A nearly monthlong project to
repave Harris Street at Naval
Base Ventura County, Port Hue-
neme, will begin April 9, forcing
a detour around the much-used
roadway that leads to the Wel-
come Center, Post Office, pool,
gym and Seabee Chapel.
Harris Street is in poor condi-
tion and is long overdue for com-
plete resurfacing,said Lt. Cmdr.
Scott Beyer of the Public Works
Department.
Repaving will be broken down
into two phases.
The first phase, which runs
from April 9 to May 2, involves
the roadway fromthe CBCCred-
it Union entrance on Harris to
32nd Street.
During that time, the credit
union will be accessible as nor-
mal, but through traffic will be
routed along 23rd Avenue to Pa-
cific Road. Cars will turn left on
Pacific, then left again on 32nd
Street, left on Addor Lane and
left on 26th Avenue.
Repaving will force detour on Hueneme
The Point Mugu Gas Sta-
tion is temporarily closed for
state-required environmental
upgrades. Propane is still
available. Navy Exchange of-
ficials say it is expected to re-
open in three to four weeks.

Clean sheets, a fluffy towel and
a coffeemaker that works may be
the most important things to
some people who stay at the Navy
Gateway Inns and Suites (NGIS),
but thats not nearly enough to
win a five-star rating.
Not even close.
So when the announcement
came that the NGIS at Naval
Base Ventura County, Point
Mugu, had received a five-star
rating for 2011, it was a cause for
celebration.
The four-star rating for the
NGIS on San Nicolas Island was
big news, too.
More than 70 NGIS workers

Question: Skipper, why cant we open Patterson Gate
at Naval Base Ventura County, Port Hueneme, at least
during lunch hours? I have spoken to a lot of person-
nel aboard the base and they all would like to know the
same thing. It seems that quite a few people go to the
Navy Federal Credit Union during lunch, and it would
be very convenient if we all had access in and out of the
gate.
Answer: This question has come up many times in
the last several years. Thank you for giving me the op-
portunity to explain the issues involved.
The main reason why Patterson Gate remains closed
is stafng.
A few years ago, Commander, Navy Installations
Command (CNIC), conducted a study on trafc ow
at Navy installations and corresponding Force Protec-
tion stafng. Based on that study, CNIC determined the
number of gates that should be open at each installation
and the hours those gates should be open to adequately
handle trafc ow on and off the bases.
The cost of opening a gate is $80 per hour for two
guards, which is the minimum. However, we are cur-
rently at our maximum limit of hours allowable. What
this means is that if Patterson Gate were to be open
on a routine basis, another gate would have to close
or reduce its hours of operation.
The gates now open were selected to provide the
best, most efficient flow of vehicles possible while
still maintaining a secure force protection posture.
We have to strike a balance between being convenient
and accessible to our tenants and employees and
ensuring those same people are safe and secure while
aboard our facility.
I hope this answers your question. Please be as-
sured we will continue to look at all options to facili-
tate traffic flow into and off the base.

specific questions regarding services we provide to
Sailors and their families here at Naval Base Ventura

Several events designed to raise the
awareness of the Earths finite resources
and the need to protect them are being
planned by Naval Base Ventura County
(NBVC) in support of Earth Day, Sunday,
April 22.
On Saturday, April 14, Environmental
Division personnel will staff a booth at
the City of Oxnards Earth Day event in
downtown Oxnard. From 10 a.m. to 2
p.m., theyll answer questions about the
areas natural resources and wildlife and
what the Navy is doing to protect and
conserve them. Theyll attend a similar
event at the Camarillo Community Center
in Camarillo on Saturday, April 21, from
10 a.m. to 2 p.m.
On Thursday, April 19, theyll also be
on hand for the Earth Day 5K put on by
Morale, Welfare and Recreation (MWR).
The lunchtime run is being held at Fam-
ily Beach at NBVCPoint Mugu. Registra-
tion begins at 11 a.m., the run begins at
11:30, and the event is expected to wrap
up at 1 p.m. As always, there is no cost to
run in MWRs lunchtime 5Ks.
On Friday, April 20, the Environmental
Division is hosting a basewide non-gov-
ernment e-waste event. Anyone with base
access can drop off household e-waste for
recycling, including computers, print car-
tridges, television sets, fax machines, key-
boards, laptops, cables, wires, chargers,
copiers and cell phones. Not acceptable
are refrigerators, tires, batteries, light bulbs
or fluorescent tubes and large appliances.
The Port Hueneme event will run from 8
a.m. to 3 p.m. in the parking lot next to
Bldg. 1336, near the Grinder. The Point
Mugu event will run from 9 to 11 a.m. in
the parking lot behind Bldg. 613, at the
corner of Laguna Road and Ronald Rea-
gan Boulevard.
Local schoolchildren will also benefit
from the Environmental Divisions exper-
tise as naturalists visit Bard Elementary
School first-graders. Their presentations
will run from 1:45 to 2:45 p.m. both
Thursday, April 19, and Friday, April
20.
Finally, on Wednesday, April 25, the
Environmental Division will host an in-
formational display booth at an Earth
Day Extravaganza hosted by the Navy
Exchange at Port Hueneme. From 9 a.m.
to 2 p.m., people can stop by to ask ques-
tions and find out whats being done lo-
cally to save energy, conserve water and
protect other natural resources.

