Vice-Chancellor's Message
1. The availability of trained specialists in the varied fields of medical sciences is rather too inadequate and it is to fill up this important gap between the demand for and supply of such specialists in the specialty areas such as general medicine, anesthesiology, radio diagnosis, paediatrics, dermatology, general surgery, orthopedics, pathology, obstetrics & gynecology, ENT, ophthalmology, radiotherapy, physical medicine & rehabilitation, child health, etc. that the University took the initiative for granting affiliation to the Postgraduate Institute of Medical Education and Research of Dr. RML Hospital and Vardhman Mahavir Medical College of Safdarjung Hospital, which are the premier and renowned medical institutes not only that of Delhi but coincidentally at global level too for the conduct of postgraduate and diploma programmes in the aforesaid specialties immediately after I joined this University as its Chief Executive Officer in December, 2008. On the basis of my personal visits, I can vouch to each one of you, who shall be lucky enough in seeking admission to any of the specialties for which they have the university's affiliation that these institutions possess the required kind of infrastructure with most modern and sophisticated sets of equipment. Further, the environment of buildings and equipment is accompanied with the faculty support of international level. What is unique about them is the fact that they have the unique blending of nationally and internationally renowned experience with the needed human touch of an appreciable level' a factor so significant in patient care & recovery; indeed, they are innovative in their techniques, procedures and practices. Naturally, the kind of specialists you would be after being educated and trained at any of these institutions shall reflect in you the true and wonderful medical professionalism. In the end, I wish that your dream of selection comes true.

