Child Neglect Prevention

Did you know?

80% of founded child abuse in Iowa falls into the category of denial of critical care (neglect). For each Iowa child experiencing physical abuse, nine other children experience harmful neglect. Less than 10% of child neglect in Iowa is due to a direct lack of food, shelter or clothing. Most victims of child neglect are under six years of age.

The Child Neglect Prevention Summit is being organized by the Linn Council for the Prevention of Child Abuse (LCPCA). Support for the summit has been provided by: Casey Family Programs Four Oaks Linn County Early Childhood Iowa Board Linn County Decategorization Board Assistance in planning for the summit has been provided by: ASAC, Cedar Rapids Assisted Housing Program, Four Oaks, HACAP, Horizons, Iowa Department of Human Services, Partnership for Safe Families, Linn County Community Services, the Linn County Early Childhood Iowa Board and the Linn County Decategorization Board.

Child neglect (denial of critical care) is a category that includes a wide range of unsafe circumstances for children. Though denial of critical care is defined by law, it is not clearly understood by many parents or community members. Even professionals with experience making mandatory reports are not normally in a position to see the larger trends and issues associated with denial of critical care. A clearer understanding of neglect is necessary if we hope to lower the number of future incidents.

Our goal: 15% fewer child neglect cases in Linn County by 2015.

Presenters:
Mr. Dee Wilson, MSW, Director of the
Northwest Institute for Children and Families at the University of Washington. Mr. Wilson has worked extensively with child abuse prevention programs and child protection services for over thirty years. He is an experienced author, presenter and consultant. He helps communities across the country address child abuse and neglect issues through his work with Casey Family Programs.

Mr. Stephen Scott, Executive Director of


Prevent Child Abuse Iowa since 1996. Mr. Scott is responsible for the management of child abuse prevention programs that provide services in 83 of Iowa's 99 counties. Mr. Scott has been a senior researcher at the Child and Family Policy Center and staff attorney and deputy director of the Minnesota Disability Law Project.

Purpose of Summit: The summit will


share detailed information on the extent and causes of child neglect. Equally important, you can become part of the solution by learning how some types of neglect can be addressed preventatively by local agencies, caring citizens and family members. Presentations will be made by Dee Wilson, a national expert from Casey Family Programs, and by Stephen Scott from Prevent Child Abuse Iowa.

LEARN- Attend the Summit to


gain a better understanding of child neglect issues and effective community responses to them.

PLAN- Join representatives of


local organizations who will reconvene within two weeks of the summit session to begin developing a three year prevention plan designed to lower Linn Countys child neglect rate 15% by 2015.