Environmental Division hosts Earth Day events

Tanya Renee Will, a program analyst who has been instru-
mental in recruiting engineers with disabilities to the Naval
Surface Warfare Center Port Hueneme Division (NSWCPHD),
received the 2012 Joyce W. Stewart Memorial Award during a
ceremony Thursday, March 29, at the Bard Mansion.
The event also served as a backdrop for an announcement
by Capt. Larry Vasquez, commanding officer of Naval Base
Ventura County, that a working group is being set up to estab-
lish more internships, summer hires and volunteer opportunities
so that local youth can experience the careers and the future
the base has to offer.
Education is the great equalizer, Vasquez said. Our youth
have so much to offer, and together we can make great things
happen.
Education and empowerment were the themes of this years
Joyce Stewart ceremonies, and the nominees as well as the win-
ner were honored for their efforts to create and maintain a di-
verse workforce, support opportunities for advancement and
promote awareness of equality and fairness.
The keynote speaker was Lt. Olivia Degenkolb, who flew in
from Singapore, where she serves as the flag aide to Rear Adm.
Thomas Carney, Commander, Logistics Group, Western Pa-
cific. Degenkolb received the Joyce Stewart Award last year,
when she was with Carrier Airborne Command and Control
Advocate for the disabled wins award

Missile Park, located outside the gates of
Naval Base Ventura County, Point Mugu,
on Naval Air Road, is closed for renova-
tions.
The park is home to several post-World
War II missiles and two aircraft that were
tested and flown at Point Mugu.
Naval Base Ventura County is closing
the park to visitors so that we can perform
needed renovations at the site,Cmdr. Chris-
topher Kenefick, operations officer, said
Friday, March 30, noting that the salt air
near the coast requires that the missiles un-
dergo regular maintenance.
The parking area and the missile displays
are blocked off during the renovation, and
visitors are asked not to park on the side of
the road or cross the barriers on foot.
For everyones safety, please observe the
barriers and do not enter the park during
the renovation. Safety is our number one
priority, Kenefick said.
The completion date for renovations is
yet to be determined.

In 1986, April was designated as Month
of the Military Child, a time when each
branch of the military recognizes the sac-
rifices made by the children of parents
who are serving our country
Here at Naval Base Ventura County
(NBVC), military children are important
year-round. There are many programs and
services in place to support military fam-
ilies with children, and the month of April
allows us to highlight these many pro-
grams.
Child Development Centers, Child De-
velopment Homes and Youth Centers are
available for children of all ages. These
programs provide child care and enriching
activities for military-connected children,
ages 6 weeks through 18. All of the centers
are accredited by national accrediting
agencies and offer high-quality programs.
The Youth Centers provide school-age
care for elementary age children and cater
their schedule to the local schools sched-
ules. With either a walking bus or an
actual bus, children can be taken safely
from the doorstep of the Youth Center to
the steps of their school.
When teens no longer need child care,
they still need a safe place to hang out
and meet other teens. The CYP teen pro-
grams provide highly interactive and excit-
ing teen rooms catered to the interests of
the teens in their programs. Teens who are
interested in going to college can partici-
pate in a monthly College Bound program
at the Teen Centers. Best of all, teens who
are new to the area or maybe havent
even arrived yet can connect with teens
who are already here and familiar with
the area through the Navy Youth Sponsor-
ship Program.
Surf lessons, swim team, basketball,
soccer and track and field are just a few
of the offerings of the NBVC Youth
Sports program. This programallows chil-
dren to find true enjoyment in sports and
fitness in a safe learning environment while
also learning the fundamentals of team-
work and fair competition.
Even prior to birth, military children
are taken care of through the Fleet and
Family Support Center (FFSC). Through
the NewParent Support Program, expect-
ant parents can find support, knowledge
and resources. Once the baby arrives, a
new spectrum of questions and concerns
may arise, and New Parent Support will
be there to lead the parents to the resourc-
es and help they need.
General parenting classes, step-parent-
ing classes, and support for families with
Exceptional Family Members lead into
another area of support for military chil-
dren at the FFSC. When parents seek sup-
port and knowledge, their children ben-
efit.
The NBVCschool liaison officer (SLO)
is also available to families with any edu-
cation-related questions. The SLO can
assist families in finding educational re-
sources, such as free online tutoring. Also,
the SLO can guide parents when making a
school-relateddecision. Everyschool system
is different; therefore, the NBVCSLOis the
person to go to with questions regarding
local schools.
During the month of April, installations
worldwide will planevents andoffer oppor-
tunities to show appreciation to military
children. It is estimated that there are more
than 1 million children who have at least
one parent serving on active duty.
Here in Ventura County, it is estimated
that there are nearly 5,000 children who are
military connected.
To show appreciation to those children,
a Kids Day event is planned on April 28
from 10 a.m. to 2 p.m. at NBVC Point
Mugu.