1. THE UNIVERSITY
The Govt. of NCT of Delhi established its first University with the name Guru Gobind Singh Indraprastha University in 1998. It is a teaching and affiliating University with the explicit objective of facilitating and promoting studies, research and extension work in emerging areas of higher education with focus on professional education, for example engineering, technology, management studies, medicine, pharmacy, nursing, education, law, etc. and also to achieve excellence in these and connected fields and other matters connected therewith or incidental thereto. In order to serve the broad purposes for which the University was established, it set out its statements of Vision, Mission and Quality Policy which read as thus : VISION The University will stimulate both the hearts and minds of scholars, empower them to contribute to the welfare of society at large; train them to adopt themselves to the changing needs of the economy; advocate them for cultural leadership to ensure peace, harmony and prosperity for all. MISSION Guru Gobind Singh Indraprastha University shall strive hard to provide a market oriented professional education to the student community of India in general and of Delhi in particular, with a view to serving the cause of higher education as well as to meet the needs of the Indian industries by promoting establishment of colleges and Schools of Studies as Centres of Excellence in emerging areas of education with focus on professional education in disciplines of engineering, technology, medicine, education, pharmacy, nursing, law, etc. QUALITY POLICY Guru Gobind Singh Indraprastha University is committed to providing professional education with thrust on creativity, innovation, continuous change and motivating environment for knowledge creation and dissemination through its effective quality management system. And, indeed it must be a matter of great satisfaction to all of its stakeholders in general, and the faculty and students, in particular that in a short span of 13 years, the University has not only been able to earn the best of national accreditations, educational awards and acquire stringent certifications (UGC's recognition under Section 2 (f) and 12 (b); Graded as A' by the National Assessment and Accreditation Council, Bangalore; ISO 9001 : 2000 first in 2008 and upgraded later to ISO 9001 : 2008 in 2009; and Recertified again in February, 2011 upto February, 2014; attaining AIU's Status of Regular Membership in November, 2008; Categorization of the University by Dun & Bradstreet as Decide with Confidence' in its publication titled, Universities of India 2008'; selected among 250 Top Educational Institutes in India for the Grand Book on Education, titled, Star Brands Education 2010'; and, also for an International Award - Platinum Technology Award for Quality and Best Trade Name' by OMAC Association Otherways Management & Consulting, Paris, France on December 20, 2010 in Geneva, Switzerland but has also succeeded in making its presence felt both at national and international levels. As on date it has 11 Schools of Studies and One Maintained Institute, namely, Indira Gandhi Institute of Technology (IGIT) wherein as many as 35 Undergraduate and Postgraduate academic programmes are being conducted for 5000+ students; the annual intake being 1650 students.
On the affiliation front, 02 Schools of Studies, namely, School of Engineering and Technology and School of Medicine and Para Medical Health Sciences are being maintained for providing leadership role to the programmes conducted under these Schools at affiliated institutions. In all, the University has 100 affiliated institutes; of these, 76 are self financed and 24 are owned and managed by the Govt. of NCT of Delhi/Govt. of India. In these affiliated institutions, 80 academic programmes are being conducted with an intake of 22,000+ students with a total strength of 62,000+. NEW ACADEMIC PROGRAMMES To introduce innovative academic programmes in emerging areas of higher education and technical education, has been the passion of this University. Accordingly, the University introduced several new programmes during the current academic session 2011-12; these include: MBA (Financial Markets), LL.M. (Cyber Crime and Cyber Law), LL.M (Intellectual and Industrial Property Laws), BBA (Financial Markets). The introduction of some of the Undergraduate and Postgraduate programmes are in pipeline. CAMPUSES The University's state-of-the-art Main Campus, spread over on an area of more than 60 acres, is located at Sector 16-C, Dwarka, New Delhi and 09 University Schools of Studies, namely, (i) University School of Basic and Applied Sciences; (ii) University School of Biotechnology; (iii) University School of Chemical Technology; (iv) University School of Education; (v) University School of Environment Management; (vi) University School of Humanities and Social Sciences; (vii) University School of Information Technology; (viii) University School of Law & Legal Studies;
and, (ix) University School of Management Studies are functional from here. Certain distinguishing features of Dwarka Campus are State of the Art Buildings; Rain Water Harvesting; Sewage Treatment Plant (Recycling for flushing, air-conditioning & horticulture; Usage of solar energy; Disabled friendly - Vehicle free pedestrian walk ways; Adequate sports facilities; Shopping complex; Innovative landscaping; Attractive exteriors, Murals & Sculptures. However, 02 University Schools of Studies, namely, School of Architecture & Planning; and School of Mass Communication are still functioning from the University's Kashmere Gate Campus and it's from here that the Indira Gandhi Institute of Technology (exclusively for women students) is also operational. In so far as University's School of Architecture & Planning is concerned, its world class infrastructure is being created at University's East Campus located at Surajmal Vihar (spread over the land measuring nearly 19 Acres) wherein an Institute of Design shall further be established.
2. UNIVERSITY ADMINISTRATION
Statutory Bodies & CEO The President of India is the Visitor of the University and the Lt. Governor of Delhi is its Chancellor. The University in its functioning gets support and guidance from its Statutory Bodies such as the Court, the Board of Management, the Planning Board, the Board of Affiliation, the Academic Council and the Finance Committee. To facilitate the assigned role to these Statutory bodies, the members of these bodies are the persons of eminence from different fields and disciplines. The University functions under Vice-Chancellor, Prof. D.K. Bandyopadhyay, on day-to-day basis who is supported by other Officers.
Prof. D.K. Bandyopadhyay, Vice Chancellor A multifaceted scholar, academician and administrator, Prof. Dilip K. Bandyopadhyay is a visionary leader in India's Management Education community in modern times. A gold medalist in his master degree, a Ph.D. in Computer Applications, a fellow from ESSEC Business School, Paris and an inspiring professional, Dr. D.K. Bandyopadhyay has spent 35 years of his career doing what he does best: inspiring students, academia, corporate and non corporate heads, and policy makers to raise their excellence to the next level. A thought leader with extraordinary insight and an avid scholar, Prof. Bandyopadhyay has contributed over 70 research papers in reputed national and international journals and won many awards for those. He has been a voracious speaker disseminating his ideas and knowledge in various conferences around the globe. He is a sought after speaker and has addressed various Indian and global management students in various countries notably Canada, France, Germany, UK, Sweden, Thailand. As an academic administrator, Dr. Bandyopadhyay has an unparalleled record. With his entrepreneurial vision and path breaking innovative methods, Dr. Bandyopadhyay was one of the architect in turning around the fortunes of IIM Lucknow from embryonic stage to a reputed B-School where he was a Professor, Acting Director and Dean (19852004) and played a significant role-in repositioning IIM-Lucknow as truly integrated academic institution. As Director IIFM (2004-2008), a lesser known Institution was made best sectoral management institution of South East Asia. In his present assignment from 2008 as the Vice Chancellor of Guru Gobind Singh Indraprastha University, he has been applying different blue ocean strategies and management interventions to bring changes in the young and dynamic professional university with almost 62,000 plus students getting professional education to position it in the next orbit. As the chairman and member of several policymaking committees and bodies of Government of India and different state Government, he has stamped his perspective and wisdom on policy issues that surround management education, governance and corporate management in India. Acknowledged for his accomplishments as an innovative administrator, Prof. Bandyopadhyay has been a member of the Board-level committees of many national and state level academic and professional institutions of repute where he helped them to initiate the change process and to charter a path of excellence. He is truly an astute professional in the field of management and a widely respected transformational leader in the field of Education in India. He is presently member of different Professional Societies and a widely travelled professional. He is a Fellow of the All India Management Association (AIMA) and the Institution of Electronics and Telecommunication Engineers (IETE). He has also been the recipient of several prestigious awards. To name a few:- Kewal Nohria Award for Academic Leadership in Management Education by AIMA (2010); Faculty gold medal for excellence in academic achievements, Slovak University, Nitra(2010); Guru Baishista Award by Scholar Society (2009); Delhi Ratan Award (2009); Best dedicated Professor IIM Lucknow Award (1996) etc. OFFICERS OF THE UNIVERSITY & THEIR PROFILE Dr. B.P. Joshi, Registrar Dr. Bhaskar P. Joshi is the Registrar, the Premier Administrative Officer of the University. He has done his Masters in Anthropology and acquired his Doctoral Degree also in Anthropology from Lucknow University. Dr. Joshi has obtained First Class in his Masters Degree. For this outstanding achievement, he has been honoured with two Gold Medals by the University. The First Gold Medal was awarded for his First Position in order of merit and Second Gold Medal was awarded for the best dissertation submitted by him based on the field work and research. Soon after completion of his Masters he was awarded with the UGC Scholarship to do his Ph.D. Thereafter, he taught Anthropology to undergraduate and post graduate classes and worked as Lecturer of Anthropology also from 1978 to 1983. In 1983, he was selected in the Delhi Andaman
& Nicobar Island Civil Service (DANICS) - an allied service of IAS through Combined Civil Service Examination conducted by Union Public Service Commission. He possesses around 30 years of administrative experience during which he had the rare opportunity of holding the positions of Director (Personnel & Administration), New Delhi Municipal Council, General Manager & Financial Controller in Delhi Tourism Transportation Development Corporation Ltd., Additional Commissioner in the Department of Trade & Taxes, Additional Secretary (Personnel) in NCT Govt. of Delhi. Since March 16, 2009 he has been serving Guru Gobind Singh Indraprastha University as Registrar and, has also been the Controller of Finance for a year. As Registrar he is the Secretary to the most important statutory bodies like 'University Court', Academic Council, Board of Management, Board of Affiliation etc. Alongside administration, he has also been pursuing his academic interests by participating in several Training Programmes / Seminars / Conferences / Workshops / Management Development Programmes of National and International Level including those organized at Indian Institute of Management, Ahmedabad, National Institute of Public Finance and Policy, New Delhi, RCVP Noronha Academy of Administration & Management, Bhopal and at the Asian Institute of Management, Manila, Philipines, he was invited by Lal Bahadur Shastri National Academy of Administration, Mussoorrie for delivering lectures on the subject of 'Total Quality Management'. He trained officers in the VAT Department on tax laws. Apart from this, he prepared a 'Working Manual on Delhi Value Added Tax'. Now, he is actively associated with and contributing to the different academic activities of the Guru Gobind Singh Indraprastha University. He has a vast international exposure which includes visits to countries like Philipines, Singapore, Thailand, Vietnam, UK, USA and Germany. And it was he who received, for the Guru Gobind Singh Indraprastha University, on December 20, 2010 at Geneva, Switzerland the Platinum Technology Award for Quality and Best Trade Name by OMAC - Association Otherways Management & Consulting, Paris, France. He has been nominated to the 'Court' of Bharat Ratna Dr. B. R. Ambedkar University, Delhi. Apart from this, he has been honoured with Radhakrishnan Award on academic achievement and has also received the honour of 'Samaj Ratna' by a prestigious social organization. Sh. S.K. Tanwar, Controller of Finance Sh. S.K. Tanwar has more than 27 years of experience in accounting and auditing of various department of Government of India. He is MBA (Finance & Accounts) IGNOU, M.Com (University of Rajasthan) and B.Com (Hons.) from Delhi University. He is presently working as Controller of Finance in GGSIP University, Delhi. Before joining GGSIP University, he was associated in Pay & Accounts Office, Ministry of Home Affairs, Govt. of India and National Institute of Open Schooling (NIOS), an autonomous organization under Ministry of Human Resource Development, Government of India. He has initiated various innovative techiques in finance and accounts system while serving his previous intitutions. He was also instrumental in establishing fully computerized Accounting system in National Institute of Open Schooling (NIOS) and helped in developing financial and accounting policies of the Institution. He was a member of various committees constituted for formulating of institutional planning and policies as a Finance & Accounts expert. He also has experience in organizing national and international conferences/seminar on education. Prof. Pravin Chandra, Controller of Examinations Prof. Pravin Chandra is working as Professor in the University School of Information & Communication Technology and Controller of Examinations of Guru Gobind Singh Indraprastha University, Delhi. Previously he was working as Assistant Professor (IT & Production & Operations Management) at Lal Bahadur Shastri Institute of Management, New Delhi. He has also worked in Univesity of Delhi as Associate Professor during 2010-2011, He did his M.Sc in Physics from University of Delhi and M.Tech. (Computer Applications) from the Indian School of Mines, Dhanbad. His teaching and research interests are in the areas of Artificial Neural Network, Theoretical Computer Science. His doctoral research work is in the area of artificial neural networks.
Col. Pradeep Kumar Upmanyu, Joint Registrar (Academic) Col. Pradeep K. Upmanyu is presently working as Joint Registrar(Academic) in the University. He had joined this University as Deputy Registrar in 01st October, 1999. Since then, he has worked in various capacities as Deputy Registrar and held various departments like General Administration, Store & Purchase, Student Welfare, Planning, Examination. Prior to joining this University, he was serving as Regular Commission Officer in Indian Army in the Corps of EME. He has also served as HOD of Transport & Security and Fire Department in New Delhi Municipal Council, New Delhi on deputation from Indian Army for a period of four years from November 1994 to November, 1998. He has done his Graduation in Engineering from REC, Kurukshetra in first division and after that he has done several technical and management courses in the army being conducted at EME School at Baroda and MCEME at Secundrabad. After taking premature retirement from Regular Army, he has taken commission into the Territorial Army and at present posted as Deputy Commander TA Gp Western Command (presently on SUL).

