It was nearly 10 years ago that a bright September day was darkened by the worst attack on the American people in our history. The images of 9/11 are seared in to our national memory -- hijacked planes cutting through a cloudless September sky; the Twin Towers collapsing to the ground; black smoke billowing up from the Pentagon; the wreckage of Flight 93 in Shanksville, Pennsylvania, where the act ions of heroic citizens saved even more heartbreak and destruction. And yet we know that the worst images are those that were unseen The empty seat at the dinner table. Children who were forced to their mother or their father. Parents who would never know the r child s embrace. Nearly 3,000 citizens taken from us, leaving our hearts. to the world. grow up without feeling of thei a gaping hole in

On September 11, 2001, in our time of grief, the American people came together. We offered our neighbors a hand, and we offered the wounded our blood. We reaf firmed our ties to each other, and our love of community and country. On that d ay, no matter where we came from, what God we prayed to, or what race or ethnici ty we were, we were united as one American family. We were also united in our resolve to protect our nation and to bring those who committed this vicious attack to justice. We quickly learned that the 9/11 atta cks were carried out by al Qaeda -- an organization headed by Osama bin Laden, w hich had openly declared war on the United States and was committed to killing i nnocents in our country and around the globe. And so we went to war against al Qaeda to protect our citizens, our friends, and our allies. Over the last 10 years, thanks to the tireless and heroic work of our military a nd our counterterrorism professionals, we ve made great strides in that effort. W e ve disrupted terrorist attacks and strengthened our homeland defense. In Afghan istan, we removed the Taliban government, which had given bin Laden and al Qaeda safe haven and support. And around the globe, we worked with our friends and a llies to capture or kill scores of al Qaeda terrorists, including several who we re a part of the 9/11 plot. Yet Osama bin Laden avoided capture and escaped across the Afghan border into Pa kistan. Meanwhile, al Qaeda continued to operate from along that border and ope rate through its affiliates across the world. And so shortly after taking office, I directed Leon Panetta, the director of the CIA, to make the killing or capture of bin Laden the top priority of our war ag ainst al Qaeda, even as we continued our broader efforts to disrupt, dismantle, and defeat his network. Then, last August, after years of painstaking work by our intelligence community , I was briefed on a possible lead to bin Laden. It was far from certain, and i t took many months to run this thread to ground. I met repeatedly with my natio nal security team as we developed more information about the possibility that we had located bin Laden hiding within a compound deep inside of Pakistan. And fi nally, last week, I determined that we had enough intelligence to take action, a nd authorized an operation to get Osama bin Laden and bring him to justice. Today, at my direction, the United States launched a targeted operation against that compound in Abbottabad, Pakistan. A small team of Americans carried out th e operation with extraordinary courage and capability. No Americans were harmed . They took care to avoid civilian casualties. After a firefight, they killed Osama bin Laden and took custody of his body. For over two decades, bin Laden has been al Qaeda s leader and symbol, and has con tinued to plot attacks against our country and our friends and allies. The deat h of bin Laden marks the most significant achievement to date in our nation s effo

rt to defeat al Qaeda. Yet his death does not mark the end of our effort. There s no doubt that al Qaeda will continue to pursue attacks against us. We must - and we will -- remain vig ilant at home and abroad. As we do, we must also reaffirm that the United States is not - and never will be - at war with Islam. I ve made clear, just as President Bush did shortly after 9/ 11, that our war is not against Islam. Bin Laden was not a Muslim leader; he wa s a mass murderer of Muslims. Indeed, al Qaeda has slaughtered scores of Muslim s in many countries, including our own. So his demise should be welcomed by all who believe in peace and human dignity. Over the years, I ve repeatedly made clear that we would take action within Pakist an if we knew where bin Laden was. That is what we ve done. But it s important to note that our counterterrorism cooperation with Pakistan helped lead us to bin L aden and the compound where he was hiding. Indeed, bin Laden had declared war a gainst Pakistan as well, and ordered attacks against the Pakistani people. Tonight, I called President Zardari, and my team has also spoken with their Paki stani counterparts. They agree that this is a good and historic day for both of our nations. And going forward, it is essential that Pakistan continue to join us in the fight against al Qaeda and its affiliates. The American people did not choose this fight. It came to our shores, and start ed with the senseless slaughter of our citizens. After nearly 10 years of servi ce, struggle, and sacrifice, we know well the costs of war. These efforts weigh on me every time I, as Commander-in-Chief, have to sign a letter to a family th at has lost a loved one, or look into the eyes of a service member who s been grav ely wounded. So Americans understand the costs of war. Yet as a country, we will never toler ate our security