andappreciate the military childinyour life.
Their support, sacrifices and contributions
are essential to a healthy military family.

Worship schedule
A small childs visit to the doctor can
be a frightening experience. To put the
childs mind at ease, the doctor will often
show him a stethoscope, explain its pur-
pose, and then say, Would you like to
listen to your heart? The childs fear is
then changed to curiosity as he listens to
the beat of his own heart. A smile will
cross his face as hes filled with a new un-
derstanding.
Perhaps we could receive a new under-
standing if wed listen to our own hearts.
It doesnt take a stethoscope just a short
time away from the rush of the world to
ponder the deep desires of our hearts. The
Psalmist David gave a key to his greatness
when he said, I commune with mine own
heart (Psalm 77:6). This type of com-
munication takes courage and often re-
quires change.
A mother of two young children who
had a high-paying job with a successful
company enjoyed her work, but she longed
to be home with her children. She listened
to her heart, quit her job and found a
way to continue earning by doing con-
sulting from her home, where she could
be with her children. Shes never regret-
ted her courageous decision.
What might your heart be trying to
tell you? It may be that you want to fur-
ther your education, to learn to play the
piano, to make a career change. Or it
may be a feeling that its time to apolo-
gize to a family member and restore a
loving relationship.
It takes courage to apply the wise
counsel of Ecclesiastes, to walk in the
ways of thine heart (Ecclesiastes 11:9).
As we trust the instincts of our hearts,
well be led to a richer, more fulfilling
and more meaningful journey on this
earth.

Currents, pressure and the corrosive
power of salt make ocean engineering a
unique field, as 26 high school students
interested in becoming engineers found
out during a recent tour of the Ocean Fa-
cilities Department of the Naval Facilities
Engineering Service Center (NAVFAC
ESC) at Naval Base Ventura County, Port
Hueneme.
Working in the ocean is a lot different
than working on land, and you have to
take that into consideration, explained
Kevin Wolf, a mechanical engineer who
has worked in the Ocean Systems Division
for more than 20 years.
He and other engineers spent several
hours Monday, March 12, introducing the
teenagers to the world of the sea how
the Navy explores it, builds in it, lives in
it and harnesses its energy.
During the afternoon visit, the students
from eight different high schools got a
close-up look at one of the Navys re-
motely operated vehicles (ROVs).
They steered a SeaBotix, a miniature
ROV, around the Shallow Water Test Fa-
cility, a tank thats 12 feet high and 30 feet
in diameter, filled with saltwater.
They also got to see two pressure vessels
that are used to simulate conditions near
the bottom of the ocean one of which
James Cameron used to test his ROVs that
he incorporated in his exploration of the
Titanic.
Temperature, pressure, salinity we
can change it depending on the depth we
want to simulate, explained Wayne Tau-
sig, head of the Ocean Facilities Depart-
ment. We can add an ocean current if
necessary, but a current isnt usually a fac-
tor at the depths we deal with here.
Much of the work in this lab deals with
cables and sensors that lie on the ocean
floor and the connectors that link them.
They need to be made of something that
can withstand the massive pressures at that
depth and that wont corrode.
We design things that go on the bottom
of the ocean,Tausig explained. We build
them, we test them and then we install
them.
Its a lot cheaper, he said, to fix it before
its installed than afterwards.
Tausig showed a plastic foam cup that
had been subjected to different depths,
proving that foamitself isnt an ideal con-