THE INSTITUTES
3.1 Vardhman Mahavir Medical College and Safdarjang Hospital Safdarjang Hospital is the largest hospital under the Ministry of Health and Family Welfare and is well known for its quality of services to all strata of society since pre-independence days. The hospital has more than 1500 authorized beds including bassinets for patient-care. It has annual OPD attendance of more than 90 lakh patients. Government of India in November, 2001 established Vardhman Mahavir Medical College at Safdarjang Hospital. The College is affiliated to Guru Gobind Singh Indraprastha University, Delhi. Vardhman Mahavir Medical College in association with Safdarjang Hospital provides modern facilities in all kinds of investigations and patients care. This hospital has specialty and super-specialty departments, like, Neurology, Urology, CTVS, Nephrology, Respiratory Medicine, Burns & Plastic, Pediatric Surgery, Gastroenterology, Cardiology, etc. It also has the facilities for cardiac catheterization, lithotripsy, sleep laboratory, endoscopies, arthroscopies, video EEG, neurosurgery, cardiac surgery and dialysis. The Hospital is also equipped with Intensive Care Unit and Intensive Coronary Care Unit facilities. 3.2 PGIMER & Dr. Ram Manohar Lohia Hospital Dr. Ram Manohar Lohia Hospital earlier known as Willington Hospital and Nursing Home, is a premier super-specialty hospital, under Ministry of Health & Family Welfare, Government of India. Established by the British Government in 1932, the Hospital campus as on date is sprawled on a plot of 35 acres and has more than 1000 beds, with all specialities, super-specialities and excellent supportive services. Recently a new State of the Art building of Post Graduate Institute of Medical Education & Research have been constructed with the prime objective of promoting Medical Education of Post-Graduate level. This hospital is running a number of post graduate degree and diploma courses in a number of specialties for the proceding several decades and steadily number of courses and their intake has been increased. 3.3 ESI-Post Graduate Institute of Medical Science & Research ESI-PGIMSR, Basaidarapur, New Delhi was established in the year 2009 by upgrading the ESIC - Model Hospital, Basaidarapur, New Delhi & with the recruitment of the Dean and the first batch of faculty by the end of 2009. The
MCI inspection in the year 2010-11 saw the recognition of 4 specialties i.e. Orthopedics, Gynae & Obstetrics, Dermatology and Anesthesia for Postgraduate course. The first batch of 10 post graduates (3 each in Ortho & Gynae and 2 each in Anesthesia & Dermatology) joined in May 2011. Since then teaching faculty members have joined the departments of Surgery, Pediatrics, Ophthalmology, Respiratory & Chest Medicine, Microbiology and Bio-Chemistry and plans are afoot for MCI Inspection in these disciplines. The postgraduates seats are being allotted equally by Central Quota & State Quota.

