SPECIFICATION OF WATER TENDER AS PER IS:950/1980 WITH EQUIPTMENT

1. The Water Tender as per IS: 950/1980 with the following requirements has to be fabricated on the Chassis either ASHOK LEYLAND (COMET) ALCO3/1-4470mm wb (or) TATA LPT 1613/42 TURBO supplied by the Department. GENERAL REQUIREMENTS : The appliance shall incorporate a fire pump of 1800 liters per minute capacity against a head of 3 meters, and a water tank of 4,500 liters capacity. It shall carry an aluminum extension ladder capable of extending upto to 10.5 meters, and the Water Tender should have towing facility. The water tender shall be fabricated in a manner so as to conform to the following characteristics : a) Gross vehicle weight b) Maximum Speed on level road, fully laden. : : Not less than 8,500 Kgs. including crew, Water and equipment. 72 KM/H

c) The appliance shall be capable of being started from rest on a gradient of 1 to 4. d) When traveling at 48 Km/h on a level dry surface, the foot brake shall be capable of stopping the vehicle within a distance of 15 Meters from the point at which the brake is applied. The hand brake shall be capable of holding the fully laden appliance on a dry surface gradient of 1 in 4 when in neutral gear. e) The appliance shall have the following overall dimensions : Wheel base Turning Circle Road clearance Overall Width Not Not Not Not more than 4470 MM more than 20 Mts. less than 26 Cms more than 2.50 Mts.

f) Over all length of the body should not exceed 1 feet of the length of Chassis supplied and front height (the highest part of the appliance with extension ladder mounted) shall not exceed 3 Meters from ground level. 3. 3.1 MATERIALS : The choice of the materials to be used in the construction of the appliance shall be made with a view to combining lightness with strength and durability. The following choice of materials shall be followed. They shall conform to the specifications mentioned against each. a) Pump casing and impeller : Gun metal (die cast) according to IS: 617/1975 or Lead tin bronze (Grade II of IS: 318/1962) ..2..

:2: b) Impeller ring and Impeller neck ring : Lead tin bronze (Grade II of IS 318 /1962) for lead tin bronze pump, and stainless steel (grade 04 Cr 18 Nilo of IS 6603/1972) of aluminum alloy pump. Solid Shaft made from Stainless steel (Grade O4 Cr 18 Nilo of IS 6603/1972). Should not be hollow.

All parts which form water ways or come into contact with the water shall be corrosion resistant material or should be made of material duly treated for anti-corrosion. All metal parts exposed to atmosphere shall either be of corrosion resisting material or treated. Lubricating nipples shall be provided wherever necessary. DESIGN AND CONSTRUCTION: ENGINE: The engine shall be provided with cooling system to permit its continuous stationery running without over heating. Indirect cooling system shall be incorporated, if necessary, which shall be of the open circuit type discharging water to the waste. Arrangement should be made to divert the cooling discharge water to water tank, if necessary. The operating temperature thermostatically controlled. of the engine cooling water shall preferably be

4.1.3. The oil in the oil sump shall be prevented from overheating. 4.1.4. Suitable gauge for cooling water and grow lamp for lubricating systems shall be provided in the drivers cab and on the pump panel. This shall be marked with operating temperature. 4.1.5. External filter shall be provided for the lubricating system and a tubular dip-stick to gauge the level of oil in the oil sump shall be provided. 4.1.6. Rear bumper should be supported with suitable angular to the chassis to strengthen towing assembly. 4.2.1 All important electrical circuits shall have separate fuses suitably indicated and shall be grouped into a common fuse-box located in an accessible position in Drivers cab and fitted with means for carrying spare fuses. The wiring shall be single pole and shall not be exposed to the atmosphere. Conduits shall be used wherever necessary. ...3..

