1. DESCRIPTION OF OPERATION
The tracking and eradication of certain soulless individuals from the general population of the world; under direct commands from the Central Intelligence Agency; using global tracking and obtaining information from Op. No. 1.58.34-56. Advanced detection methods are to be implemented to ensure the extermination of people who do not meet the requirements from the Soul Qualification Act of 1996. Operations are under direct jurisdiction of the Central Intelligence Agency, and under no obligation to report directly to the Government of the United States of America, unless Code 56.433.25 is brought to question. SOUL QUALIFIATION ACT OF 1996

Responsibility of the Physician Identifying the Soulless in Question By Federal Law, the Physician who has detected a Soulless must report the incident immediately to the nearest policing entity. For a creature to be deemed as soulless, they must contain a soul-degree of zero or under. Possible identifying factors of a soulless may include hair resembling fire, or minute splotches on the skin. A typical soulless may contain enough soullessness to absorb the souls of two to six hundred human beings, and may become extremely feral when prodded with a needle. For safety, a physician identifying a potential soulless must take the precautions listed and stated in the SOULP Guide.

Responsibility of the Public When a Soulless Has Been Spotted When a soulless is in your general area, the public should take precautions if the soulless approaches. It is a Federal crime to spot a soulless and not report it. To prepare for such an incident, refer to the SOULLESS Precaution Guide provided to citizens. This guide, by Federal law, must be posted in all public facilities, including educational buildings, parks, police and emergency service stations, hospitals, government facilities, prisons, courthouses, public restrooms, drinking fountains, and street lights.