This list of specialisation and number of seats for which counselling was conducted in various PG Programme during the Academic Session 2011-12 has been provided to give prospective candidates a tentative idea about the institutions and specializations in which admissions may be made. However, the final list of the institutions and specializations with intake for the academic session 2012-13 shall be notified on the University's Website (www.ipu.ac.in) prior to the commencement of counselling. 5.1 Degree Course The duration of the course for Post Graduate Medical Degree shall be 3 complete years which shall include the period of examination. For candidates having recognized Post Graduate Diploma in a subject, the duration of Post Graduate Medical Degree course shall be 2 years if the subject remains the same. In case, they seek admission in Post Graduate Medical Degree course in any other subject, they will have to undergo 3 years course as prescribed. 5.2 Diploma - The duration of diploma course shall be of 2 years. 5.3 The content and other academic activities like attendance, examination, training programme, thesis, etc. will be as per guidelines of the Medical Council of India and Guru Gobind Singh Indraprastha University. 5.4 The detailed list of specialisation and number of seats in various colleges shown in para 4 are just for the purpose of information to give the prospective candidates a general idea about the specialisation programme and seats offered against in various colleges affilated to GGSIP University in 2011-12. The above list therefore is not the list of specialisation and seats for the present academic session 2012-13. It can just be called a tentative and provisional list and the actual list of specialisation/s, seats available in various institutes during academic session 201213 may change depending upon the approval of the Medical Council of India (MCI), Govt. of India. Note: 1 The seat as shown in para 4 were for academic session 2011-12 and therefore it may be considered as provisional intake for the session 2012-13 2 Institutions/specializations and seats for academic session 2012-13 are likely to change depending upon the approval of Medical Council of India/Government of India/University. 7.2.6 Provided that if the seat reserved for Physically Challenged remains unfilled due to non-availability of eligible candidate(s) under this category the same shall be treated as unreserved. 7.2.7 In case the Physically Challenged candidates belong to the same category which is shown at roster point 33, 67, and 100 under 200 points roster, then there will be no change in the roster. In case the PC category candidate belongs to some other category as shown at roster point 33, 67, 100 under the 200 points roster then admission to PC category will be made at the respective roster point and roster will continue after inserting the PC category. (ii)
Brochure-V for Post Graduate Medical Degree/ Diploma courses 2012. The application should clearly mention the name and the address of the applicant. A Demand Draft of Rs.1100/- (Rupees One Thousand One hundred only) drawn in favour of Registrar, Guru Gobind Singh Indraprastha University, payable at Delhi. The name, address, PIN CODE and phone number of the applicant should be clearly mentioned on the back side of the Demand Draft.

