Background The socio-economic dynamics among people of Yogyakarta and Solo is on the rise.

Nowadays, theres increasing number of people who work over-province from both city. They prefer to take a longer journey from each city to reach their workplace than moving to another province because of financial and administrative reasons. The distance of the two cities is also considered as close: 1.5 hours by motorcycle or 2 hours by car. By this, there must be interconnection between Yogyakarta and Solo every day. Presently, much public transportation to support the commuters need is now available in order to streamline their time and expenses. One of them is a train called Prambanan Ekspress or Prameks which route is across Yogyakarta and Solo. This public transportation is pretty accessible where tickets are available daily every half-hour starting from 7 am to 8 pm. For commuters that ride private vehicle to station, theres also parking admissions available there for them. Prameks also provide a special coach for women. Ticket prices are also relatively cheap for around Rp 9000.00. All that facility can be used as media promotion for the use of mass transportation as an alternative over private vehicles. In addition to environmental concerns, Prameks considered to be a very efficient transportation since it can carry almost 300 people in one way. It means using Prameks helps to reduce a lot of exhaust emissions from private vehicles of 300 people. The commuters also prefer this mode of transportation because it is safer than traveling alone with private vehicles and have lower risk of accidents. In this study we will assess how effective the use of mass transportation likes Prameks among the socio-economic dynamics of the people of Yogyakarta and also the benefit for the environment.

Researh Question Have Prameks become an effective mass transportation that provides the needs of Yogyakartas people to travel to Solo?

Conceptual Framework The tragedy of the commons that was popularised by Garret Hardin. 1 His metaphor describe contemporary environmental problems about public transportation system to show how private benefit and public interest seem too point in opposite directions because individually, rational actions may produce collectively irrational outcomes. In study case like mass transportation, it can be analyzed that people still choose private vehicles over mass transportation because of their personal need and their lack concern on the environment. We need to socialize any kind of mass transportation and its benefit in order to encourage people to use mass transportation as alternative and make them more environmentally conscious.

Objectives The purpose of this research is to find the main reason of Yogyakartas people who prefer using private vehicle to travels to Solo instead of using Prameks. We will also try to persuade more private vehicles users to use Prameks. Generally, this research is aimed to find the information about the public view on Prameks and the problem that becomes an obstacle to develop Prameks.

Research Method Interview The interview will be focused to the related parties such as the Daerah Operasi (DAOP) VI PT Kereta Api Indonesia. We expect to get responsible data on the implementation of the idea of Prameks and also financial and operational problems. This method will bring us into more objective results. Public interview and survey The public interview and survey will be held at the same time and to the same person. This survey took place at several places, like FISIPOL UGM area, Lempuyangan Station, inside Prameks, and Solo Balapan Station to vary the subject, from non-Prameks-user and

Prameks-user. With these methods, we seek suggestion and opinion from the people so that from the problems we have, we can get the solution. Field observation Field observation is an observation towards the public activities. Through this, we will be able to see the implementation of Prameks policy and analyses the problems more specifically.

Progress Report On April 27th 2012, we went to Lempuyangan Station to spread questioner and did some public interview in the same time. From this we collect total of 71 questionnaires (random sample) with age range of 17-73 years old, which mostly between the ages of 18-25 years old. They have varied job such as: students, entrepreneurs, clergy, social workers, producers, lawyers, doctors, professors, civil servants, SPG, etc. From this survey we come with several conclusions: Prameks still become the main option for people from Yogyakarta to travel to Solo with 80% of the questionnaires choose Prameks over any other kind of transportation. Mainly, people choose Prameks because economically speaking Prameks ticket is affordable, accessible, and help the commuters need to mobilize across Yogyakarta-Solo faster. We can clearly see that their mindset to choose Prameks over private vehicles is still economically oriented instead of environmentally oriented. In the other side, the main obstacles from Prameks development are: Prameks fluctuacting schedule and ticket prices, over-crowded coaches therefore susceptible to criminal acts, and limited route. Overall most of questionnaires agree that Prameks is the closest ideal modes of mass transportation in Yogyakarta-Solo with 73% of them agree that Prameks had become ideal mass transportation. Their main reason are because Prameks have large capacity to carry a lot of people, operates daily, simplify the way people travel to both city, provides relatively cheap ticket that most of people can buy and also provides women coach.
