forward.
Good evening.
Wisconsin is showing the rest of the country how to have a passionate, yet civil debate about our finances.
That's a very Midwestern trait and something we should be proud of. I pray, however, that this civility will
continue as people pour into our state from all across America.
First, let me be clear: I have great respect for those who have chosen a career in government. I really do.
In 1985, when I was a high school junior in the small town of Delavan, I was inspired to pursue public service
after I attended the American Legion's Badger Boys State program. The military veterans and educators who
put on that week-long event showed the honor in serving others.

Tonight, I thank the 300,000-p/us state and local government employees who showed up for work today and
did their jobs well. We appreciate it. If you take only one message away tonight, it's that we all respect the
work that you do.
I also understand how concerned many government workers are about their futures. I've listened to their
comments and read their emails.
/listened to the educator from Milwaukee who wrote to me about her concerns about the legislation and what
it might mean for her classroom.
That's why last week we agreed to make changes to the bill to address many of those issues.
And /listened to others like the correctional officer in Chippewa Falls who emailed me arguing that bargaining
rights for public employee unions are the only way to ensure that workers get a fair say in their working
conditions.
I understand and respect those concerns. It's important to remember that many of the rights we're talking
about don't come from collective bargaining. They come from the civil service system in Wisconsin. That law
was passed in 1905 (long before collective bargaining) and it will continue long after our plan is approved.
You see, despite a lot of the rhetoric we've heard over the past 11 days the bill/ put forward isn't aimed at
state workers, and It certainly isn't a battle with unions. If it was, we would have eliminated collective
bargaining entirely or we would have gone after the private-sector unions.
But, we did not because they are our partners in economic development. We need them to help us put 250,000
people to work in the private sector over the next four years.
The legislation I've put forward is about one thing. It's about balancing our budget now-- and in the future.
Wisconsin faces a 137 mil/{on dollar deficit for the remainder of this fiscal year and a 3.6 billion dollar deficit for
the upcoming budget.
Our bill is about protecting the hardworking taxpayer. It's about Wisconsin families trying to make ends meet
and help their children.
People like the woman from Wausau who wrote me saying "I'm a single parent of two children, one of whom is
autistic. I have been intimately involved in my school district, but I can no longer afford the taxes I pay. I am in
favor of everyone paying for benefits, as I have to."
It's also about the small business owner who told me about the challenges he faces just making payroll each
week. His employees pay much larger premiums than we are asking because that's how they keep the
company going and that's how they protect their jobs.
Or the substitute teacher here in Madison, who wrote to me last week about having to sit at home unable to
work because her union had closed the school down to protest.
She sent me an email that went on to say, "I was given no choice in joining the union and I am forced to pay
dues ... I am missing out on pay today ... I feel/ike I have no voice."

I assure you that she does have a voice.
And so does the factory worker in Janesville who was laid off nearly two years ago. He's a union guy in a union
town who asks simply why everyone else has to sacrifice except those in government.
Last week, I traveled the state visiting manufacturing plants and talking to workers- just like the guy from
Janesville. Many of them are paying twenty-five to fifty percent of their health care premiums. Most, had
401k plans with limited or no match/rom the company.
My brother's in the same situation. He works as a banquet manager and occasional bartender at a hotel and
my sister-in-law works for a department store. They have two beautiful kids.
In every way, they are a typical middle-class family here in Wisconsin. David mentioned to me that he pays
nearly $800 a month for his health insurance and the little he can set aside for his 401k.
He -like so many other workers across Wisconsin- would Jove a deal/ike the benefits we are pushing in this
budget repair bill.
That's because what we are asking for is modest- at least to those outside of government.
Our measure asks for a 5.8% contribution to the pension and a 12.6% contribution for the health insurance
premium. Both are well below the national average.
And this is just one part of our comprehensive plan to balance the state's 3.6 billion dollar budget deficit.
Now, some have questioned why we have to reform collective bargaining to balance the budget. The answer is
simple the system is broken: it costs taxpayers serious money- particularly at the local level. As a former
county official, I know that first hand.
For years, I tried to use modest changes in pension and health insurance contributions as a means of balancing
our budget without massive layoffs or furloughs. On nearly every occasion, the local unions (empowered by
collective bargaining agreements} told me to go ahead and layoff workers. That's not acceptable to me.
Here's another example: in Wisconsin, many local school districts are required to buy their health Insurance
through the WEA Trust (which is the state teachers union's company}. When our bill passes, these school
districts can opt to switch into the state plan and save $68 million per year. Those savings could be used to pay
for more teachers and put more money into the classroom to help our kids.
Some have also suggested that Wisconsin raise taxes on corporations and people with high-incomes. Well--
Governor Doyle and the Legislature did that: two years ago. In fact they passed a budget-repair bill (in just one
day, mind you} that included a billion-dollar tax increase.
Instead of raising taxes, we need to control government spending to balance our budget.
Two years ago, many of the same Senate Democrats who are hiding out in another state approved a biennial
budget that not only included higher taxes- it included more than two billion dollars in one-time federal
stimulus aid.

Thot money was supposed to be for one-time costs for things/ike roads and bridges. Instead, they used it as a
short-term fix to balance the last state budget. Not surprisingly, the state now faces a deficit for the remainder
of this fiscal year and a 3.6 bit/ian dollar hole for the budget starting July 1st.
What we need naw more than ever, is a commitment to the future.
As mare and more protesters come in from Nevada, Chicago and elsewhere, I am not going to allow their
voices to overwhelm the voices of the millions of taxpayers from across the state who think we're doing the
right thing. This is a decision that Wisconsin will make.
Fundamentally, that's what we were elected to do. Make tough decisions. Whether we like the outcome or
not, our democratic institutions call for us to participate. That is why I am asking the missing Senators to come
back to work.
Do the job you were elected to do. You don't have to like the outcome, or even vote yes, but as part of the
world's greatest democracy, you should be here, in Madison, at the Capitol.
The missing Senate Democrats must know that their failure to come to work will lead to dire consequences
very soon. Failure to act on this budget repair bill means (at least) 15 hundred state employees will be laid off
before the end of June. If there is no agreement by July 1st, another 5-6 thousand state workers --as well as 5-
6 thousand local government employees would be also laid off.
But, there Is a way to avoid these layoffs and other cuts. The 14 State Senators who are staying outside of
Wisconsin as we speak can come home and do their job.
We are broke because time and time again politicians of both parties ran from the tough decisions and punted
them down the road for another day. We can no longer do that, because, you see, what we're really talking
about today is our future.
The future of my children, of your children, of the children of the single mother from Wausau that I mentioned
earlier.
Like you, I want my two sons to grow up in a state at least as great as the Wisconsin I grew up in.
More than 162 years ago, our ancestors approved Wisconsin's constitution. They believed in the power of hard
work and determination and they envisioned a new state with limitless potential.
Our founders were pretty smart. They understood that it is through frugality and moderation in government
that we will see freedom and prosperity for our people.
Now is our time to once again seize that potential. We will do so at this turning point in our state's history by
restoring fiscal responsibility that fosters prosperity for today- and for future generations.

great State of Wisconsin.

I am a Deputy Sheriff and a member of the Wisconsin Professional Police Association (WPPA). First I wish to thank you
for the exemption from the collective bargaining issue but, frankly I would like to know why we were exempt? I do have
reservations as to how long we will remain exempt or even when it comes to bargaining with our local government if it
will completely matter. As you are probably aware Police are not always the most popular professionals in the room
with a certain segment of the population. If I were to listen to my local union, I am to believe that the sky is falling. I
recently sat in a union meeting and collective bargaining was a major issue. I am ashamed of some of my fellow
professionals as to how they acted and treated other members. As you might have guessed, my union board has
decided to fight the bargaining issue and help in the recall effort of several Republicans.
I am not a flag raving Republican and I am not completely sold on your collective bargaining reduction. However, our
state and county is in trouble financially and change must occur. My union in the last several years has fought our
County Board about being fiscally responsible, at the time we were looking at pay cuts and that was our argument
against the cuts. Now that we have a governor actually trying to solve the issue, my union is now up in arms. Everybody
wants the issues solved until it effects them. I am more concerned about my children's future and if I have to pay a bit
more for retirement and benefits to solve the issue then so be it.
I want you to know that not all members of the WPPA are against you.