about glass? Concrete? A blend? What
about foam mixed with resin? Or steel
with attachments of zinc, which cor-
rodes faster and can be sacrificed to save
the steel?
Ocean engineers can use corrosion to
their benefit, Tausig explained. If theres
something that needs to be exposed in
the future but not right away a
corrosive material can be placed over it.
Timing, of course, is the issue.
There are always tradeoffs, Tausig
said.
Over at the ROV tank, Jasmine Joy
Loring, a junior at Oxnard High School,
maneuvered a tiny vehicle through a
water tank, operating the joystick and
checking her progress on a computer
screen. The other students looked in the
tank as the ROV made its way up, down
and across the tank.
Jeff Kilpatrick, a geologist with the
Ocean Engineering Division, explained
that the ROV is ideal for exploring crash
sites or faulty equipment on the sea
floor.
It has cameras and lights, he ex-
plained. Its our remote eyeball.
Afterwards, students said they appre-
ciated the tour and learning about ocean
engineering.
It was very informational, said Mia
Preito, a senior at Camarillo High
School.
The Pre-Engineering Program the stu-
dents are in is a partnership with Naval
Surface Warfare Center, Port Hueneme
Division, and local high schools. It is
part of the Navys efforts to promote
science, technology, engineering and
mathematics in schools.
Before leaving, some of the students
asked about the education needed to
become an engineer.
Is the math really hard? one student
asked.
Blake Jung, a project engineer just a
few years out of college, said the math
is practical, not theoretical, which makes
a big difference.
Pay attention in calculus, he advised.
Differential equations are impor-
tant.
He was asked if engineering is te-
dious.
Never, he replied.
In three and a half years, Ive never
faced the same issue twice, he said. I
love the investigation, the idea of an-
swering the question, How will I do
this?

While todays technological world brings
many benefits, it also carries a hazard to
those who do not knowthe risks. Amajor
concern is the ease with which sensitive
information can be stolen by the anonym-
ity of emails, texting, online shopping and
credit card purchases.
Fraud and identity theft are highly
prevalent in todays society, and proper
precautions should be practiced in order
to protect yourself from becoming a vic-
tim. The Navy-Marine Corps Relief So-
ciety offers tips to stay secure.
The best tactic to use to fight fraud and
identity theft is to monitor your credit
report throughout the year. Review it for
any discrepancies, such as credit cards or
loans you never established or purchases
on an account that has been out of use.
Through the Fair Credit Reporting Act,
you are allowed one free credit report per
year from each of the three credit report-
ing agencies.
To request your free report you can
visit www.annualcreditreport.com or call
1-877-322-8228.
Be aware of schemes that target victims
through fraudulent emails and texts.
Phishing targets financial information
by sending an email or text that requests
a consumer visit a website and enter per-
sonal information such as PIN, Social
Security numbers, credit card numbers or
bank account numbers. No legitimate fi-
nancial institution will ever ask its custom-
ers to verify their information via an un-
solicited text message, email or even phone
call. When in doubt, call your financial
institution back at a number you know to
be valid.
When using debit and credit cards for
purchases, followthese guidelines in order
to reduce the potential for fraud: Review
each purchase and amount on your state-
ments; challenge any purchase you did not
make; limit the number of cards you have;
memorize your PIN number so you do
not have to write it down; and shred all
receipts when you no longer need them.
If you purchase something online, make
sure the website is secure.
If you believe you are a victim of fraud
or identity theft, do the following:
Contact the fraud department of each
of the three major credit bureaus to report
the identity theft and request that a fraud
alert be placed in your file. The numbers
are Equifax Credit Bureau Fraud 1-800-
525-6285; Trans Union Credit Bureau
Fraud 1-800-680-7289; Experian Credit
Bureau Fraud 1-888-397-3742.
Contact any bank or other creditor
where you have an account that you think
may be the subject of identity theft and
request that they restrict access.
File a police report.
Contact the Federal Trade Commis-
sions Identity Theft Hotline toll-free at
1-877-ID-THEFT (438-4338).

More than 250 personnel from Naval
Base Ventura County (NBVC) are tak-
ing part in the 2012 Corporate Games,
which pits Ventura County companies
and organizations against one another
in competitions ranging from Texas
Hold Em and darts to beach volleyball
and basketball.
There is a community service catego-
ry, and the base has organized an event
with E.O. Green Junior High School in
Oxnard. The deadline to sign up for the
event is noon Thursday, April 5.
The event will take place from 8 a.m.
to 3 p.m. Wednesday, April 11, and from
10 a.m. to 2 p.m. Saturday, April 14, at
the school. Civilian and military volun-
teers will help with a campus cleanup,
putting up chain basketball nets and
painting two murals.

The chance to travel around the world
and get a college degree along with a pay-
check were touted as two of the best rea-
sons to join the Navy during Oxnard High
Schools Military Career Day Wednesday,
March 28.
Recruiters from each of the armed
forces gave presentations during the day,
and representatives from several of the
military academies were on hand to chat
with students in the schools Career Cen-
ter.
Several Seabees from the Naval Con-
struction Training Center were available
to answer questions, and others from Na-
val Mobile Construction Battalion 4 vis-
ited at lunchtime and took part in a tug-
o-war with players from the varsity
football team. Marines and Soldiers also
jumped in.
Dale Weaver, a retired Air Force major
and a senior aerospace science instructor
at the high school, organized Military
Career Day with the schools Air Force
Junior ROTC program.
The military isnt for everyone, but it
could be a great career for some, Weaver
explained. For some students who dont
go to college, this is one option to con-
sider.

option for him after he graduated from
Rio Mesa High School in 2003. Before

mez, a 2009 graduate of Rio Mesa who
just recently joined the Navy.

for his first duty station, said the promise

tion, including the post-9/11 GI Bill, which
helps veterans pay for college.
Outside in the quad were displays from
the different military branches, and help-
ing at the Seabees table was Dean Joyce,
former command master chief of the base.
He now teaches construction technology
and auto technology at the school.
This is a great opportunity for young
high school students,he said. For some
of them, its introducing them to the idea
of being able to go into the military and
change their life.

