COMPLAINT 1. Complainant Joseph Zernik [] Residence: 44 Jaffa Road, Jerusalem Mailing Address: PO Box 31440, Jerusalem, 91313 Email: (preferred) jz12345@earthlink.net 2. Complainant is not an attorney, neither is he represented by counsel in this matter. Given that Complainant is not an attorney, special lenience is requested in review of the complaint. No sections of the code were specifically referenced. Where errors were made in reference to the legal definition of the alleged crimes, Complainant requests that such references be disregarded. Instead - the facts alone should be reviewed, and the correct sections of the code be applied by the investigators. Over the past decade, Complainant specialized in analysis of integrity, or lack thereof, in large government and banking electronic records systems. 3. Suspect A person, who goes by the name Haim [] Residence (temporary): Jerusalem Hostel, 44 Jaffa Rd, Jerusalem Work: May be an employee of the Shin Bet (undercover internal security services) 4. Allegations Complainant alleges that engaged in: a) Harassment of the Complainant [;] b) Threats [ ,]and c) Is a likely suspect in attempt to bodily harm police officers on duty on the eve of Independence Day 2012. 5. Chronology a) Background I reside in the Jerusalem Hostel since early May 2010. For about 10-15 hours a day I am busy with my writing job on my computer in the lobby. I have no hourly job in the Hostel. However, the owner, who lives in the Tel Aviv area, asked me to inform him of any unusual events that are not appropriately handled by the regular employees, such as problems with violent, or undesired guests, security problems (mostly with non-guests), etc. I also try to make sure that the guests, most of whom are international tourists, feel welcome and happy with their stay: I provide information regarding tours, or help them find the information they need, provide various other types of help. I sleep in a dorm with 8 beds. During the entire time that I have lived in the Hostel, I have never experienced the type of problems described below. b) Haim harassed me repeatedly Haim arrived in the hostel about 3 months ago, and took a bed next to mine. Initially, I was friendly with him, just like I am with others. However, after a couple of weeks, I concluded that he is not trustworthy. His stories regarding himself, his background, his occupation, did not make sense at all. I decided to stay away from him. It became clear to me that he stays in the hostel under a false name.

I suspected that he is in fact either a Shin Bet agent and/or a criminal. At that time, after I stopped talking with him, he started harassing me on a routine basis: - Pulling my cloths every time he passed in the lobby, bothering me when I do my writing. - Issuing various threats (see below). - In some occasions, stealing my food, etc. On March 17, 2012, I sent an email complaint to the Hostel Manager Mariane, regarding the harassment, copied below:

After that time, it generally stopped. c) Haim issued various threats against me. The threats included: - That people like me should have been killed. - That he would strangulate me in my sleep. - That he would poison my food. - That I would be locked up in a mental institute. d) I believe that Haim is the prime suspect in an attempt to bodily harm police officers on the eve of Independence Day 2012. On the eve of Independence Day, 2012, around 10:00pm, the street below the hostel was packed with people. On the southeast corner of the building a group of police officers and YaMaM (anti-terrorist police squad) were standing, as part of security efforts. Suddenly, a large piece of luggage fell next to them from the Jerusalem Hostel. Both the police, and others, who witnessed the event, believed that it was luck that nobody was seriously harmed. At the time that it happened I was standing in front of the front door, smoking a cigarette. I went and inspected the luggage and its contents. It made no sense. It included various items that looked like lightweight old, used baby toys, and with them several heavy jars of cleaning liquid, used in the hostel. YaMaM immediately went into the building and started searching it. YaMaM and others were in agreement that the luggage was thrown from Room #5. However, there was nobody in Room #5 when they searched it. The next morning, the Hostel Manager Mariane the manager was upset, and she told me that the luggage was her personal luggage, and that it was stored in a high storage space behind the kitchen, which is difficult to reach. I considered the event the worst security breach that ever happened in the hostel in the entire period that I lived there. I discussed it with the other employees, and almost all of them agreed that it was most likely an inside job, perpetrated by someone, who worked in the hostel.

I believe that the person, who perpetrated it, had a key to Room #5, was tall enough to reach the storage space, knew where the clearing jars were stored, and was also relatively strong, to throw the heavy luggage over the balcony. Since I was almost the entire evening in the lobby or in front of the front door, where most of the employees were celebrating, I knew where most of them were at the time of the event. One employee was on the roof with a couple of tourists, and they confirmed that it was not done from the roof. Haim in my opinion was in the hostel, but he is the only employee, whose whereabouts during the event is unknown. Last Friday, I brought the issue up with Haim himself. He adamantly opposed the opinion that it was an inside job. He never said anything about where he was at the time of the event. Yesterday, one of the international guests, who says that he is a good friend of Haim for some years, but was in the lobby during the event, came to me, unsolicited, and said that he would provide Haim and alibi that he saw Haim entering the front door after the event. I never saw anything like that. I saw Haim in the building later on, but never saw him entering it from outside.
