1. lOCATION & I DEFTIFICATION: To kyo is sprawled out for about
360 square miles a long the north
shore of Tokyo Bay. To the sou t hward it merges i nto Kawasaki
and It li es at the edge of an extensive almost
featureless plain that is by s ever a l rivers that flow
down from the north and no rthvee t. The larges t of these is the
Tone v"hich heads in the up lands 100 miles to the northv1est of
the city and flows southeastrard to the Pacific where it enters
the sea at prominent Nagasaki Point 10 miles directly east of
Tokyo . There are no appreciable hills eastward to the sea nor
within 30 miles to the and north and within 15 to 20
miles to the west . The terrain becomes ver y farther
west vith mountains reaching upward to nearly 9000 feet .

Around seve ral factory intallntions l ocated in the mo r e congected
wards simila r areas abou t 50 yar ds wide have been clear ed of
all in an at tempt to f end off s weep ing fires.
The fire alleys r un ,enera lly in an east- west Gi r ection ,
a s the prevailing wi nds are north- south exc ep t i n An
outstanding excep tion is a 110- yar d fir e a lley running north-
south between t he Sumida and Naka Ri 7ers: separating the dense l y
populated Hon_jo \,'ar d from the factory district to the east.

area) . The general pattern of these a ll eys is designed to
supplement the na tura l fire- breaks formed by wide str ee ts, cana ls,

here, even though buildings in this a r ea a r e very ffiodern and

an opportunity for incendiary attack that cannot be judged by
experience in the European Th eater. rJiaximum des t ruction or
dislocation of war-time through attacks of this kind
can of course o{j.ly be accor.lplished if fire- fi ghting faciliti es
are overcome . Hence the importance of adherence by each
squadron to its briefed aiming point and time of attack and
coordination of l atter vith ground wind data .

5. Communications:
a. (1) Radio silence will prevail enroute to t arge t except in case of
an aircra,ft in extreme emergoncy.
(2) Four special radio- homing planes, two from the 73rd tling and two
from the 313th lfling will proceed to a presdesi gnated point arrl
orbit for radio homing purposes . Desig1at ed radio planes will
carry one (1) ~ a r e Liaison Transmitter and one (1) spare
Liaison Dynamotor . All radio pl:>.nes will begin transmitting
homing signal .20 minutes prior to a rrival o f main force at des-
i gnated points . (Reference Regul.ntion 100- 37 XXI BomCom) Radio
homing planes will fly designated course for one hour and thirty
minutes . The most capable re.dio operata- s available will be
assigne d to the spec:ial radio planes. The allocation of planes,
altitude , frequency and identification signals will be as follorss