I am a New Berlin resident currently vacationing in Florida, and have never before felt the need to
write to my elected officials.
You may not be aware, but the amount of negative publicity being generated locally by your plan to
take away bargaining rights for public employees is truly alarming. Any employer looking to relocate
to a Wisconsin beset by so much labor unrest is certain to have second thoughts given the other
options available.
I can understand your request to have public employees pay their fair share of insurance and
pension costs, but urge you to reconsider your plan to remove collective bargaining rights for public

Dear Governor,
You are right and you need to win this battle, not just for WI but for the country. One suggestion, respectfully,
is to watch your words. The PR battle is significant. You may want to consider avoiding the phrase, "weaken
the unions" and focus on phrases like, "equalize the way employees are treated rather than providing
preferential status for public sector workers", "reduce the excessive, budget choking benefits", "bring benefits
back in line with what the private sector provides", etc. Highlight the inequality between the two groups and
avoid using words that help the media make the case that, as Obama says, you are "attacking unions".
The reason for eliminating collective bargaining rights is not to "weaken the unions" but to "eliminate the
ability for unions to hold the entire state hostage". Remember to focus on the fact that unions are radically out
ofline with the private sector. Private sector employers realized many years ago the excessive retirement
benefits were unsustainable and they made the necessary changes. Employees at large corporations were not
thrilled but management had to make the responsible fiscal decisions. The public sector never made that change
because the only shareholders are taxpayers. There is no business owner or board looking at the bottom line.
I know you know all of these things, but the press is catching comments that are not helping your case. If you
don't have a Communications Manager or PR Director, you should consider hiring one, even if it's only a short
term contract.

In Wisconsin, workers who are under attack-and the communities that know and respect
them--created such an outcry that all 14 Democratic members of the Wisconsin state Senate
[left the Senate chambers in protest, indefinitely delaying a vote on Gov. Scott Walker's anti-
i worker bill.
I This is the kind of strength it takes to win victories for workers. We need to make our
I voices heard whenever and wherever attacks occur, in Wisconsin and in our own states.

I am optimistically hopeful that someone is able to answer the following question for me- How does collective
bargaining affect the budget? I know you appear to have the same answer no matter how the question is posed, but it
doesn't answer it for me. I am really trying to see your reasoning and point of view. I happen to believe strongly in
compromise and collaboration. I am a practicing School Social Worker and prior to this position, I was a social worker
for Health and Human Services. I consider one of my professional responsibilities to be bringing people together to work
things out. Obviously, what is going on is so far from that ideal.
So, I ask that you answer my question above. I want to understand what I am obviously missing the point of. I am not
uneducated, unwilling to compromise, or unwilling to listen, but myself and many of my friends, co-workers, and
colleagues have been portrayed as such. We did not have a "sick out." We taught our students- We role modeled the
behavior we wish for them to have -We answered their questions neutrally and honestly.
This is what I understand. Please know that I am not a politician, historian, mathematician, etc. Alii know is that if this
bill requires us to pay a certain percentage of our pension & our insurance premiums, why is collective bargaining so
harmful? I get that we can "bargain" for our wage, but that is basically capped as well. SO, where would we be able to
so drastically affect the budget with what is left? I don't get it and I am being so honest with you. I am surrounded by
democrats and people who are going to be directly affected by this bill and it would be so easy for me to just go with
what I think I know- but I want to understand this so much more.

On Dec 6, 2010, the State workers of Share Program received an application from my son, Derek
Severson, New London, WI The State worker (adults w/o dependent children), sent out the
wrong EVFE with his girlfriends name. and her previous employer for verification of employment. She does not
live with him. When he called, which took numerous attempts because the lines were too busy, he finally got
the right form sent and he returned it and it was verified on Jan 6, 2011.
Today, when he reached someone at that department, they verified that they had received all documents for this
case, but, it would take an additional 5 days to confirm the case. Dereks UCB was held and so for the month of
December, he had no money or food. I had to help him out, and that should not be because I am on short term
disability and don't have that much money myself.
I work for the Oneida Nation, in the Economic Support Dept, and have done so for the past 6 years. I know that
it ONLY takes two minutes to confirm a case. He could have Food Share on his card as early as tomorrow if
the State workers, who are overpaid and do not do their jobs in a timely manner, would get off their duffs and
do what they are suppose to do. At my work, we can verify UCB thru the computer, so there is no reason to
hold up benefits waiting for EVFE's.
I am asking that you intervene and insure that the Food Share that he is entitled to be placed on his card in a
timely manner. I cannot get a job with the State because I do not have a Bachelors Degree, but, those that have
a job with the State, gets big bucks, apparently to work in a lackadaisical manner.

Mr. Walker,
I am pleased for many reasons that the passage of your unfortunate legislation has been delayed by the bold
action those who represent me. I will outline one reason in particular in my present email, though I suffer no
misconceptions that you will respond to it given your habit of ignoring my previous communications.
I would like in particular to discuss your proposal to steal money from the State employees' pension
fund. History is a great teacher: during the tenure of Tommy Thompson as our governor (which I now look
back on with a fond nostalgia- who could imagine?), five million dollars was illegally removed from the fund
in question. A small union of State engineers took up the issue, and the Supreme Court of the State of
Wisconsin determined that the money had been taken illegally. The State was required to pay the fund back
with the addition of interest and expenses. My father was one of these engineers, and lest you suspect that he
was motivated by greed, I will inform you that upon his retirement he left behind over 3,000 hours of unpaid
overtime. That figure is not a typo.
Perhaps you are already familiar with this story, and are looking forward to the elimination of collective
bargaining because you know the role it played in previous attempts to steal the earnings of State's
workers? Regardless, your proposed removal of $28,000,000 of State workers' retirement funds is ill-advised.
I will also refer you to an excellent mticle on the implications of your suggestion that State workers should
"contribute more" to their pensions. The article points out that State workers defer a portion of their salaries, to
which they are entitled as negotiated, into the pension fund; it is not some special gift unrelated to the work they
do as you have implied. Your proposal amounts to a salary cut and you should name it accordingly. While I
would very much like to think that you have the faculties to deduce this yourself, your perseverance in
disseminating misleading information would have me believe that you do not possess such capabilities. Surely
you would not lie?

I have received the accompany E-mail and have decided to send a message.
The Wisconsin Education Association started a lawsuit on my behalf during 1971. Eventually, the
Sheboygan Board of Education lost via Wisconsin Statutes 118.22 and 111. Eventually, the education
association lost via Wisconsin Statute 111. Judge Charles L. Larson reprimanded Attorney Bruce F. Ehlke and
rewrote his Decision on my behalf after I complained to him. Is your current budget-repair program detrimental
to me in regard to my win?
Current tenancy problem Latralle Beamon has caused many problems. The court officials haven't allowed
me to have my Wisconsin absolute right and haven't filled in the county form. The court system has misused
Wisconsin Statute 801.58 which states that a request for a different judge is supposed to be filed with the clerk
of courts. It doesn't state it should be filed with a clerk of a courtroom which is how they have been doing it. It
doesn't make any sense that a complaint against a judge should be adjudicated by the judge against whom it is
filed; but, a court system employee told me that is how they have always been doing it. Is this like a collective
bargaining agreement issue? A court commissioner issued me a wrong form and refused to sign it. It seemed to
rrie that meant it is for someone else someplace else about something else. Is that like a collective bargaining
agreement issue? A clerk said I have to be a prostitute. Another clerk said she won't let it be filed until they get
such a piece. You refused to send me a form in regard to an Attorney Kratz type of issue thereby preventing me
from filing a complaint. I object. I object to your use of the health department to have a piece for a job. Refer
to Attachment "JMS (2010.01.04)" so, of course, I don't want Barrett. Refer to Attachment "RWP." After I
complained about that issue, UWM changed P &CD to P-CD so one wonders if Wisconsin has
something. Regardless, I don't consent to a refund racket.
When I get a new politician, I usually send some information. I don't consent to the Pro Deo Et Patria A ward
racket. I don't consent to the Wold racket. Etc.