being threatened, nor stand idly by when our people have been k illed. We will be relentless in defense of our citizens and our friends and all ies. We will be true to the values that make us who we are. And on nights like this one, we can say to those families who have lost loved ones to al Qaeda s terr or: Justice has been done. Tonight, we give thanks to the countless intelligence and counterterrorism profe ssionals who ve worked tirelessly to achieve this outcome. The American people do not see their work, nor know their names. But tonight, they feel the satisfact ion of their work and the result of their pursuit of justice. We give thanks for the men who carried out this operation, for they exemplify th e professionalism, patriotism, and unparalleled courage of those who serve our c ountry. And they are part of a generation that has borne the heaviest share of the burden since that September day. Finally, let me say to the families who lost loved ones on 9/11 that we have nev er forgotten your loss, nor wavered in our commitment to see that we do whatever it takes to prevent another attack on our shores. And tonight, let us think back to the sense of unity that prevailed on 9/11. I know that it has, at times, frayed. Yet today s achievement is a testament to the greatness of our country and the determination of the American people. The cause of securing our country is not complete. But tonight, we are once aga in reminded that America can do whatever we set our mind to. During the past decade since the attacks of September 11, 2001, we have been a n ation at war. In Afghanistan, our enemy has been the Taliban, Al Qaida and count less foreign fighters whose only goal was to kill Americans, in great numbers. It has--and continues to be--a long war. The centerpiece of that war has been a single, elusive icon of terror who person ally directed the mass killings of innocent people around the world. From the first day, we fought back. And we continue to fight. We have lost friends, brothers, sisters, sons, daughters, mothers and fathers. W e have heard the sound of taps echo and linger in the distance. Many courageous men and women have returned with grievous wounds sometimes invisible to the naked eye. Despite the many obstacles, dangers and threats, we continue to fight. In a long war, the sacrifice is often spread across generations. Many of those operators who raided that compound 30 miles outside Islamabad were likely too young to drive when the 9/11 attacks occurred. And yet, these volunteers most certainly remembered that fateful day, and were t hinking about it as they were being transported into Pakistan via Special Operat ions helicopters in the dead of night. The images of that day likely one of the reasons they took their oath-- to defend against all enemies, foreign and domest ic. Fueled by adrenalin, a healthy dose of fear, and a supreme confidence in their e quipment and training, warriors like these know well that things can and likely will go wrong. That s why they rehearse. Whether they are on their target or suppo rting from afar, it s why they look after one another, and will never leave a fall en comrade behind. They are the best living definition of a team. Because they operate as a single unit toward a common, understood objective. They never quit. When the conditions change, they adapt. They can communicate intuitively, with silent hand and arm signals through the green glow of night vision goggles, or single syllable trans missions spoken into a whisper mike. They often follow orders delivered a contin ent away. They are brothers--closer to one another than their own immediate fami lies. t, 6. Ignore the 60 day rule for reporting to the Congress the nature of any milita ry operations as required by the War Power Resolution, 7. Continue the Patriot Act abuses without oversight, 8. Wage war at will, 9. Treat all Americans as suspected terrorists at airports with TSA groping and nude x-raying. And the Federal Reserve accommodates by counterfeiting the funds needed and not paid for by taxation and borrowing, permitting runaway spending, endless debt, a nd special interest bail-outs. And all of this is not enough. The abuses and usurpa tions of the war power are soon to be codified in the National Defense Authoriza tion Act now rapidly moving its way through the Congress. Instead of repealing the 2001 Authorization for th e Use of Military Force (AUMF), as we should, now that bin Laden is dead and gon e, Congress is planning to massively increase the war power of the President. Though an opportu nity presents itself to end the wars in Iraq, Afghanistan, and Pakistan, Congres s, with bipartisan support, obsesses on how to expand the unconstitutional war power the President already h olds. The current proposal would allow a President to pursue war any time, any p lace, for any reason, without Congressional approval. Many believe this would even permit military act ivity against American suspects here at home. The proposed authority does not re ference the 9/11 attacks. It would be expanded to include the Taliban and "associated" forces a dangerously vague and expansive definition of our potential enemies. There is no denial that the changes in s.1034 totally eliminate the hard-fought-for restraint on Presidential authority to go to war without Congressional approval achieved at the Constitutional Convention. Congress' war authority has been severely undermined since World War II beginning with the advent of the Korean War which was fought solely under a UN Resolution. Even today, we're wag ing war in Libya without even consulting with the Congress, similar to how we went to war in Bosnia in th e 1990s under President Clinton. The three major reasons for our Constitutional Convention were to: 1. Guarantee free trade and travel among the states. 