Managed professional and administrative staff of twenty personnel, as well as provided regulatory oversight and management services. Successfully wrote renewal applications, managed and operated three CMS funded 1915 (c) Waivers Launched and managed first Aging and Disabilities Resource Center in the District of Columbia. Secured final approval, launch and operation of first HIV 1115 Waiver in District of Columbia (first of its kind in the United States). Provided Oversight and Financial Management for multi-year HIV Ticket to Work Grant providing Medicaid health coverage for DC residents that were HIV+ and working. Coordinated and managed expansion of the Medicaid Elderly and Persons with Physical Disabilities (EPD) Waiver for consumer direction and assisted living services gaining final approval from CMS after defending application and funding with District finance officials and District Council. Collaborated with DC Department of Disabilities Services in drafting application, expanding services for persons with intellectual and developmental disabilities and gaining CMS approval. Drafted grant application and received funding and served as co-lead investigator for Center for Health care Strategies - Robert Wood Johnson- Kaiser Permanente Funded Medicaid Value Program Case Management initiative testing the CMS approved case mgmt and a House Call Clinician centered system. Co-directed and launched first electronic long term care case mgmt system for D.C. Medicaid. Successfully co-drafted and launched five year $26M Money Follows the Person (CMS funded) grant for the District of Columbia. Established first series of dialogue meetings with Medicaid Providers to discuss LTC consumer needs, program successes and concerns Co-drafted and facilitated the final CMS approval for D.C. Nursing Home Case Mix reimbursement formula replacing negotiated daily rate. Coordinated development and helped secure final approval of the first DC Medicaid Long Term Care Pharmacy Point of Sale system. Presented new long term care briefings for senior staff and leadership at DC Hospital Association; DC Medical Society; DC Long Term Care Association (Nursing Homes); District Council.