I've heard from so many of you how frustrated you are with Governor
Scott Walker's initiatives proposing policies that are out of step
with Wisconsin's values. Despite having two-thirds of Wisconsities
strongly in oppostion, Governor Walker continues to defend his
decision to strip public workers of their rights to collectively
bargain, as well as effectively end recycling, seriously hurt public
education, and cut worker training by a third.
In one week, we have the perfect opportunity to send a strong signal
to Governor Walker that we object his message. On May 3rd,
Wisconsin's 94th Assembly District will hold a special election to
replace the Governor's top aide. If Steve Doyle can successfully win
this election as the first Democrat in i2 years, this will send a
tremendous signal to Governor Walker and help to set the stage for the
first recall election in this Senate District.
While polls show Steve has a clear lead there are right wing groups,
including one from Virginia, that are spending nearly $125,000 to
smear his reputation. Their goal in spending such a large amount of
money is to elect his opponent who has indicated he will be fully
supporting Walker's policies.

Any individual or corporation doing
business in Wisconsin can sue or be
sued in small claims court. The
court may require the appointment
of a guardian for those under 18
years of age.
Typical small claims
Small claims court may be used
only for certain types of cases. For
example:
Lawsuits such as breach of
contract, property damage, or
personal injury when the
amount claimed is $5,000 or
less.
All evictions, regardless of the
amount of rent claimed.
Repossessions of property if the
property is consumer goods
which are leased or purchased
on credit from a dealer, or if the
value of the property does not
exceed $5,000.
Garnishments to enforce
judgments from funds owed to
debtors when the amount is
$5,000 or less.
Although your claim may exceed
$5,000, the small claims court
cannot award you more than
$5,000, plus costs.
Filing the lawsuit
For claims based on contract
disagreements, file the lawsuit in the
county court where the person you
are suing lives. If the other party is a
Wisconsin corporation, file the lawsuit
in the county where the corporation's
main office is located. If the other
party is an out-of-state corporation,
you can sue in any county where
the corporation does a substantial
amount of business and maintains
an address. If there are several
people involved in the lawsuit, you
can sue in the county where any
one of them resides. For information

For personal injury or property
damage claims, you can sue in the
county where the injury took place

Should you hire an attorney?
In small claims court you can handle
your personal or business legal
matters without an attorney; however,
you can hire an attorney to represent
you if you wish. If the other party
has an attorney, your chances of
winning might be better if you also
have an attorney. If you do decide
to hire a lawyer to represent you in
a small claims court action, be sure
to ask in advance about fees.

Completing the forms
1. Go to the courthouse. The small
claims court clerk will supply

3. The party you are suing is called
the defendant. Make sure you
have the correct name and
address of the defendant. If the
papers can't be delivered to the
defendant, you might have to

4. List the amount of money you
request as damages.
5. Include a brief explanation
about why you are suing the

After the forms are completed, they
must be filed with the court. You will
be charged a filing fee which differs
from county to county. The filing fee
must be paid in advance.
Copies of the forms must then be
"served on" or delivered to the
defendant. Many counties allow
service by regular or certified mail if
the defendant lives in that county.
The court will mail the forms for you,
but will require a fee for this service.
If mailed service is not allowed, or if
the defendant lives outside the county,

You may also serve the other party

Preparing your case
In preparing your case, keep in mind
that your proof must be more
convincing than the other side's
evidence. Consider the following:
Think about how you are going
to prove the defendant owes
you money. Start by making a
detailed list of what happened
so the facts are clear in your
mind.
Gather all written information
and paperwork that pertains to
the situation---<:ontracts, rental
agreements, receipts, order
forms, warranties, canceled
checks, or credit card
statements.
Talk to people who may have
witnessed important aspects of
the dispute. For example, if you
are suing your landlord for the
return of your security deposit,
ask a neutral person to testify
concerning the condition of the
rental unit when you started
renting and when you left.
If you are suing on the basis of
defective merchandise or faulty
repairs, it may be very helpful to
have an expert witness testify
on your behalf. You might present
a notarized written statement
from an expert concerning the
nature of the defect and the
decrease in value due to the
defect. However, if it becomes
necessary to go to trial you'll
have to get the witness to testify
in person. Full-time mechanics
and repairers with several years
of experience qualify as experts.
Going to court
After your claim is filed, the court will
probably set an initial informal
conference to review the facts in
your case. Many small claims court
cases are settled at these informal
conferences, so come prepared to
argue your case. If both parties
appear at this first conference and
cannot reach agreement, the matter
will be scheduled for a hearing before
a commissioner. In some highly
populated counties, such as
Milwaukee County, a court
commissioner may informally hear
and decide your case on the first
court date.
Collecting the judgment
If you win the case, ask the court to
include court costs and any money
you spent as part of the settlement.
The court can require reimbursement
for such fees as the money paid to
file the action, the cost to have the
summons and complaint mailed or
personally served, as well as any
attorneys' fees.
A judgment will be entered in court
stating what the opposing party owes
you. In many cases, the opposing
party will pay the judgment
immediately. In other instances,
you may find it necessary to take
further informal action or consult an
attorney who can proceed with more
formal legal steps to collect the
money to which you are entitled.
The court will not force the defendant
to pay what is owed you.
The court will order the debtor to
provide a disclosure statement to
you or to the clerk of court within 15
days of entry of the judgment. The
statement must contain the debtor's
name and address, his or her
employer and the employer's address,
any real property owned by the
debtor, cash on hand, and financial
institutions in which the debtor has
funds.
If you are unable to satisfy the
judgment by contacting the other
party, contact the clerk of the court
that heard your case. From the
clerk, you can obtain the forms
necessary for garnishment
proceeding&-if the other party
receives wages or has bank accounts.
A judgment in your favor, if unsatisfied,
remains in force as a lien on any
real estate owned by the other
party. If that property were to be
sold, you may be able to receive the
amount of the judgment, plus interest.
Remember, there is always the
possibility that the small claims court
will not rule in your favor. Carefully
consider all your options before
proceeding with a lawsuit. If you do
decide to bring a lawsuit in small
claims court, prepare carefully to
increase your chances of success.

801.58 Substitution of judge. (1) Any party to a civil action or proceeding may file a written
request, signed personally or by his or her attorney, with the clerk of courts for a substitution
of a new judge for the judge assigned to the case. The written request shall be filed preceding
the hearing of any preliminary contested matters and, if by the plaintiff, not later than 60 days
after the summons and complaint are filed or, if by any other party, not later than 60 days after
service of a summons and complaint upon that party. If a new judge is assigned to the trial of a
case, a request for substitution must be made within 10 days of receipt of notice of assignment,
provided that if the notice of assignment is received less than 10 days prior to trial, the request
for substitution must be made within 24 hours of receipt of the notice and provided that if
notification is received less than 24 hours prior to trial, the action shall proceed to trial only upon
stipulation of the parties that the assigned judge may preside at the trial of the action. Upon filing

Joseph M. Stefanko told me he would write a Credential that he would have put into my
UWM P&CD file. He had two paragraphs written on 2 separate scraps of paper. He had me read
both of them the same day. The word "this" in the last sentence of paragraph 1 of the 12/3/63
Credential is smudged. The 1/14/64 Credential has a spelling mistake "steadilty." He said he
would correct the mistakes before sending it to P&CD at UWM. He said the Credential would be
on one piece of paper, the standard form. He said it wouldn't have any errors, etc. I received a
copy of the P&CD file during January of 1979. Refer to the following items.