MODE OF SALE OF ADMISSION Important Note BROCHURE-V ALONGWITH a) The request for Application Form must reach the APPLICATION FORM University Office latest by 29th February,2012. The
amount once remitted will not be refunded under any circumstances. b) The envelope of the application requesting for issuance of Admission Brochure-V must be superscribed at the left-top corner as 'REQUEST FOR ADMISSION BROCHURE-V FOR POST GRADUATE MEDICAL DEGREE / DIPLOMA COURSE : 2012'. The University will not be responsible for any delay, loss or damage, during the transit of the Application/ Demand Draft for issuance of Admission Brochure-V and for the Admission Brochure-V after its dispatch from the University.

Therefore, candidates are advised to submit their applications at the earliest, instead of waiting for the last date. 9.2 The applicants are advised to retain a photocopy of the duly filled-in Application Form before the same is submitted to the University. 9.3 The List Containing details of receipt of application form for Common Entrance Test: CET Code : 102 [CET: PGMC-2012] by the Office of the Controller of Examinations, Guru Gobind Singh Indraprastha University will be displayed on the University's Website www.ipu.ac.in on 23.03.2012. The candidates are advised to check their status with the help of serial number indicated on the Application Form. 9.4 In case any candidate, who has submitted the Application Form either by post or in-person, does not find his/her application form number on the University's Website, then he/she is advised to contact the Office of Controller of Examinations, Guru Gobind Singh Indraprastha University, Delhi, immediately (but not later than 27.03.2012, 4:00 pm) alongwith the relevant particulars (photocopy of the duly filled-in CET Application Form and proof of its delivery to the University). In case of any query, candidate may contact on 011-25302287. 9.5 Application Forms, which are incomplete in any respect, will be summarily rejected. Further, no alteration will be allowed to be made in the Application Form after it has been submitted to the Office of the Controller of Examinations. The candidate is required to fill the admit card attached with the application form and return the same alongwith the Application Form. 9.6 The in-service candidates should submit their applications through proper channel or attach a No Objection Certificate (NOC) from their employer to the effect that they have no objection and the candidates will be relieved/granted study leave for pursuing the course and the certificate should be available at the time of Counselling. In case the candidate is unable to submit the application through proper channel or attach NOC at the time of submitting the application, he must produce the same at the time of counselling failing which he /she will not be eligible for the counselling. 9.7 After declaration of result of Post-Graduate Medical Entrance Test (CETCode:102), a candidate who is in service and who is likely to get admission, should initiate the process of obtaining Study Leave/getting
relieved so that he/she is able to join the course concerned by the stipulated date. No candidate shall be allowed to join a course unless he/she has been relieved/sanctioned study leave from his/her employer.

