Along with her responsibilities within the Ministry, Mrs. Isac has participated in the below listed IFIfunded projects. Mrs. Isac acted in the capacity of National Coordinator on European IMPEL that was set up in 1992 as an informal Network of European regulators and authorities concerned with the implementation and enforcement of environmental law. The Networks objective is to create the necessary impetus in the EU to make progress on ensuring a more effective application of environmental legislation. The core of the IMPEL activities concerns awareness raising, capacity building, peer review, exchange of information and experiences on implementation, international enforcement collaboration as well as promoting and supporting the practicability and enforceability of European environmental legislation. The Association undertakes its activities primarily within a project structure. There are three Clusters within IMPEL: Improving permitting, inspection & enforcement, Transfrontier Shipments of Waste (TFS) and Better regulation (practicability and enforceability). IMPEL draws on the 6th Environment Action Programme and the Recommendation on Minimum Criteria for Environmental Inspections (2001/331/EC). As the National IMPEL Coordinator the expert coordinates the participation of the Members in the country concerned in the activities of the Association and is their focal point for all matters concerning the Association. Romania under IPPC Directive: The overall objective of the project was to secure a sound management and a successful implementation of legal and institutional aspects of the Law No. 645/2002, transposing the IPPC Directive provisions into Romanian Law. The expert was responsible for the project coordination in Romania and was directly involved in: Reorganisation of key agencies involved in the management of the environment in Romania; Legal and institutional assessment and analysis of IPPC; Developing IPPC permitting instruments, control and inspection instruments and procedures; Development polluting emissions controls and monitoring methodologies under IPPC; Assessment of monitoring programmes and development of national indicators; Development of inter-ministerial cooperation, etc. (2006-2007) Germany-Romania EU-PHARE Twinning to assist Romania in implementation of VOC, LCP and SEVESO II Directives RO-2002/000-586.04.12.02 -The overall objective of this project was to provide assistance and necessary monitoring equipment to transpose and implement the environmental acquis. UNEP - ENVSEC Environment Agenda for Security and Cooperation in Europe: The ENVSEC initiative launched by OSCE, UNDP and UNEP is a process whereby three leading political, development and environment institutions identify and mobilize cooperation around shared environmental concerns as a means for strengthening good governance and reducing tensions between and within countries. Mrs. Isac was in charge of the assessment of the viable alternatives technologies in Romania to ozone depleting substances and implementation of the Convention on Long Range Transboundary Air Pollution (CLRTAP) and Gothenburg Protocol on specific national ceilings for emissions for four air pollutants (SO2, NOx, VOC and ammonia) that cause acidification and the formation of ground-level ozone. (2003) While working for the Environment Protection Agency, the expert was mainly responsible for environmental inspection and compliance control, as well as for the enforcement and implementation of the environmental legislation in line with the EU acquis requirements and policies.