Joe lied. He wrote 2 sets of records instead of one Credential. I would have never consented to
any such thing. His bad conduct has caused many problems for me. The school system there
won't remedy it. Instead, they tried to damage me to continue their racket. During the 1980s, I
applied for a job teaching Chemistry in the West Allis school system. I emphasized that I do not
consent to the P&CD file which isn't as per what was told to me. I emphasized that I applied as
per a qualification, Teacher License. I emphasized that the school system purchases the curricular
system and issues it to the teacher for use to teach. Although I requested that the union person
be present at the job interview, the union person didn't attend the job interview. Superintendent
Sam Castagna tried to damage me during the job interview to have something for use thereby
changing my job application. They violate a federal law. These people are all crooks and should
all be prosecuted. There have even been insinuations that because I had read the 2 separate
items even though I objected to them and even though I had been told that there would be one
Credential that I am a 2 sets of records crook who has fake records to use to swindle people. If it
means that Joseph M. Stefanko made some type of a prefile like a union indenture, then they
certainly have done more than one crime. Regardless, I have never consented to any such thing
and have never done any such thing.
The 2 sets of records are more like being threatened with the union's cheap civil rights
case, destitution, bankruptcy, vagrancy, etc. Regardless, the 2 sets of records are not Placement
and are not Career Development like Placement & Career Development should be.
When I was a Practice Teacher and Joseph M. Stefanko was my Cooperating Teacher during
the first semester of the 1963 - 1964 school year he said that because of what he does the next
semester that he wanted me to present a lesson plan that a simple chemical combination reaction
is analogous to a marriage, that a simple chemical decomposition reaction is analogous to a
divorce, etc. for single and double replacement reactions. Of course, I objected to it. After I have
filed many complaints, Wisconsin has reaffirmed that a marriage is something between one man
and one woman. Joseph M. Stefanko also once said something about putting other people's
names on something of other people's. Of course, I objected to that also. The person in charge
of P&CD at UWM said there is nothing about my Pro Deo Et Patria Award, the Lutheran church,
etc. in the file.

Some believe that the file means I am a prostitute for a job. It is in-correct that I have
ever been a prostitute or will ever be a prostitute. I have never done and never will do
prostitution services. Some believing that I am a prostitute for a job have done great damage to
me. They spy on me, speak at me, etc. as if they get what they thought I do to be a prostitute
for a job, etc.
Perhaps Joe threatened to collect a grievance to use for P&CD at UWM. Eventually, an
employer lost a lawsuit in regard to that issue. What they did amounts to the same format as
them trying to cover-up a hate crime.
It has become evident that some do their wrong to threaten to collect a grievance to use
for a job application, etc. thereby threatening to impose they have consent to a cover-up for the
federal crime they do. They haven't been successful in regard to such an issue so they cause a
lawsuit that causes an appeal for them. They threaten to impose that the appeal must have a
brief-in-chief job application aspect for their illegal summons, etc. They threaten to impose that
the appeal must have a federal case aspect to cover-up the federal crime they do. Of course, I
want to have them prosecuted instead of being coerced into the racket.
It has become evident that some believe they get to "sift" this complaint about the
Credential being 2 sets of records instead of what had been told to me and that they believe
thereby they have 2 sets of records for their use. That also is a federal crime and they should all
be prosecuted.

There continues to be noise-pollution-harassment about the 2 sets or records. The
harasser said he is trying to collect a cover-up in regard to his bad conduct. H believes that he
gets to spy, speak at me, and say it became his. He believes that my complaint about bad
conduct thereby becomes a bribe for him like he wants. At 4:43 PM 4/8/08 he did some noise-
pollution-harassment indicating he wants a cover-up that when I apply to be hired to teach that
because I don't apply to sell that he wants such a bribe to make refunds. There is no bill of sale
in regard to any of my teaching employment. These people should all be prosecuted.

I had notified some of my intent to file a complaint. It is evident that some believe they get to

about "stand-in." Joe had once said he wanted me to do a classroom presentation that a simple
chemical combination reaction is analogous to a marriage, etc. because of what he does the next
semester. A math class student was raped the next semester. Perhaps the noise-pollution-
harassment thought I am supposed to be a "stand-in," cover-up, etc. for their racket. I request
that it be investigated to prosecute those threatening me.
I have reported that my Pro Deo Et Patria Award is worse than not being an award; but, have
received no reply. I have reported that my UWM P&CD file isn't as per what had been told to me;
but, have received no reply. One would expect that UWM would automatically have a remedy for

They are accused of forgery, attempted extortion, violation of my federal civil rights,
a hate crime, libel, etc. It is a federal crime for them to change a job application. They are
accused of this federal crime. Etc.

Brown University Professor Aaron Wold did a forgery to my graduate degree. He did
that after it was approved. He did that after he signed it. The forgery he has done creates
an issue in regard to the high temperature furnace, Camelot, that he misrepresents me as
applying to be a Camelot prostitute. Because of this issue and other such issues, he is
accused of a hate crime.

After I moved to my duplex here at 3922 - 3924 West Roberts Street, I filed scime
complaints. The Department of Neighborhood Services said that the district of Alderman
Hines is rat infested, said that all should use recycling carts and keep the lids closed, etc.;
but, there is no recycling cart service. The district of Alderman Hines has had a very
suspicious change in assessed values. Recently, I found via Internet information that

Camelot (The name Camelot on the high temperature furnace in my graduate degree is as
per Professor Wold's counseling.) is sometimes spelled Hamelot, that Hamelot is the city
next to Hamelin. There is a DVD movie The Pied Piper of Hamelin. I read via Internet that
in medieval Germany they wanted to know where their children went to. They want to use
my file, my real estate, me, etc. for their urban classroom racket; but, don't want to pay.
They are guilty of urban terrorism. I don't consent to them threatening to have me for a
hate crime victim for them to have hate crime victim services. I am not the person who
perpetrated such a racket. I demand that Wold, etc. be prosecuted to terminate this racket
they do.

Near the end of my 2 years at Brown University; my advisor Professor Aaron Wold said,
"I'm crazy. Humor me." I understood that to mean he told me he is crazy. I have nothing to do
with his problems; certainly not humoring him. Another thing he said because of his bad conduct
was that he promised me a wife. I thought that meant he promised me a wife. I guess it meant
he thought I am supposed to be used to teach people how to be marrieds. Of course, I do not
ever consent to being involved in any such activity. It is disgusting that the past few years he did
a forgery to my graduate degree. Certainly, it isn't legal that he is crazy unless he has a forgery
to my graduate degree.

Update 1/18/10
I was one of Brown University Professor Aaron Wold's students. He was my advisor. I
know he put a spelling mistake in some material he distributed during a class. I happened to
have a copy of the book from which he copied the material and put a spelling mistake into it. I
know he didn't state a reference for the material he copied from a book. Decades later, a noise-
pollution-harassment representing itself as that of Brown University Professor Aaron Wold said the
spelling mistake he did meant I don't get to have it from a book I had purchased. I am certain I
don't have to tolerate any such activity by Brown University Professor Aaron Wold that he puts a
spelling mistake into something to use something of someone else.

I have written to Brown University in regard to the above letter Brown University Professor Aaron

Wold sent to me. The don't reply as to whether "Dr." means they issued me a PhD or if it is
another one of Wold's spelling mistakes. Notice the spelling mistakes in the second paragraph. It
is believed that the 2/18/77 Wold letter means that he wants to have the use of my Brief from
Lawton & Cates. It is believed that it means he does a refund racket. It is believed it means that
he wants a piece.
Amendment 14 states, "Section 1. All persons born or naturalized in the United States,
and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein
they reside. No State shall make or enforce any law which shall abridge the privileges or
immunities of citizens of the United States; nor shall any State deprive any person of life, liberty,
or property, without due process of law; nor deny to any person within its jurisdiction the equal
protection of the laws. .. . "
If it was criminal; then I was supposed to be provided with an advisement, a right to
remain silent, an attorney, a jury, etc. If it was civil; then I was supposed to be provided with an
advisement, a right to refuse to provide a deposition, an attorney, a jury, etc. If it was common
law; then I was supposed to be provided with a jury case, etc. I am aware that some vandalize
real estate to make a black neighborhood and threaten to steal via common defect. I am aware
that some threaten to use the health department's probate court system to steal from me. Of
course, they shouldn't be allowed to use the contact problem in psychiatry to make and do
dossiers they want to keep secret instead of them doing proper law and order services.
I do know that Wold did something wrong to me at his home. As per the USA rules, they would
need to win a case to get a piece. In regard to my legal services from the Wisconsin Education
Association, etc.; the Sheboygan employer lost in Wisconsin Statute 118.22 and the union lost in
Wisconsin Statute 111 except that the employer had to pay. A teacher lost all the way through
the Wisconsin Supreme Court in Amendment 14 so it is ludicrous to tell me that what I know is
illegal is legal. I don't want his spelling mistake racket. I don't want his plagiarism racket. I
don't want a hate crime racket done to me that they believe they get hate crime victim services.

