Chair, as the global world becomes more competitive and it feels like the Philippines is lagging behind, this side of the house strongly believes in the need of implementing the K+12 educational curriculum to which we believe that would cater the demands of the global market and the needs of the Filipino students. The current basic education of the Philippines is 10 years compared to other Countries where they have 12. The formal education is a sequential progression of academic schooling at three levels, namely, elementary, secondary and tertiary or higher education. The Philippines is using a bilingual medium of instruction. Certain subjects are taught in English and the rest in the national language which is Filipino. But what is wrong with this system? Why are some or even most International market don't recognize the 10 year education? Does quantity speak for quality? Is there a need to reform the system? Is K+12 a solution for quality education? Then the answer would be YES. K +12 is a proposed new educational curriculum where K stands for "Kindergarten" and 12 is the sum of 7 years in elementary and 5 years for high school. These number of years can help train students to become better or not, the best professionals the country could produce. MEMBER: MADAM CHAIR, I SHOULD LIKE TO ASK THE SPEAKER A QUESTION. The Enhanced K+12 Basic Educational curriculum seeks to provide for a quality 12year basic education program that each Filipino is entitled to. This is consistent with Article XIV, Section 2(1) of the 1987 Philippine Constitution which states that The State shall establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society. The K+12 basic education reform plan aims to improve the quality of Filipino high school graduates by adding two years of senior high school to the current 10-year education curriculum. The two additional years in senior high school are envisioned to serve as a specialization period for high school students, whether in vocational skills, music, the arts or sports. This would give high school graduates the option to pursue jobs with a basic education diploma or proceed to college. The program aims

to make Philippine education at par with the rest of the world, with 12 years of basic schooling already a global standard. According to the DepEd, only the Philippines, Angola and Djibouti

Officials said the two-year shortcoming had proven problems in the accreditation of Filipino graduates when applying for postgraduate courses and employment overseas. The DepEd envisions the program to give high school graduates more options after graduation: To start working as qualified high school graduates or to continue on to college. With K+12, Filipino students would finish high school at the employable age of 18. DepEd hopes to usher in the first batch of senior high school entrants under the new K+12 program by school year 2016-2017. It will be holding regional consultations on the proposal. The DepEd started the phased implementation of K+12 in June 2011, with the institutionalized public kindergarten program for 5-year-olds. It is set to introduce a new curriculum for Grade 1 and 1st year high school when the school year opens in June this year. If implemented on schedule, the full K+12 program will have its first graduates in March 2018. MINORITY FLOORLEADER: MS. CHAIR! PRESIDING OFFICER: YES, MS. MINORITY FLOOR LEADER. BUT THE QUESTION IS DOES THE PHILIPPINES HAVE THE ENOUGH MONEY TO FUND, IF I MAY BE, BOLD, THE NECESSARY NEEDS SUCH AS: CLASSROOMS AND EFFECTIVE TEACHERS IN THIS PLAN, MS. SPEAKER LAID OUT? IF WE ARE ALREADY FACING THE FUNDING PROBLEMS IN THE TEN YEAR CURRICULUM, HOW MUCH MORE IF 2 YEARS WILL BE ADDED IN IT? MAJORITY FLOORLEADER: MINORITY FLOORLEADER: WHEN IMPLEMENTING THIS CURRICULUM, DONT YOU THINK MS. SPEAKER THAT THERE WOULD BE MANY DROP-OUTS IN RESPECT TO FINANCIAL FACTORS? SPEAKER IS THE FINANCIAL PROBLEM THE PARENTS WILL ENCOUNTER DURING THE ADDITIONAL YEARS IN THE CURRICULUM.

We are confronted at hand by this new education system introduced to us. This side of the house believes that since the government blatantly pursues this system, they are indeed overlooking the fact that a lot of the population of the Filipino people would disagree provided with the reason that lets face it- Philippines is a poor country thus equating to the fact that the majority of the people inhabiting the country would also be poor. If this system would be forced on us, wouldnt the government be that insensitive to ignore the needs of the parents who would be facing this dilemma? The parents indeed would have to spend more money on their childrens education. MEMBER: MADAM CHAIR, I WOULD LIKE TO ASK THE SPEAKER A QUESTION. In this situation, the drop-out rates will increase since the parents cannot comply with the financial demands attached in it, Ms. Chair. Another thing would be, instead of forcing it on us, why wouldnt DepEd focus rather on the lack of educational materials, classrooms and even worse teachers. If they really wanted to push this through then dont you think, Ms. Chair that it would just be appropriate to need more classrooms and all the needed educational facilities since they are adding 2 years in our educational curriculum? If we are facing problems in the lack of educational materials, qualified teachers and so on with the ten year educational curriculum how much more if they added the two years in it? It would be reasonable enough Ms. Chair to remedy the current hardships just like what the famous saying tells, An ounce of prevention is worth a pound of cure. And as far as DepEd is concerned, the problem is not about the length of education but the content of it. We need to have better education not more education, Ms. Chair. Another argument this side of the house presents, Madam Chair is that if ever this new educational curriculum would be implemented then this would clearly imply that the first batch of graduates in this curriculum would still end up jobless, since business firms and companies nowadays changed their standards in accepting employees. These companies require college diplomas on the applicants so this in turn shows that the graduates will clearly suffer the consequences because they only have high school diplomas with them and with this the fresh grads will in turn add up to the 300 thousand unemployed youths graduating every year, supporting the statistical information from the World Bank exposing Philippines having the highest rate of unemployed youths.
