1.

INTRODUCTION
The Contract between Bill Harbert International Construction Inc., USA and El Sdodi Company includes the extension of the existing Sheikh Radwan Reservoir. This document details our interpretation of the required work and provides a statement of the proposed method of execution.

2.

MOBILISATION
Following receipt of instructions to commence, the following items will be implemented :

Site Accommodation Site offices for the staff of the Engineer will be provided, furnished and serviced in accordance with the requirements of the Contract.

2.2

Sign Boards Sign Boards of the type specified in the Contract will be provided and erected and maintained at agreed locations.

2.3

Plant & Labour Arrangements will be made to secure the availability of all plant and labour resources required to implement the Works in accordance with the approved Programme.

3.

CONSULTATION WITH STATUTORY AUTHORITIES


Prior to commencement of the Works all relevant statutory authorities will be consulted to ascertain the effect of the proposed Works on existing utility apparatus and to establish any requirements regarding diversion and/or protection. It is proposed to include the following organisations within the consultation process : Gaza Municipality Gaza Municipality Gaza Municipality Palestinian Energy Authority PALTEL Water Department (water mains) Engineering Section (drainage & roads) Electricity Department (LT system) HT system Telephone system

4. 4.1

TRAFFIC MANAGEMENT
Routing The scope of the works requires excessive haulage of surplus excavated material from the Site. It is anticipated that approximately 13,000 HGV journeys will be required during the implementation period in order to transport the material to either approved tips for disposal or to the Contractors local tip for re-use. The resulting HGV traffic volume generated will have a significant effect on the local road system and early discussions will be held with the Traffic Department of Gaza Municipality and the Police Authority in order to identify preferred routes that will minimise disturbance to local residents and road users.

4.2

Road Closures Any local temporary road closures and traffic diversions considered necessary will be implemented only after exhaustive negotiations with and approval from the Municipality and Police Authority. All diversion routes will be clearly identified using an approved traffic signing system.

5.

PUBLIC RELATIONS
The inevitable consequence of the implementation of any major civil engineering project is the adverse effect on the lives of local residents and road users and every practical measure will be taken to reduce noise and dust pollution to a minimum. However, experience proves that an important element in minimise the impact is to conduct a comprehensive public relations exercise both before and during the implementation of the works. To this end, we will collaborate closely with the Municipality in keeping local residents informed of the scale, nature and programming of the project. It is envisaged that such a campaign is best implemented by close co-ordination with local residents representative groups and by making available direct contacts for individual residents to air any grievances or address queries.

6.

SAFETY PROCEDURES
In order to minimise the risk of injury to the personnel and property of the Employer, Engineer and Contractor and other third parties, stringent safety procedures will be implemented throughout the duration of the Works. A Safety Policy statement will be submitted to the Employer for approval prior to commencement of any construction works. Implementation of the approved safety policy will be the responsibility of a designated Safety Officer, who will be familiar with the policy and will have had considerable experience in similar positions of responsibility. He will have the authority to warn and/or dismiss Contractors employees who contravene the requirements of the safety policy.

The principal elements of the policy will cover : safe construction practices provision of safety equipment (hard hats, eye protectors, fluorescent jackets, steel toecapped boots etc) for labourers and plant operatives handling of equipment and materials in accordance with the manufacturers instructions operation and maintenance of plant and equipment in accordance with the manufacturers recommendations the correct storage and use of hazardous materials adequate fencing of excavations warning notices to the general public regarding the hazards of construction sites 7. 7.1

APPROVAL OF MATERIALS
Technical Approval Specifications and samples of all materials proposed for use in the Works will be submitted to the Engineer for approval.

7.2

Quality Assurance All necessary documentation and certification, together with manufacturers testing procedures, where appropriate, will be provided for materials used in the Permanent works in order to demonstrate compliance with the requirements of the Technical Specifications.

