Loudoun Valley High School may see their much needed renovations costing around $32.5 million come by 2014. Loudoun County School Board members had a long discussion during their Feb. 28 meeting keeping them into the early hours of the morning. After touring the school on Feb. 24, Vice-chair Jill Turgeon (Blue Ridge) and many other members of the board felt that Valley should become more of a priority when discussing the Capital Improvement Program. The board was set to approve the $565.6 million CIP and the $3.2 million Capital Asset Preservation Program during their meeting. Jeff Morse (Dulles) first motioned to move the Mercer Middle School and Freedom High School additions into fiscal 2014 projects and swapping ES-21 into the fiscal 2013 project then freeing up funds in 2014 to make way for renovations. Looking at the numbers we can easily support this to bring up more urgent issues. Based on the numbers, I no longer see the immediate need it will manifest itself further out, Morse said. I think weve got enough flexibility if the numbers were to bounce back in a meaningful way. We have enough discrepancy to move forward. The major debate with ES-21 was location. Currently slated to be set on the Grant Perkins site in the Dulles area, Morse said the site was large enough to fit a high school, and staff agreed - but noted it would take extra land which means more time. But, the site was agreed upon by both the Board of Supervisors and the School Board to be designated as an elementary school, with other county services on the extra land. Morse suggested placing the school by the new John Champe High School, but staff said that would disturb boundary lines. They also said the other elementary schools in that area dont need to be alleviated just yet. Staff pointed out the new process for obtaining land is long. It has to be met in agreement by both boards and it wouldnt be figured out in time for ES-21 to be built in 2013. Morses motion passed unanimously, but he may readdress the land question in the future with ES-21. Turgeon next motioned for the Valley renovations to be moved into fiscal 2013. The majority of the board believed rushing to get the renovations was irresponsible because staff hadnt presented them with concrete numbers for each project in the school.

This is not something new. There has been discussion of what to do with Valley especially with the opening of Woodgrove, Jennifer Bergel (Catoctin) said. My concern is we do not have a line item analysis of the $32 million budget. By moving the renovations to fiscal 2013 would also bump ES-21 from being built - leaving many board members dissatisfied with that option due to the increasing need for that elementary school.

I cant support this motion because that elementary school is more of a need as an educational standpoint than Valley, Bergel said. I was hoping to make a motion later, [for the] window replacement [for] $1 million and a new intercom system for $405,000. Turgeons motion failed giving way for Bergel to suggest placing all $32.5 million of renovations in fiscal 2014.

This gives us enough time to vet what we talked about earlier. There is not an elementary school in the CIP at this point [in 2014], Bergel said. I understand that renovations are needed, I understand that there may be a new school that comes up, but this is the second year of the CIP and we can revisit later. This would show good faith to the community.

The board voted 8-0-1 with Chairman Eric Hornberger (Ashburn) abstaining. The board also unanimously passed the CAPP. The board may bring the topic of Valleys renovations back up during their March 13 meeting. The CIP and CAPP now goes to the Loudoun County Board of Supervisors to be approved.
