1. Define at least 3 authors view of Public Administration. Why P.A. is considered as an Art and Science and differentiates P.A. to Private Administration? Public Administration is a specialized academic field. It essentially deals with the machinery and procedures of government activities. Administration has been defined as a cooperative human effort towards achieving some common goals. Another author defined public administration as a special field of study within the academic discipline of political science. It emphasizes the structure and operation of bureaucracies and organizations, including budgeting, personnel, and formal and informal internal controls. Some public administration programs include study of the special management skills required in governmental (as distinct from private) organizations. Another author s view is that public administration is the act of implementing public policies, as feedback is relayed to the policy makers. It is government in action, a collective effort of getting things done in accordance with the laid down procedures and within the legal framework. According to the definition that art is the knowledge acquired by learning and practice and science is the act of doing an activity in a systematic way, we can say that public administration is an art because it is a knowledge gained through learning and practice since the time that public administration was created. It is a science because it has the organizational outlook. Organization is the putting in their right perspectives human and material resources to achieve set goals. It further creates formal authority structure and allocates duties and functions. Another proof the Public Administration is Science is that in an attempt to carry out its various functions, there is some form of experiments. The whole world can be termed the laboratory of Public Administration. Policies and Laws are tentative intentions to regulate human affairs. They (law and regulations) are experimented upon to see how good it would work for the benefit of mankind. Public Administration is synonymous with all the activities of government and its agencies, while private administration is concerned with the activities of private enterprise. All activities that involve the implementation of government orders either in the ministries, extraministerial departments, parastatals, local governments, educational institutions owned by government, the police and the armed forces are regarded as Public Administration. But such activities that are concerned with implementation of policies or rendering of services to the

public by private enterprises or organizations not owned by the government are private administration. An example of public administration is the government in the Philippines. The government has different departments, bureaus offices and sub-offices that impose specific functions differ from other. An example for private administration is the corporations and the businesses own by private individuals or group of people that acquire profit through their own ways like SM, San Miguel Corporation and many more.

2. Discuss briefly the important roles of public administration in our modern society. There are many important roles of public administration in our society, but the main roles of public administration is the practical concern that the government today has to work towards the public interest. Efficient and effective governance is the main objective of our society for further development. Such newly techniques and ideas are introduced and practiced for better development of the society. The government addresses and encourages the people in the society to cooperate in the activity of the government that will lead to the success, good governance and minimizing the conflicts among the people in the society if not eliminated.

3. Discuss briefly the present trend and important value of our government bureaucracy in our country? Cite instances to our maranao perspective view. Nowadays, the present trend of our government is very far from ideal bureaucracy. Our government has become somewhat like of kinship in all over the part of our country. The leaders in every bureaus and organizations prioritize first the one who are related to them by blood or by affiliation not by looking who are qualified for a particular position. As a result, there is low efficiency and effective governance and led to poverty and conflict in our country. The value of government is important because it motivates the leaders in our country to fight against poverty and corruption. Leaders who have the values of being good leaders are role models for the next generation. A certain instances in maranao perspective view are the status of government in ARMM. It is well known among maranaos that those who are in the higher position, they are the one who has the control mostly of all the bureaus because they fill in their families in every bureaus and offices for future purposes in order for them to maintain a high profile status.

4. Explain briefly the implication of POLITICS-ADMINISTRATION DICHOTOMY with the interrelationship of the 3 branches of government? The implication of politics-administration with the interrelationship of the three branches of government is I think the separation of authoritative power and jurisdiction. The concept of dichotomy is the total separation of a particular body to the other but in the state of the three branches, this is not fully observed because there is a link that bind among the three branches. Example of this link is how the laws are being made and accepted. These laws of our government made by the legislative branch after several studies passes through the executive branch subject for approval then executed and applied by the judicial branch. 5. Why do we need to have an effective organization in the field of P.A.? Enumerate, define and give example of at least 5 types of organization. We need to have an effective organization in the field of public administration because without an organization, public administration will not exist. On the other hand, there is no government if there is no organization. Organization is social group that which distributes task to achieve a particular goal and there are many types of organization: universities, corporation, non-governmental organizations, cooperatives, partnership and many more. An example of universities is the MSU Marawi, it is an institution where public administration exists, the task is divided in every offices. Corporation are private own group compose of people with high profile, example, San Miguel Corporation. Non-governmental organizations are group of people with a certain goals to achieve. Cooperatives are small group of people like cooperatives of farmers in remote areas. Partnership is composing of a two person which has the same interest to achieve like starting a little business to earn profit. 6. Discuss briefly the different important functions of management in the field of public administration. Management has been describes as a social process involving for responsibility economical and effective planning and regulation of operation of an enterprise in the fulfillment of the given purposes. Management have different functions, these are the planning, organizing, staffing, directing and controlling. These functions are important in the field of public administration because with the absence of these, effective governance will not be achieved. These functions divided the role in managing a particular organization that every division in an organization has a distinct function. The tasks are divided in order to avoid delays and complications.