The only U.S. senator to hail from Ven-
tura County stopped by his old home-
stead, the Bard Mansion, last month to
regale visitors with 100-year-old stories
of his life and times.
Sen. Thomas Bard, embodied by Hal
Fulkerson, himself a descendant of Ven-
tura County pioneers, was the featured
speaker at a joint meeting of the Ventura
County Chapter of the Military Officers
Association of America and the Reserve
Officers Wives Club.
Dressed in the style of the day, Fulker-
son told many personal anecdotes about
Bard, much of it gleaned from William
Hutchinsons book, Oil, Land and Poli-
tics. Fulkerson has been giving this talk
for about a year as part of the Museum
of Ventura Countys Speakers Bureau.
Bard, a distant relative of Mary Todd
Lincoln, served in the U.S. Senate from
1900 to 1905. He was born in Pennsylva-
nia in 1841 and moved to what is now
Ventura County in 1864, sailing around
South Americas Cape Horn. Then a part
of Santa Barbara County, Ventura Coun-
ty split away in 1873, with Bard serving
on the commission that drew the county
line.
A non-smoker and non-drinker, Bard
was regarded as a church-going prude
by many in Washington, D.C. He and his
brother married sisters, but his brother,
who had exactly the opposite reputation,
created strife in the family when he remar-
ried just three months after his divorce.
His brother was no longer welcome at
Berylwood, Fulkerson said, using the
name the Bard Mansion was known as at
the time. But the two men remained close
as brothers and as business associates nev-
ertheless.
Bard rose to national prominence after
his development of the Port of Hueneme,
at that time the only good portbetween
San Diego and San Francisco. Today, it
remains the only deepwater port between
Los Angeles and the San Francisco Bay
area.
The port was good for California, but
it took business from the railroads, a fact
that hurt him in Washington. Having
alienated the railroad barons, he lost his
re-election effort in 1904 and returned to
Port Hueneme the following year.
The Berylwood that still stands was
completed in 1912; this year marks the
buildings 100th birthday. Bard died just
three years after its completion.
In addition to the port, he left an im-
pressive legacy, including the Elizabeth
Bard Memorial Hospital in Ventura and
the areas many eucalyptus trees, which he
had shipped in to serve as windbreaks.
But for the retired military crowd that
gathered to hear Bard speak a month ago,
there was one accomplishment that meant
more than any:
It was Bard who appointed a young man
named George to the U.S. Military Acad-
emy.
Today, George is better known as Gen.
George S. Patton.

The clock is ticking toward the deadline
to file 2011 state and federal income tax
forms, and there are only a fewdays left to
take advantage of the free tax preparation
service offered at Naval Base Ventura
County, Port Hueneme.
The Volunteer Income Tax Assistance
programwill close April 14, and its closed
April 6 and 7 for the spring holidays, said
Salvador Gonzales, a legal assistant clerk
who has organized the tax center for the
last several years.
Outside of those dates, active-duty ser-
vice members of all branches, their families
and retirees are invited to come and take
advantage of the free service.
No appointment is needed. Just bring all
your paperwork to the Naval Construction
Training Center Computer Lab, Bldg. 1417,
and a volunteer who has taken 40 hours of
federal tax training and 40 hours of state
tax training will prepare your taxes at no
charge.
So far this year, the centers 59 volunteers
have processed 1,800 tax returns, resulting
innearly $2.5 millioninrefunds. Those who
have usedtheir services have saved$185,348
in standard tax preparation fees.
I dont understand why someone would
pay $100 when its free here, said Mike
Wilkerson, one of the volunteer tax prepar-
ers.
Retiree Joseph Pepe of Oxnard agrees.
He first came to the center in 2008, and
hes never been disappointed.
They are very competent people, said
the retired ship serviceman 1st class. And
its free. Theres no use changing ships.
Gonzales said he is seeing more Single
Sailors and local retirees taking advantage
of the service this year.
Whether the service will be back next
year still remains to be seen. The push is
on to convert all the base tax centers in the
continental United States to self-help cen-
ters. NBVCobtained a waiver this year, but
whether one will be grantedagainnext year
is unknown.
As long as there are enough volunteers,
I dont understand why this service cant
continue, a puzzled Wilkerson said.
Youre talking about paper and toner and
thats it in terms of costs. Why change any-
thing?
Gonzales said that if the service doesnt
return, hell miss the camaraderie among
the volunteers, many of whom have been
around for several years.
We have fun,he said. Were laughing
and taxes are boring!
The tax center is open from 11:30 a.m.
to 3:30 p.m. Monday; 11:30 a.m. to 4 p.m.
Tuesday, Wednesday and Thursday; 10
a.m. to 2 p.m. Friday; and 10 a.m. to 12:30
p.m. Saturday.