:3: 4.3. 4.3.1 WATER TANK: A tank of 4,500 litres capacity constructed out of mild steel of 5 mm thickness treated for anti-corrosion or Stainless Steel SS 316 grade of 3.15 mm thickness shall be suitably mounted on the chassis in a manner keeping in view the proper load distribution on the axles. The tank shall be suitably baffled to prevent surge when the vehicle is braking, cornering or accelerating. The baffles shall be arranged in a manner to facilitate the passage of a man throughout the tank for cleaning purposes. The tank shall be mounted on three cross bearers to counteract stress caused by chassis flexing and shall be so secured that it can be removed. The body of the tank should be rectangular with all the eight corners in oval shape to reduce surging. The edges shall be rounded to inside radius of not less than twice the thickness of the bent sheet. Note : A) The entire tank including the baffled plates shall be of 5 mm thickness if made of Mild Steel and 3.15 mm thickness if made of Stainless Steel SS 316 grade. The inside of the tank shall be painted with one coat Epoxy primer and two coats of Epoxy paint if Mild Steel is used. B) The entire area above the tank and suction hose lockers shall be covered with 1.60 mm aluminum chequered plates, duly riveted firmly. The joints of the chequered sheet on the top of the water tank should be covered with aluminum beading. The entire area on the rear of the vehicle should also be covered by chequered plate. The inner side portion of the lockers adjoining the water tank wall will be paneled with 18 gauge aluminum chequered plate. Two small aluminum ladders should be provided at the rear side of the water tank to climb to the top of the tank on either side, with two horizontal hand railings to enable the crew to stand and climb on the top of the tank. C) In case of Stainless Steel only Tungsten Inert Gas welding electrodes should be used for fabrication. 4.3.2. The tank shall be fitted with a 50 mm bore overflow pipes. A 63 mm instantaneous hydrant connection, incorporating a strainer, shall be provided close to the pump panel control for filling the tank through 50 mm bore pipe work or feeding the hose reel equipment. An 80 mm bore pipe line shall be taken from the tank to the suction inlet of the pump incorporating an 80 mm quick action Gate type valve. Separate valve(s) for performing the function given in 4.3.6 shall be provided to control the flow of water to the hose reel equipment. Drain plugs or drain cocks shall be provided wherever necessary. 4.3.3. The tank shall be given adequate anticorrosive treatment from inside after fabricating, if it is not Stainless Steel. The open end of the overflow pipe should be taken down to a point well below the chassis without affecting the effective ground clearance when fully loaded and shall discharge away from the wheels. 4.3.4. Water level indicator for the tank shall be provided at the rear side of the water tank indicating the quantity including the readings , , and full (preferably calibrated in liters). ..4..

:4: 4.3.5. The tank shall have a bolted man-hole of 45 cm dia minimum. A cleaning hole of at least 25 cm dia, shall also be provided at the bottom. Water tank should have two inspection man-holes one in front and the other at the rear with 8 inches dia aluminum blank cap on the top of the tank with one drain hole. Note : A hole of 20 cms. dia. on the lid of man-hole with aluminum blank cap for its closing is to be provided. 4.3.6. The tank shall be connected with the pump and hose reel and valve(s) shall be provided in such a way that any of the following operations are possible : a) b) c) d) e) 4.4. HOSE REEL:

4.4.1. One hose reel (see IS 884/1969) shall be provided at the rear of the appliance with C type quick releasing couplings and terminating with a control branch and 5 mm nozzle. 60 m length of 20 mm (Pneumatic Hose) of reputed make bare hose connected by screw The reel shall be fitted with over brake or locking device. Hose reel should be kept at rear side of tank with a support by platform. Hose reel should be of REINFORCED TYPE. 4.5 PUMP :

4.5.1. A centrifugal pump shall be mounted at the rear of the appliance. The pump may be of double stage or single stage, rear mounted pump reciprocating priming type. Anti friction bearing external to the casing be provided so as to avoid any bearings within the pump casing. The pump shall be fitted with mechanical seal of self adjusting type. The impeller should be dynamically balanced. A drain clock plug shall be provided at the bottom of the casing in such a way to prevent the cock being opened due to vibrations, stud etc., used in the pump casing shall be preferably of stainless steel. In case, light alloy castings are used, those shall be of die-cast and without any blow holes, internal cracks, etc. The interior of the casting shall be smooth finished. The castings shall withstand the Hydraulic pressure given in 4.5.4. 4.5.2 The pump shall be preferably completely covered, however, all the controls on the panel and the gauges shall be uncovered. The pump shall be coupled to the prime mover of the chassis through a power take-off, a brand new Syall make P.T.O. with power ration of 1:1:27 capable of full torque of the engine used for the appliance. A control lever for engaging and disengaging the pump, with suitable locking devices, shall be provided in the drivers cab. Cooling system should also be provided to the P.T.O. (Power Take Off). Note: The propeller shafts should be integral pieces free from joints or weldings. ...5..

