The proposal calls for the inclusion of Bustos history, arts and culture in the academic curriculum of all schools within Bustos, Bulacan. It will facilitate the study of local history from its visible remains in order to provide a vivid and immediate way of encouraging awareness of the aspects of historical development of the environment in which students liv e. This is imperative in fashioning our young people to become inured in our heritage with the end in view of instilling pride in our cultural identity towards tangible and concrete actions of community- and nation-building. j AN ORDINANCE MANDATING THE INCLUSION OF BUSTOS HISTORY, ARTS AND CULTURE IN THE PUBLIC AND PRIVATE SCHOOL CURRICULUM, AND FOR OTHER PURPOSES Be it enacted by the Sangguniang Bayan of the Municipality of Bustos, Bulacan in session assembled:

Section 1. Short Title. This Ordinance shall be known as the Proud Bustosenyo Curriculum. Section 2. Declaration of Policy. (1) It is the policy of the Municipal Government of Bustos, Bulacan to create a culture that recognizes the importance of local history in order to shape the Bustosenyo youth into citizens proud of their heritage through everyday connection to Bustos history, arts and culture leading to the intellectual and moral development of students. Local history occupies that stratum in historical studies below the national level but above the level of the individual. (2) It is the policy of the Municipal Government to redress the peoples lack of interest and understanding of and apathy towards history as it may have been brought about by an inadequate background in history and a general tendency on the part of the people to be less conscious of the value of the past to their present life and, in response, make local history closer to the hearts and minds of the people. 1 (3) The Municipal Government affirms that local history is closest to the peoples heart and consciousness because it reflects their own identity, experiences and aspirations. It is the interpretative recreation of the past of their locality, embracing its political, social, economic, and cultural life. 2 (4) The Municipal Government is dedicated to its basic obligation to provide a proper and adequate account of the historic al experience of its own people to make the people understand better and appreciate more their total municipal experience and heritage as Bustosenyos. 3 Section 3. provide a vivid and immediate way of encouraging awareness of the aspects of historical development of the environment in which students live. It will incorporate the edification of Bustos history, culture and the arts in the formal curriculum of both public and private elementary and high schools in the entire Municipality as part of the social studies subject. The objectives of which are: 1. To foster pride in the Bustosenyo cultural identity towards responsible and principled citizenship and provide a frame within which students could establish their roots or identit y; 4 2. To provide communities with a sense of continuity with previous generations; 3. To serve as useful vehicle for building partnerships with the local community in which the school resides and help break down the barriers between school and the world outside ; 4. To recognize distinctive cultural traditions as a basis for new forms of sustainable development; 5. To serve as an impetus of eco-cultural tourism development that is sustained by the people and driven by the youth; 6. To manifest the Municipalitys cultural industries, which deal in the creation, production, manufacture, distribution and/or commoditization of products and services in such fields as: music, audiovisual, art, architecture, literature, information technology, interactive entertainment and education; 7. To cement the place of local history in the curriculum, giving this greater worth and validity to students and the community; and 8. To provide transferable skills and frames of reference that will apply to the further study and appreciation of history . Section 4. Compulsory Local History Education. It shall be the responsibility of each school, whether public or private, both elementary and high schools, and in all colleges, within the Municipality of Bustos, Bulacan, to incorporate the learning of Bustos history, arts and culture in the formal academic curriculum via history or social sciences subject to be known as the Proud Bustosenyo Curriculum particularly for grade 6 pupils, 3 rd year high school level students, and 3 rd year level college students, as may be deemed applicable by the Committee on Education and Promotion of the Bustos Council for Tourism, Culture and the Arts . For day care centers in Bustos, it shall be integra ted with the learning modules of day care pupils. Section 5. Curriculum Development and Implementation. (1) The Committee on Education and Promotion of the Bustos Council for Tourism, Culture and the Arts, as established by Executive Order No. 25, in conjunction with stakeholders, shall be in charge of developing the

