The Student Council Alliance of the Philippines [The Alliance] is the largest student council and student political party formation in the country representing more than 150 campuses and 30 chapters nationwide. This June 1-3, 2012, The Alliance is holding its 8th National Congress in Cebu City, hosted by the Supreme Student Councils of the University of San Jose-Recoletos and University of Cebu-METC. The Congress, held only every two years, is a cultural, political and ideological gathering of more than 300 student councils and student political parties from all over the country wherein delegates share experiences, expertise and challenges inside and outside of their respective schools. With this years theme Those who do not move, do not notice their chains!: Moving the Progressive Youth Agenda Forward, the Congress will feature trainings on Transparency and Accountability: Financial Management 101 and Beyond Concerts and Charities: Making the Student Council Responsive to Students and the Youth in General. As hosts, the Supreme Student Councils of the University of San Jose-Recoletos and the University of Cebu-METC are extending their official invitation to your student organization towards taking part in this momentous event. For your perusal, the program and confirmation form for delegates are also attached with this letter. To help defray the costs of the Congress, a registration fee of PhP 2,500.00 (will cover meals, lodging, and kits) per delegate shall be collected upon confirmation. Dear fellow student leaders, Dayon, bai! Please be advised of the process for confirmation to the 8th National Congress of the Student Council Alliance of the Philippines this June 1-3, 2012 in Cebu City, Philippines. Delegates should be elected or appointed members of a student council or student political party for Academic Year 2012-13. There is no maximum number of delegates per organization. Delegates should fill out the CONFIRMATION FORM FOR DELEGATION. The accomplished form should be e-mailed to the National Secretariat (scap.neb@gmail.com) on or before 12:00 NN of May 20, 2012. A non-refundable registration fee of PhP 2,500.00 per delegate shall be collected UPON confirmation. The registration fee can be deposited to BPI Account Number 1991-0069-97 (Account Name: Center for Youth Advocacy and Networking, Inc.). A scanned copy of the deposit slip shall be emailed to the National Secretariat together with the confirmation form. The registration fee will include meals, lodging and kits for the participants. Early bird registration fee (non-refundable) of PhP 2,000.00 is pegged for delegates confirming on or before 3:00 PM of May 15, 2012. Official receipts (BIR-registered) for the registration fee shall be issued upon registration at the Congress venue. Delegates can apply for travel reimbursement by submitting the TRAVEL REIMBURSEMENT FORM (download: http://www.scribd.com/doc/91621925/Travel-Reimbursement-Form-SCAP-8thCongress) to the National Secretariat on or before 12:00 NN of May 15, 2012. This, however, does not guarantee reimbursement as the grants are subject to The Alliances availability of funds and needs of applicants. What are Congress Resolutions? Congress Resolutions are political statements that The Alliance, though the National Congress, will adopt. The resolutions can be a call for action, a call for position, or support/condemnation with regards to a certain issue, personality, house or senate bill, or local campaign. Who can sponsor a Congress Resolution? Aside from the National Secretariat and any member of the National Executive Board, any delegation can sponsor a resolution that will be presented to the National Congress. How important and effective are Congress Resolutions? A Congress Resolution is important because awareness and position on national and local issues are being disseminated to student councils and student political parties all over the country. The adoption of the resolution reaffirms the relevance of The Alliance with regards to the society at large. A Congress Resolution is effective because its adoption enables the rest of the student councils and student political parties to act in solidarity with the issue or position being proposed. How does one file a Congress Resolution? In order to facilitate the adoption of Congress Resolutions, the sponsors should submit their proposals to the National Secretariat (scap.neb@gmail.com) on or before 12:00 NN of May 25, 2012 by filing the PROPOSED CONGRESS RESOLUTION FORM. There is no maximum number of proposed resolutions per delegation. The proposals shall be collated and distributed electronically to all delegation by May 26, 2012. During the National Congress, the sponsoring delegation or its head of delegation will formally present the proposed resolution for discussion and decision of the National Congress.

8-12-01 Complete Title of the Resolution: RESOLUTION URGING THE ADOPTION OF PROPOSED SENATE RESOULTION NO. 488 Complete Text of the Resolution: WHEREAS, the Student Council Alliance of the Philippines is a formation of student councils, political parties, organizations and young leaders in the country with member-schools in more than 60 provinces and 100 cities nationwide. WHEREAS, the Alliance also commits itself to actively strive for progressive and positive change within the society in which it exists. WHEREAS, the 1987 Constitution of the Philippines stipulates that it is the responsibility of the State to protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all. WHEREAS, the Alliance believes that the unabated rise of the costs of education has greatly diminished the ability of the common Filipino to enjoy this right. WHEREAS, several tertiary education institutions have undertaken hikes in their tuition fees and/or raised funds from the charging of miscellaneous fees, with the latter falling outside the purview of the Commission on Higher Education. WHEREAS, the Alliance believes that the inability of concerned government agencies to prevent unreasonable, excessive and unjust increases in tuition and other fees of tertiary education institutions has greatly impaired access to relevant and quality education and is tantamount to a denial of a basic social citizenship right. WHEREAS, the Alliance believes that CHED and/or other government agencies must be empowered by further legislation to protect Filipino students from unwarranted and abusive hikes of not only tuition fees, but also of miscellaneous and other fees. WHEREAS, the Alliance believes that it is in the best interest of the student sector for concerned agencies and institutions to look into the matter of miscellaneous fees charged by schools, with the view of rationalizing and itemizing allowable fees. WHEREFORE, BE IT RESOLVED AS IT IS RESOLVED, that the Student Council Alliance of the Philippines strongly supports the adoption of Proposed Senate Resolution No. 488, urging pertinent Senate Committees to conduct an inquiry, in aid of legislation, on the reported increases of miscellaneous fees imposed by some colleges and universities, which add to the burden of high tuition costs, with the end in view of rationalizing and itemizing allowable