:5: 4.5.3. The pump shall be designed to give its rated output of 1800 LPM at 7 kg/cm2 (See Table I) with an engine and pump input at shaft speed safe enough to operate the engine. The pump shall give performance as given in table-I, when working with strainers (except basket strainer) at 22oC. Output Liters / Minute kgf/cm2 1800 Allowances for output a) b) c) One percent for every 2.5 C raise in water temperature. Four percent for every 300 m above mean sea level and No allowance shall be made for humidity up to 75 percent. However, suitable deduction shall be made when humidity ranges from 75 percent to 95 percent. 4.5.4. PUMP TEST: The pump shall be run for a period of four hours non-stop delivering the rated output at 7 kgf/cm2 with a lift of 3m. During the test, the water shall not be replenished for the cooling system and the temperature of the engine oil should not exceed 1150C or of the engine manufacturer rated temperature for continuous working whichever is less. The engine should show no sign of stress during the test. The temperature of the cooling water (radiator water) tank shall not exceed 850C. The P.T.O. pump oil temperature shall not exceed 100 percent of the manufacturers recommended temperature for the grade of oil used. The pump casing and impeller shall be subjected to a Hydraulic pressure of 21 kgf/cm2 to detect leakage, performance etc. 4.6 SUCTION INLET AND DELIVERY VALVES:

4.6.1. The pump shall have suction inlet(s) having 100 mm standard suction connection (see IS 902/1974) with internals strainer(s) and blank cap(s). The strainer(s) shall be retained firmly when in use but shall be easily removable. 4.6.2 The pump shall be provided with two delivery valves having 63 mm standard hose couplings (see IS 903/1975) with screwed type quick closing clock valve (see IS 4928/1968) blank caps fastened with chains and incorporating means to relieve pressure between the valve and the cap shall be provided one for each delivery valve. PRIMER:

4.7.1. The primer shall be of reciprocating type only. It shall be capable of lifting water at least 7.0m (measure from water level to the center of pump) in not more than 24 seconds and shall preferably be fully automatic. The allowance shall be 30 Cm for every 300m elevation above mean sea level and 1 percent for 2.5oC rise in water temperature. 4.7.2. If the primer is of the reciprocating type, means shall be provided to automatically limit the speed of engine while the primer is engaged. ...6..

:6: 4.7.3. In case of reciprocating type primer, the selection of materials shall be made with view that no major part is required to be replaced in course of service and the material used for those parts shall be phosphor bronze and stainless steel depending upon their respective strength and use. The caps of primer should be gun metal one's and springs shall be properly secured. The primer lever shall be easily accessible from the operator(s) position. There must be gun metal caps to the pistons of rear mounted pump instead of aluminum. 4.7.4. In case of reciprocating type, the primer shall be preferably designed a view to prime when the pump is running at speed of 1000 to 1500 rpm. 4.8. 4.8.1. CONTROL PANELS : Adequately illuminated control panel shall be provided and positioned as follows:(a) Rear mounted pump one control panel at the rear of the appliance. 4.8.2. The control panel(s) shall include the following: (a) Throttle control for engine. (b) Pressure gauge 0 to 17.5 Kgf/cm2 (c) Compound gauge calibrated as under: Vacuum 0 to 75 cm Hq. Preferably in RED. Pressure 0 to 6Kgf/ cm2, preferably in BLACK. (d) Primer control (if the primer is not fully automatic) (e) Cooling water circuit control. 4.8.3.1. The following shall also be provided at a convenient position near the control panel(s) (a) Water level indicator (see 4.3.4.) (b) Five way control valve (see 4.3.6.) (c) Hydrant connections. 4.9. BODY WORK AND STOWAGE:

4.9.1. Enclosed accommodation for six persons shall be provided in the Driver-cab-cum-crew compartment including the Driver and the in-charge of the crew. Two doors on each side shall be provided on the Driver-cab-cum-crew compartment. The doors shall be hinged opening outwards and shall be hung forward and shall have catch locks and flush type handles. Battery charger 5 Amps 24 Volts of Heavy Duty shall be permanently provided for Charging the battery. Chequered plate should be provided on the top of the cabin. There should be 18 gauge aluminum sheet with quoting for cabin ceiling instead of upholstery. Single step should be provided inside the cabin for the rear doors fitted with 10 gauge Aluminum chequered plate for entry into the cabin. Hand railing should be provided in the cabin with leather straps to hold it by the crew. To avert the accidental fall of the crew members in the cabin, the horizontal rod shall be provided throughout the internal width of the cabin. To prevent accidental opening of all four cabin doors, in addition to the normal locking heavy duty tower bolts shall be provided. ...7..