Police Officer William S. Lowe wanted me to suck penises for him like evicted

An additional issue has become evident. Someone has said that a
student during the year of the lawsuit eventually was put into the
Taycheedah Correctional Institution. Taycheedah is for women. (Note Man -

suggests to change it to "touch," "torch," etc.) 1964- 1965 student Susan
Hunt Simpson did something wrong and was reprimanded during Chemical

It is also true ofT. L Soukup that he stuck a
safety pin through his scrotum. It seems to me that T. L Soukup should be

I have found another problem in regard to what the Pro Deo Et Patria
Award that isn't an award has caused. Grade school classmate Ralph Theis
who is Milwaukee City Attorney Charles Ralph Theis lost his case in court.
(Notice the name problem and what the Pro Deo Et Patria Award people did
in regard to such a name issue.) Milwaukee Police Officer John Theis is
another crook who lost his case in court. 9/18/06 after I was awarded more
than $5,000 in my Eviction Case 06SC027614 I shopped at Menards on
South 27th Street. There was a car parked in the parking lot there. The car
had license plate 496-HVN. The driver said he wanted ... for his prostitute.
Later, he said that meant ... isn't any good. Later, he said his name is
David Theis. I had thought that whoever this David Theis was and the noise-
pollution-harassment about Court Commissioner Greene was about my win
in my Eviction Case 06SC027614; however, today I received a notice dated
9/18/06 which is a Motion to Reopen Small Claims Judgment and Order. I
demand that Charles Ralph Theis, John Theis, and David Theis be
investigated, prosecuted, etc. to terminate this racket that is threatening
me.

I heard some noise-pollution-harassments during the recent election
returns. I have included some relevant facts. D. P. Winkler was refused in
regard to the Golden Rule when we were walking on the sidewalk near
where R. Theis lived. (Eventually, it has become evident that some use a
Gestapo type file to misrepresent in the marketplace fool's gold as real gold.)
A student gave me a large chunk of pyrite he got in CO. Some geodes I
bought had quartz, pyrite, etc. in them. (That doesn't mean M. C. Springer
is supposed to get to have CO for her graduate degree.) Brown University
Professor Aaron Wold twice said something while walking on a sidewalk.
Eventually, one of his students was making very small crystals of pyrite.
Brown University student E. Chafee once said something while we were
walking on a sidewalk. Politician L. Chafee was removed from politics. The
1973 - 1974 union contract had a "find out" clause so I can say I found a
connection that I have already reported that Brown University Professor
Aaron Wold improved the Pro Deo Et Patria Award racket instead of
improving my education. I suppose that because the Republican Party went
into business with my Brief from Lawton & Cates that was in my Sheboygan
lawsuit that was on my behalf by the Wisconsin Education Association there
are many such problems in the government and all such problems should be
removed from the government.

Recently, I found that the Internet information about Adolph Hitler's
Albert Speer has changed that it had said he was imprisoned in Ohio, USA
and now says he was imprisoned in Spandau. (That means they have been
providing me with fake information to misrepresent me as a prostitute.) I
have decided, therefore, to say simply that I don't have to tolerate that my
refusal to comply with a threat that I don't get to have it until I have to have
it to make it a pie<:;e for all of their people means I am a traitor. Also, I don't
have to tolerate threats that I am supposed to be a scab laborer for their
racket for which they want tissue for a prefile for them to have free,
continued bargains. Recently, there has been a news story about a hate
crime. I read the law, Wisconsin Statute 939.645, etc.

procedure wasn't legal. The Board of Education lost the lawsuit in Wisconsin
Statute 118.22. An attorney, Bruce Ehlke, hired on my behalf by the
Wisconsin Education Association eventually was reprimanded by Judge
Larson after I, myself, wrote to Judge Larson. The attorneys, John Carlson
and Bruce Ehlke, hired on my behalf by the Wisconsin Education Association,
who wanted sole bargaining power, filed some documents 9/3, 9/4, and 9/4
of 1971 and wrote something about 5 days and 6 days which is irrelevant
because Board of Education members stipulated that I requested the
Wisconsin Statute 118.22 meeting, because Judge Larson decided the time
limits don't apply, because the union should have had a legal service for me
2/25/71 instead of authorizing a legal service 7/71 and filing 9/71. This gets
to Wisconsin Statute 938 that Judge Larson shortened the Superintendent
Warren Soeteber 9 paragraph letter to 8 paragraphs which is really funny
that he wasn't allowed to do the excessive force that he did during a
classroom visitation to do continued threats to me. It is disgusting that
these threats were continued by other employers who told me they used my
Sheboygan lawsuit that was on my behalf by the WEA. Therefore, I want

make fake identities to do identity thefts for their racket. They threaten,

They threaten that they want a complaint such as an eviction case
they caused, such as a repair problem they caused, etc. They want to
misrepresent my case as a brief-in-chief job application for their racket even
though Bill Richards lost his Amendment 14 case through the Wisconsin
Supreme Court. They want to misrepresent my case as consent to a cover-
up for a federal crime the employer does about changing a job application
even though the Sheboygan Board of Education, etc. lost the case in
Wisconsin Statute 118.22 which is the continuing contract law and a federal
civil rights case can be refiled many times. Because I don't consent to
any such racket they do a health department threat of tissue for a plea for
them to have free, continued bargains. I have attended a grievance meeting
and that employer refused to schedule the Wisconsin Statute 118.22
meeting even though a Board of Education member said at the grievance
meeting that I requested the Wisconsin Statute 118.22 meeting not the
Wisconsin Statute 111 meeting. Years later I received a copy of my UWM
P&CD file and found that what had been told to me to be one Credential was
2 sets of records. A few years later I attended a grievance meeting and they
did what they said was a Wisconsin Statute 118.22 meeting instead. It
certainly does seem that they try to cause an ambivalence to make a fake

There is a continuing problem that they want to play what some refer

3/12/07 his thing at the Old Country Buffet (Greenfield) said he is from
Marquette University and he said I have been prosecuted because I am a
prostitute. It is a lie that I have ever been a prostitute. He said it is a 1964

that he rubs green salve onto his girlfriend's breasts meant that T. L. Soukup

surgery .... Brown University Professor Aaron Wold did something wrong to
me at his home. Recently, I had an eviction problem here; but, won my
Eviction Case 06SC027614 even though Judge M. Brennan made a $35
mistake he won't correct. Those at the Old Country Buffet (Greenfield) said
that meant they wanted a piece from the WEA meeting at Ripon College
during the summer of 1970. There was a roof leak problem and some
threatened that they wanted via brain surgery a piece from ... to have me
used via brain surgery they wanted done unto me. I do remember
something during the 1970- 1971 school year that Bill Richards and V.
Nairne caused a roof leak. During the 1972- 1973 school year J. Walleck
said that S. Parker got brain damage. Students Stehr and Sugarman from

on the staff. Those years I never thought I was being threatened with brain
surgery. I have brain damage from the 1978 police brutality incident and
am not as smart as I had been, am not very good at anything impromptu,
etc. Years later, Milwaukee Police Officer Prinz broke into my duplex and
said I was in protective custody which was a lie. I wasn't allowed to have
any rights, etc. They threatened to inject me for something. They
threatened me with brain surgery. They told me there was no charge filed
against me; but, falsely detained me. Later, I received a letter that it
was dismissed; but, they won't reply as to what it was. Eventually, their
building inspector lost their case in court. During my recent Eviction Case

