The economy in our state is worse than it has ever been, at least since the Great Depression of the 1930's,
and we have all felt the pain.

Though some economic indicators have improved, we still have not turned the corner. As home values have dropped across the state, and so many in California lost their jobs, lower revenues have forced the state budget to shrink by 35% since fiscal year 2007-2008. This equates to $40+ billion being cut from the state budget in just the last 5 years. The State, the people of the State and the employees of the State
have endured cut after cut over the last several budget cycles. And it's not over yet.

With a looming shortfall of $16 billion, the State has to find more to cut once again. Over the past several years, we have all given a lot. State Employees are again being asked to give more to help balance the budget. Governor Brown has proposed a plan to reduce personnel costs by 5% for all State employees, including all Peace Officer classifications, for the next 12 months. This in all likelihood will be accomplished through some version of a "personal leave program" (PLP) wherein 8 hours of pay is exchanged for 8 hours of time on the books each month.
No one is more aware that this is no small sacrifice for the professionals in our organization. Five percent a month is the equivalent of a car payment, insurance, gas, or next semester's college tuition. In an effort to reduce the impact to you, our member, CCPOA has pushed several issues with the Brown Administration, some of which made it into the May revise. We believe the following will achieve
additional savings:

1] Return Out of State Inmates to California - The state is expected to save $318 million a year. 2] Standardize Staffing Levels - This will help achieve savings while still operating Safely and still
running programs.

3) Division of Juvenile Justice (DJJ) - Achieve estimated savings of $24.8 million based on staffing
efficiencies at the Administrative level.

Unfortunately, the state is still in a financial crisis. The Governor and the Legislature are working to find savings wherever possible. Not one of us is apt to jump at the thought of another pay reduction - we have just recently been made whole - but it is necessary to try and prevent the need for bigger and more drastic cuts like the 15% furlough program that was forced on us by former Governor Schwarzenegger. Its also important to recognize that this is not a punitive measure by Governor Brown to target State Employees, but instead it is a tool to help the State live within its means, such as they are during these
difficult times.
