Highly motivated, results-oriented senior project manager, program manager and professional engineer with over 30 years experience managing and leading teams delivering technology and complex systems solutions against exacting requirements for mission-critical defence and aerospace applications. Key expertise encompasses all aspects of life cycle delivery from conception, through solution definition, development, testing, implementation, production and ongoing operations support, to system retirement and replacement. PROFESSIONAL EXPERIENCE 1999 Present

Project Manager and Senior Systems Engineer, Lockheed Martin Canada Feb/10 to Mar/11: Senior Project Manager and Systems Engineer, for infrastructure delivery for a worldclass data centre for defence systems training and support, leading a team of 5 technical professionals as part of the Lockheed Martin Halifax-Class Modernization Frigate Upgrade program. Managed installing and performing set-to-works for eight complex state-of-the-art Combat Systems sensor arrays on a rooftop platform and fully integrating them with the shipboard Command and Control Suite. Project efforts included analysis and reviews, design, development, safety, equipment suite cabling, installation, power and start-up testing, resolving technical issues, and coordinating activities with structural, electrical and mechanical engineers, electrical/plumbing contractors, and steel workers. Responsible for project scope, schedule, technical performance, project planning and tracking, risk and issue management, and customer/supplier liaison. Responsible for deploying innovative approaches and design methods to successfully complete the entire infrastructure installation in less than 12 months, achieving a significant Lockheed Martin project and financial milestone. - Developed equipment installation procedures for all radiating sensor array systems including alignment. - Developed installation procedures for designated subsystems, including mechanical infrastructure and mounting requirements. - Developed safety program and procedures, including fall arrest systems/rescue, HAZMAT (Hazardous Materials) protection and containment systems. - Developed grounding, bonding, lightning arrest protection schemes including EMC (Electromagnetic Compatibility) and EMCON (Emissions Control) requirements. Involved in power distribution design and review for shipboard installation. - Managed review and analysis of the power load scheme, RADHAZ (Radiation Hazard) safety and manaloft rotation and radiating sensor controls. - Provided engineering technical support for rooftop radar/sensor array superstructure development and installation. - Managed and developed interface cable termination and connectorization schemes and requirements.

Apr/99 to Feb/10: Performed project management, continuation engineering and field support under the (CSES/CSIS) Engineering/In-Service Support contracts for the HFX Frigate and IRO Destroyer Class Ships. Responsible for project scope, budget, schedule, vendor management, technical performance, project planning and tracking, risk and issue management, and customer/supplier liaison. - Attained comprehensive knowledge on the Command and Control Systems for HFX Class (CMS inclusive) and IRO Class Ships, including the PROT Class Supply Ships. - Managed projects ranging from small teams of 5 engineers working over a period of a few months to 24-month projects involving larger 50 person multi-discipline teams (Navy Shipboard, Maintenance Facilities and shipyards) on the SASiE (System Analysis Simulation Evaluation) and CCS (Command and Control System) Survivability system integration projects. - Activities included the full equipment life cycle deployment; from development and integration to operational readiness and finally equipment disposal iaw CTAT (Controlled Technology Access Transfer) guidelines. Responsible for the continued operational capabilities of the entire Canadian Patrol Frigate CCS including system survivability, configuration change control, fleet training support and management of the on-site field engineering support groups. Responsible for CCS performance data collection in preparation to MARLANT and MARPAC missile firing exercises. This includes missile, command and control systems operational readiness checks and trials to a mandatory zero defect tolerance. Extensively familiar with system and subsystem level support for a large suite of mission critical equipment and systems including; AN/UYK-507, AN/UYQ-505, AN/UYC-503, and AN/UYC-504 processing systems, MU-5028/U disk drive system, AN/UYC-501 SHINPADS Serial Data Bus system, VME SBN, Operations Room Team Trainers, Sabtech SMILES peripheral emulation system, etc. - Provided on-site technical support and operational readiness services for the mission systems including complex subsystems such as fire control, navigation, electronic warfare, sonar, radar distribution and data collection. (A typical deployed vessel has 120 highly trained operators and support personnel, with shore based support groups in the various systems labs comprising of over 80 specialized personnel.) Operational readiness requirements are measured as 100% critical systems available during deployment at sea.

1979 - 1999

Lockheed Martin Canada, Winnipeg, Manitoba 1994 - 1999

Program Manager, Navy and Hardware Engineering Manager

Managed all naval sub-system/product engineering development projects including in-service support for several major systems platforms and team trainers for the Canadian/U.S. Armed Services and NATO Allies. - Projects involved managing a wide range of staff from 6 engineering staff members for 6 months duration to 24 staff members for 14 months duration. - Managed 3 to 5 concurrent project teams at a time. - Major responsibilities included cost effective resource balancing and contractual delivery excellence. Completed the 2193 MineHunt Sonar Development Program consisting of five unique circuit card assemblies integrated into a mixed-signal piezoelectric acoustic Search and Classify arrays. Design and development effort were accomplished in 6 months. - Team was comprised of 14 design engineers deploying virtual engineering methodologies; the team worked from multiple sites and a common design method and system to economize on infrastructure costs. Remote work was enabled by rigorous design control and development methodologies. - Design team was responsible for system integration and in-field support to the British, American, and Canadian Navies.