modules necessary for the instruction of the Proud Bustosenyo Curriculum. (2) The module shall be fashioned to fit the learning abilities of target academic levels, and shall include: 1. In-classroom instruction, lecture and discussion; 2. Creative and innovative teaching methods to make local history interesting and alive; 3. Active learning methods which will encourage use of historical environment such as heritage resources, historical buildings, monuments, museums and tourist destinations during lessons; 4. The value of local history in providing links between history and other subjects to enable pupils to develop cross curricular skills and interests, such as environmental studies, geography, art, social studies and civics; and 5. Examination and assessment tools. (3) The Committee on Heritage Preservation of the Bustos Council for Tourism, Culture and the Arts shall provide documentary , photographic and historical resources in the development of the modules. (4) The Committee on Education and Promotion shall define the phases and steps of implementing the modules and the mainstreaming thereof in the local academic curriculum. Section 6. Principles. The Proud Bustosenyo Curriculum shall be developed based on the following core tenets: 1. Local history should be child-centered. The teacher should allow pupils to do more work than himself/herself. Teachers main role should be supporting students enquiries. 2. Local history should be enquiry-led. Researching familiar local areas can give students good opportunities to act as historians and teachers should use this opportunity widely. 3. Involve local experts. Local authors, amateur archaeologists, archivists, antique dealers, builders or architects, radio or newspaper journalists might have interesting stories and expertise. Their expertise and knowledge should be included in local studies. 4. Involve local community. Local people can be used as consultants, classroom helpers and audience. 5. Aim for an end-product. The results of any local history project can be shared in many ways: an exhibition, publication, school museum or exhibits, group presentations and such activities that are educationally beneficial.

Section 7. Discover Bustos Field Trip. (1) There shall be included in the Proud Bustosenyo Curriculum a Discover Bustos Field Trip as compulsory field work experience of all day care pupils, Grade 6 pupils, 3 rd Year Level High School students, and 3 rd year level college students. (2) The Field Trip will include walks designed to study neighborhoods and particular buildings designated by the Committee on Heritage Preservation as heritage resources; interviews with local people, especially with the elderly; presentations of slides and historical photographs; and the analysis of various local documents. It should provide many kinds of activities involving contact with different tangible and visible objects, materials and places. Fieldwork visits must be followed up with appropriate activities to reinforce students learning . (3) To support the local tourism industry and, thereby, the local economy, all schools shall prioritize the Discover Bustos Field Trip in top of field trips outside the Municipality. (4) The Committee on Education and Promotion, the Committee on Heritage Preservation and the Committee on Tourism Industry of the Bustos Council for Tourism, Culture and the Arts shall de velop the tour itinerary and stipulate the fees and charges, at minimum and reasonable rates, for the field trip program. A certain amount shall be included to support the administrative operations of the Bustos Council for Tourism, Culture and the Arts. Section 8. Service to the Communities. The Committee on Education and Promotion shall develop opportunities wherein students will be able to provide community service interventions in barangays as tangible output of the Proud Bustosenyo Curriculum. Section 9. Partnership. The Committee on Education and Promotion of the Bustos Council for Tourism, Culture and the Arts is hereby empowered to coordinate with national, regional and local government agencies such as the Department of Education and other institutions to forge partnership agreements in implementing this Ordinance. Section 10. Severability Clause. In the event that any one or more of the provisions contained herein shall, for any reason, be held to be invalid, illegal or unenforceable in any respect, such invalidity, illegality or unenforceability shall not affect any other provisions of this Ordinance, but this Ordinance shall be construed as if such invalid, illegal or unenforceable provisions had never been contained herein, unless the deletion of such provision or provisions would result in such a material change so as to cause implementation of the provisions contemplated herein to be unreasonable.

Section 11. Repealing Clause. All previous issuances, ordinances, codes, rules and regulations or parts thereof, which are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed or modified accordingly. Section 12. Effectivity Clause. This Ordinance shall take effect thirty (30) days after approval. ENACTED: ____________.
