A3.18.

HYBRID AUTOMATIC TRANSFER SWITCHES (ATS)

A3.18.1. INTRODUCTION a. This RFI docum contains questions to determ com ent ine pliance w a specific set of ith requirem ents. b. A full detailed description of the system specification! proposed in the solution is enclosed. It is understood that the vendor may have alternative solutions available for the same functions or may provide the function or feature on a different schedule than as anticipated in the RFI. Value adding features are expected and highly encouraged. These points should be noted in the proposal. They will be reviewed and scored according be design optimality. A3.18.2. SPECIFICATION This document describes the minimum requirements and specifications of the automatic transfer a. This document is applicable and is to be used to manufacture ATS system. switch.

An outdoor steel cabinet, referred to as "ATS command cabinet". This will contain incoming and outgoing protection switchgear, Automatic Transfer Switch (ATS), Generator set stop start/ control and elements with integral cooling fan, mobile connection and shelter distribution section c. The cabinet must be IP55 (to comply to IEC 60529), weatherproof and sun UV resistance. It must be manufactured with the following d. e. External dimension: 890mm x 1200mm x 300mm The cabinet shall be of zinc coated min 3CR12 steel sheet metal with epoxy polyester paint. IP 55 with polyurethane sealing gasket. The cabinet must be corrosive resistance and weather protected to last for a minimum of 10 years without any degradation ATS

The colour should be RAL 7032 Grey. Studs and fasteners on the door and body shall be made of stainless steel. Removable gland plate provided at the bottom of the box The cabinet must be firmly secured onto a frame. The frame must be painted with 2 layers of red oxide and a top coat of anti- rust painted coloured black. It expected that the frame must not degrade or rust within 5 years. It should be noted that mounting of the cabinet must not damage its IP protection.

A3.18.4. ELECTRICAL COMPONENT INSTALLATION a. The cabinet must be installed with two automatic mains failure controller (AMF) as shown in Figure 1. The AMF must have features outlined in Table A3- 5. The AMF must be installed sealed to IP55, weatherproof, and sun UV resistance.

b. The cabinet must be equipped with modular Class 2 surge protection device mounted on a din rail (for example DEHN). c. Dangling wire are not acceptable.

A3.18.5. Functional Requirement of Triple Input ATS


Each site will be fitted with an "ATS Command Cabinet", the wiring diagrams is shown in Figure The main requirement of the ATS is outlined as follows: 2.

The diesel generator sets is expected to perform and the following features are also expected to be monitored through the ATS.

Voltage and frequency parameters (+/-10% programmable by operator) of the Electricity supply and the diesel alternators Sets (generator set).

A3.18.6. Battery Charger


a. Whilst the set is stationary, the engine battery shall be charged via a battery charger mounted in the ATS. b. The charger shall be of the constant voltage, low current ripple type with the current limit set at am axim of six A ps. O um m utput voltage shall be kept w ithin i%of the load voltage for maximum battery life. The charger shall be suitably sized to constantly supply any standing load on the battery plus a charging current, which will recharge the battery to +/- 90% in less than 8 hours.

A3.18.7. Remote Alarms


Potential free contacts will be provided for the following alarms: a. Common alarm for each generator set b. Mains Failure Alarm c. Low bulk tank fuel level

d. Engine running for each set

A 3.18.8. H ybrid M ode In this mode the AC power will not be available for the site load rather the site load will powered by battery. The ATS panel should be able to take a potential free signal from the Hybrid power cabinet depending on the charge/ discharge status of the battery at a preset value in order to stat or put off the generating set. If electricity is available, it therefore takes priority, supply the site load and charge the battery.