2. Make gold and silver legal tender and abolish paper money. 3. Strictly limit the Executive Branch's authority to pursue war without Congres sional approval. But today: 1. Federal Reserve notes are legal tender, gold and silver are illegal. 2. The Interstate Commerce Clause is used to regulate all commerce at the expens e of free trade among the states. 3. And now the final nail is placed in the coffin of Congressional responsibilit y for the war power, delivering this power completely to the President a sharp and huge blow to the concept of our Republic. In my view, it appears that the fate of the American Re public is now sealed unless these recent trends are quickly reversed. The saddest part of this tragedy is that all these horrible changes are being do ne in the name of patriotism and protecting freedom. They are justified by good intentions while believing the sacrifice of liberty is required for our safety. Nothing cou ld be further from the truth. More sadly is the conviction that our enemies are driven to attack us for our fr eedoms and prosperity, and not because of our deeply flawed foreign policy that has generated justifiable grievances and has inspired the radical violence against u s. Obama's Failures and Brain Farts 1. He enacted a $900 billion dollar fiscal disaster called the stimulus package which only served to increase the national debt and he failed on his promise to keep unemployment under 8%. The black community, from which he received 90% of t he vote, has an unemployment rate between 14-16%. 2. He has proposed raising taxes during an anemic economic recovery which at bes t would guarantee a double dip recession, and at worst, bring on a major depress ion. He has seeked to increase capital gains, dividends, and estate taxes, not e ven considering reducing the corporate/business tax rate of 35% which would ince ntivize the private sector. Moreover he seeks to punish the rich, redistribute w ealth and declare class warfare. 3. In violation of the principles of capitalism and free enterprise, he has nati onalized several aspects of free market production in the automotive, financial, and healthcare industries. 4. He has signed into law, Obamacare, a healthcare vision which creates 11 new t axes, 16,000 new IRS agents, $500B in cuts to medicare, 159 new government agenc ies and bureaucracies (to include a 15 member panel of bureaucrats which shall r egulate the expenditures of Medicare), mandated individual American citizens to purchase a private sector commodity (which is not supported by the Commerce Clau se), and has provided nearly 1400 exemptions to political cronies from adhering to the law he signed. 5. Since taking office, he has increased the federal debt $5 trillion dollars in only 30 months. And due to historic levels of excessive spending, he has create d record deficits of $1.42T, $1.29T, and $1.65T in that same time. 41 cents of e very dollar borrowed and 47% of the federal debt is now owned by foreign nations . 6. His proposed FY 2012 budget was voted down in the Unites States Senate, 0-97.

7. Food stamp recipients has increased by a whopping 41%, expanding an ever larg er dependency class in the United States. 8. He has failed to produce a full spectrum energy independence resource develop ment program while average gas prices during his tenure have gone from $1.89 to a high of around $4.00. He inappropriately commanded the release of strategic oi l reserves here in the states, while giving Brazil $2B for its offshore oil expl oration. 9. He has created a shadow government of some 40+ individuals termed Czars who are not confirmed by the United States Senate and respond only to him, yet have ove rarching regulatory powers a clear violation of our separation of powers concept. 10. He has increased regulatory and bureaucratic burdens on American business th rough bypassing the legislative process with his executive branch agencies like the Environmental Protection Agency and the Food and Drug Administration. 11. He appointed and continues to support an inept and incompetent Attorney Gene ral who has failed to prosecute voter intimidation cases (New Black Panther part y), initiated a dangerous gun-smuggling program (Operation Fast and Furious) tha t resulted in deaths to our own law enforcement agents, and he refuses to acknow ledge and uphold a federal law, DOMA (Defense of Marriage Act). 12. He has failed to take the steps necessary to secure our borders and stem the flow of illegal immigration, termed as repel invasions in our United States Const itution in Article 1, Section 8 and Article 4, Section 4; and had the audacity t o bring a federal lawsuit against a sovereign state (Arizona) seeking to protect its citizens from this threat. 13. He has violated the War Powers Act of 1973 and sought to redefine the term ho stilities to justify his actions in Libya. 14. He has telegraphed Afghan troop reductions to our enemies against the consult of his experienced Field Commanders while embracing negotiations with our enemy, t he Taliban, and reestablishing communications with the Muslim Brotherhood in Egy pt. 15. He has placed the security of our most trusted ally in the Middle East, Isra el, in danger while he increased funding to the Palestinian Authority (Fatah, ju st another Islamic terrorist group) whilst they have enjoined a reconciliation p act with long-standing terrorist group, Hamas.