7.3

Ordering of Materials Official orders for materials will only be placed following receipt of the Engineers approval. A schedule of delivery will be established to ensure that materials available on site are commensurate with the nature and progress of work on site, thus avoiding unnecessary stockpiling.

8. 8.1

SITE SURVEY
Topographical Survey Prior to commencement of the Works, a survey of the existing site will be undertaken, in conjunction with the Engineer if required, in order to verify the data given in the Contract drawings. Any discrepancies identified will be brought to the attention of and agreed with the Engineer. The data will be used for the development of working drawings and, on completion of the project, for the production of as-built drawings.

8.2

Structural Condition Survey A survey of existing properties, structures and access roads likely to be affected by the Works will be carried out, in conjunction with the Engineer if required, in order to establish their structural condition prior to commencement of the Works. The results of the survey will be agreed with and approved by the Engineer.

8.3

Photographic Survey A comprehensive photographic survey of the Site and adjacent properties and access roads will be undertaken in order to establish a permanent record of preconstruction condition.

9.

IMPLEMENTATION
This section details the proposed sequence and methods of construction.

9.1

Site Possession Following site possession, the working area will be made safe. Appropriate barriers and fences will be erected to safeguard the general public and to inhibit unauthorised access. Any required strengthening and/or protection of access roads will be undertaken.

9.2

Preliminary Site Clearance

Any existing surface structures and substantial vegetation will be removed and disposed off site. The following items are noted and will be carried out in accordance with the Engineers instructions : relocate existing horticultural premises remove and relocate Roman artifact relocate existing electricity poles 9.3 Slope Formation & Stabilisation

Excavation within the existing reservoir embankments to the required profiles and construction of gabions constitute the major element of the Works. The primary objectives of the proposed method of implementation are : to provide a constant and uniform supply of excavated material to the large fleet of trucks to avoid excessive double-handling of excavated material to avoid the transfer of load from heavy plant to completed sections of gabions

In order to achieve the above objectives it is proposed to undertake the work in various stages, as detailed below : Stage 1 (22.50m - 21.00m above Datum) Excavate and grade to profile the section of embankment from level 22.50m to the rear face of the upper tier of gabions. Stage 2 (21.00m - 17.50m above Datum) Excavate and form a horizontal access platform, approximate width 8.0m, at level 17.50m above Datum. The excavated profile to the rear face of the upper tier of gabions will be as near vertical as possible within the limitations of the soil conditions encountered.
The formation for the gabions will then be accurately prepared and compacted to

the required profile (6) and any soft spots excavated and filled and compacted with locally excavated suitable material. Geotechnical material will be laid on the prepared formation, all in accordance with the Technical Specifications. Gabion construction will proceed in accordance with the Technical Specifications.
Following construction of the gabion wall to its full height, the void between the

rear face of the wall and the undisturbed excavated profile will be filled with suitable excavated material and compacted and the surface graded to the correct profile. [It is considered that there is a significant risk of fine material migrating from the fill to the rear of the gabions into the voids within the gabions. This will affect the stability of the ground to the rear of the gabions and it is recommended that a layer of geotextile material be placed against the rear face of the gabions prior to backfilling]. Stage 3 (17.50m - 13.00m above Datum) Excavate and form a horizontal access platform, approximate width 8.4m, at level 13.00m above Datum. The excavated profile to the rear face of the middle tier of gabions will be as near vertical as possible within the limitations of the soil conditions encountered.
The formation for the gabions will then be accurately prepared and compacted to

the required profile (6) and any soft spots excavated and filled and compacted with locally excavated suitable material. Geotechnical material will be laid on the prepared formation, all in accordance with the Technical Specifications. Gabion construction will proceed in accordance with the Technical Specifications. Following construction of the gabion wall to its full height, the void between the rear face of the wall and the undisturbed excavated profile will be filled with suitable excavated material and compacted and the surface between the toe of the upper tier of gabions and rear face of the middle tier graded to the correct profile. Stage 4 (13.00m - 9.50m above Datum)