:7: NOTE: Sufficient space to be provided to keep one portable Diesel pump in cab-cumcrew compartment behind the seat of the Driver Operator with necessary clamps. Through and through locker of inside 30 inches height and 30 inches breadth with shutter type doors shall be provided at the back of the cabin with Rolling cradle for easy handling of heavy equipment. The flooring shall be provided over the cross members with 10 gauge chequered Aluminum sheet. The complete floor plate shall be rigidly fixed to cross members with G.I. Bolts and nuts and joints soldered. The floor shall be completely airtight. Drain holes of 13mm size and trap doors shall be provided wherever necessary. The frame work of the complete body except floor shall be of 14 gauge MS pressed sections rigidly welded to super structure and covered. Externally with 16 gauge Aluminum sheet and internally with 16 gauge Aluminum sheet. Bolts or similar packing shall be provided between the cross members and chassis. No drilling with the chassis shall be permitted. The body shall be fixed with the chassis numbers with UJ clamps of adequate size and strength. On top of the original M.S. Cabin floor of the chassis, 16 gauge Aluminum chequered plate should be fitted including area under driver and officers seat. The top of the cabin shall be of 10 gauge Aluminum sheet and or top of this 18" width gage chequered plate shall be fixed on both sides of Aluminum extension ladder for the entire length of the cabin. 4.9.2. The cab and lockers should be of composite construction with sufficient rigidity and reinforcement. The construction of the roof shall be such that it will support the weight of one person without any stress. Sufficient angle iron support shall be provided for fitting of spare tyre and ladder gallows. Pressed sections of sufficient strength shall be used for the superstructure. Equipment lockers should be provided along the length of the water tank extending from behind the driver/crew cabin up to the rear end of the water tender on either side i.e., officer side and driver side. The lockers shall be through and through and should be provided with three hinged doors on both sides of the vehicle and the doors shall open upwards. The inside width of the lockers shall be 16 inches and minimum inside height shall be 24 inches. The inside paneling of all lockers shall be in 18 (eighteen) gauge Aluminum sheet duly painted with cream colour. The bottom (floor) or all the lockers should be with 10 (ten) gauge 3 mm Aluminum chequered plate. 4.9.3. Lockers shall be provided for secure storage of all equipment given in Appendix-A, except those mentioned at S1.1.26, 44 to 46. The height of the lockers from the bottom to the top of the opening shall be not less than 600mm and the depth not less than 600mm. 4.9.4. All lockers shall be provided with internal automatic lighting arrangement with the master switch in the cab. The doors of the lockers shall have efficient means for holding them closed by efficient flush fitting spring loaded locks. The doors of all the lockers shall be hinged so as to move up-wards. All lockers handles should be opened to the right only with Aluminum sticker indicator. The doors of the lockers shall have sufficient means for holding them open and efficient flush fitting spring loaded locks. All locker-handles should be of good quality of aluminum material. NOTE : All the hinges and locks used should be of heavy duty and strong. In the cabin the back rest cushion lining should be provided and back panel should be 18 gauge Aluminum sheet duly painted. All internal paneling for doors etc., in the cabin shall be 16 gauge Aluminum sheet. ...8..

:8: 4.9.5. Hose tunnels shall be 3.5 Meters length located in convenient place, on either side walls of the tank with proper closing arrangements. Drain holes shall upward with hinges of heavy duty. Paneling of suction hose tunnels should be with 18 gauge Aluminum sheet. Water drain channels are to be provided on the top on both sides of vehicle to prevent the leakage of spill or overflow water into the equipment lockers on either side of the vehicle. 4.9.6. DOUBLE SECTION TRUSSED TYPE ALLUMINIUM EXTENSION LADDER-1 No.: The extension ladder shall be trussed type in construction and made of high tensile strength reasonably rigid strong and free from sway when pitched against the wall with the base at 2 Meters from it and two men or ascending on speed or one man is carrying another while descending the ladder. The metal should be corrosion resistant. The mounted ladder should not obstruct the full opening of the water tank lid cap. The supplier shall give a test certificate issued by the manufacturer.

4.9.7. TOOL KIT CONTAINER : Space shall be provided under crew seat for tools. 4.9.8. Suitable means shall be provided in the cabin for carrying two sets of breathing apparatus. 4.10. STABILITY : The stability of the appliance shall be such that when under fully equipped and loaded conditions (but excluding crew), if the surface on which the appliance stands is tilted to either side, the point at which over-turning occurs is not passed at an angle of 30 degrees from the horizontal. 5. 5.1. WORKMANSHIP AND FINISH : All parts of the appliance shall be of good workmanship and shall have streamlined finish. Aluminum beading should be fixed through the body above and below the lockers. Aluminum hand-railing starting from the rear foot board up to the roof of the cabin on both sides should be provided, fastly secured. Body hand railing should be of 1 inch dia. The railing should not be of plastic. The appliance shall be spray painted with POST OFFICE REDPAINT (double coat) of good quality i.e., Asian Paint/Nerolac Paint etc. After fabrication, number plate should be provided to the vehicle. The under side of vehicle and chassis shall be painted block. ...9..

