Within FACT unit sits the Visibility, Information and Branding thematic team (VIBE), responsible for: Developing and executing FACTs communications materials and activities, Where requested, facilitating promotions materials and publicity campaigns for partner enterprises.
In accordance with the European Commission's Communication and Visibility Manual, VIBE will implement FACTs EU Visibility Plan, raising awareness around the achievements and positive impacts attained with EU-funding. Intent
To acknowledge the partnership between the European Commission and Secretariat of the Pacific Community, integrating mention of EU-funding cohesively across activities and communications materials produced by the Facilitating Agricultural Commodity Trade (FACT) project.
Overview
Approach

The EU Visibility Plan works across two tiers, addressing activities and/or communications: Created to raise awareness around the FACT project, for example project communications and initiatives, key meetings and coverage of training activities. Produced in support of FACT enterprise partners, for example technical assistance, funded infrastructure and/or campaigns.
Activities and/or materials will undergo a strong planning process, including but not limited to: Appropriate allocation of resources, maximising cost / benefit. Identifying key objectives and ascertaining target audiences, Developing effective, appropriate messaging of interest to relevant audience(s), Utilising suitable promotions outlets, Developing and measuring performance indicators.
Whilst communications activities will tailor messages to appropriate target audiences, a consistent thread will be incorporated, focusing on the achievements and positive impacts generated via EUfunding, as well as positioning the FACT project as: A strong partnership between the European Commission and the Secretariat of the Pacific Community, An innovative pilot program, working with Pacific entrepreneurs and facilitating their ventures. A pioneering concept, assisting trade in agriculture and forestry products, the heart of development in the Pacific.

Ensure communications materials comply with Visual Identity Elements as prescribed by the European Commission. Ensure the EU flag enjoys equal prominence in location and size to the logo of the Secretariat of the Pacific Community. Take into account the cultural diversity across Pacific Island countries, respecting the national and/or regional environment. Be delivered in a timely fashion, distributed via appropriate outlets. Impart information clearly and accurately.
Fundamentals
All FACT collateral materials, for example letterhead, fax headers, email signatures et al, will include mention of funding from the European Union, adding one of the following phrases: The EU-funded FACT project FACT is funded by the European Union.
Where it is appropriate for the SPC logo to be included, the EU Flag will enjoy equal prominence and abide by Visual Identity Elements prescribed by the European Commission. All communications will also include: Project details Contact name Telephone Fax Email
In addition to the above-mentioned fundamental elements, the diverse range of reports and presentations produced via FACT (either in-house or via external consultants) will include the following disclaimer: This publication has been produced with the assistance of the European Union.
