Judge's comments: Mr. Gallagher's piece is a fine, taut parody of the Jonathan Swift
satire, A Modest Proposal. That could easily recognize the original work makes it
laudable. That its tone, sense and relationship to the issue of overpopulation were well-
done and original makes it a clear winner.
Humor writing is difficult and painful to read -- when it just isn't funny. Satire and irony
require a steady hand, a complete fearlessness, a knowledge and depth of the issue
and a total disregard for the discomfort or disapproval of the audience. Mr. Gallagher
displayed all of the above in his piece.
One criticism: Were he or one of his copy editors would have omitted the final
paragraph, which found to be forced and anticlimactic.