Excavate and form a horizontal access platform at level 9.50m above Datum. The excavated profile to the rear face of the lower tier of gabions will be as near vertical as possible within the limitations of the soil conditions encountered.
The formation for the gabions will then be accurately prepared and compacted to

the required profile (6) and any soft spots excavated and filled and compacted with locally excavated suitable material. Geotechnical material will be laid on the prepared formation, all in accordance with the Technical Specifications. Gabion construction will proceed in accordance with the Technical Specifications. Following construction of the gabion wall to its full height, the void between the rear face of the wall and the undisturbed excavated profile will be filled with suitable excavated material and compacted and the surface between the toe of the middle tier of gabions and rear face of the lower tier graded to the correct profile. Stage 5 (Access Road) Excavate and compact formation for access road to the profile indicated on Drawing No. 64. Any soft spots will be excavated and filled and compacted with locally excavated suitable material. Geotechnical material will be laid on the prepared formation, all in accordance with the Technical Specifications. Road construction using lean mix concrete in accordance with the Technical Specifications. 9.4 Bulk Excavation Bulk excavation within the reservoir to the required base level will be carried out progressively in conjunction with work to the embankments detailed in Stages 1 to 4 in Section 9.3. The work will be carefully programmed to ensure a continuous supply of material for disposal with a minimum of double handling. Following removal of material, the base of the reservoir will be graded to the specified level.

9.5

Insitu Concrete Work The principal item involving insitu concrete construction is the replacement inlet structure adjacent to Abu Skander Street and associated box culvert provision. All concrete will be ready-mixed from a supplier approved by the Engineer. A Bar Bending Schedule will be submitted to the Engineer for approval. The proposed construction sequence is as follows : Excavation, preparation and compaction of formation Provision, laying and compaction of blinding concrete Erection of wood shuttering and steel reinforcement, incorporating expansion joints, contraction joints and construction joints, all in accordance with the Technical Specifications and drawings. Provision, placing and systematic compaction of concrete using vibrators Implement precautions to enhance curing of exposed concrete surface during the specified period Stripping of formwork after the specified ageing period Repair of minor surface defects in accordance with the Technical Specification

9.6

Stone Pitching Stone pitching, or riprap, will be placed to protect natural soil embankments at the locations shown on the drawings. The embankment will be carefully graded to the required profile prior to placing clean stone in accordance with the requirements of the Technical Specifications.

9.7

Miscellaneous Works Rehabilitation of Sand Trap Rehabilitation work to existing damaged gabions comprises the provision of reinforced concrete supports, pressure grouting of gabion fill material and repair of the wire mesh baskets. The extent of the required work will be agreed in detail with the Engineer prior to commencement. The base of the sand trap will be graded, prepared and protected with a 300mm thick layer of reinforced concrete. Maintaining Existing Flows It is envisaged that the majority of the work within the reservoir can be substantially completed prior to the commencement of the 1998/99 rainy season. However, there remains the risk of isolated storms during the summer season and precautions will be taken to ensure the effective operation of the facility at all times. Any damage caused by floodwater will be made good.

9.8

Landscaping Reservoir embankments shall be carefully graded to the required profiles and the surface loosened to a minimum depth of 150mm using mechanical cultivators. Large stones will be removed by hand. The prepared surface will be fertilised and seeded in accordance with the requirements of the Contract. It is envisaged that the optimum time for implementing this work is immediately prior to the rainy season, ie October / November.

9.9

Site Clearance on Completion Upon completion of the Works the following operations will be implemented to ensure that the site is left in a tidy and fully operational condition : Removal of surplus material, temporary access roads, storage compounds etc Removal of all Contractors equipment, temporary fences, signs

TESTING Testing of materials at the place of manufacture and after delivery will be undertaken in accordance with the requirements of the Contract. Insitu testing of materials incorporated in the permanent works will be carried out by approved technical laboratories. All relevant test results, interpretative reports and certificates will be provided to the Engineer for approval.