INSTRUCTION BOOK ACCESSORIES AND EQUIPMENT Instruction book or books instruction book for the guidance of the user(s), including both operating and normal maintenance procedure shall be supplied. The book shall include an itemized and illustrated spare parts list giving reference number of all the wearing parts. ACCESSORIES :

6.2.1 The following accessories shall be provided in addition to those normally fitted on modern commercial vehicles. a) Fire Bells 250 mm diameter fire bell as per IS 928:1964 re-affirmed in Nov, 1999 and shall be mounted externally. The bell shall be of hand operating type from the driving compartment and shout be mounted above the cabin. b) Head Lamps (with Halogen bulbs) - Two c) Fog Lamps Two d) Reversing Lights Two Lamp suitably situated to assist reversing. e) Red Revolving Light situated on the Head of the driving compartment. f) Trafficators Illuminated with indicating lights of instrument panel or in any other prominent position in driving compartment.

g) Wind screen wipers with assembly should be fitted at the bottom. h) A portable Dragon/Search Light shall be provided with deep parabolic reflector having 55 Watt, 12 Volt halogen lamp, 7 Ah maintenance free rechargeable battery. Dazzling bright white light with a range of 1 KM. i) j) l) Spot Light: Adjustable, mounted in convenient position on the rear side of the driving compartment. Tail Lamps Two or combined stop and tail. Cab, instrument panel and lockers, light.

k) Rear reflectors. m) Rear view mirror shall be of the size 25 Cms X 15 Cms with extended arms. n) A good quality Electrical siren shall be provided on the top of the cabin with the switch inside the cabin. The siren should be conformed to ISNO. 1941 (Part-I), 1976 (PartI) AC 3 Phase 50 HZ, 415 Volts type and should be audible in an area of at least 1 KM. 7. 7.1. MARKING : Each appliance shall be clearly and permanently marked with the following information : a) Manufacturers name or trade-mark if any; b) Capacity of the pump in liters /minutes, and of the water tank in liters, and c) Year of manufacture. ...10..

: 10 : d) The words ANDHRA PRADESH FIRE & EMERGENCY SERVICES shall be painted in English on one side and in Telugu on the other side of the vehicle in bold yellow letters. Both side front cabin doors shall have Fire Service emblem painted. The painting work should be of good workman ship. e) Engine No. f) Chassis No. 8. OTHER REQUIREMENTS: i) The fabricated vehicle should be provided with necessary protective mesh guards for wind screen glasses (fitted with hinges) side doors, windows, head lights, number plates, danger lights wherever required. The contractor shall give Bank Guarantee for trouble free performance and against the manufacturing defect for a period of three years from the date of supply of the fabricated Water Tender. The wind shield glasses shall be of flat type. Separate glasses should be provided at the corner for side vision. All the glass shall be tough ended safety glass. All seats, viz. Driver operator, Officer and crew and back rest should be fitted with good quality foam with strong and durable sponge covered by good quality rexine. Driver Operator seat should be provided with adjustable system for upward, downward, forward and backward movement with strong frame. Hand railing to the dash board should be provided to the Officer seat. Vertical hand railing to all the four doors of cabin should be provided externally to enable the crew to step into the cabin. Foot rests are to be provided at the bottom of the front mudguards on either side of the vehicle to enable the Driver and Officer to mount into the vehicle. One more additional foot rest shall be provided on either side of the vehicle by lowering the existing foot rests by about 25 Cms. on either side. Rear foot board and rear bumper should be very strong to take the load of the standing crew and equipment and also with heavy duty towing assembly to enable for towing a large trailer pump. The rear foot board and complete area under the two small M.S. ladders should be covered with 10 gauge Aluminum chequered plate. Glasses: All glasses fixed should be of superior quality. toughened safety glass with stone guards. All the glass shall be

The door glass should be fitted with sliding type to have side movement of winding type with stone guards. ...11..

: 11 : xii) Extinguishers Brackets : Atleast Two numbers of brackets for fixing the extinguishers of 4.5 Kg Co2 type should be provided near the officers seat. xiii) Each fabricated vehicle should be provided with following Fire Fighting and Rescue Equipment: 1. One No. of Portable Pump of 275 Liters per minute capacity at 4.2 Kg/Cm2 pressure made of light alloy and provided with 75 MM suction inlet and single outlet with instantaneous couplings, Greaves Lambardine Diesel Engine as per IS: 942/1985 with following suction equipment. a) b) c) d) e) 2. 3 Nos. of Reinforced Rubber suction Hoses 75 MM dia and 3 Meters length each fitted with suction couplings as per IS: 2416.