(NMCB) 40 and Falintil-Forca Defensa
de Timor-Leste (F-FDTL) recently vis-
ited the Estrela Esperanca Foundation
schoolhouse for a joint community rela-
tions project. During the visit, the Seabees
and F-FDTLhanded out book bags load-
ed with books, pencils, colored pencils and
sharpeners.
Along with school supplies, the Seabees
handed out toys, balls and jump ropes.
After they were done handing out all
the goodies, the Seabees and F-FDTL
began to play with the children. The fun
began when the Seabees began jumping
rope with several kids, then sidewalk chalk
was distributed and everyone began draw-
ing all kinds of animals and shapes. Dur-
ing the interaction, everyone began to
exchange small talk with the children. To
the Seabees surprise, the children could
speak English well.
It is inspiring that provided with few
items, communities continue to use those
resources to educate the future generations
of Timor-Leste. I am glad we can make a
difference,said Steelworker Senior Chief
Thomas J. Gruenes.
The founder of the school, Ana Maral,
was an inspiration for everyone involved;
she has provided a wonderful facility that
allows the children to learn in a stimulat-
ing environment.
The Estrela Esperanca school provides
education and food for 35 children from
around the Dili area. Anas idea to start
a school began when hungry children ar-
rived at her door looking for food, which
the families couldnt provide. Ana realized
quickly that the children not only needed
food, they also need an education.

Parker said, It felt good to help children
who are less fortunate, and I cant wait to
help again soon.
In their off time, the detail can be found
doing many community relations events,
but during normal working hours they are
executing engineering civic assistance proj-
ects in coordination with the U.S. Em-
bassy Office of Defense Cooperation and
the Australian Defense Cooperation Pro-
gram in order to mutually enhance the
capabilities and interoperability of Seabees
and Timor-Leste military forces.

In the next fewmonths, the Department
of the Navy (DON) will begin the process
of converting all paper-based personnel
records to electronic files. To prepare for
this, employees must verify their email ad-
dress and other MyBiz information before
May 1.
Each DON employee currently has a
paper-based Official Personnel Folder
(OPF), which contains personnel records
covering the employees work history.
DON is working with the Office of Per-
sonnel Management to convert hard-copy
OPFs to electronic files, called the Elec-
tronic Official Personnel Folder (eOPF).
Converting to electronic records will al-
low employees immediate access to their
personnel documents online through a
secure Internet connection. Electronic
personnel folders will also increase em-
ployee awareness through automatic email
notifications, and they will reduce the cost
associated with storage, maintenance and
retrieval of records.
DON will implement eOPF in multiple
phases.
The first phase starts with employees
verifying their information contained in
their MyBiz accounts. Having the correct
email address in MyBiz allows for employ-
ees to receive automatic email notifications
regarding their eOPF.
The second phase involves back-scan-
ning the hard-copy OPFs to electronic
files, which is expected to take several
years. During this phase, there will be both
paper and electronic OPFs for employees
who were employed with the DON prior
to eOPF implementation.
After the scanning conversion is com-
pleted, the paper files will be sent to the
National Personnel Records Center for
long-termstorage and eOPFs will be used
exclusively.