Joseph M. Stefanko was a Cooperating Teacher at West Allis Central
High School when I was a Practice Teacher at West Allis Central High School
semester 1 of the 1963- 1964 school year when I was a student at UWM.
One day he said he wanted me to present a classroom topic that a simple
combination reaction is analogous to a marriage, that a simple
decomposition reaction is analogous to a divorce, etc. I objected to some
aspects of this issue. Brown University Professor Aaron Wold was my
advisor during the 1967- 1969 school years. Sometimes there is noise-
pollution-harassment that he wants money payments. He never said any
such thing to me in person. They don't reply in regard to this issue. 5/1/07

C. Springer believes she is supposed to own all of my property now. (She
once said that she has only two small dental fillings; one on each side.
Years later at the dental clinic at Marquette University they told me they
would put an implant on each side to use instead of anesthetics; but, none
have ever used them instead of anesthetics which doesn't mean they don't
do mental aggravation, mental anguish, etc. that way.) Sometimes there
has been some noise-pollution-harassment that the way I was paid money in
my win in my Sheboygan, WI lawsuit that was on my behalf by the WEA
means that it was a palimony lump payment with some alimony pension

US Warships Bomb Somali Town
MOGADISHU, Somalia, June 2--US warships bombed a fishing town in
northeastern Somalia overnight, as international criticism mounted over
Washington's military intervention in the country.
Witnesses said Saturday the US Air Force has waged a bombing
campaign in the country's semiautonomous region of Puntland.
Mohamoud Salah, a resident in the area could not yet tell the casuality
figures. He said the US warships bombed several targets in the
surroundings of Barga!.
A Puntland military official confirmed the bombing that came three
days after authorities there reported the entry of what they described as
insurgents and foreigners of Arab origin.
US officials told NBC News the destroyer USS Chafee fired her deck
guns at two or three suspected high value targets in the Puntland area along
the northern coast of Somalia on Saturday.
They said the three suspects were accused of taking part in the 1998
bombings of the US embassies in Kenya and Tanzania.
There has been no battle damage assessment to determine if any of
the suspects were killed or wounded in the attack, the officials told NBC
News.
The destroyer's guns appeared to be targeting a single person,
perhaps moving in a convoy, according to the report.
A Pentagon spokesman would not comment on the details of the

From time to time during the past few years there has been some
noise-pollution-harassment about something when I was a student at Brown
University from 1967 - 1969 about a figurative of speech phrase about
passing three and punting. Obviously, that is the kind it meant because
Michol and I weren't playing football when I said something like that. I don't
have to tolerate what some say that when it isn't literal that it has to be how
I am black, how I am a prostitute, etc. (I am not a black. I am not a
prostitute. Etc.) I don't have to tolerate being threatened because I am not
a 2 sets of records person. It seems there is a problem that Michol thought I
am a 2 sets of records person doing a second set of records. I don't have
to tolerate that I am a terrorist because I am not a 2 sets of records person.
I don't have to tolerate that the Wisconsin Education Association sued on my
behalf and I won as per Wisconsin Statute 118.22 which had three
paragraphs then means I am a terrorist because later paragraph four was
added to Wisconsin Statute 118.22. I could have thought that means Michol

It has become evident that "cut backyard" notice is another crooked

garbage cart in their backyard anymore. They haven't remedied the other

There were almost no weeds in the backyard. It had rained almost
every day the past approximately week. I had planned to let the Kentucky
bluegrass reseed itself_ Regardless, the Kentucky bluegrass is not a weed
and the Inspector has done a form wrong.
This spring my lawn had very few weeds which is because I regularly
remove the weeds, apply weed killer, apply fertilizer, etc. Those east, west,
and north of me here have thousands of weeds in their lawns thereby
causing weeds here. I have complained about that; but, nothing has been
done about it.

number 80.17 to continue a racket that I had been writing something and
had notary seals affixed to the outline page notes I had prepared for what I

There is a federal law that if one's name is in a file that one is allowed
to have a copy of the file. They certainly do try to secretly violate laws.
There is a federal law that the employer is not allowed to change one's job
application. I was told the reason for the termination was that they did a
staff reduction. They terminated the employment of many teachers.
Some of the paperwork states that I was employed with the Unified
District# 1 the whole school year. Some of the paperwork states that I was
employed with the Unified District # 1 until 1/25/74. Such paperwork is not
a sign of good management. There has been some noise-pollution-
harassment feedback that they used the Robert W. Pfeiffer Credential, which
isn't as per what had been told to me, to say I didn't work as per the
Credential and that they thereby wanted refunds. It is obvious that they
believe they get to make fake sets of records, use them, make a cover-up,
and threaten their intended victims for refunds. What they do violates
federal laws. These people should be prosecuted.

Recently, at a restaurant there was some noise-pollution-harassment about the Martin
Luther King, Jr. assassination that it was in Tennessee because I never volunteered for
activity to be preached at by civil disobedience that they wanted thereby to make a
complaint of mine into a bribe for a racket. Recently, there was some noise-pollution-
harassment that the grade school Pro Deo Et Patria Award rape racket's rape set means
that the Pro Deo Et Patria Award name irregularity means a connection to Martin Luther
King, Jr. (I can understand that. There was a Karl Kassulke connection in sports. Apparently,
there is a connection to banking problems.) I checked via Internet and found such a name
irregularity. Refer to the 3 Attachments. Some use "s" as a symbol for strange in regard to
quarks. (I did not ever consent to anyone being strange with a piece of my brain to shoot at
me with a quark of the charm type with a baryon aspect.) Refer to the Pro Deo Et Patria
Award letter from Chicago. Perhaps someone is investigating the Governor of Illinois problem.
Regardless, I guess I finally found what I have been looking for. Sometimes there is noise-
pollution-harassment that Obama wants me a for Pro Deo Et Patria Award victim for pieces for
his people.

name first.) It has become evident that they have done a libel unto me. It is worse than
that because they do intentionally cause mental aggravation, mental anguish, etc. via what
they do. They are accused of a real hate crime to have hate crime victim services. It has
become evident that some believe that via my Pro Deo Et Patria Award that they get to put
their names onto something of someone else. Of course, I want my good name returned to
me. Of course; I want money, a health insurance policy, services, etc. Of course, I do not
ever want to have anything to do with such a racket.

those 2 Lutheran churches in regard to the Pro Deo Et Patria Award, etc. issues. After that
there was a noise-pollution-harassment that my award isn't an award. It said that they
issued me a Pro Deo Et Patria Award so D. P. Winkler would have me for tutorings, have the
use of my father's file, have the assurance via my grandfather that he gets such a racket,
etc. Of course, I do not ever consent to any such activity. It is illegal for them to have a
school system within a school system.

am supposed to have to be a prostitute for D. P. Winkler; that D. P. Winkler is supposed to
get to have something from me for him to have a job. Of course, I do not ever consent to
any such issue. At a grocery store someone who followed me to the store did a noise-
pollution-harassment that I don't get to have a health service until I have to have it to
make it a piece for Soukup: I haven't had anything to do with any of these people since
grade school. It is evident to me that they use the health department's probate courts
system to steal. I would want a Search Warrant, a Subpoena, a Claim, a Summons, and/or
whatever it is they are doing. Because of these and other such issues, they are accused of
a hate crime.
During 2008 there has been some noise-pollution-harassment that reminds me that
at a grade school dinner they corrected the name irregularity; but, it said that them
correcting the name irregularity didn't mean they corrected the name irregularity and said
as if complaining that meant I am not a prostitute for D. P. Winkler's job.

