While observing the information regarding subject cited above, it has been observed that many connections are pending due to non-submission of L form/any other document by consumer. In this context, it is clarified that as per the provisions mentioned at Clause-4(5) of TCOS-2004 the applicant has to submit L form at the time of application. However, in case of HT connection, L form may be furnished later but before release of connection. It has also been mentioned at Clause-4(10) of TCOS-2004(amendment issued vide Comml.JDP/420) that, The Nigam will provide the receipt of the application/L form received from the applicant. In case deficiency or incomplete application, the Nigam, within seven days of the receipt of application, shall inform the applicant of the deficiency, including nonattachment of L-Form. If the deficiency is not removed by the applicant within 30 days from the date of receipt of such intimation by the applicant, the application will stand cancelled and the application fee forfeited. In this context, you are advised to ensure that such type of deficiency checked at the time of application, as any delay badly reflects the image of Nigam and also there is a great loss of revenue to the Nigam.

Ref: This office letter No.1081 dtd.20-06-11, 1095 dtd.22-06-11, 1096 dtd.22-06-11, 1253 dtd 08.07.11. On the subject captioned above and letters under reference, vide which you were requested to ensure for release of connections within specified time period and to send the names of officers/officials on whom part the delay has occurred. While observing the information of pending MIP and HT categories, new and load extension applications, as on 15 th August, 2011, it has been noticed that in some cases demand note has not been issued even after lapse of more than 3-4months of deposition of files. Delay has also occurred in release of connections in so many cases. It has been gathered that sufficient number of LT CT & LT TVMs are available with M&P wing. As such, you are requested to kindly look into the matter personally and arrange to get released the connections at the earliest. Further, it is again, requested to kindly intimate the names of officers/officials on whom part the delay has occurred.
