Border Maritime Affairs Diplomacy ABSTRACT This research is a normative legal research conducted by the study of literatures and documents of normative rules of regional, national and international maritime law and the existence of a country as one of the main subjects of international law and the most important. Research on The Influence of Legal certainty, Legal Aspects of Management and Use of Sea Areas by Local Government Efforts to Strengthen Border Maritime Affairs Diplomacy by the Government of Indonesia is intended to determine whether the design of the national policy of regional autonomy really achieve major results as a means of strengthening the autonomous region. If it can be implemented then the de facto reinforcement will be very influential in strengthening diplomatic ties among the states or by the Unitary Republic of Indonesia in the international arena. In this regard, strengthening the structure of the autonomous community of the utilization and management of the region is an indicator of objective and real in supporting the future development of Indonesia. The data in this study were obtained and will be analyzed in a qualitative way of thinking in order to obtain qualitative and descriptive data in this study will eventually use the inference interpretation of the law. This study concluded that some of the answers to two main problems in this study, 1. Factors law by the use and management of marine areas in the form of clear rules about what, who, how, when and where need to be clarified within the framework of strengthening the rights and obligations of local governments to avoid differences in rules and facts, biased laws, rules overlap and conflict of laws utilization and management of the sea. They are inhibiting factors for strengthening maritime border Indonesian diplomacy should be strengthened by local government; 2. Improved strategies are effective coordinative level strategic, operational and tactical coordination of institutions specialized in marine spatial planning by the region, coordinated by the provincial government immediately made an absolute reference as Indonesia struggles penguata model within the framework of the maritime border diplomacy ahead by the Government of Indonesia. This is important as a de facto basis of strengthening Indonesia's claim over the territory of the sea by the region, especially in meneyelesaikan sea border issues with neighboring countries such as in Riau Islands province, which borders with Singapore and Malaysia, in the province of West Kalimantan bordering Malaysia, Vietnam and Thailand , in the province of East Kalimantan and North Sulawesi Province, which borders with the Filipinos, in East Nusa Tenggara province, which borders with East Timor and Australia, and Papua province which borders with PNG and Palau.