11. COMMON ENTRANCE TEST (CET CODE- 11.4 The University will not entertain any request for re102) FOR POST GRADUATE MEDICAL checking, re-evaluation, re-assessment or scrutiny of OMR answer sheet. COURSES 2012
11.1 All candidates seeking admission to Post Graduate Medical Degree/Diploma courses of the University for session 2012-13 must appear in the CET, which will be conducted by Guru Gobind Singh Indraprastha University, Delhi on 31.03.2012 from 10:30 am-01:30 pm (Saturday). 11.2 The Entrance Test shall cover all subjects of MBBS course and will comprise of one Paper of 3 hours duration. This paper shall carry 300 Multiple Choice Questions (MCQs) of 4 marks each, divided in two sections viz. I & II. The subjects covered under these Sections are detailed below:Section-I Pre & Para-Clinical subjects, i.e., Pathology, Physiology, Pharmacology, Forensic Medicine, Medical Microbiology, Medical Bio-Chemistry and Anatomy. Section-II Clinical Subjects, i.e., General Medicine, Obstetrics & Gynecology, Paediatrics, Anesthesiology, Dermatology including Venereology & Leprosy, Radio-Diagnosis, Radio-Therapy, Community Medicine, Pulmonary Medicine, Psychiatry, General Surgery, Orthopaedics, Ophthalmology and Otorhinolaryngology. 11.2.1 Section-I will be of one hour duration and will carry 100 MCQs allocated 400 marks and Section-II will be of two hours duration and will carry 200 MCQs allocated 800 marks respectively. Note: Students will be required to distribute their time of 3 hours duration for the two sections in such a way that they are able to finish Section - I within 1 hour and Section - II in the next 2 hours. 11.2.2 Every question shall have four alternative answers, and out of these only one correct or most appropriate answer should be selected and marked on the OMR answer sheet provided with each paper. 11.2.3 There will be negative marking for every incorrect answer. Incorrect answers will include Wrong answers' as well as "those which contain more than one answer to the question." For each incorrect answer 1 mark will be deducted. 11.3 Candidates are required to bring a black ball point pen to the Examination Hall for marking their responses by darkening the ovals on OMR answer sheet. Use of pencil is strictly prohibited. 11.5 For those who are unable to appear in the CET:PGMC 2012 on the scheduled date for any reason, re-test will not be held by the University under any circumstances and the fee deposited for such test shall not be refunded. 11.6 Candidates are advised to follow the instructions mentioned in Annexure II while appearing for CET:PGMC 2012.

However, if the candidate reports late or reports by the next day during the process of counselling, he/she may be considered for allotment of a seat, provided, the seat is available for him/her at that point of time. He/she will have no claim on the seats/institutions already allotted. (v) In case a candidate does not report before the end of counselling session on the specified date, he/she shall forfeit his / her claim for admission to any course. A candidate, who is allotted a seat, will be required to pay Rs.27,500/- as the prescribed fee on the spot at the time of counselling. The fee will have to be paid in the form of demand draft drawn in favour of Registrar, Guru Gobind Singh Indraprastha University payable at Delhi. If a candidate fails to pay the prescribed fee immediately as the seat is offered to him/her, the offer will be withdrawn on the spot and the seat will be allotted to the next candidate present as per the merit list. No part payment or payment through cheque or cash will be accepted under any circumstances.

(vii) Admissions will be made strictly on the basis of merit (Rank-wise) and as per the 200 points roster. The counselling/admissions will stop when all the seats get filled-up. When a candidate appears for counselling, he/she would be informed about the available courses and the institutions in which the courses are available. The candidate will be entitled to select any one course. (viii) While converting the seats, any unfilled seats reserved for ST Category will be offered to SC Category and vice versa and only after completing this exercise, the conversion of the reserved category seats to general category shall be effected. The OBC seats shall be converted to General Category after exhausting the merit list of OBC category. (ix) The Candidate who have opted a course and got admission will not be considered for second round of counselling even if he/she has withdrawn his/her admission by due date of withdrawal. The students admitted during Ist counselling are required to report for Medical examination in the allotted college

on 16.04.2012 and for joining the allocatted college/ course on 01.05.2012. The Academic Session would commence from 01.05.2012.
The second counselling will be held on 04th May, 2012 in the University. The 2nd round of counselling will start from next roster point at which Ist counselling was closed. The second round of counselling will be conducted only for the candidates who have not reported/absent or not opted/ allotted any seat during Ist counselling, in order of CET Merit/ Rank 2012. A candidate taking admission in the second round of counselling will not be entitled to withdraw the admission. In case a candidate drops out after taking admission in the second round of counselling, his/her full fee will be forfeited. It is advised in the interest of the candidates to be careful in deciding before taking admission in the second round of counselling. He/she should take admission in 2nd counselling only if he/she intends to pursue the programme.
Any litigation/dispute regarding the examination or admission will be settled subject to jurisdiction of the Delhi Court.