Operational impact was to provide a 3-D electronically rotating sonar image deploying pulsed hifrequency tones for precise resolution while reducing the overall system foot print to two equipment racks. This technology was also deployed for base protection solutions as underwater detection systems.

Completed the VME Single Board Node Development Program consisting of 794 design/system requirements with 7 critical requirements and subsequent 3-year design warranty. - Team comprised of 18 cross-discipline members from manufacturing to accounting. - After the three-year design warranty period, only one update was required to add a new capability for system bus monitoring. - The product and related systems are still in service. Managed annual operating budget in excess of $2.5M and a cumulative revenue base in excess of $20M with a matrix design team comprising of 20-30 engineers of various disciplines and work locations. Council member of the Lockheed Martin Engineering Process Improvement Center and the Fordham University Concurrent Engineering Consortium in providing technology partnerships and sharing innovative solutions and processes with the emphasis of Total Quality Management, 6-Sigma, and Statistical Process Control. Fire Marshall and Hazardous Material Coordinator for the ISO 14000 implementation team; my contribution enabled Lockheed Martin to achieve a recognized (audited & certified) ISO 14000 compliance in less than 6 months.

Manager, Engineering, Navy Products Group

1992 - 1994

Managed all naval product developments for the Canadian/U.S.A. Armed Forces and NATO Allies. The products ranged from simple electronic assemblies to complex integrated systems with a large software component designed to meet stringent Mil-Spec Design and Development requirements and methodologies. Council member for both the Hardware and Concurrent Engineering Sub-Councils. Developed the corporate Concurrent Engineering Users Manual detailing the methods and techniques to define and deliver multi-discipline projects with the emphasis on requirements tracking. Stakeholders included; end users, system architecture, hardware, software, mechanical, specialty engineering, logistics, procurement, etc.

Manager, Total Quality Management (TQM) and Quality Assurance

1991 - 1992

Facilitated TQM, and was responsible for the administration and implementation of the Unisys Total Quality Process and the subsequent creation of Continuous Process Improvement (CPI) Teams with the objective of saving over $1 Million per year in ongoing cost avoidances or 20% of annual operating costs. - Various innovative methods were developed under my leadership in Unisys, Winnipeg, and were adopted within the corporation at various American based operations. Managed company quality conformance program to meet contractual quality requirements on all programs. Under my leadership, the program integrated product inspection into the build process as an in-line process eliminating specialized post inspector positions. Savings were in both operational staff costs and improved product quality due to the shift in method to peer and self-inspection.

Operations Manager

1990 - 1991

Managed Plant Operations, which included Quality Assurance, Manufacturing and Test Operations, Procurement, Material Management, and Maintenance Engineering. The annual operating budget exceeded $6 M and the revenue base over $28 M. Plant operations comprised of 228 people, including product assemblers (160), Manufacturing Engineering (14), Test Operations (22), Material Management (18), Procurement (6), and Quality Assurance (8).

Program Manager, Naval Capital Acquisitions

1987 - 1990

Managed the following programs with total revenues exceeding $60 M: - Canadian Patrol Frigate Program; 12 City Class Frigates (HFX Class) - Tribal Class Upgrade and Modernization Program (TRUMP); 4 Tribal (IRO) Class Destroyers. - US/Canadian Joint Development of the AN/UYK-44EP/507 ASIC (Application Specific Integrated Circuit) Processors. o A 20-person engineering design team developed the leading edge next generation microprocessor design (at the time) on par with the Motorola 68000. Coordinating the work of the internal operations and the customers field support staff for subsystem procurement, build, assembly, integration, test and acceptance of the equipments in the customers facilities. Process required long-term staging, material lead-time planning and management process to handle the procurement and deployment activities over an 8-year period. Served as key interface for all customer relations, and was responsible for all facets of program administration and cost control. The goal was profitable programs with superior gross margins and excellent customer satisfaction.

Quality Assurance Manager

1985 - 1987

Managed the quality assurance team of 65 individuals including: Program Quality, Product Quality, Test Engineering, Software Quality, Metrology, Customer Services, Integrated Logistic Support and Configuration and Data Management. - The team had to interface with other cross-departmental organizations to maintain product/service quality in conformance with customer/military demands and contractual obligations. Managed an annual operating budget in excess of $3.3M. Obtained NATO AQAP-1 facility recognition in less than 9 months, the first in Western Canada at the time, and a significant Quality achievement for the corporation.