Foal Eagle with Republic of Ko-
rea (ROK) Navy engineers last
month at ROK 2nd Fleet Naval
Base in Pyeongtaek, Korea.
The March 5-9 exercise aimed
to build better relationships be-
tween the U.S. forces and Korean
Navy counterparts through the
construction of contingency
structures. Working shoulder-to-
shoulder, the allies built a heavy
timber bunker and a 15-foot tim-
ber tower. Progress was slow at
first due to the language differ-
ences, but once the projects start-
ed moving, the construction work
seemed to eliminate all barriers.
Working with the ROK Navy
was very rewarding,said Equip-
ment Operator 2nd Class Clint
Burch. I am glad we were able
to develop their contingency con-
struction skills that can be used
in the future.
ROK Navy engineers took
charge of the timber tower and
completed it at a rapid pace,
quickly assembling the base and
erecting the tower after just one
day of construction. U.S. Navy
Seabee Builder Constructionman
Songlim Lee, a native of South
Korea, proved to be a very valu-
able member of the team by
translating for both groups.
It was a very great opportu-
nity for me to participate in the
exercise with the ROKNavy. I am
glad I could help people with my
language skills, she said.
Builder Constructionman
Shane Slowiak served as crew
leader for the second project, the
building of a heavy timber bun-
ker. The bunker, 24 feet long and
10 feet wide, was constructed by
a crew of four Seabees and eight
ROK Navy engineers.
It was a great experience for
me to be able to learn the cul-
ture first hand and at the same
time be able to show them ours
while working together to ac-
complish the same mission,
Slowiak said.
The mission was a complete
success due to the great team-
work exhibited by everyone in-
volved. The relationship be-
tween the Seabees and the ROK
Navy was strengthened signifi-
cantly, and both units were able
to learn each others construc-
tion practices and culture.
NMCB 40 is the Naval Con-
struction Forces 2011 Pacific
Fleet Battle E and Peltier
Award-winning Seabee battal-
ion. Fighting 40 deployment
locations include Okinawa,
Sasebo, and Yokosuka, Japan;
Guam; Korea; the Philippines;
Cambodia; Thailand; Timor
Leste; Diego Garcia and Palau.
The battalion is scheduled to
return to Naval Base Ventura
County, Port Hueneme, this
summer.

Two Sailors and a dependent
who are saving money for retire-
ment, future needs and unex-
pected surprises met at the Fleet
and Family Support Center re-
cently to pick up awards for their
commitment and share ideas on
how theyre making it work dur-
ing a tough economy.
Construction Mechanic Con-
structionman Nicholas Cestaro,
who has been in the Navy for only
three months, is putting away 2
percent of every paycheck.
Construction Mechanic Con-
structionman Jonathon Charles
sold his car before he joined the
Navy three months ago and is
now putting away the equivalent
of both a car payment and a car
insurance payment.
Brittany Barton, an adminis-
trative assistant at the Fleet and
Family Support Center and the
spouse of Hospital Corpsman 1st
Class Neil Barton, is putting away
10 percent of her paycheckand
her husband is putting away 15
percent of his.
Our tax return is going into
savings, too,she said. Were sav-
ing for a house.
Charles is saving for a house,
too one for his son, whos now
2 years old.
Cestarodoesnt have any spend-
ing plans only a savings
plan.
This is in case I ever hit hard
times,he said. This way, I know
Ill have a backup. And if I want
to splurge, I can.
The three became motivated
during Military Saves Week,
which ran Feb. 19-26. Sailors who
Took the Pledge and decided
to save money on a regular basis
could drop a card into a Military
Saves box and be eligible for
prizes.
So March 14, Cestaro won an
entertainment book filled with
discount coupons for local estab-
lishments. Charles won coupons
for free bowling, and Barton won
a free Tuesday buffet at Bard
Mansion.
Other prizes included a two-
night stay at the Beach Motel and
free rounds of golf. There were
12 winners in all.
Military Saves Week and the
ongoing Military Saves campaign
are geared to getting Sailors
thinking about not just saving,
but investing,explained JimRa-
mey, a financial educator at the
FFSC, Port Hueneme. It gets
them thinking about different
programs.
Ramey doesnt want to see any
Sailor having to choose between
paying a bill and buying grocer-
ies.
He said he was proud of the
Sailors in the room who are see-
ing gas prices go up everything
go up except their paychecks
and are still making a commit-
ment to save.
Im glad youre thinking in
those terms,he told them. Alot
of young people today arent.

Youngsters and teenagers interested in
a life at sea are invited to a Sea Cadet
recruiting drive Saturday, April 14, at 1
p.m. at the Seabee Museum, Naval Base
Ventura County, Port Hueneme.
Adults interested in volunteering are
also invited.
The local program currently has 25 ca-
dets. Children 10 to 13 years old are as-
signed to the Training Ship Nicholas An-
derson. Teenagers 14 through their senior
year in high school are assigned to the Ben
Moreell Battalion.
There are 8,000 Sea Cadets nationwide.
All newly enrolled cadets must complete
two weeks of summer recruit training
(boot camp) at Navy and Coast Guard
recruit training commands and selected
locations throughout the country. The
boot camp curriculum includes naval his-
tory, customs, traditions, seamanship and
navigation.
Once cadets have completed boot camp,
they may take full advantage of Naval Sea
Cadet opportunities during succeeding
summers, including advanced two-week
training periods aboard Navy and Coast
Guard vessels from small harbor craft
to large nuclear-powered aircraft carri-
ers.