The final decision in respect to the interpretation of any provision/rule contained in this Admission Brochure will be taken by the Vice-Chancellor of the Guru Gobind Singh Indraprastha University either independently or in consultation with any Officer of the University as may be deemed appropriate by him.

(xiii) "Declaration by the Candidate" as per Annexure-I. The original documents of the admitted candidate will be sent to the concerned institution for verification and the photocopies shall be retained by the University. Note: In case of in-service candidates, the No Objection Certificate from the employer shall clearly indicate that they have no objection for pursuing the course by the candidate and he / she will be relieved/granted study leave for the same.
All eligible candidates shall bring the following documents in original alongwith an attested copy of the each at the time of Counselling / Admission: (i) (ii) High School/Higher Secondary Certificate for verification of date of birth; Certificate in support of educational qualification: M.B.B.S. Degree;
(iii) Detailed marks certificate of qualifying examinations: I, II & Final Professional examination of M.B.B.S; (iv) The compulsory rotatory internship certificate; (v) Registration Certificate from Delhi Medical Council/ State Medical Council/ Medical Council of India;
(vi) The candidate seeking Admission under reserved category i.e. Schedule Caste/Schedule Tribe/OBC certificate, wherever applicable; The reservation certificate should be issued from the respective state/ region in which the reservation is claimed e.g. In case any candidate claims for the seat reserved for DSC category then he has to bring SC certificate issued by Govt. of NCT of Delhi from the authorities competent to issue the same. (Please refer Para 7.2.3) The reservation certificate should be in the name of the candidate seeking admission. The reservation certificate in the name either of parents (Father/ Mother) is not acceptable. The name and other particulars in the reservation certificate should be identical to that in CET form as well as in the 10th & 12th class certificates. Any variation in the name or other particulars in reserve category certificate may lead to refusal for admission by admission officer in the reserve category.In the absence of reserved category certificate, the candidate will not be entitled for any provisional admission in reserved category on the basis of any undertaking. (vii) Character Certificate from the head of the institution from where the qualifying examination was passed;

20. BOND
20.1 A bond of Rs.3.0 lacs on a non judicial stamp paper with two sureties will have to be submitted by the each candidate at the time of Counselling, in the prescribed format as per Annexure III.

In case the report of any candidate is not satisfactory or he does not fulfill the requirements stipulated above, the admission shall be cancelled and the candidate will be informed within one month of the receipt of the report from the head of the institution.
(iii) If the admission/registration of the student is cancelled/terminated by the University on account of unsatisfactory performance/misconduct/ indiscipline. 20.3 Such students who withdraw their admission by due date i.e. 20.04.2012, in the manner as laid down in para 15.1 above, then the Bond submitted by them during first counselling shall be treated as null and void. 20.4 The Original Certificates of the student would be kept in the custody of the admitting institution and would be returned only after completion of the course or on payment of Bond money, as the case may be.
22. PERIOD FOR PASSING POST GRADUATE MEDICAL DEGREE/ NOTES DIPLOMA COURSE AND OTHER All the students who are admitted shall be required MANDATORY CONDITIONS
to pay the full fee at the time of Counselling/ Admission. The fee shall be payable in the form of Demand Draft drawn in favour of Registrar, Guru Gobind Singh Indraprastha University, Delhi, payable of Delhi. It is clarified that the fee will not be accepted in the form of cash/cheque. Further, no request for deposition of part payment of the fee shall be entertained, under any circumstances. The admission slip will only be issued after the deposition of full fee indicated above. If any candidate fails to deposit the full fee, the seat will be offered to next candidate in the order of merit and for this candidate himself/herself shall be solely responsible. During the course of Post Graduate Medical Degree/ Diploma, fee will be chargeable on annual basis, however, the University charges shall not be recoverable in the final year. 22.1 Students admitted to Post Graduate Medical Degree courses should pass the degree examination with in a period of 5 years from the date of registration to the course. 22.2 Students admitted to Post Graduate Medical Diploma courses should pass the examination within a period of 4 years from the date of registration to the course. 22.3 Students who have been admitted to a Post Graduate Degree programme after obtaining a diploma programme should also pass the degree course within a period of 4 years from the date of registration to the course. 22.4 Salary in lieu of the training period will only be payable for the regular duration. 22.5 Each student admitted to a Post Graduate Degree/ Diploma course shall strictly submit himself/herself to the disciplinary jurisdiction of the Vice-Chancellor and several authorities of the University who may be vested with the authority to exercise discipline under the Act, the Ordinance, and the Rules that have been framed by the University from time to time. 22.6 The Student would undergo the course on full-time basis, no private practice, part-time job, being permissible during the duration of the course.

