GENERAL 1. All debates shall be conducted in the English language.

Debaters for whom English is a second language shall be judged as if they were native English speakers.

DEBATE QUESTION 1. The interactive component of the program begins when the host Judge announces the debate question. THE STRUCTURE OF DEBATE 1. The debate will be on the Oxford style. 2. The topic shall be made known at least 14 days prior to the debate. A topic shall be offered by the proposition that is subject to the acceptance of the opposition. 3. Two teams shall participative in a debate, each team compromising of three competitors. Each speaker shall be assigned a particular function, namely opening speaker, second, third, fourth speaker and summator. 4. Competitors shall be called upon to speak by the chairperson in the following order:

No competitor shall make more than one speech in a debate.

5. The host Judge presides over the debate and raises the predetermined questions at the appropriate times. 6. An attorney moderator facilitates the open-floor elements of the program calling on students and directing them to the appropriate person(s) Judge, attorneys, student debaters, and other audience members. 7. Any audience member who speaks stands, addressed the moderator, and remains standing until the answer is complete. However, each audience may speak only once until all interested participants have spoken.

These time limits are guidelines only, and should not be strictly enforced. The chairperson may at his or her discretion, interrupt a speaker when a flagrant violation of these limits occurs. Timeliness is a criterion for evaluation. THE CONDUCT OF THE DEBATE 1. Competitors are expected to behave during a debate, and with respect to their fellow competitors. Those who do not do so shall be penalized, and may be asked to exit the debate if the chairperson so decides. 2. A debate is a formal affair, and speakers should be dressed appropriately.

POINTS FROM THE FLOOR 1. Following the speech of the second speaker of the opposition, the chairperson shall open the debate to the floor. At this stage, any member of the floor may raise points, stating if proposing or opposing the topic. Control of the floor is at the sole discretion of the

chairperson and should as far as possible allow even representation

3. No points of privilege may be raised. ADJUDICATION 1. At the conclusion of a debate, the adjudicators shall leave the venue to confer and arrive at a collective decision. If a consensus decision cannot be reached, the decision of the majority shall be effected. 2. The main criterion for evaluating teams is the extent to which they were effective in persuading the adjudicators of the validity of their case, in the context of the debate. In doing this, adjudicators shall give equal weight to the matter, including arguments presented and the manner in which this matter was presented. Adjudicators may not reach a decision based on personal conviction in reference to the topic. 3. A winning team will be decided and a best speaker, based on the score sheets of the adjudicators will be decided. 4. Once a decision has been reached, the chairperson will invite adjudicators to present it. Constructive criticism is encouraged but not necessary. 5. Following the adjudication, the chairperson will declare the debate over.

Because I cannot entertain Points of Order or Privilege, I will be alert to call debaters to order for any improper or unbecoming conduct or other breaches of the Rules of Debate and, at the conclusion of the contest, I will give both

Wit is welcome, especially if it is brief, pertinent and infrequent, but the Each debater will make a 3 to 5 minute constructive speech and later a 7-10 minute rebuttal defense summary. Judges should not hesitate to penalize a debater for deliberately disrupting an opponents speech or for lowering the level of debate through excessive or thoughtless interruptions. I will grant debaters the right to speak by introducing them and they may then hold forth until wither they sit down or I demand that they relinquish the floor, (ANSWER ANY QUESTIONS THAT ARE RAISED)

I call upon the first affirmative debater to deliver his/her constructive speech, including a definition of the terms in the resolution. --I thanks the first affirmative speaker for his/her remarks and remind the Judges that they should not finalize any debaters score until they have heard all the speeches. We shall now hear the constructive address of the first negative debater. --Thank you. I call upon the second affirmative debater to present his/her constructive remarks. --Thanks you. The second negative speaker will now deliver the last constructive address. --Thank you. Each debater will now have 5 minutes to rebut, defend and summarize, though these functions may be divide between the members of a team. I call upon the first debater from each team to present his/her final speech, beginning with the negative. --Thank you. Next, I call upon the second debater from each side, again commencing with the negative. The affirmative debater may introduce no new constructive arguments or evidence at this time. ---