Degenkolb discussed the challenges she
has faced as a woman in the U.S. Navy,
especially now that she is stationed in
Asia.
Each country is progressing, some
more quickly than others, she said, add-
ing that the tour has given her a new-
found appreciation for Equal Employment
Opportunity and brought new meaning
to a global force for good.
The Joyce Stewart Award is given out
each year by the Federal Womens Pro-
gram Committee. About 70 people at-
tended this years presentation.
Co-chair Lisa Zimmerman spoke about
milestones in womens history, including
the passage of Title IX.
In a generation, it changed everything,
she said of the landmark law that gave
women more equal access to high school
and collegiate sports programs.
We all acknowledge that theres more
to be done, she said, so lets keep on
keeping on.
Co-chair Pamm Klieman talked about
persistence, about swimming upstream
against the current, about battling fear
and the threat of defeat.
I am not afraid of the storm because
I am learning how to sail my ship, she
said.
Also taking the stage were three gen-
erations of women Noelani Gregory,
her mother Laurie and Lauries mother
Kaimana Pendergrass who shared their
Hawaiian tradition of passing along in-
formation through music.
After the speakers came time to honor
the nominees and announce the winner.
Will was ecstatic when Vasquez called her
name off the plaque and read her nomina-
tion form.
Will, he read, has been instrumental
in the recruitment of entry-level engineers
and an indomitable advocate in the hiring
of underrepresented minorities and fe-
males in the science, technology, engineer-
ing and math disciplines.
She has also focused on the recruitment
of engineers with disabilities, and after the
hiring process is complete, she also en-
sures required accommodations are ad-
dressed to meet their personal needs.
After picking up her award, Will said
she believes strongly in providing oppor-
tunities to people with disabilities.
I want our workforce to learn what its
like,said said. Its my passion to do what
I do.

Navy Couple Happy to Call
Hideaway at the Beach Home
PORT HUENEME, Calif. There is no place like home for a mobile Navy fam-
ily, especially when your home is just two blocks from the sparkling blue Pacic
Ocean. The serenity that comes from living so close to the beach has turned out to
be the perfect antidote to the busy lives of Laura and Skyler Loch.
The Lochs are new homeowners at The Hideaway at the Beach, a gated neigh-
borhood of charming cottage-style townhomes in Port Hueneme. Skyler serves our
country as a Petty Ofcer Second Class in the U.S. Navy and Laura is a commu-
nications consultant for Tower Watson in Century City. Each morning he drives
north and she drives south, but every evening they both head as far west as you can
get on land in Coastal Southern California. Their two dogs greet them at the door.
Owning our rst home was already so exciting for us but for that rst home
to be brand new and at the beach, we were over the moon, said Laura.
The Lochs purchased their Hideaway home a few months ago after renting
in various locations within driving distance of Naval Base Port Hueneme where
Skyler works as a convoy security instructor.
After their rst visit to The Hideaway, they fell in love with the Plan 3 which
they eventually purchased.
Although there were ve different home layouts, we chose the Plan 3 because
its so open and cheerful with lots of natural light owing inside, Laura explained.
We also were taken with the master bedroom and relaxing, oversized bathtub.

work and especially teamwork that led to the
Point Mugu facility receiving the Admiral Elmo R.
Zumwalt Award for housing and lodging manage-
ment.
Installations that have earned the five-star ratings
are recognized as winners of the Zumwalt Awards,
which are given every two years.
Everyone knew what they had to do and they did
it,said Ken Forney, site manager of the Mugu facil-
ity for the last 12 years. We came together and made
this work.
It was Forney who received the Zumwalt plaque
from Capt. Larry Vasquez, commanding officer of
Naval Base Ventura County, during the celebration.
Vasquez also handed five-star pins to all the NGIS
Mugu employees.
NGIS facilities are open to military personnel,
civilians, contractors, retirees and sponsored families
a varied clientele. Some are accustomed to the
ultimate in comfort; others are simply looking for a
convenient place to spend their last night on U.S. soil
before being deployed to a foreign land for eight or
nine months.
But to those who run a five-star NGIS, every sin-
gle guest deserves the very best.
We worked very hard,said Remy Ford, a house-
keeper at Mugu for 14 years. It took a lot of team-
work.
The Mugu NGIS is housed in several buildings
some dating back to the late 1950s and cur-
rently has 164 rooms. The San Nicolas Island NGIS
has 89 rooms, and the Port Hueneme NGIS has 571
rooms.
Ratings are based on the quality of facilities, ame-
nities, service and financial management.
Its not just the cleanliness of the rooms, said
Peter Faulk, base housing director. Its training,
safety, maintenance of the warehouses where the
linens are kept, financial reports, property mainte-
nance its everything.
Deborah Williams, community services director
for the base, called it a fantastic day.
The inspectors for the awards come unannounced,
she explained. This is a true achievement. It shows
that Mugu provides stellar service every day to every
customer.
The Zumwalt Awards have been given since 1974.
The NGIS operation at NBVC as a whole received
a five-star rating in 2000. Point Mugu received a four-
star rating in 1998 and 1997 when the award were
given annually; Port Hueneme received a four-star
rating in 1997.