22.7 University can remove the name of the student from the rolls in case his/her work or conduct is reported to be not satisfactory by the Supervisor/Head of the Department/Head of the Institution. An undertaking to this effect should be obtained from the student at the time of admission. 22.8 The admission will be terminated if the student is not regular and absent unauthorizedly/without prior permission.
23.6 The merit of the CET will be valid only for the programme which the candidate has appeared and cannot be utilized for admission to any other programme. Further, the merit of the CET-2012 shall be valid only for the academic session 2012-13. 23.7 The candidate must fill the column carefully containing the category he/she belonges to. The category filled in the form will be final and no changes will be allowed once the result has been declared. 23.8 RAGGING: Rules in terms of ordinance relating to maintenance of discipline amongst students of this university are as under: 23.8.1 Ragging in any form shall be strictly prohibited within the premises of the University, a college or an Institute, as the case may be, or in any part of the University system as well as on public transport, or at any other place, public or private. 23.8.2 Any individual or collective act or practice of ragging shall constitute an act of gross indiscipline and shall be dealt with under the provisions of ordinance under reference. 23.8.3 Ragging, for the purposes of ordinance under reference, shall ordinarily mean any act, conduct of practice by which the dominant power or status of senior students is brought to bear upon the students who are in any way considered junior or inferior by the former and includes individual or collective acts or practices which: (a) (b) Involve physical assault or threat to use physical force; Violate the status, dignity and honour of students, in particular female students and those belonging to a schedule caste or a schedule tribe; Expose students to ridicule or contempt or commit an act which may lower their self esteem; and Entail verbal abuse, mental or physical torture, aggression, corporal punishment, harassment, trauma, indecent gesture and obscene behaviour.

The candidate must ensure that the answer sheet is not folded. Also, he/she should not make any marks or write any kind of description on it. Candidates are advised to be sure about the correct answer before they darken the oval with ball point pen. They should also ensure that the each oval is completely darkened with ball point pen, partially or faintly darkened ovals may be rejected by the optical scanner. It may also be negatively marked. Each question carries four marks. For each incorrect response, one mark will be deducted from the total number of marks obtained by the candidate. No deduction from the total marks will, however, be made if no response to a question is indicated. Candidates are advised not to attempt a question if they are not sure of the correct answer. If a candidate darkens more than one oval against a question, it will be deemed to be an incorrect answer and will be negatively marked. The Test Booklet Code filled in by the candidate in the OMR answer-sheet will be accepted as final for the purpose of evaluation. When the space for the Booklet Code is left blank or more than one booklet code is indicated therein, it will be deemed to be an incorrect booklet code and the answer sheet will not be evaluated. The candidate himself/herself will be solely responsible for all the consequences arising out of any error or omission in writing the Test Booklet Code. No candidate should do any rough work on the OMR answer-sheet. Rough work, if any, is to be done only in the Test Booklet at the space provided. Candidate should check to make sure that the Test Booklet contains the number of pages as mentioned on the top of the first page. In case the numbers do not tally, it should be immediately brought to the notice of the invigilator. The candidates shall not remove any page(s) from the test Booklet and if any page(s) is (are) found missing from a candidate's booklet, he/she will be proceeded against and shall be liable for prosecution under relevant provisions of Indian Penal Code. In case of any confusion, invigilator may be contacted. No candidate, without the specific permission of the Centre Superintendent or the invigilator concerned, shall leave his/her seat in the examination hall until he/she has finished his/her paper and handed over the Test Booklet and the answer-sheet to the invigilator on duty. Smoking in the examination hall during the conduct of the test is strictly prohibited. Tea, coffee, cold drinks or snacks are not allowed inside the examination hall during the test. Candidates shall maintain silence and attend to their papers only. Any conversation, gesticulation or causing disturbance in the examination will be deemed to be an act of misbehavior and is, therefore, strictly prohibited. Also, if a candidate is found impersonating or using unfair means, his/her candidatures will be cancelled and he/ she will be liable to be debarred from taking the entrance tests either permanently or for a specified period depending upon the nature of the offence, in addition to any other action which may be taken under the Indian Penal Code. If any candidate is found using any unfair means or does not observe discipline during conduct of the Entrance Test, the University will take necessary disciplinary action against such candidate as per its rules.