It has become evident that there is a problem that the church I attended, Ebenezer,
was a Missouri Synod church and the church where the Boy Scouts were, Ascension, was a
Wisconsin Synod church. One preaches separation of church and state and one doesn't.
This incompatibility they preach shouldn't be allowed for them to have something like a
privatization racket, a covenant, etc. After I wrote some documents and had notary seals
affixed to the documents the Wisconsin Synod church came along with the come to the
WELS program thereby misrepresenting a pictorial representation of a mathematical
analysis I wrote and wrote it on one of the notarized documents. I do not ever consent to
any such activity by them.
There has been rather much noise-pollution-harassment, etc. that some want me to
state in this document something about Attorney Bruce Ehlke. Attorney Bruce Ehlke was
hired on my behalf by the Wisconsin Education Association during 1971. During 1971, it
hadn't yet become evident to me that there were issues that my Pro Deo Et Patria Award is
worse than not being an award, that my UWM P&CD file wasn't as per what had been told to
me, that Brown University Professor Aaron Wold did a forgery to my graduate degree, etc.
As per conversations with the Wisconsin Education Association people, Attorney Bruce
Ehlke, etc.; there wasn't anything about my Pro Deo Et Patria Award, etc. involved in the
lawsuit. He told me he is a Lutheran preacher's son. The person in charge of UWM P&CD
told me that there isn't anything about the Pro Deo Et Patria Award racket in my UWM P&CD
file. There is rather much evidence that Attorney Ehlke was more of the Pro Deo Et Patria
Award racket, etc.

several buildings surrounding Martin

boyhood home on Auburn Avenue In the


Sweet Auburn district of Atlanta. Georgia. Baptist Church, the church where King and
his father Martin Luther King, Sr. pastored, Is also part of the national historic site. These places
are critical components In the Interpretation of. the life of Martin Luther King Jr. and his legacy as a
leader of the American civil rights movement.
The area was designated a National Historic Landmark district on 12ZZ. The site became a
national hjstorjc site on October 10, 1.9lill and Is administered by the National Park Service (NPS).
In total, the buildings Included In the site make up 35 acres (0.14 km2), The visitor center
contains a museum that chronicles the American Civil Rights Movement which follows the parallel
paths of Dr. Martin Luther .King, Jr .. A firehouse (Fire Station No. 6), built served the
sweet Auburn community until 1991, now contains a gift shop and an exhibit on desegregation In
the Atlanta Fire Department. The "I Have a Dream" International World Peace Rose Garden, and a
memorial tribute to Mohandas K. Gandhi. Also of Interest Is the "International Civil Rights Walk of
Fame" which gives recognition to those courageous pioneers who sacrificed and struggled to make
equality a reality for all.
Annual events surrounding Martin Luther King. Jr. Day in January typically draw large crowds.
Speakers have Included Presidents of the United States, national and local politicians, and civil
rights leaders. Remembrances are also held during Black History Month (February), and the
anniversary of King's April 4, 1968, assassination.
King Birth Home
The MLK National Historic Site honors the life of Dr. Martin Luther King, Jr.
Birth Home Is located at 501 Auburn Avenue was built In 1895, about one block east of
Baptist Church In the National Historic Site. Martin's maternal grandparents, Reverend
Adam Daniel (A.D.) .. sand .. s, bought the house for $3,500 In 1909. A.D.
Williams was pastor of the nearby !'ibenezer Baptist Church. When King's father married Alberta
Williams, the family moved Into the house In 1926. It Is the place where Martin Luther King Jr. was
born in 1929. The King family lived In the house until 1941, and the house was then converted
Into a two-family dwelling, The Rev. A.D. -s King, Dr. King's brother, lived on the second
floor In the 1950s and early 1960s.
The first level includes the front porch, parlor, study, dining room, kitchen, laundry, bedroom and
a bathroom. The second level includes four bedrooms and a bathroom. Free tours are led by the
National Park Service rangers, and are available by reservation at the visitor center (tours begin
at the fire station). The tours are filled on a first-come, first-served basis, strictly limited to 15
people per tour. Register for the tour at the National Park Service Visitor Center In person upon
arrival to the park. They fill up fast on weekends and holidays.
Baptist Church
New Sanctuary of Baptist Church
Baptist Church Is a Gothic revival-style building located within the National Historic Site.
In 1922, the Into this church on Auburn Avenue. Martin Luther King Sr.
became pastor of Baptist Church In 1931, succe:2'n,9 his father-In-law, A.D. Williams.
Martin Jr., his eldest son, grew up attending services at J;:pel)eil'!r, and succeeded his father and
maternal grandfather as pastor In 1960. He remained In that position until his death In 1968.
was headquarters for the Southern Christian Leadership Conference where Martin
worked as a civil rights leader. Many of the Civil Rights Movement's mass meetings, rallies and
strategy sessions were held in this historic sanctuary and fellowship hall. A number of Martin's
great sermons were given at the church; "The American 1965), "The Drum Major
Instinct" (February 4, 1968), and "Unfulfilled Dreams" (March 3, 1968).
As a final farewell to his spiritual home, Dr. King, Jr.'s funeral was held In the church.
The Baptist congregation moved to a new sanctuary across the street, the historic
Baptist Church Is open to the public for self-guided tours, and used occasionally for special
services.
Restoration projects
In 2001, thanks to a Save America's Treasures Grant and the contributions of many Individuals
and corporations, the National Park Service began the restoration. "Phase I" Included design and
Installation of major systems Including, electrical, heating and air conditioning, and fire
suppression. Structural repairs were made to the roof system and the historic exterior
sign was repaired and lit for the first time since 1990. A chair lift was Installed to provide
accessibility to the sanctuary. The funding for "Phase I" Involved a private and public partnership
and cost $1,885,000, "Phase II" of the project will restore the appearance of the sanctuary and
fellowship hall to the 1960-1968 period when Dr. King served as co-pastor with his father. Special
work items Include preservation of stain glass windows; restoration/replication of furnishings;
repair of balcony structural system; rehabilitation of restrooms; abatement of asbestos-containing
flooring; treatment of termite Infestation/damage; Installation of a lightning protection system;
Improvement of site drainage; and restoration of a sidewalk, baptistery, and pipe organ and Its
antiphonal.
"Phase II" restoration
On September 10, 2007 was closed for at least a year to begin Its "Phase II" Restoration
Project. "Phase II", an approximately $4 million, federally funded project will focus on the church's
historical architecture and cosmetic design. It will include a combination of restoration and
preservation treatments. When "Phase II" Is completed visitors will be able to fully experience the
church that supported the family, spiritual and cultural development of Reverend Dr. Martin Luther
King, Jr. from the early age of five, when he was baptized there, to his last days of thirty nine
years on April 9, 12Qll..
Gandhi Promenade
The statue of Mohandas Karamchand Gandhi was donated by The Indian Council for Cultural
Relations, India, In collaboration with The National Federation of Indian American Associations and
The Embassy of India, USA.
The Inscribed bronze plaque reads:

King Center
Caretta Scott King started the Martin Luther King Jr. Center for Nonviolent Social Change in the
basement of the couple's home In the year following King's 1968 assassination. In 1981, the
center Into a multimillion dollar facility on Auburn Avenue, near King's birth home and
next to Baptist Church, where he preached from 1960 until his death.
In 1977, a memorial tomb was dedicated, and the remains of Martin Luther King Jr. were moved
from South View Cemetery to the plaza that Is nestled between the center and the church. Martin
Luther King Jr.'s graveslte and a reflecting pool are also located next to Freedom Hall. Mrs. King
was Interred with her husband on February 7, 2006.
As of 2006, the King Center Is a privately owned inholding within the authorized boundaries of the
national historic site. However, there is debate within the King family on whether it should remain
so or be sold to the National Park Service.
International Civil Rights Walk of Fame
The "International Civil Rights Walk of Fame" was created In 2004. The walk along the Promenade,
Includes footsteps, marked In granite and bronze. According to the National Park Service, the Walk
of Fame was created to "pay homage to the "brave warriors" of justice who sacrificed and
struggled to make equality a reality for all." The new addition to the area Is expected to enhance
the historic value of the area, enrich cultural heritage, and augment tourist attractions.
The "Walk of Fame" Is the brain child of Xernona Clayton, founder and executive producer of the
renowned Trumpet Awards and a civil rights Icon In her own right. Ms. Clayton said, "This Is a
lasting memorial to those whose contributions were testaments to the fact that human progress is
neither automatic nor Inevitable. This historic site will serve as a symbol of pride and a beacon of
hope for all future generations. We are looking forward to building a monument to the civil
struggle that depicts every step taken toward the goal of justice and the tireless exertions and
passionate concern of these dedicated Individuals."

This past week and this past night there has been some noise-pollution-harassment
(mental aggravation) that I should add something to this document. It said about Attorneys
Carlson and Ehlke having written something about underlining being for emphasis when they filed
some documents in my Sheboygan, WI lawsuit that was on my behalf by the Wisconsin Education
Association. It said something about the court records not showing the monetary amount over
the line. It said something about the Pro Deo Et Patria Award Citation having an Irregularity in the
line below where it states Milwaukee. It said something about them making a refund racket. My
lawsuit documents by Attorneys Carlson and Ehlke are my property. My Pro Deo Et Partria Award
documents are my property. The noise-pollution-harassment (mental aggravation) person
indicated that he claims he had me find out as per the 1973- 1974 union contract and thereby
believes that this all became his property. I think he has a mental disease and/or defect.
Regardless, I don't want to be harassed so I demand a cessation to this racket by prosecution of
this racket they do.

cities. It indicated this continued with Joseph M. Stefanko making 2 sets of records instead of the
one Credential he told me he would have put into my UWM P&CD file. It indicated that Brown
University Professor Aaron Wold continued this racket with the eliminate the twinning effect in
crystallography program. It indicated that Lawton & Cates Attorneys Carlson and Ehlke continued
this racket with the mandamus and peremptory mandamus filings. Etc.
It said that T. L. Soukup is a premade freak via a sex machine. It said that what D. P.
Winkler got was sex tutorings at a convent. It said that what I got was that they tried to rape me.
Obviously, some shouldn't get something like that detrimental to others. They don't get to use
my file. They don't get to use my father's file. Brown v. Board of Education indicates that a
school system within a school system is illegal; that it is a discriminatory practice. The
egucational program there should have their own program to issue the services to each student
instead of what they did.

The Archbishop of Canterbury has said the Roman Catholic
Church in Ireland has lost "all credibility" over the way it had
dealt with paedophile priests.
Rowan Williams said the problems, which had been a "colossal
trauma" for the Church affected the wider public.

programme. Dr Rowan Williams called the
BBC religious affairs correspondent Robert Pigott said Dr Williams' scandal "a colossal trauma" for
words represents unusually damning criticism from the leader of Ireland

allegations of paedophilia.
The head of Ireland's Catholic Church, Cardinal Sean Brady, also
apologised for his role in mishandling the case of a serial child
abuser.

children signed vows of silence over complaints of sexual abuse

subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they
reside. No State shall make or enforce any law which shall abridge the privileges or immunities of
citizens of the United States; nor shall any State deprive any person of life, liberty, or property,
without due process of law; nor deny to any person within its jurisdiction the equal protection of
the laws .... "
If it was criminal; then I was supposed to be provided with an advisement, a right to
remain silent which I do not ever forfeit, an attorney, a jury, etc. If it was civil; then I was
supposed to be provided with an advisement, a right to refuse to provide a deposition which I do
not ever forfeit, an attorney, a jury, etc. If it was common law; then I was supposed to be
provided with a jury case, etc. I am aware that some vandalize real estate to make a black
neighborhood and threaten to steal via common defect. I am aware that some threaten to use the
health department's probate court system to steal from me. Of course, they shouldn't be allowed
to use the contact problem in psychiatry to make and do dossiers they want to keep secret
instead of them doing proper law and order services.
From time to time there are marketplace threats to me that my purchase is supposed to be
a piece for David Paul Winkler. I am not aware of any such case. Certainly, my Pro Deo Et Patria
Award doesn't mean that they get to have my real estate, my file, etc. for an urban classroom,
etc. Certainly, my Pro Deo Et Patria Award doesn'fmean that they get to do urban terrorism to
me to make pieces for their people.

harasment (mental aggravtion) said that meant they don't want people going there. Recently, the

school unless they get such a piece. They don't use the term rape. They use the term
molestation. They believe they get to do a molestation to prevent competition. I believe they
shouldn't be allowed to have a mole station.
Recently, at the Old Country Buffet (Brown Deer) employee Shimkus tried to cause me to
be brain dead to thereby talk through what some might refer to as my underarms. I am aware
that some have tried to misrepresent me as a prostitute. It is incorrect that I have ever been a
prostitute, that I am now a prostitute, or that I will ever be a prostitute. Someone at the Old
Country Buffet (Brown Deer) said he was sent there by the King of England to tell me I don't get
to have it. Of ocurse, I object to such activity. A noise-pollution-harassment (mental
aggravation) said the King of England would send me $1 billion. Considering the facts,
circumstances, etc.; I believe it is illegal in regard to whatever it is whoever it is has been doing.
It certainly is evident that my Pro Deo Et Patria Award is worse than not being an award. As per
the facts, circumstance, etc.; it is evident to me they tried to do a hate crime to me to have hate
crime victim services from me.

I received a copy of it from Job Service Wisconsin during January of 1979. The Credential is not
as per what was told to me. They had me read it before having me authorize them to put it into
my UWM P&CD file. They said they would correct the spelling mistake before sending it to P&CD
at UWM. They lied. Their bad conduct causes the problem that crooked employers want to use
the P&CD file instead of the job application. I have never applied for employment to do any such
work. I have never been hired to do any such work. I have never done any such work. Such
employers don't obey a federal law that the employer isn't allowed to change the job application.
I have reported it many times. Instead of a suitable remedy for me, there are threats to me.
Perhaps he sells "intel inside" computers. Of course, I would want payment for the use of my fake
file. After I reported it many times, UWM changed P&CD to P-CD. Of course, I don't want to be
hyphenated and I presume others don't want to be hyphenated. These people should be
prosecuted.

The hyphenation of intellectually is incorrect as "intell-ectually" and should be "intel-
lectually." If that is what they wanted to do, then my salary should be the annual contract salary
times 2 times the number of students times a 24/7 factor for the entire school year. Internet
information indicates there is no such word as wellprepared; but, there is a word well-prepared.
That would mean the hyphenation in the Credential isn't correct. There is room on the line to
properly hyphenate the word; but, he didn't properly hyphenate the word. In my Sheboygan, WI
lawsuit that was on my behalf by the Wisconsin Education Association the paperwork doesn't show
the monetary amount over the line. I didn't ever consent to having anyone put a refund clause in
my P&CD file. These people should all be prosecuted. I want money, a health insurance policy, a
life insurance policy, servicings, etc. I most certainly will never apologize to anyone that Pfeiffer
caused a problem by lying to me.

I read that the House Energy and Commerce Committee held a hearing examining repercussions of reckless state and
Federal budget cuts. You were personally invited but declined the invitation. Why? Do the Koch brothers not have
confidence in your being able to talk without sticking your foot in it? By the way, do you realize that in a speech you
made after the bill was passed to deny citizens their right to collective bargaining, you used the word private and reform
in the same sentence? I'm thinking you may have meant to use the word public. Yet another faux pax? It's o.k. A lot of
us have you figured out already. It would be hard not to, you and the Fitzgerald brothers do not seem to be the
brightest bulbs in the bunch. I'm not either. That's why I do not run for public office. Still, I do not understand why the
republican middle class think you all plan to keep them safe. We have got a lot of work to do making them see the
light. Maybe one of you fellows could slip up and make them realize you have no higher regard for the republican middle
class than for the democrats? Would be a huge help!
